Prject Specificatins- Overview: The wrk hurs allwed fr the installatin have been updated and specify that: All wrk that can be dne while the schl is ccupied shuld be dne Mnday-Friday between 8am-5pm. Any disruptive r dangerus wrk (like rf replacement r shutting dwn electricity) needs t be crdinated with the schl administratr and dne when the building is nt ccupied. Prject Specificatins -Sizing and Design: New PV and battery sizes were included t reflect updated lads. An additinal statement was added t clarify that system size can be reduced if an energy efficiency pprtunity was identified during the site visit that wuld lead t a smaller sistem size and wuld lead t lwer system cst. Battery size was clarified as being nminal energy f the battery and assumptins n sizing were included. Prject Specificatins- Design and Installatin Requirements (General): New statement was added t clarify that cntrls shuld priritize the energy surces in the fllwing rder: PV, Grid, Batteries.

Repair any prblems with the rf that culd cmprmise the prject. Fr all rfs included in the prject, apply necessary catings t ensure rf waterprfing fr 10+ years. Fr lcatins installing PV panels n multiple rftps, all rftps are subject t the abve mentined specificatins. EPC cntractr may install PV panels n a rf adjacent t the intended use area, s lng as the line lsses invlved d nt exceed the maximum, as stated in the Cnductrs requirements. In the Cmeri schl, EPC must install tw ceiling fans in the library with an energy cnsumptin less than r equal t what is utlined in Exhibit A in the lad prfile. 6 I. Intrductin and Prject Backgrund On September 20, 2017, Hurricane Maria struck Puert Ric, setting ff the largest pwer utage in U.S. histry. The entire Puert Ric public schl system was clsed fr tw mnths fllwing Maria. Schl-aged children in Puert Ric have lst mre than 13 millin cumulative days f learning, with n cmprehensive plan t recver thes lst learning time. Limited energy availability als impacted schls ability t prvide meals t students. While sme schls nw have diesel generatrs, Puert Ric s schl system remains vulnerable t extended grid utage frm future hurricanes. The nnprfit rganizatins, Rcky Muntain Institute (RMI) and Save the Children are partnering t develp slar-plus-strage micrgrid prjects at up t 12 public schls in cmmunities severely impacted by Hurricane Maria. These schls were selected fllwing in-depth assessments f the damage and material lsses suffered by the schls, access t after-schl prgrams, and reprted psychscial distress f children, their caregivers, teachers, and schl scial wrkers. The 12 micrgrid prjects will minimize lst learning due t pwer utages and ensure students are able t return t schl as sn as pssible in the event f future emergency r grid utage. In additin t becming resilient learning envirnments fr the academic year and beynd, these schls will becme unfficial lcatins fr emergency preparedness fr the cmmunity. This RFP is an aggregated cmpetitive prcurement, aiming t prvide resilient, renewable energy systems at three (3) schls t supprt their cntinued peratin fllwing future strms and extended pwer utages. While ther public schls in Puert Ric have clsed, these high-enrllment schls have a very lw likelihd f clsure because they have accepted additinal students frm surrunding schls. The scpe f the prpsed slar micrgrid prject must: 1. Include apprpriate subcntracting fr rf repair (r replacement) and waterprfing prir t the slar micrgrid installatin phase. 2. Include slar phtvltaic system and battery energy strage system, plus micrgrid cntrl capabilities such that the system is capable f pwering schl equipment bth during nrmal grid perating cnditins and during utages. 3. Integrate with existing energy generatin systems, including the utility grid. 4. Pwer critical lads t supprt schl peratin during bth grid utages and nrmal peratin. 5. Be capable f exprting electricity t the grid in rder t receive net metering credits. 6. Ensure all lighting in the kitchen, libraries, and administrative ffice cnnected t the micrgrid system are LEDs. 7. Cmply with the Resilience measures described in the Design and Installatin Requirements sectin. The prject scpe may als include: 8. Implementing energy efficiency measures, such as retrfitting refrigeratrs 4

