2 Regional Transportation Priority Projects September 8, 2011 This list of Regional Transportation Priority Projects was selected by the Richmond Area Metropolitan Planning Organization (RAMPO) at its September 8, 2011 meeting and serves as the Region s list of priority projects. This list is authorized for submission to the Commonwealth Transportation Board (CTB) for its review and consideration in selecting transportation projects and allocating state and federal funds in the upcoming Virginia Department of Transportation (VDOT) Six-Year Improvement Program (SYIP) and in considering revisions to the current SYIP. The FY12-FY17 SYIP was adopted by the CTB on June 15th, Staff has revised the cost estimates, allocations and schedules for the projects based on the current SYIP. This list is also used in support of efforts by Richmond Region local governments, area transportation agencies and other regional partners to obtain federal and state funds for these priority projects. The MPO serves as the Region s forum for cooperative transportation decision making. Membership on the MPO board consists of elected officials and technical staff appointed by area local governments, area transportation agencies (i.e., the Capital Region Airport Commission, GRTC Transit System, Richmond Metropolitan Authority, and the Virginia Department of Transportation) and the Richmond Regional Planning District Commission, Virginia Department of Rail and Public Transportation (DRPT), Virginia Department of Aviation (VDA), Federal Highway Administration (FHWA), Federal Transit Administration (FTA) and RideFinders. Input into the regional transportation priorities is derived from the MPO s Technical Advisory Committee (TAC), the Citizens Transportation Advisory Committee (CTAC), and the Elderly and Disabled Advisory Committee (EDAC). 2

7 Main Street Station, Phase 3 This project is the restoration/construction of Main Street Station, a national historic landmark built in 1901, into a multimodal transportation center serving Amtrak trains, GRTC buses, airport shuttles, taxis, and tour buses, with bicycle and pedestrian access at one centralized location in downtown Richmond. Station development will strengthen Richmond s multi-modal transportation network as a whole and position the region to accommodate emerging higher speed rail in the Northeast and Southeast rail corridors. The staion restoration is now in its third and final phase, with projected completion in (phase I totaled $26.9 million and was completed in 2003, and phase II totaled $10.6 million and was completed in 2007). Total cost for three phases is $66.4 million. This phase is a joint effort between the city and the state. The objective of this phase is to maximize opportunities for rail passenger service and to further enhance the multimodal transportation center. Note that the MPO has established the platform extensions as a separate project (see pg. 21). 8 Route 360 East, Hanover County Construction consists of four projects that increase capacity on Mechanicsville Turnpike (Route 360 East) from I-295 to Walnut Grove Road in Hanover County. The projects involve the widening of Route 360 from four to six or eight lanes between I-295 and Walnut Grove Road and the realignment of Bell Creek Road. While there is a balance to complete the overall project, the county is working with VDOT to advance the project in phases as funding permits. In the FY09 SYIP, the balance to complete for this project was $18 million with allocations through 2014; following transportation funding reductions in early 2009, the project funding was significantly reduced. This funding deficit remains in the FY11-FY16 SYIP. 9 Huguenot Bridge Replacement This project involves the replacement of the Huguenot Bridge in Henrico County and the City of Richmond. Plans call for a two-lane bridge with ten-foot breakdown and sidewalks on each side. Project plans include modifications to routes and ramps at Riverside Drive and modification of the Westham Station Road intersection. 10 Route 250, Goochland County Construction to widen West Broad Street (Route 250) from two to four lanes. The project will span from Hockett Road to Manakin Road in Goochland County. 11 I-64 Widening, Goochland County This project is the widening of I-64 to six lanes from SR 288 at Short Pump to 1.02 miles west of Route 623 in Goochland County. The widening of this portion of I-64 is directed by FHWA in order to satisfy the approval of the I-64/ Route 288 interchange project (see FHWA letter of approval). In the FY09 SYIP this project was fully funded with allocations through 2014; following transportation funding reductions in early 2009, the project funding was significantly reduced. Project funding was further reduced in the FY11-16 SYIP, to reflect existing expenditures only, not the full cost of the preliminary engineering phase. By action of the CTB in developing the FY SYIP, funding for the project was restored; the project is now fully funded. 12 Virginia Capital Trail (Richmond to Williamsburg) The Virginia Capital Trail Project will create a 55 mile paved bicycle and pedestrian trail linking Richmond to Williamsburg along the historic Route 5 corridor. The trail will provide access to a unique blend of recreational, historic and cultural amenities. The project is divided into 8 sections, with each section having an individual schedule for completion. The portion of the trail from Williamsburg north to the Chickahominy River, encompassing the Greensprings, Chickahominy and Chickahominy Bridge sections is currently complete. In addition, a seven mile section of the trail in Charles City County is also open. The New Market Heights and Varina sections of the trail are scheduled to be complete between ; the first phase of the Richmond Riverfront section opened in early 2010, and runs from 18th Street to Great Shiplock Park. Subsequent phases in Richmond and eastern Henrico have completion dates yet to be determined. 