SECTION 1 - INTRODUCTION CN IS NORTH AMERICA S RAILROAD In business fr nearly 100 years, CN s 19,600- mile netwrk spans eight prvinces in Canada and sixteen U.S. States, cnnecting prts n three casts: the Atlantic, Pacific and the Gulf f Mexic. CN transprts a wide range f prducts acrss its netwrk, prducts which are essential t the ecnmy and t cmmunities acrss Nrth America, including dangerus gds. These dangerus gds accunt fr nly a small part f the verall cmmdities that CN ships. Dangerus Gds are an indispensable part f ur way f life, and each year millins f gallns f dangerus gds are transprted by rail. MOVING DANGEROUS GOODS SAFELY Whether mving dangerus gds r any ther freight n ur netwrk, we knw that safe peratins are the first pririty and are critical t all stakehlders: emplyees, custmers and the cmmunities thrugh which ur trains travel. As a rail transprtatin cmpany in Nrth America, we are legally required t serve all custmers under ur cmmn carrier bligatins. While we cannt refuse gds frm custmers, we recgnize the imprtant rle we have t ensure the safety f cmmunities when transprting dangerus gds. HOW THESE PRODUCTS ARE MOVED Dangerus gds can be transprted in many different types f cars, including tank cars. These cars are built t federal regulatins and specificatins by railcar manufacturers. CN wns very few tank cars, and thse are used mainly t transprt materials necessary fr the peratin f the railrad, such as lube il, nn-ptable water and diesel fuel. The primary wners f the tank cars used t transprt dangerus gds are chemical shippers and third-party leasing cmpanies. INTRODUCTION 4

CN IS COMMITTED TO SAFETY Accident and incident preventin are the primary fcus and challenge f CN s dangerus gds prgram, with the gals f minimizing risks and maximising emplyee and transprtatin safety and prtectin f the envirnment. These gals are accmplished thrughut CN thrugh a prgram f effective emplyee training, regulatry / rule cmpliance and risk assessment. OUR SAFETY INITIATIVES Enhancing Safety Practices We are cntinuusly wrking t further reduce the ptential fr, and impact f, accidents n ur netwrk. We ve strengthened ur rbust train securement practices and restricted the speeds f trains hauling highly-flammable liquids. We have invested in ur flaw detectin capabilities and cnducted crridr risk-assessments t assess risk factrs such as ppulatin, waterways, and vlumes f dangerus gds alng key crridrs n ur netwrk. Replacing Tank Cars CN supprts the retrfitting r phase-ut f lder mdel tank cars used t transprt flammable liquids, and reinfrced standard fr new tank cars built in the future. Wrking with Cmmunities We believe the rail industry can enhance safety by wrking mre clsely with cmmunities. We engage first respnders and civic fficials, sharing infrmatin abut ur safety prgrams, ntificatin and respnse prtcls, and the training we can ffer in ur mutual gal t prtect public safety. The CN Railrad Emergency Preparedness Guide was develped t assist lcal emergency respnse rganizatins in their effrts t plan fr and respnd t railway-related incidents r emergencies. INTRODUCTION 5

SECTION 2 - EMERGENCY PLANNING AND PREPAREDNESS The primary bjective when transprting dangerus gds is t mve each shipment in a timely manner frm rigin t destinatin safely and withut incident. Hwever, despite preventive effrts, incidents can ccur, which is why it is crucial fr cmmunities t prepare. Effective emergency respnse begins with planning and preparatin. This can be accmplished thrugh assembly f an emergency plan, cnducting training and emergency respnse exercises and by the perfrmance f regular evaluatins t test the effectiveness f the respnse plans. CN encurages lcal emergency management and respnse grups t cnsult the fllwing sectin n preparedness t assist them in creating their lcal railway incident respnse plan, and t incrprate this guide int their wn plans. GET TO KNOW THE RAILROADS WITHIN YOUR COMMUNITY The first step in planning fr a railway incident is fr emergency planners t familiarize themselves with lcal rail lines in their area t determine wnership f the line. There are varius ways t identify the railrad(s) in yur cmmunity, many f which can be fund n Page 11, Identify Yur Lcal Railrad(s). Althugh there are nly seven majr Class 1 railrads in Nrth America, there are hundreds mre shrtline and reginal railrads in peratin. These railrads perate independently f each ther, therefre it is imperative that yu prperly identify thse lines in yur cmmunity. EMERGENCY PLANNING AND PREPAREDNESS 6