7 9. Bringing the existing electrical infrastructure up t applicable electrical cdes and standards; these include but are nt limited t relevant NEC 2017, UL, IEC, and IEEE technical cdes. 10. Engaging in educatinal prgraming with schl staff. II. Overview RMI is issuing this Request fr Prpsals (RFP) fr turnkey Engineering, Prcurement, and Cnstructin (EPC) services t be prvided at three public schls in Puert Ric. The bjective f this RFP is t slicit cmpetitive prpsals frm qualified and experienced cntractrs ( Bidders ) t prvide three Puert Ric public schls with cst-effective slar phtvltaic (PV) micrgrid systems cmprising apprximately 75 kwdc f slar PV and 134 kwh f lithium-in battery strage, cllectively referred t here as the Prject. The desired utcme f this RFP is the successful negtiatin and executin f an EPC Agreement fr the scpe f services described herein. Only ne successful bidder shall be awarded the wrk. The gal f this RFP is t cntract an EPC firm thrugh an EPC Agreement that will design and build the systems n the three public schl sites. Separate prpsals fr peratins and maintenance (O&M) services fr up t a 10-year term fllwing installatin will be accepted. Bids fr O&M are ptinal (nt required t be cnsidered fr award f the primary EPC cntract) and will be cnsidered separately. III. Site Details A. Current Energy Surces All f these schls are PREPA custmers. IV. Prject Specificatins 1. All majr wrk that might be disruptive t students such as nsite rf repair (r replacement) and electrical repair wrk that requires shutting ff electricity shall ccur during January 8 11, 2019 r utside schl hurs. All ther wrk must be dne during nrmal schl hurs Mnday-Friday frm 8-5pm. 2. The EPC Cntractr shall create a critical lads circuit fr specific rms and end uses, listed in Exhibit A - Critical Lads. All switches and sckets that are cnnected t this circuit shall be clearly and bviusly labeled as such. 3. All lighting cnnected t the micrgrid system shall be LED lighting. 4. The re-rfing wrk must include a waterprfing guarantee such that the schls rfs remains free f water damage fr 10 years. 5. Fr rfs deemed t damaged t supprt PV lads and remain free f water damage fr 10 years, the rf must be replaced. This wrk shall be prpsed at the EPC s discretin. 6. Please lcate all equipment such that serviceability is maximized and cnduit and wire run lengths are minimized. 7. Wiring cnnected t the micrgrid shuld be up t NEC 2017, UL, IEC, IEEE, and ther relevant cdes. 6

The lad prfiles fcus nly n the critical lads at each site and assume these lads are being used fr a certain perid f time each day, based n interviews f schl staff. **The battery sizes listed are the nminal energy f the battery. This battery size assumes a 90% rund-trip efficiency and a 20% minimum state f change. The usable battery strage required is listed n the table taking int accunt thse assumptins. These battery characteristics are nt required, but shuld serve as guidelines fr yur battery chice. See Exhibit A Critical Lads fr mre infrmatin. Als nte that due t the layut f Aguas Buenas, the system has been divided int 3 smaller islated systems. Please size batteries t these specificatins f better. C. Design and Installatin Requirements 10

