2 SYSTEM IMPACT STUDY OASIS Reference No MW GENERATION ADDITION TO PSE FREDERICKSON BUS February 4, 2004 PSE Electric Transmission INTRODUCTION This study is in response to OASIS Reference No and the System Impact Study Agreement executed by Puget Sound Energy, Inc. (PSE), Energy Supply on June 24, The request is for 150 MW of Firm Network Resource Transmission Service from the existing Frederickson I combined-cycle generation plant delivered to PSE s Frederickson Substation. Frederickson is located in Pierce County, Washington. This study summarizes the results of analyses done to develop reliable transmission alternatives that integrate the proposed generation at Frederickson. CONCLUSION With certain transmission improvements, the proposed generation level of 150 MW can be reliably integrated into the PSE transmission system through installation of a new 230/ transformer at PSE s Frederickson Substation. A single line would be constructed between the existing Frederickson I substation bus and PSE s Frederickson Substation, with substation breakers at both ends of the line. Dependent on the status of Frederickson LP s 300 MW project (Frederickson II), the following network upgrades may be required: a new 115kV bus section breaker at PSE s Frederickson substation; the re-conductoring of the Frederickson-Gravelly Lake line to Bittern Conductor, 1272 ACSR; and increasing the thermal line rating of the PSE section of the White River to South Tacoma line. An estimate of the cost for transmission interconnection facilities and network transmission improvements is approximately $9,000,000 if the Frederickson II project is constructed and $14,500,000 if the Frederickson II project is not constructed. Studies were conducted with and without the new Frederickson II project added. Depending on the status of this project and PSE s Frederickson generation, actual flows on the proposed interconnection varied including situations where power flowed from the 115kV system to the 230kV system with all lines in service. Seasonal loading and variations in flows on the Bonneville Power Administration s (BPA) Raver-Paul 500 kv transmission line also impacted flow levels. Because this proposal interconnects BPA s and PSE s system via the Frederickson I bus, evaluation of impacts to BPA s system may be required. STUDY ASSUMPTIONS Summer and winter seasons were studied with high Raver-Paul loading and high north to south flows on lines going through Pierce County (import conditions from Canada). Flow conditions with high south to north (export) flows to Canada were also checked for the summer and winter. The summer season included heavy and light load conditions for both north to south and south to north. The winter season studies were with heavy Page 2

The new interconnection was modeled in addition to the existing two combustion turbines at PSE s Frederickson, which were generating at 74.4 MW each in summer simulations and 80 MW each in winter simulations. Studies were conducted with and without the proposed Frederickson II 300 MW project and its required system upgrades (OASIS Nos and 17888). Analysis of the proposed solution included studies with no generation on line at PSE s Frederickson and at Frederickson II. The lines that cross Pierce County toward Thurston and Lewis Counties in the south are: Raver-Paul 500 kv line White River-Cowlitz/Frederickson I-Olympia line Covington-Cowlitz-Chehalis line PSE Frederickson-St. Clair line Electron Heights-Blumaer line The time frame used for simulations was 2005 with the following improvements assumed to be completed: BPA s G1 project which includes: Kangley-Echo Lake 500 kv line Snoking 500/ transformer Bothell-Sammamish line re-conductored and tapped into Snoking Horseranch tap to the Monro-Snohomish line re-routed into Snohomish Schultz-Hanford line (BPA s G2 project) New Gravelly Lake switching station with new line to St. Clair via Holden. Alderton-Stewart line section upgraded to Tern at 100C Boeing Auburn-Deringer line section upgraded to Tern at 100C For studies including the Frederickson II project the following system improvements were modeled: PSE Frederickson to Woodland line Woodland to Gravelly Lake line Re-conductor of the PSE Frederickson Gravelly Lake line Upgrade the following lines to the indicated higher ratings: White River-Alderton #2, 75C Tanglewood-Saint Clair, 100C Boeing Auburn-Boeing Auburn #2, 75C Fairchild-Alderton, 75C W. River-Sumner-Pioneer, 100C White River-Stewart, 100C Woodland-Fairchild, 75C Reactive power margin and voltage stability was not determined. It is anticipated that the addition of the proposed generation with full reactive capability will improve voltage regulation in the area. This can be confirmed with reactive margin studies. Transient stability was not confirmed, and would be done when stability models and machine specific parameters are provided. Page 3