EMERGENCY PLANNING AND PREPAREDNESS (CONT.) ESTABLISH COMMUNICATION WITH THE RAILROAD(S) Once it has been determined which railrad(s) have rail lines within yur cmmunity, it s imprtant t establish cmmunicatin with them. The railrads can assist in yur emergency planning in a number f ways, with vital infrmatin regarding their lcal tracks, yards, terminals, and train traffic specific t yur area. 11 IDENTIFY YOUR LOCAL RAILROAD(S) The first step in creating a railway incident respnse plan is t identify the railrads within yur jurisdictin. It is critical that emergency planners familiarize themselves with lcal rail lines t determine wnership f the rail line, establish emergency cntacts with that railrad, and plt ut ptential access rutes fr emergency respnse vehicles. In Canada, the Railway Assciatin f Canada nline atlas can help t identify the railrads in yur cmmunity: In the U.S., The Federal Railrad Administratin (FRA) has created a railrad crssing database and app that allw cmmunities t identify their lcal railrads. Mre infrmatin n the FRA Crssing Lcatr can be fund in the sectin, First Respnder Tls, n page 15. If there are multiple rail lines within the area, ensure that each has been crrectly identified. Railrads will have identifiers at every public rad crssing, which display the name f the railrad, the mile pst and the emergency telephne number fr that railrad. This crssing infrmatin may be affixed t crssbucks, railrad signal masts and lights, r nearby signal bungalws and relay huses, and can be a decal r a reflective sign. In the U.S., crssings will als have a DOT number, which is a unique number assigned t each crssing. Mile pst markers may als be fund alng the tracks munted t psts in the grund. As CN perates tens f thusands f track miles with multiple repetitive mile pst numbers, the mile pst number alne cannt accurately indicate yur lcatin. Fr assistance in determining the track mile pst numbers in yur cmmunity, cntact the apprpriate railrad. IDENTIFY YOUR LOCAL RAILROADS 11

RAILWAY SAFETY - BASIC AWARENESS The railway can be a challenging envirnment with many hazards, therefre the utmst care must be taken when n railway prperty. Perfrm a jb briefing with emplyees t review any necessary safeguards fr the task that will be perfrmed. If yu must cnduct wrk n r enter a track, yu must cnfirm with the railrad that the track yu will be entering is prtected frm entry by railrad equipment. Abve all, the number ne rule t bserve is t expect a train r rail equipment n any track, in either directin, and at any time. BASIC SAFETY ON RAILWAY PROPERTY The walking surface (ballast) is cmprised f rck and may be uneven. Care shuld be used when walking n ballast and all right-f-ways. If pssible, crss nly at a grade crssing, as these prvide a mre level walking surface Dn t crss tracks near switches r any ther mvable track structure, and never step n rails r ther parts f the structure which may be slippery If yu must crss tracks, stay at least 25 feet frm the ends f railrad cars, lcmtives r n-track equipment and lk bth ways; be sure n equipment is mving tward yu. When near any track, expect a train t mve in either directin at any time. Crss tracks at a right angle t maximize the field f visin within the fuling space Ensure there is at least 50 feet f clearance between tw pieces f standing cars, lcmtives r n-track equipment befre attempting t crss between them Never step n the rail. Step ver the rail. The rail can be a slip r trip hazard Never stand between the rails Expect a train r rail equipment n any track, in either directin, at any time. RAILWAY SAFETY BASIC AWARENESS 19