13 This sectin prvides guidelines fr the design and installatin f a PV slar system. It is agreed that the system shall cmply with NEC 2017 requirements and that the installer will perfrm the wrk fllwing industry standard in a timely manner. It is understd that wrker safety and the safety f students and staff is f tp pririty and that all safety rules shall be enfrced by the EPC Cntractr, wh will be respnsible fr all wrk safety. Any vilatin f the safety rules will result in the immediate expulsin f the faulty wrker frm the jb site. Furthermre, since the prject site is a public schl, all wrkers wrking the presence f children shall cmply with and sign the Child Safeguarding plicy and prvide dcumentatin f a backgrund check as utlined in Exhibit F - Child Safeguarding Plicy. All cmpnents and equipment shuld be installed per manufacturer's specificatins and in accrdance with NEC 2017 wrkspace clearance requirements. General Systems shall be shall be intercnnected t the grid. System (including supprts and wiring) shall nt interfere with any existing rf drains, water drainage, expansin jints, air intakes, electrical and mechanical equipment, r antennas. All PV hardware and structural cmpnents shall be crrsin-resistant. All equipment and racking shall be designed and verified by a Structural Engineer t withstand sustained winds f at least 156 MPH; preferred 175 MPH. Prject must be cmpliant with all applicable building, mechanical, fire, seismic, structural and electrical cdes and standards; these include but are nt limited t relevant NEC 2017, UL, IEC, IEEE, and ASCE technical cdes. Slar layut shall meet all lcal fire department, cde and rdinance requirements fr rf access. All equipment shuld be secured with necessary anti-theft mechanisms t reduce the pssibility f theft (include anti-theft screws). EPC shall prvide cnfirmatin that the PV systems will be designed t cmply with applicable PREPA intercnnectin requirements. Systems with remte mnitring capabilities are prefered. Micrgrid cntrls shuld priritize the energy surces in the fllwing rder: PV, Grid, Batteries. Racking System All racking shall be built using aluminum (preferred), stainless steel, r galvanized steel. The racking system shall be securely blted t the rf and all rf penetratins shall be prperly flashed t ensure rf waterprfing remain intact. The PV munting structure and the PV array shall cnstitute an assembly that can sustain 156 mph wind speeds. Als see Resilience sectin belw. EPC Cntractr, r subcntractr firm, shall evaluate rf capability f supprting the weight f the array. Phtvltaic Mdules / Arrays All phtvltaic mdules shall be guaranteed by the manufacturer t retain an utput pwer f at least 80% f their nminal value ver a perid f at least 20 years. Psitive tlerance n mdules utput preferable. All PV mdules shall be equipped with bypass dides. PV mdules shall be prvided with PV wire leads terminated by MC4 cnnectrs preferably lng enugh t allw fr leapfrg wiring. All expsed wire shall be specified as phtvltaic (PV) wire as per UL UL listed electrical cnductrs rated at 90 C and specified fr wet lcatin shall be used in cnduits fr PV cnnectins when leaving the array. Rapid shutdwn system shall be installed where required as per NEC Each string shall be prtected by an vercurrent prtectin device rated as per NEC Each string shall be cnnected t a device allwing fr manual discnnect. The use f a fused DC discnnect is the preferred methd fr ver current prtectin and manual discnnect f each string. Existing rf shuld be left in gd cnditin, with n cracks, damage, brken shingles, r excessive visible wear. All rf penetratins shuld be prperly flashed where required: Must cmply with IBC standards and prduct manufacturer installatin instructins. All cnductrs shuld be securely managed underneath the array: cnductrs may nt be lse and may nt cntact rf surface. All wire management devices shuld be UL listed and intended fr slar array installatins. 12

15 All cnductrs leaving the array shuld be in cnduits, and bend radius shall be n smaller than 5 times the diameter f the cnductr. All array cnductrs shall be prperly supprted within 12 inches maximum f entering a bx and every 4.5 Ft maximum alng the way. Inverters All slar inverters used shall be UL apprved with a minimum efficiency f 94% at all pwer level. All battery inverters used shall be UL apprved with a minimum efficiency f 90% at all pwer level. Slar inverter utputs shall be prtected by a prperly-sized circuit breaker. Battery inverter AC input and utput shall be prtected by a prperly sized circuit breaker. Fr slar inverters, the PV surce pen circuit vltage shall be kept belw the inverter maximum input vltage. Lw temperature Vc adjustment shuld apply as per PV manufacturer's specificatin r NEC Batteries Battery bank shall be designed t sustain a maximum ambient temperature withut majr lsses. DC Vltage drp shall nt exceed 0.2 vlts per cell abve 45 C. The designed daily depth f discharge (DOD) and ttal number f cycles shall be specified by the EPC cntractr. Batteries shall be installed in a cntainer that is apprpriate fr its envirnment (indr/utdr) and the enclsure shuld be electrically islated s as t ensure safety f schl staff and children. Preferably, batteries shall be enclsed in a nn-metallic battery bx, well ventilated with a prperly-installed temperature sensr. The battery bank shall be prtected by a prperly-sized class T fuse. Battery bank shall be designed t prtect each facility s critical lads. Prtected lads shall be lcated n back-up lad panels with autmatic transfer switch Required battery chemistry: Lithium In. Cnductrs A maximum f 3% vltage drp shall be allwed n all AC circuits. A maximum f 2% vltage drp shall be allwed n all DC circuits. All undergrund cnductrs shall be rated fr use in wet lcatins. All cnductrs shall be cpper-stranded, unless therwise specified. All cnductrs shall be UL-apprved and rated at 90 C fr wet lcatins. All cnductrs shall be derated fr ambient temperatures and number f cnductrs per cnduit as per NEC