13 SEHSR/Intercity Passenger Rail Richmond (Main Street Station) to Washington D.C. The first phase of DRPT s Intercity Passenger Rail Project will bring more frequent service, increased capacity and shorter travel times from Washington, DC south to Richmond with improved access to the Northeast Corridor service. The MPO supports the extension of the Southeast High Speed Rail (SEHSR) corridor from Washington D.C. to Richmond (Main Street Station). The MPO, along with the Richmond Regional Planning District Commission, the Capital Region Collaborative and member jurisdictions, signed resolutions of support for High Speed Rail, which were presented to former Governor Timothy Kaine on July 21st The resolution endorses the extension of high speed rail service from the Washington Metropolitan Area to the Richmond Region, noting this as a critical section of the Southeast High Speed Rail Corridor. Public comment on the draft Tier II Environmental Impact Statement (EIS) of Richmond (Main Street Station) to Raleigh, NC service concluded September 10, The public comments are under review with the final EIS to be filed with the Environmental Protection Agency with a Record of Decision (ROD) by the Federal Railroad Administration (FRA) anticipated in The full SEHSR Corridor extends to Birmingham, Alabama and Jacksonville, Florida. In January of 2010, FRA awarded $75 million in ARRA stimulus funds for project construction in the Richmond to Washington, D.C. corridor. Approxmately 11 miles of new high speed rail track will be built in Northern Virginia (Arkendale to Powell s Creek). This project will eliminate one of the most severe bottlenecks along an extremely congested area on the Southeast Corridor. In October 2010, DRPT received $44.3M in federal high speed rail funds to complete the Tier II EIS for the portion of the corridor between Washington, D.C. and Main Street Station in Richmond. DRPT anticipates completion of the Tier II EIS/ROD by Regional Priority Projects s and Allocations based on Adopted FY12-17 SYIP. Schedules based on PCES or other noted sources. 13

14 Route 10, Chesterfield County Construction to widen West Hundred Road (Route 10) in Chesterfield County to 6-8 lanes between Route 1 (Jefferson Davis Highway) and Meadowville Road. A Congressional appropriation of approximately $ 880,000 was made available under SAFETEA LU. A portion of this project from the end of the I-95 exit ramp to Ware Bottom Springs Road was approved as part of the November 2004 Chesterfield County voter approved bond referendum; at that time the estimated cost of the project was approximately $15 million for the segment from I-95 to Ware Bottom Springs Road. As project funds become avaiable, the county is advancing the project in phases. The MPO approved the allocation of $10,084,800 of RSTP/ARRA money which when combined with other available funds will advance a significant portion of this project from I-95 to Ware Bottom Springs Road. An additional $242,000 was provided by TriCities MPO from surplus ARRA funds. 15 Parham - Patterson Urban Intersection, Henrico County This project originally involved the proposed construction of an urban interchange at the intersection of two heavily traveled roads, Parham Road and Patterson Avenue (Route 6) in Henrico County, in order to provide more capacity. The County has concluded that the needed improvements can be accomplished through improvements to the intersection. Regional Surface Transportation Program (RSTP) funds were proposed by the MPO in 2011 to complete the PE phase; Capital Project Revenue (CPR) bond funds were approved by the CTB to fund the right-of-way phase. 16 I-95 and Lewistown Road Phased Interchange Improvements, Hanover County The need for long-term improvements to the interchange was identified in the I-95 Corridor Study (VDOT, July 2003). The findings of this study determined that a full cloverleaf design with collectordistributor roads is needed to address traffic growth and operational safety deficiencies in the corridor. The preliminary cost estimate for the interchange project improvements (all phases) was estimated between $55.6M and $69.5M. Funds for the full interchange replacement phase have not yet been allocated. In an effort to advance the overall efficiency of the interchange, phased improvements are being undertaken, including replacing the existing 2 lane bridge (UPC 90347), and widening the west approach and SB ramps (UPCs and 94855), which are reflected in the tables below. The MPO approved the allocation of $4.8 million in RSTP/ARRA funds for the bridge approach portion of the project west of I-95. The ultimate design for bridge and approches will accomodate four lanes of traffic. 17 Higher Speed and Passenger Rail Improvements Richmond (Main Street Station) to Hampton Roads Decription Future phases of the Virginia Department of Rail and Public Transportation s Intercity Passenger Rail project increases passenger rail improvements to Hampton Roads, including increased capacity and frequency of trains. On February 17, 2010, the Commonwealth Transportation Board took action on the Richmond (Main Street Station)/Hampton Roads Tier I Draft Environmental Impact Statement (EIS) to select Alternative One as the preferred alternative (Alternative One was also endorsed by the MPO s for the Richmond, Tri-Cities and Hampton Roads regions). Alternative One provides for enhanced passenger rail service along the Peninsula/CSX route in the I-64 corridor to increase number of passenger trains and provide new service along the southside/ NS route in the Route 460 corridor with higher speed (90mph) trains. Preliminary cost estimates for the higher speed rail corridor include $475.4 million in capital improvements and $80 million in annual operations costs. DRPT submitted the Tier I Final EIS to FRA in December 2010 for a record of decision to determinie the next steps in the federal review process. 