STOPPING A TRAIN If yu shuld require a train t stp, cntact the CN Plice Cmmunicatins Center ( ). The Plice Cmmunicatins Center will assist the lcal respnder in cntacting the apprpriate train dispatcher. Because f their weight, stpping a train requires a lt f distance - a train may require a distance f mre than ne mile t cme t a cmplete stp Plan and prepare in advance fr an adequate stpping distance Never ful the tracks until the dispatcher acknwledges the train has stpped Remember t prvide lkuts in bth directins alng the track fr prtectin CLIMBING EQUIPMENT If it is necessary t climb rail equipment, use three pints f cntact at all times. The ladders n rail equipment may curve arund the car allwing little access fr yur feet. The first step n t rail equipment is typically sme distance ff the grund. When descending the ladder, d nt jump frm the last step If yu use yur wn ladders, remember t blck the feet and tie ff at the tp Lcmtive steps are cnsidered ladders. Always face the lcmtive ging up and cming dwn. Keep three pints f cntact Never climb r walk n the rf f a lcmtive Befre appraching any rail equipment, cnfirm that the area and equipment are secured and prtected by railrad persnnel RAILWAY SAFETY BASIC AWARENESS 20

OBSTRUCTING (FOULING) THE TRACK If a situatin ccurs where yu must bstruct the track, either with equipment (such as hses r trucks) r persnnel, then yu must cntact the railrad via the Plice Cmmunicatins Center ( ) and receive psitive verificatin frm the railrad that it is safe t d s befre bstructing the track. Bear in mind that rail equipment extends ut ver the utside limits f the rail. Never climb ver, under, r thrugh rail equipment unless railrad representatives infrm yu the area has been secured and is being prtected by railrad persnnel Psitin yurself and/r equipment at least 25 feet away frm the nearest rail. Lcmtives and railway cars are wider than the rails. If yu and yur equipment are within 4 feet f the nearest rail, there is immediate danger f being struck either by equipment r material carried by rail cars Be careful when yu must crss mre than ne track, as parallel tracks may belng t tw different cmpanies r be under cntrl f tw different emplyees f the same cmpany DRIVING ACROSS TRACKS As vehicles can easily becme hung up n tracks, crss nly at grade crssings, heeding all crssing-warning devices. Yu must always cntact the railrad befre cnducting any wrk n r near rail prperty CONDUCTING WORK ON OR NEAR TRACKS There may be pipelines, fiber ptic cables r ther buried cmmunicatin lines n the railrad s right-f-way. These lines will usually be marked with signs n psts. T be certain nt t affect these utilities, yu must always verify with railrad persnnel befre digging n any right-f-way. Cntact must always be made with the railrad befre cnducting wrk n r near rail prperty. Call: cntact@cn.ca RAILWAY SAFETY BASIC AWARENESS 21

RAILWAY SAFETY - REMOTE CONTROL LOCOMOTIVES Befre entering a rail yard, respnders shuld be aware that sme lcmtives may nt be manned during switching peratins but are instead cntrlled remtely. An peratr may very well be up t half a mile away frm the lcmtive. These remte cntrl lcmtives will have flashing lights when perated in remte mde. Exercise extreme cautin and allw fr plenty f rm when crssing tracks ccupied by a remte cntrl lcmtive. As always, befre entering any railrad prperty, ensure that the railrad has cnfirmed its understanding that yu are n site. RAILWAY SAFETY REMOTE CONTROL LOCOMOTIVES 22

