2 Construction Programme of high speed railways in Poland PKP Polish Railway Lines JSC is currently conducting: preparatory works for designing and constructing high speed lines till 2020 conceptional works for further development of high speed network till 2040 Basis of actions are: Resolution of the Council of Ministers 276/ Acceptance of overregional strategy in terms of constructing and launching high speed rail in Poland Master Plan for Polish Railway till 2030 Ministry of Infrastructure - Riga, March 24,
3 Planned HS lines are key elements of Polish railway network Preparatory works for construction of the new line Warsaw Łódź Wrocław/Poznań with link to CMK line. Preparatory works to adjust E65 South (CMK) line from Warsaw to Katowice and Cracow to parameters of the HS line with extension to southern border (feasibility study). - I stage: adjustment of the CMK line up to 200 km/h, - II stage: modernisation up to 300km/h. Complementary actions for both projects e.g. rebuilding of junctions and stations the Y line of the Warsaw Lodz Poznan/Wroclaw V = 350km/h the Central Railway Main line (CMK) adapted to the speed of V 250km/h other main passenger lines Ministry of Infrastructure - Riga, March 24,
4 Main tasks for construction of high speed railways in Poland 1. Shortening of travel time: between the biggest agglomerations in Poland to less than 2 hours. from the centre of Poland to border regions up to about 3 hours. from West to East and from North to South of Poland up to 5 6 hours. 2. 11 The Rail Baltica on Polish territory The railway E 75 Warszawa Białystok Suwałki Trakiszki Polish border, is part of the I st corridor defined as Rail Baltica. The railway connects Helsinki via Tallinn, Riga and Kaunas with Warszawa. It is the only rail connection between the Baltic States and Poland, with the possibility of connections to other capitals like Prague, Berlin and Vienna, as the I st corridor connects in Warsaw with the II nd (railway E 20) and VI th (railway E 65) corridors. In future it will be possible to extend the line to St. Petersburg. Ministry of Infrastructure - Riga, March 24,
12 The route of the Rail Baltica In 2007 the European Commission ordered a study. Material by COWI contains information on current state of rail infrastructure of the I st corridor in Baltic States and Poland. The study explicitly proved, that the corridor will be, in the first place, designated for freight transport. Ministry of Infrastructure - Riga, March 24,
13 The route of the Rail Baltica Bearing in mind the need for environmental protection, particularly in the area of Augustów, it is proposed to change the route of the Rail Baltica corridor over a section beetwen Białystok and Suwałki and routing it to an alternative rail link to the Ełk - Olecko rather than as now by Sokółka - Augustów. 14 Modernization of the Rail Baltica (1) The total length of the line for modernisation km The main goal is modernisation the Polish part of Rail Baltica in order to fulfil the requirements contained in the AGC and AGTC agreements top speed of 160 km/h (with possibility of max. speed of 200 km/h on certain sections) for passenger trains and 120 km/h for freight trains, with max. pressure on axle of 221 kn/axle. 15 Modernization of the Rail Baltica (2) At present time the Rail Baltica modernisation is implemented through the following projects co-financed by the EU funds: Project ISPA/FS no 2002/PL/16/P/PA/008 technical assistance for the preparation of the E 75 line modernization on the Warsaw Białystok Sokółka Suwałki Trakiszki section (Rail Baltica) ; Projects co-financed within the framework of the Operational Program Infrastructure and Environment : Modernization of the E 75 Rail Baltica railway line Warsaw-Białystok- Lithuanian border line, stage 1. 16 Project ISPA/FS No 2002/PL/16/P/PA/008 The project includes preparing pre-design documentation for the whole Polish section of the Rail Baltica corridor from Warsaw to the Polish- Lithuanian border. In this year PKP PLK S.A. performs the maintenance works (e. g. modernisation of the railway crossings) on the Rail Baltica line.