18 Interstate 64 Improvements Widening from Richmond to Hampton Roads This improvement had originally proposed to add additional lanes in each direction along the entire corridor from Richmond to Hampton Roads. The scope and funding for the project were reduced in the FY09-FY14 SYIP to include only existing preliminary engineering expenditures. The project cost estimate tables below represent current SYIP numbers, which do not include the cost of road widening; current project cost estimates are for current expenditures for engineering only. An environmental study is underway by VDOT which will determine if the project should advance as PPTA (Public-Private Transportation Act) project. The environmental study is expected to be complete within three years (2013); additional information will be provided when available. 19 Broad Street Rapid Transit GRTC and DRPT are conducting an Alternatives Analysis in accordance with the Environmental Assessment (EA) guidelines under the NEPA (1969) for the Broad Street Rapid Transit Study. The study corridor runs along Broad Street and Main Street/Route 5 in the City of Richmond and portions in Henrico County. The draft plan proposes a Bus Rapid Transit (BRT) system with the following significant features: 7.6 mile corridor with 14 stations Dedicated BRT vehicles (articulated buses) Mix of dedicated curbside bus lanes and median bus lanes Frequent service; 10 minute at peak and 15 minutes off-peak Capital costs of approximately $68.3 million Annual operating cost approximately $4.2 million Fund Sources Proposed funding sources include Federal Small Starts Program application to FTA 2011/2012; statewide STP funds and state funds. 20 GRTC Downtown Transfer Center The current arrangement of GRTC s downtown service presents several challenges for the bus system users and the community. Existing transfers primarily take place along Broad Street. There are few passenger amenities in the downtown area; no functional rest areas for drivers; and conflicts exist between loading and unloading bus patrons and pedestrians using the same sidewalks. With a Downtown Transfer facility, transfers will occur at one off-street location, improving air quality, reducing traffic congestion, and improving safety and security of bus patrons and the general public. GRTC has completed the FTA s 30% PE design phase, proposing that the facility be located at Main Street Station. The Main Street Station location is no longer a candidate for the transfer center.though discussion of the Transfer Center has historically been focused on Main Street Station, options are open for the Center to be located in the general downtown area, which could include a site within the area shown in the map to the right. A GRTC Transfer Center Steering Committie has been established to assist GRTC in developing site evaluation criteria, identifying potential candaiate properties and evaluating the benefits of proposed alternatives. 21 Main Street Station Extend Platforms This project proposes the construction of four 1,060 feet long platforms on each side of the tracks that run along the east and west side of Main Street Station. Additional circulation space within the train shed will also be provided to meet Amtrak s design criteria. The 2008 Statewide Rail Plan identifies enhanced passenger rail service to Main Street Station as part of the I-95/I-64 Intercity Passenger Rail Project, which will increase capacity through capital improvements and frequency of trains. The extended platforms are a new phase of the Main Street Station project - construction date is to be determined following funding commitments. 22 Huguenot Trail Route 711, Powhatan County This project will widen Huguenot Trail (Route 711) in Powhatan County from the Route 288 interchange to near the Chesterfield County line. Huguenot Trail (Route 711) is named Robious Road in Chesterfield County and is a heavily traveled east-west route connecting Route 288 with Huguenot Road (Route 147). Route 711 is currently two lanes from inside Chesterfield County to just east of the Route 288 interchange (i.e. a small section of Route 711 is four lanes at the Route 288 Interchange). This project was identified as a new candidate project by the Powhatan County Board of Supervisors in 2007 and is included in the constrained project list in the MPO s 2031 Long-Range Transportation Plan (LRTP). 23 I-295/Meadowville Interchange, Chesterfield County The interchange is needed to promote economic development in the region and to prevent unacceptable levels of service in the future on Route 10, Meadowville Road, and North Enon Church Road. Virginia s Economic Development Partnership has identified this area, the Meadowville Technology Park, as a prime location for industries locating in Virginia and has coordinated industry recruiting efforts with Chesterfield County s Department of Economic Development. 25 Jahnke Road, Richmond City Jahnke Road is currently a two-lane road between Blakemore and Clarence Road, widening to a width equal to four unmarked lanes east of the railroad crossing near Clarence Road to its terminus at Forest Hill Avenue. It is classified as an urban minor arterial roadway. The project consists of infrastructure improvements to include widening of Jahnke Road from two to four through lanes plus a raised median with channelized turn lanes at key intersections, from Blakemore Road to Forest Hill Avenue. The project will also include additional improvements such as sidewalks, landscaping, bike lanes, traffic signals, curb and gutter and drainage.