SECTION 3 - RESPONSE INCIDENT RESPONSE Railrad accidents present a unique challenge, therefre it is crucial that respnders fllw the necessary steps if cnfrnted with such an incident. The fllwing pages utline the actins t take in the initial phase f the incident t help ensure a safe respnse. Ntify the Railway Fr incidents n r affecting CN prperty, call Identify yurself and the agency yu are representing. Imprtant t nte: Cntact the railrad fr all emergencies invlving railrad prperty, nt just in the cases f derailments r dangerus gds incidents. Other types f incidents may include: crssing accidents, vehicles stuck n the tracks, fires, medical emergencies, trespassing and utility issues. It is vital t als ntify the railrad f incidents and accidents that are nt n railrad prperty but may affect the railrad. These incidents may require the mvements f trains t be stpped r slwed. Fr infrmatin n hw t identify yur lcatin n the rail netwrk and hw t reprt the emergency, see page 11, Identify Yur Lcal Railrad(s). Cnfirm Yur Lcatin Once in cntact with the Rail Traffic Cntrl Center (RTC), cnfirm yur lcatin. Lk fr mile psts r grade crssing numbers. (Fr mre infrmatin n these, see sectin Identify Yur Lcal Railrad(s) n page 11. Lcate the Train Crew When yu respnd t a railrad incident, it is crucial that yu are able t identify the material in each car. Lcating the train crew is ne f the first things yu shuld d when arriving n the scene, as they will have the mst current and updated list f the train s cnsist n the scene. If the crew is unavailable, use CN s emergency number ( ) t establish cmmunicatin with the railrad. Yu can als query the cntents f a rail car n the train thrugh the AskRail app, if the train crew cannt be lcated. 24 INCIDENT RESPONSE (CONT.) Cmmunicatin with the railrad and its respnders will help t facilitate a crdinated respnse. The fllwing are the actins t take when managing a railrad incident. Secure the Area The incident may span a large distance and securing this area may require a large number f persnnel. Establish the Prper Hazard Znes Cnsult the Nrth American Emergency Respnse Guidebk (ERG) t establish an islatin zne if necessary. Begin a Site Assessment This must always be dne frm a safe distance, upwind and uphill. General guidance n cnducting a site assessment is fund n page 25, Incident Respnse Site Assessment. Establish Incident Cmmand It is critical that Incident Cmmand (ICS) be established as early as pssible during the incident, t crdinate resurces, achieve respnse bjectives and help t ensure a safe, secure respnse. When a railrad incident ccurs, CN s mst senir Transprtatin fficer n scene will act as CN s representative within the Incident Cmmand Structure. Fr mre infrmatin n ICS and Unified Cmmand at CN, see page 32, Incident Cmmand. Determine Available Resurces When managing an incident, it is imprtant t be aware f the resurces available t yu. This may mean equipment, but als includes the railrad and its dangerus gds fficers, persnnel that have been specifically trained t respnd t dangerus gds incidents invlving railrad equipment, as well as its envirnment fficers, wh will wrk with state/prvincial and federal envirnmental regulatrs. 25 INCIDENT RESPONSE SITE ASSESSMENT If dangerus gds / hazardus materials are invlved in the incident, nly trained and prperly equipped respnders shuld apprach. When cnducting an assessment f an incident site, yu must always keep the fllwing in mind: - Yur wn safety - Yur capabilities - Yur resurces Yur apprach t the restricted area shuld be frm a psitin that is upwind, and if pssible, uphill. Cnduct the identificatin and assessment frm a safe distance, and ensure this fr all lcatins if assessments need t be dne frm multiple lcatins. An assessment must be cnducted by bserving the scene carefully, taking nte f and recrding details f the site. Even withut having the rail cnsist there are clues that can help t determine the impact f the incident, such as the presence f vapr cluds, which culd indicate that there has been a release f prduct, r frst n pressure tank cars, which culd als indicate a pssible leak. Remember: DO NOT RUSH IN be sure t build a clear picture f the incident frm utside the ht zne Nt every railrad incident will be alike, as the lcatin, cmmdities invlved and circumstances will change. The fllwing is a general list f items t cnsider when cnducting yur assessment, keeping in mind that circumstances may require additinal cnsideratins. 26 INCIDENT RESPONSE ADDITIONAL CONSIDERATIONS The fllwing are special cnsideratins t take int accunt when respnding t a railway incident and when frmulating yur lcal emergency respnse plan. TUNNELS A railway tunnel can pse additinal safety hazards during a respnse, s prper pre-planning addressing these hazards is essential. In particular, an incident in a tunnel invlving a release f dangerus gds may create a greater risk than ne in an pen area, as txic vaprs are nt readily dissipated and may displace air nrmally available fr breathing. A fire in a tunnel may cnsume the air, leading t an xygen-deficient atmsphere. In additin, extreme care must be taken nt t intrduce additinal hazards int the tunnel. The generatin f a hazardus atmsphere frm gasline r diesel pwered equipment, welding fumes, chemical agents, and illuminating equipment may multiply the hazards already present. The fllwing is a list f additinal factrs t cnsider when respnding t a rail incident inside f a tunnel: Air mnitring: cnduct an initial survey and cntinuusly thrughut the respnse. The results will determine the required use f an SCBA r respiratr. Visibility may be limited r nn-existent due t smke, st r chemical vaprs Pssible high temperatures due t the presence f fire Structural failure may ccur frm initial impact r fire/chemical damage Variatin in the track s grade may prduce a chimney effect If there is a rail tunnel in yur jurisdictin, the fllwing items shuld be taken int cnsideratin when frmulating the emergency respnse plan: Identify: 1. Access pints prtals, ventilatin shafts, emergency exits, inspectin manways 2. Tunnel cnstructin length, curvature, gradient, height and width 3. The lcatin f electric, gas, water, fiber ptic and pipeline utilities in relatin t the tunnel 4. Cmmunicatin may be difficult r impssible via radi/cell identify alternative methds Cmmunicatin must be established at bth ends f the tunnel t cntrl entry Cmmunicatin and lighting devices shuld be intrinsically safe. A persnnel lg must be kept f all peple entering and exiting the tunnel Althugh ventilatin units may be beneficial t remve fumes and vaprs, they may als prve harmful in spreading a plume and fueling a fire. Fam generatrs may be an effective tl fr fighting a tunnel fire. An alternative may be t seal the tunnel and smther the fire INCIDENT RESPONSE ADDITIONAL CONSIDERATIONS 26