4 OUTAGE ASSUMPTIONS Outages taken included single contingency (N-1) outages and common mode outages in the Puget Sound region. The single contingency outages include all lines on PSE, BPA, Tacoma City Light (TCL). The common mode outages include all of PSE s system and BPA s and above system. Common mode outages include: White River north 230 bus, south 230 bus, north115 bus, and south 115 bus Alderton 115 bus, PSE Frederickson 115 bus, Woodland 115 bus Krain Corner 115 bus, Electron Heights 115 bus, Saint Clair 115 bus Blumaer 115 bus, West Olympia 115 bus, Plum Street 57.5 bus PSE Olympia north 115 bus, and south 115 bus, Tono 115 phase shifter Gravelly Lake 115 bus BPA Olympia east 230 bus, west 230 bus, and 115 bus All double circuit outages in Pierce County. The following included existing RAS for generation dropping: Raver-Paul 500 line; Trip BC Hydro, FDG/WHG, FDX I, Coulee Raver-Paul-Centralia G2 500 BKF; Trip BC Hydro, FDG/WHG, FDX I Paul-Allston 1&2 500 lines on common right-of-way; Trip BC Hydro, FDX I, Coulee The formula for tripping BC Hydro generation is: Trip generation = 1.3 x (West Side NI north-to-south 1450 MW) FDG/WHG stands for tripping Fredonia and Whitehorn combustion turbines. FDX I stands for tripping Frederickson I Generation Coulee stands for Grand Coulee units needed to bring total generation tripped to 2850 MW (BPA maximum RAS level) BKF stands for breaker failure. FINDINGS General: The PSE Frederickson Substation bus is currently interconnected to the local transmission system through three lines. They are: Alderton PSE Frederickson, Electron Heights -Boeing Puyallup PSE Frederickson, and PSE Frederickson - St. Clair. The usual flow on these lines is from the northeast to the southwest, corresponding to the flow pattern on BPA s 230 and 500 kv lines across the same area. The Frederickson I plant is currently tied to BPA s South Tacoma substation by a radial line owned by EPCOR. BPA s South Tacoma substation has lines to PSE White River, Tacoma City Light (TCL) Cowlitz, and BPA Olympia substations. The most severe outage under high north to south (import conditions from Canada) flows for this region is a breaker failure at BPA s Paul substation, which trips both the Raver-Paul 500 kv line and the Centralia #2 generator. BPA arms a generator tripping Remedial Action Scheme (RAS) when there are high north to south flows on the Raver- Paul 500 kv line. The RAS sends trip signals to selected generators north of this line when the RAS detects that the line is lost from service. By tripping generation to the north, the flow that shifts from the 500 kv line to the underlying 230 and line is reduced. The generators that are armed are determined according to the flow level on Page 4
5 the Raver-Paul line and include the Frederickson I plant. Frederickson I is also tripped for RAS addressing the Paul-Alston 500 kv double circuit outage and the Alston-Keeler 500 kv outage to the south of Paul substation which is in northern Lewis County. The proposed addition of the interconnection between Frederickson I to PSE Frederickson substation tends to shunt flow off BPA s system at BPA South Tacoma and on to PSE s system for the Paul breaker outage. The primary impact of this is that for the case without the Frederickson II project, the PSE Frederickson - St. Clair line can become overloaded above its thermal capability. The solution studied was to reconductor this line with Bittern, 1272 ACSR, conductor with a thermal rating of 100C. In addition, an overload is seen on the.5 mile PSE owned portion of the White River-South Tacoma line. The thermal rating of this line can be increased from 75C to 100C. For the case with the Frederickson II project modeled, there were no additional network upgrades required. See attached Diagrams 1 4 showing the existing system, the system with just the Frederickson II improvements, and the proposed interconnection with and without Frederickson II. Depending on the status of Frederickson II (where applicable) and PSE s Frederickson generation, actual flows on the proposed interconnection varied including situations where power flowed from the 115kV system to the 230kV system with all lines in service. Seasonal loading and variations in flows on the Raver-Paul 500 kv transmission line also impacted flow levels. The maximum base case (all lines in service) flow from the to system was 132 MVA under light summer export conditions with PSE Frederickson and Frederickson II on line (Table 5). The maximum base case flow from the to system was 236 MVA under heavy winter import conditions with PSE Frederickson and Frederickson II off line (Table 9). In most other cases the addition of the interconnection, which provides another source to PSE s Pierce County system, is beneficial to line loading and voltage support on PSE s system. This new source relieves loading on PSE s White River 230/ transformers (up to 17%) and the network in the Frederickson area as well as the 230/ transformers serving Thurstan County at PSE s Tono substation (up to 23%) and BPA s Olympia substation (up to 18%). Some existing overloads were found in the area which were relatively insensitive to the proposed interconnection. These were on the White River Lea Hill line (via Sherwood Tap) and the Krain Corner Stevenson 55 kv line. These should be addressed independently of the generation interconnection. 7 COSTS Transmission costs for improvements to interconnect the proposed 150 MW of Frederickson I generation at PSE Frederickson include the following.
