2 Regional Transportation Priority Projects November 12, 2009 This list of Regional Transportation Priority Projects was selected by the Richmond Area Metropolitan Planning Organization (RAMPO) at its November 12th meeting and serves as the Region s list of priority projects. This list is authorized for submission to the Commonwealth Transportation Board (CTB) for its review and consideration in selecting transportation projects and allocating state and federal funds in the upcoming Virginia Department of Transportation (VDOT) Six-Year Improvement Program (SYIP) and in considering revisions to the current SYIP. This list is also used in support of efforts by Richmond Region local governments, area transportation agencies and other regional partners to obtain federal and state funds for these priority projects. The MPO serves as the Region s forum for cooperative transportation decision making. Membership on the MPO board consists of elected officials and technical staff appointed by area local governments, area transportation agencies (i.e., the Capital Region Airport Commission, GRTC Transit System, Richmond Metropolitan Authority, and the Virginia Department of Transportation) and the Richmond Regional Planning District Commission, Virginia Department of Rail and Public Transportation (VDRPT), Virginia Department of Aviation (VDA), Federal Highway Administration (FHWA), Federal Transit Administration (FTA) and RideFinders. Input into the regional transportation priorities is derived from the MPO s Technical Advisory Committee (TAC), the Citizens Transportation Advisory Committee (CTAC), and the Elderly and Disabled Advisory Committee (EDAC). 2

7 Main Street Station, Phase 3 This project is the restoration/construction of Main Street Station, a national historic landmark built in 1901, into a multimodal transportation center serving Amtrak trains, GRTC buses, airport shuttles, taxis, and tour buses, with bicycle and pedestrian access at one centralized location in downtown Richmond. Station development will strengthen Richmond s multi-modal transportation network as a whole and position the region to accommodate emerging high speed rail efforts in the Northeast and Southeast rail corridors. The project is now in its third and final phase, with projected completion in (phase I totaled $26.9 million and was completed in 2003, and phase II totaled $10.6 million and was completed in 2007). Total cost for three phases is $66.4 million. This phase is a joint effort between the City and the state; DRPT is seeking funding through American Recovery and Reinvestment Act (ARRA) to complete the project. The objective of this phase is to maximize opportunities for rail passenger service and to further enhance the multimodal transportation center. 8 Route 360 East, Hanover County Construction consists of four projects that widen Mechanicsville Turnpike (Route 360 East) from I-295 to Walnut Grove Road in Hanover County. Three projects involve the widening of Route 360 from four to six or eight lanes and one project involves the improvement of the Route 360/Lee Davis Rd (Route 643) intersection. While there is a balance to complete this project, the County is working with VDOT to advance the project in phases as funding permits. In the FY09 SYIP, the balance to complete for this project was $18 million with allocations through 2014; following transportation funding reductions in early 2009, the project funding was significantly reduced. 9 Huguenot Bridge Reconstruction This project involves the replacement of the Huguenot Bridge in Henrico County and the City of Richmond. Plans call for a two-lane bridge with ten-foot breakdown/bike lanes and sidewalks on each side. Project plans include modifications to routes and ramps at Riverside Drive and modification of the Westham Station Road intersection. 10 Route 250, Goochland County Construction to widen West Broad Street (Route 250) from two to four lanes. The project will span from Hockett Road to Manakin Road in Goochland County. 11 I-64 Widening in Goochland County This project is the widening of I-64 to six lanes from SR 288 at Short Pump to 1.02 miles west of Route 623 in Goochland County. The widening of this portion of I-64 is directed by FHWA in order to satisfy the approval of the I-64/ Route 288 interchange project (see FHWA letter of approval in project file). In the FY09 SYIP this project was fully funded with allocations through 2014; following transportation funding reductions in early 2009, the project funding was significantly reduced. 12 Virginia Capital Trail Project (Richmond to Williamsburg) The Virginia Capital Trail Project will create a 55 mile paved bicycle and pedestrian trail linking Richmond to Williamsburg along the historic Route 5 corridor. The trail will provide access to a unique blend of outdoor recreational, historic and cultural amenities. The project is divided into 8 sections, with each section having an individual schedule for completion. The portion of the trail from Williamsburg north to the Chickahominy River, encompassing the Greensprings, Chickahominy and Chickahominy Bridge sections is currently complete. In addition, a seven mile section of the trail in Charles City County is also open to pedestrian and bicycle traffic. The New Market Heights and Varina sections of the trail are scheduled to be complete between , while the three phases of the Richmond Riverfront section are scheduled for completion in with the exception of one mile that has a completion date yet to be determined. 