INCIDENT RESPONSE ADDITIONAL CONSIDERATIONS (CONT.) BRIDGES Respnse t an emergency n elevated structures can create distinct challenges, such as excessive heights and lengths and difficulty in accessibility. The fllwing is a list f additinal factrs t cnsider when respnding t a rail incident n an elevated structure, and when frmulating the emergency respnse plan: Determining accessibility issues and required special assistance If ver water, cnsider need fr the U.S. Cast Guard, helicpter, and high level rescue team Ntify dwnstream cmmunities f pssible impacts Cnsider structural damage due t fire r derailed equipment Additinal hazards assciated with bridges any include areas with limited natural airflw. The pipelines may be buried parallel r even acrss the right-f-way under the tracks. The typical pipeline cmmdities can include natural gas, liquefied petrleum gas, gasline, kersene, diesel fuel and ther petrleum prducts. A derailment itself, r even the heavy equipment peratins at a derailment site may disturb the right-f-way and damage buried pipelines. The presence f pipelines carrying dangerus gds must always be cnsidered when respnding t a rail incident: Lk fr psted pipeline markers and warning signs Identify the pipeline wner/peratr and ntify them. Pipeline peratrs have their wn emergency respnse prtcls when ntified f pssible damage t their lines Determine the cmmdity in the pipeline and if it has been breached, r if it has been impacted in such a way that a release is imminent. Lk fr signs such as pls f liquid, hissing sunds, r drs indicating a release Leave the area immediately if a release is discvered, and d nt tuch, breathe r make cntact with vaprs r liquids. Ensure all ignitin surces are eliminated. 48 NON-PRESSURE TANK CARS Nn-pressure tank cars are als knwn as General Service, Lw Pressure, r General Purpse tank cars. Acid Service tank cars are a subset f nn-pressure cars. These will be referred t thrughut this guide as nn-pressure cars. Despite the name, these cars will have sme pressure during transprtatin. The tank test pressure range is between 60 psi t 100 psi. These are the mst cmmn type f tank car in use tday, transprting a wide variety f liquid cmmdities. A typical tank thickness is 7/16 t 9/16 inch thick, with capacities f 6,000 t 33,500 gallns and a laded weight f up t 286,000 punds. Materials in the fllwing hazard classes may be transprted in nn-pressure tank cars: Hazard Class Number Typical Cmmdities 3 Petrleum Prducts, Ethanl 4 Mlten Sulfur 5 Hydrgen Perxide 70%, Ammnium Nitrate Slutin 6 Phenl 8 Sulfuric Acid, Hydrchlric Acid, Sdium Hydrxide 9 Ethylene Glycl, Cal Tar Nn-regulated Syrup, Fd, Clay Slurry, Citric Acid The mst cmmn nn-pressure tank cars in use tday are DOT-111 and AAR-211. 49 Evlutin f DOT-117 Tank Car In 2009, the rail industry, wrking tgether with prducers and shippers, vluntarily instituted an interchange rule imprving the specificatins f the DOT-111, dubbed the CPC The rule required that all DOT-111 tank cars built after September 2011 and used in flammable liquid service, packing grups I and II, shuld be upgraded t the new specificatin. The CPC-1232 upgrade included thicker tank shell, tp fittings prtectin (prtective husing) and a minimum f a half-height head shield. In 2015, legislatin was intrduced in bth Canada and the US, requiring a new enhanced tank car specificatin, the DOT-117, t be used fr the transprtatin f all flammable liquids. A risk-based retrfitting schedule is assigned t phase ut transprtatin f these prducts frm the lder DOT-111 (knwn as the legacy DOT-111) t the new DOT-117 specificatin tank car. Details f the DOT-117 safety features: Enhancements t DOT-117 Specificatin Tank Car Full-height head shields, at least ½ inch thick Thermal prtectin system Increased tank shell thickness t 9/16 inch Enhanced bttm utlet valve handle, if equipped Tp fittings prtectin High capacity pressure relief device Thicker steel jacket NON-PRESSURE TANK CARS 49

