2 The LRTP is the blueprint for the region s transportation future and identifies all regionally significant transportation projects in the metropolitan area The LRTP has a planning horizon of 20 years and is updated every 4 years Update the LRTP to Reflect Changing Conditions Regional Priorities Populations and Employment Projections Economic Change Anticipated Travel Demand Current 2034 LRTP adopted January 2012 New LRTP horizon year:
3 Per Federal Regulations: Any transportation project that receives federal funds or is categorized as regionally significant must be included in the LRTP Regionally significant projects must be included in the LRTP and Transportation Improvement Program (TIP) before FHWA/FTA issues a Record of Decision (ROD) 3
4 YEAR 1: 2012 Establish Plan Horizon Identify EJ Communities and Outreach Strategies YEAR 2: 2013 Develop Vision and Goals Develop Socioeconomic Forecast Collect Candidate Projects YEAR 3: 2014 Environmental Coordination Prioritization Evaluation Environmental Justice Analysis Develop Financial Plan YEAR 4: 2015 Draft Fiscally- Constrained List for Public Review and Comment Conduct Air Quality Conformity (if necessary)* Draft LRTP Document for Pubic Review and Comment 2040 LRTP Adopt Fiscally- Constrained LRTP *EPA s final rulemaking for the implementation of 2008 ozone standards revokes the 1997 ozone standard in its entirety, which includes the revocation of transportation conformity requirements for Hampton Roads. The rulemaking will be effective April 6,