13 SEHSR/Intercity Rail Richmond to Washington D.C. The first phase of VDRPT s Intercity Passenger Rail Project will bring more frequent service, increased capacity and shorter travel times from Washington, DC south to Richmond and provide an improved link to existing Northeast Corridor service. The MPO supports the extension of the Southeast High Speed Rail (SEHSR) corridor from Washington D.C. to Richmond. The MPO, along with the Richmond Regional Planning District Commission, the Capital Region Collaborative and member jurisdictions, signed resolutions of support for High Speed Rail, which were presented to Governor Timothy Kaine on July 21st The resolution endorses the extension of high speed rail service from the Washington Metropolitan Area to the Richmond Region, noting this as a critical section of the Southeast High Speed Rail Corridor. Note the SEHSR Corridor continues to Raleigh and Charlotte, North Carolina (covered in current Tier I EIS). The fully extended SEHSR Corridor extends to Birmingham, Alabama and Jacksonville, Florida. 14 Route 10, Chesterfield County Construction to widen West Hundred Road (Route 10) in Chesterfield County to 6-8 lanes between Route 1 (Jefferson Davis Highway) and Meadowville Road. A Congressional Earmark of approximately $ 880,000 was made available under SAFETEA LU (funds available over SAFETEA-LU s 5 year authorization, which ends September 30th, 2009). A portion of this project from I-95 to Ware Bottom Springs Road was approved as part of the November 2004 Chesterfield County voter approved bond referendum; at that time the estimated cost of the project was approximately $15 million for the segment from I-95 to Ware Bottom Springs Road. The MPO approved the allocation of $10,055,000 of RSTP/ ARRA money which will advance a significant portion of this project from I-95 to Ware Bottom Springs Road. (Note: RSTP/ARRA funds must be obligated by March 1, 2010.) 15 Parham Road/Patterson Avenue Urban Intersection Reconstruction, Henrico County This project originally involved the construction of an urban interchange at the intersection of two heavily traveled roads, Parham Road and Patterson Avenue (Route 6) in Henrico County, in order to provide more capacity. County staff is now assessing potential intersection improvements in place of an interchange. It is currently a county priority, though no funding has been identified. 16 I-95 and Lewistown Road Interchange Phased Improvements, Hanover County The need for long-term improvements to the interchange was identified in the I-95 Corridor Study (VDOT, July 2003). The findings of this study determined that a full cloverleaf design with collectordistributor roads is needed to address traffic growth and operational safety deficiencies in the corridor. The preliminary cost estimate for the interchange project improvements (all phases) was approximately $70 million. Funds for the interchange replacement phase have not yet been allocated. In an effort to advance the overall efficiency of the interchange, phased improvements are being undertaken, including replacing the existing 2 lane bridge, and modifying existing bridge approach and exit ramps (UPCs and 90347), which are reflected in the costs below. Through the MPO process of allocating RSTP/ARRA funds this project has received additional RSTP allocations. Selected alternative has resulted in increased costs compared to previous years. 17 High Speed Passenger Rail Improvements to Hampton Roads Future phases of the Virginia Department of Rail and Public Transportation s Inter-city Passenger Rail project increases passenger rail improvements to Hampton Roads, including increased capacity and frequency of trains. For more information about phases and proposed cost estimates see More information about project cost, scope and alignment will be published by VDRPT as EIS and PE progress (to be conducted as part of the South East High Speed Rail project (SEHSR)). At this time, the schedule is undefined (not included in the SEHSR Tier I or Tier II EIS work). There are currently two routes under consideration a northern route that follows the I-64 corridor and a southern route that follows Route 460. The Richmond MPO has not endorsed one route over the other. In October 2009, the State submitted a second application for funding from the American Recovery and Reinvestment Act (ARRA) for funding for this project. 18 Interstate 64 Rehabilitation/Widening from Richmond to Hampton Roads I-64 west of Airport Drive to east of I-295 in Henrico County is under design for a total of eight lanes. Additionally, I-64 from east of I-295 to east of Route 249 is in the early design phases. This improvement will provide two additional lanes in each direction for a total of eight lanes. It is envisioned that the project will consider the modification of the Route 249 interchange. The scope and funding for the project were reduced in the FY09-FY14 SYIP to include only cost estimates and allocations for preliminary engineering and pavement rehabilitation in the corridor. Funding for widening has been delayed. The project cost estimate tables represent current SYIP numbers, which do not include the cost of road widening; current project cost estimates are for PE only. An environmental study is underway by VDOT which may advance improvements in this corridor as a PPTA project. Final recommendations will be provided when available. 