NON-PRESSURE TANK CARS VALVES AND FITTINGS Nn-pressure tank cars carry a wide variety f cmmdities, therefre several different types f features may be fund n them: Manway Tp lading / unlading valves Vacuum relief device Safety relief vent Heater cils Insulatin Bttm utlets Thermal prtectin Manway Manways are penings in nnpressure cars used as access pints fr lading and unlading the cntents f the car, and will nrmally have 6 t 8 blts, and a gasket used t frm a seal. Sme manways may have a vacuum relief device munted n the lid, which allws air int the car. Pressure Relief Device (PRD) During the nrmal curse f transprtatin, the pressure relief device shuld nt activate, as the device is there t relieve pressure in case f emergency. There are tw types f pressure relief devices: spring and rupture disc. A spring-type PRD is the type which can be internally expsed t the prduct r external. Each perfrms the same functin, which is t relieve pressure in the car. If pressure rises within the car, the spring will cllapse and vaprs will be released frm the car. Once the pressure is relieved, the spring will reseal the car. The ther type f pressure relief device is the rupture disc. Rupture discs are used n crrsive cmmdity cars and will nt reseal the car nce pressure has been relieved. Spring-type pressure relief device Rupture disc-type pressure relief device NON-PRESSURE TANK CARS 50

NON-PRESSURE TANK CARS VALVES AND FITTINGS Cmbinatin Husing / Prtective Husing CPC-1232 specificatin DOT-111 cars and all DOT-117 cars will have a prtective husing which cntains all f the valves and fittings (except the manway). Legacy DOT-111 tank cars have cmbinatin husings. Cmbinatins husings are lcated n the tp f these nnpressure tank cars, and huse varius valves and fittings. The abve pht shws the liquid and vapr valves, the liquid valve usually being the larger f the tw. These are situated in line with the center f the car s curvature. Munted belw the liquid valve is an eductin tube used t draw liquid frm the bttm f the tank car. Depending n the type f cmmdity transprted, the cmbinatin husing may als cntain fittings such as vacuum relief devices, thermmeter wells and gauging devices. NON-PRESSURE TANK CARS 51