16 Cnduits Cnductr fill factr shall be as per NEC 2017 Chapter 9. Fr runways greater than 100 feet, the next bigger cnduit size shall be used fr ease f installatin. The 4 ninety-degree bend rule applies. Prperly sized junctin bxes (abve grund) and hand hles r manhles (undergrund) shall be used where needed. Raceway depth fr undergrund installatins shall be as per NEC Cnduits shall be fastened as per NEC Junctin / Cmbiner Bxes Cmbiner bxes shall be rated fr the maximum system vltage. Fused cmbiner bxes are preferred. Junctin/cmbiner bxes shall be easily accessible fr inspectin. Junctin bx fill shall be as per NEC All utdr bxes shall be rated at least per NEMA 3R. Prper rain tight cnnectrs shall be used when installed utdr. Additinal apprved sealing methd shall be used when entering the tp f an utdr bx. Myers hub are a gd ptin. UL listed surge prtectrs are mandatry n each cmbiner bx. Splicing All splicing shall be accessible fr visual inspectins and shall be f the waterprf type if lcated undergrund. Grunding The PV array equipment and all metallic cmpnents must be prperly bnded and grunded, unless therwise specified. All grunding f equipment shall be in accrdance with NEC Grunding cnductrs are nt allwed t be spliced unless using irreversible cmpressin-type cnnectrs. Grunding bushings shall be used t terminate all metallic cnduits where required. Resilience T ensure that the prpsed system may withstand hurricane-frce winds, the EPC Cntractr must: Specify high-lad (up t 5,400 Pa uplift) PV mdules, based n structural calculatins; these are currently available frm a number f Tier-1 mdule manufacturers. 14

17 Perfrm structural engineering in accrdance with ASCE 7 and site cnditins, with calculatins fr wind frces, reactins, and attachment design. Check with racking manufacturer that actual site cnditins cmply with their base cnditin assumptins frm wind-tunnel testing. Specify blt QA/QC prcess t avid inadequate trquing f blts. Specify blt hardware lcking slutin. Specify thrugh-blting f mdules as ppsed t tp-dwn r T clamps, r if tp clamping is required, use clamps that hld mdules individually r independently. Require structural engineer review f lateral lads due t racking and electrical hardware ften lateral lads are missed, and recent failures have prven them t be a critical surce f weakness (e.g., cmbiner bxes attached t end slar array psts caused increased lading and led t failure). Specify all hardware be sized based n 25 years (r prject life) f crrsin. Nt use self-tapping screws. Operatins and Maintenance Requirements (If prpsing an O&M services cntract) At a minimum, the O&M cntract shuld include: Regular preventive and crrective maintenance including: Detailed inspectin f all equipment. Cleaning f all panels and remve any debris in installatin area. Ensure prper functining f inverter and batteries and perfrm rutine preventive maintenance n battery banks and inverter, per manufacturer's perating guidelines. Submitting warranty request t manufacturers in the case f equipment malfunctining. Inspect all fundatins fr cracks and premature failure. Make adjustment t the structure and replacement f required supprt pieces. Remte mnitring: If and when an issue t a system is detected, Cmpany will ntify the Schl and schedule a service visit. Prvide custmer with access t the nline mnitring prtal fr the system. V. Scpe f Wrk and Deliverables A. Installatin The EPC Cntractr shall prcure and safely install all slar equipment fr the schl sites, including but nt limited t PV panels, inverters, cnduit, wires, breakers, racking, junctin bxes, batteries, micrgrid cntrls, and mnitring equipment. By accepting this request, yur cmpany will supply the fllwing scpe, included but nt limited t the fllwing areas. The EPC Cntractr shall perfrm and manage the installatin and cmmissining f the slar 15

18 micrgrid. including the electrical prtectin system, selectivity, and grunding system t match the designed utputs and system characteristics. The installatin shall maintain the integrity f building structures and electrical systems, cmplying with client s safety and envirnmental standards, NEC 2017 standards, and prpsed timeline described in yur prpsal. The EPC Cntractr shall perfrm the needed mbilizatin fr the installatin and cmmissining f the slar micrgrid system, utilizing all slar energy industry gd practices, and shall be held accuntable fr any liability caused by EPC crew members r subcntractrs n client s facility. The Department f Educatin will sign the NEM and intercnnectin agreements, nt the cntractr. EPC Cntractr shall manage intercnnectin and startup f prject in crdinatin with PREPA.