19 Broad Street Bus Rapid Transit (BRT) This project is to develop a high capacity Bus Rapid Transit corridor in the Richmond area. BRT service on Broad street would connect Willow Lawn, MCV and VCU, State Office Buildings, Greater Richmond Convention Center, Main Street Station, and Eastern Main St/Route 5 Corridor. By consolidating service along Broad Street into one main trunk route that provides fast, reliable and frequent service, other GRTC resources can be reallocated to better serve Richmond s neighborhoods and other important destinations, and the improved travel times will both benefit existing passengers and attract new riders. The BRT project has the potential to alleviate congestion on the Broad Street and I-64 corridors. Phase II of the project extends the BRT line to Short Pump in Western Henrico County. 20 GRTC Downtown Transfer Center The current arrangement of GRTC s downtown service presents several challenges for the bus system users and the community. Existing transfers primarily take place along Broad Street. There are few passenger amenities in the downtown area; no functional rest areas for drivers; and conflicts exist between loading and unloading bus patrons and pedestrians using the same sidewalks. With a Downtown Transfer facility, transfers will occur at one off-street location, improving air quality, reducing traffic congestion, and improving safety and security of bus patrons and the general public. GRTC has completed the FTA s 30% PE design phase, proposing that the facility be located at Main Street Station. The City and GRTC are working to resolve issues related to locating the transfer center at Main Street Station. 21 Main Street Station Extended Platforms This project proposes 1,060 feet long platforms on each side of the tracks that run along the east and west side of Main Street Station. Additional circulation space within the train shed will also be provided to meet Amtrak s design criteria. The 2008 Statewide Rail Plan identifies enhanced passenger rail service to Main Street Station as part of the I-95/I-64 Intercity Passenger Rail Project, which will increase capacity through capital improvements and frequency of trains. The extended platforms are a new phase of the Main Street Station project construction date is to be determined following funding commitments. Project Estimates and Schedules The City s estimated project cost is $35.4 million and is based on conceptual schematics and includes contingencies. 22 Route 711, Powhatan County This project will widen Huguenot Trail (Route 711) in Powhatan County from the Route 288 interchange to near the Chesterfield County line. Route 711 is named Robious Road in Chesterfield County and is a heavily traveled alternative east-west route to Midlothian Turnpike (US 60). Route 711 conveys north-south traffic between these two routes via Winterfield Road (Route 714). Route 711 is currently two lanes from inside Chesterfield County to just East of the Route 288 Interchange (i.e. a small section of Route 711 is four lanes at the Route 288 Interchange). This project was identified as a new candidate project by the Powhatan County Board of Supervisors in 2007 and is included in the constrained project list in the RAMPO s 2031 LRTP (Project reference # 191). Additional RSTP allocations were transferred to this project from project reconciliation closeout and have not been updated in the SYIP. 23 I-295/Meadowville Interchange, Chesterfield County This project is currently ranked as Chesterfield County s third priority project. The interchange is needed to help promote economic development and to prevent unacceptable levels of service in the future on Route 10, Meadowville Road, and North Enon Church Road. Virginia s Economic Development Partnership has identified this area, the Meadowville Technology Park, as a prime location for industries locating in Virginia and has coordinated industry recruiting efforts with Chesterfield County s Department of Economic Development. 24 Forest Hill Avenue Widening, Richmond City This project provides for the widening of Forest Hill Avenue from a 4 lane section to a 5 lane section between Hathaway Road to the east junction of Powhite Parkway (approximately 1 mile in length) in order to enhance turning movements and reduce congestion. The project will also provide additional improvements such as sidewalk, landscaping, bike trail, traffic signals, curb and gutter and overall drainage improvements. 25 Jahnke Road Widening, Richmond City Jahnke Road is located in South Side Richmond. It is currently a two-lane road between Blakemore and Clarence Road, widening to a width equal to four unmarked lanes east of the railroad crossing near Clarence Road to its terminus at Forest Hill Avenue. It is classified as an urban minor arterial roadway. The project consists of infrastructure improvements to include widening of Jahnke Road from two to four through lanes plus a raised median with channelized turn lanes at key intersections, from Blakemore Road to Forest Hill Avenue. The project will also include additional improvements such as sidewalks, landscaping, bike lanes, traffic signals, curb and gutter and drainage.
