42 Spanish Experience in ERTMS Still nowadays, each country still has its own rail "language" for managing the movement of the trains on its network. Rail interoperability is a key goal for Europe, so that trains can cross borders without stopping. ERTMS aims at replacing the different national train control and command systems in Europe. The deployment of ERTMS will enable the creation of a seamless European railway system and increase European railway's competitiveness. In addition, ERTMS is arguably the most performant train control system in the world and brings significant advantages in terms of maintenance costs savings, safety, reliability, punctuality and traffic capacity. This explains why ERTMS is increasingly successful outside Europe, and is becoming the train control system of choice for countries such as China, India, Taiwan, South Korea and Saudi Arabia. SPAIN IS PIONEER IN ERTMS: 1,974 km of High Speed lines equipped with ERTMS (more km than any other European country) ERTMS level 2 (>300 km/h. October 2011) deployed in Madrid- Barcelona line 42

45 Income Generating Activities. Making our assets profitable Adif has called for tenders to manage our 72 PARKING AREAS in 51 train stations ( slots), one of our highly profitable activities. In 2012, parking areas generated 30M in revenues. The concession period would be 4 to 10 years, and the payment ranges from 66 to 136 M dependingdi on the concession term. We have also made a call for tenders to manage oneour main assets: km of FIBER OPTIC NETWORK, which generated 70M in revenues in The concession period would range from 10 to 20 years, and the payment ranges from 340 to 450M depending on the concession term. + Real Estate t and building land commercialization 45

Examples around the world Mexico DF Suburban Railway Adif has cooperated with the Buenavista-Cuautitlán suburban railway line (27 km, 7 stations) through a technical assistance project to the concession holder for the commissioning of the line and further support in commercial operation. The project was headed by CAF with the participation of Spanish companies from the railway industry (OHL, Thales, Indra, Telvent, Inabensa, Ineco, Constructora Hispánica, ADIF) Adif provided technical assistance in the following issues: Definition of the Circulation Management age e Model Staff training Rules, Specification, Regulations and Handbooks Information Management Systems and Train Regulation 53

Examples around the world FENOCO, Colombia Adif signed a contract in Colombia with FENOCO (Ferrocarriles del Norte de Colombia), for the construction and operational technical assistance to deploy and operate a 230 km long freight line (coal export from La Loma mines), operated as a concession since 2004 (currently, 40 M tons/year of coal are being carried on the La Loma Puerto Santa Marta line). ADIF has provided technical assistance for: Staff training Elaborating rules and procedures Assistance in infrastructure and installation construction and maintenance Further support given to operations and technical commissioning Information Systems for traffic management and regulation 54

TCDD Training (Turkish Railways) Turkey is deploying a new High Speed Network, and Spanish companies and technology have been part of the project from the very beginning. In 2009, the first section of the HS Line between Ankara and Istambul (Ankara -Eskisehir, 206 km) started operating and the section Ankara- Konya (212 km) was commissioned in Adif trained TCDD experts prior to the commissioning of both HS Lines, using the experience of ADIF in this critical issue. The specialists were trained in the areas of Traffic Management and Road Maintenance, as well as monitoring of the conditions of commissioning and inauguration. Globally. Adif has trained 190 TCDD experts and is currently carrying out new seminars, in areas such as Planning and management of rail traffic on high-speed lines Maintenance of infrastructure and track in high speed lines Traffic Control Systems and Signalling Safety Capacity management in railways Traffic Management System ERTMS Enterprise Resources Management Freight villages Speed increase on freight trains Intermodality 55