NON-PRESSURE TANK CARS VALVES AND FITTINGS Bttm Outlet Valves (BOV) Bttm utlets are cmmnly used valves n nn-pressure tank cars, used t lad and unlad prduct frm the bttm f the car. There are many different types f BOV: ball valve, wafer-sphere r butterfly style, all perated frm underneath the car. Sme cars are equipped with tp-perated bttm utlet valves, which are a type f valve attached t a rd that passes up thrugh the tank car and thrugh a stuffing bx n tp f the tank. Cut-away f the ball valve Spring clsure bttm utlet valve These bttm utlet valves are prtected by a system knwn as skid prtectin. 54 PRESSURE TANK CARS Pressure tank cars are used fr the transprtatin f liquefied cmpressed gases (class 2 cmmdities) r the verpackaging f liquids. They have a tank test pressure ranging frm 100 psi t 500 psi. An identifying characteristic f a pressure tank car is the single prtective husing n the tp f the car, in which all f the valves and ther devices are lcated. The thickness f the tank ranges frm 9/16 t 1-1/4 inches and they can have a capacity f up t 33,500 gallns with a laded weight f up t 286,000 punds. The fllwing are a few f the cmmdities typically transprted in pressure tank cars: Hazard Class Number Typical Cmmdities 2 Butane / Prpane / Vinyl Chlride / Chlrine / Ammnia 3 Natural Gasline Transprting such a diverse array f cmmdities within the Class 2 family requires a variety f features. The fllwing may be fund n a pressure tank car depending n the cmmdity being transprted: Tp lading / unlading valves Safety relief devices Sample valve Magnetic gauging device Insulatin Thermmeter well Thermal prtectin Thermal Prtectin Sme tank cars will have thermal prtectin, which is made f a ceramic fiber and applied directly t the utside f the tank. 56 PRESSURE TANK CARS VALVES AND FITTINGS All valves are required t be equipped with a shipping plug that is installed tl tight when in transprtatin. Mst pressure cars will have a tw-inch NPT utlet. Excess Flw Valve Munted underneath valves that are pen t the prduct is an excess flw valve. This device is intended t slw the flw f prduct if the valve is sheared ff the car. The excess flw valve cmes in a variety f sizes depending n the weight f the cmmdity. Pressure Relief Device (PRD) The size f the pressure relief device (PRD) will differ depending n the cmmdity being transprted. The larger a valve is, the mre cubic feet per minute (CFM) f vapr the valve can release frm the car. The size f the valve is nt an indicatr f when it is set t discharge. The spring f the valve is set t discharge at a given pressure. A spring-type valve is used n pressure cars: Internal spring External spring Angle Valve Plug Style The same valve is used as the liquid r vapr valve PRESSURE TANK CARS 56

PRESSURE TANK CARS VALVES AND FITTINGS Sample Valves Sample valves are used t take a sample f the cmmdity fr purity r specificatin testing. The sample line is pen t the prduct in the car, s fr this reasn it will have an excess flw device in the eductin tube. Thermmeter Well The thermmeter well is a sealed system and is clsed t the prduct. The tube is filled with anti-freeze liquid. There is n thermmeter in the well, it is nly called that as it is the lcatin where the temperature is capable f being taken. Magnetic gauges A magnetic gauge is used t determine hw much prduct is in a tank car. It is a clsed system which uses a ball flat with a magnet n a gauge rd. PRESSURE TANK CARS 57

SPECIAL COMMODITY PRESSURE TANK CARS Crygenic Tank Cars Crygenic tanks are designed as a tank-within-a-tank cnfiguratin. The inner tank is a stainless steel r a nickel metal which is rated fr a temperature f -130 F r clder. The uter tank is made f carbn steel. There is insulatin between the tanks and a vacuum is applied. Tank test pressures can range frm 60 t 120 psi. All f the tank s valves are in lcated in grund level cabinets that will be in the center f the tank car n either side r n ppsite crners n either side f the tank car. Vent pipes must direct any prduct up and away frm the cabinet r tank. It is imprtant t remember that these cmmdities are extremely cld, s prper prtective equipment is required when respnding t an incident invlving crygenic materials. Carbn Dixide (CO2) Tank Cars CO2 tank cars are different frm a typical pressure tank car. The prtective husing will have several pipes prtruding frm it, with each pipe being marked with its functin. Venting frm the regulating valve is a nrmal functin, and a ntice stating this will be marked n the prtective husing next t the regulating valve pipes. PRESSURE TANK CARS 58

SPECIAL COMMODITY PRESSURE TANK CARS (CONT.) Chlrine Service Tank Cars - Current Chlrine service tank cars have tw liquid valves with excess flw devices and tw vapr valves withut excess flw devices. These valves are ne inch utlets. Chlrine car pressure relief devices are knwn as cmbinatin devices and have either a break pin assembly r a rupture disc munted belw the external spring valve.
