Purpose The purpose of this is to estimate the cost and schedule to construct the facilities identified in the System Impact Study which are necessary to accommodate the request for 203 MW of Yearly Firm Network Integration Transmission Service ( NITS ) across Cleco Power s ( Cleco ) Transmission System. The time period for this transfer is from October 1, 2008 through October 1, This Facility Study is being issued to satisfy the Facility Study Agreement between Cleco Power LLC and Transmission Customer. Cleco will pursue, at the Transmission Customers request, a joint facility study with RW Beck to determine the best solution for service to the City of Alexandria ( City or Alexandria ) under NITS service. Cleco will continue to capture the cost of such a joint facility study pursuant to the current Facility Study Agreement that is in place. Cleco will also begin working on a Network Integration Transmission Service Agreement ( NITSA ) to send to the Transmission Customer. All terms capitalized herein are defined in the Cleco Power s Open Access Transmission Tariff. 2. System Impact Study Conclusions Based on the results of the System Impact Study dated April 2008, two limiting elements were identified. They are: 2.1 The Pineville to Sherwood 230kV Line In 2018, the 9 mile long bundled 336 ACSR 26/7 Linnett conductor overloads for the loss of the Rapides to Twin Bridges 230kV line or the Twin Bridges 230/138kV autotransformer. 2.2 The Hunter to Pineville 138kV Line In 2018, the one mile long 1272 ACSR 45/7 Bittern conductor overloads for the loss of the Rapides to Twin Bridges 230kV line or the Twin Bridges 230/138kV autotransformer. 3. Facility Study Results The following Network Upgrades are required solutions to the limiting elements: 3.1 The Pineville to Sherwood 230kV Line Replace the existing conductors with a single 1780 ACSR 84/19 Chukar conductor. The existing wooden H-frame structures are not capable of supporting the larger conductor. The structures must be replaced with steel H-frame structures. The 138kV circuit breaker and disconnect switch on the low side of the autotransformer at Pineville Substation must also be replaced. Issued on: June 20, of 7
4 3.2 The Hunter to Pineville 138kV Line Replace the existing conductor with a single 795 ACCR Hi-Temp Drake conductor. The existing structures have adequate strength to support the new conductor. The circuit breaker and two disconnect switches on the Pineville end of the line must also be replaced. The Hunter line terminal and miles of the line on the Alexandria side of the river are not owned by Cleco. The Alexandria owned section of the line and possible upgrades to the Hunter line terminal equipment are not included in this, but an evaluation will be required between Cleco and the Transmission Customer to define any upgrades that may be needed. The evaluation of the Alexandria owned facilities will have to be completed, upgrades agreed to by Cleco and the Transmission Customer, and defined in the Service Agreement as a condition to grant service. 4. Cost 4.1 Network Upgrades For the purpose of this, and subsequently the NITSA, the Transmission Customer shall acknowledge and agree that the cost listed hereafter is only an estimate using Good Utility Practices. Cleco stipulates that the estimates quoted herein are as accurate as possible considering the information available. The Transmission Customer shall protect, indemnify and hold harmless Cleco from the cost consequences of any current tax liability imposed against Cleco as the result of payments made by the Transmission Customer to Cleco. Cleco s tax gross up rate is 61.52%, which will be applied if applicable. Estimated costs including overheads and interest for Network upgrades are: Pineville to Sherwood 230kV Line... $ 9,271,000 The Hunter to Pineville 138kV Line... $ 637,000 Subtotal $9,908, Direct Assignment Facilities Data Acquisition Equipment (see note 1) Remote terminal units (RTUs) are necessary to obtain information from the City facilities. All telephone equipment, leased telephone circuits, fiber optic circuits, and other communications equipment necessary to collect and transmit data to/from remote locations, and any other equipment or service necessary to provide for the telemetry requirements shall be paid for and owned by the Transmission Customer. One GE-Harris D20 RTU shall be installed at the City s Hunter Generating Plant. Transmission Customer to provide 19 rack for mounting RTU with access to both front and rear of rack in climate controlled room. RTU CPU at Twin Bridges substation shall be replaced with D20ME processor module for DNP communication to meters. A 4-wire data circuit will be required to communicate with the RTU at Hunter Generating Plant to Cleco. Dial-up connections will be required to all six Maxsys 2510 meters at Hunter Generation Plant. Dial-up connections will be required to the two Maxsys 2510 meters at Twin Bridges Substation. Dial-up connections will be required to the two Maxsys 2510 meters at Pineville Substation. Also need two wire RS-485 shielded data link between RTU and all Maxsys 2510 meters at all locations where the meters will be installed. Issued on: June 20, of 7
5 Metering Equipment (see note 1) Metering Equipment consists of high accuracy (0.2% accuracy or better) solid state four quadrant meters, metering cabinets, metering panels, conduits, cabling, metering accuracy (ANSI 0.3% accuracy class or better) current transformers, and metering accuracy (ANSI 0.3% accuracy class or better) potential transformers which, directly or indirectly, provide input to meters or transducers, meter recording devices (e.g., solid state data receivers), telephone circuits, signal or pulse dividers, transducers, pulse accumulators, and any other equipment necessary to implement the provisions of the Network Operating Agreement ( NOA ). All the Metering Equipment installed by Transmission Customer in accordance with the NOA shall conform to the Cleco's standards for similar installations as detailed below: Items currently in place that meet or exceed requirements Metering CT s on Generator #3 at Hunter Generating Plant Metering CT s on Generator #4 at Hunter Generating Plant Metering CT s at Twin Bridges to Rapides tie point Metering PT s at Twin Bridges to Rapides tie point Metering CT s at Pineville to Hunter tie point Metering PT s at Pineville to Hunter tie point Items that need to be replaced or added to meet requirements Units 3&4 generator meters at Hunter to be replaced with Maxsys 2510 meters with firmware version 5759, DNP card, and internal modem. Units 3&4 MAT meters at Hunter to be replaced with Maxsys 2510 meters with firmware version 5759, DNP card, and internal modem. Tie transformers #1&2 meters at Hunter to be replaced with Maxsys 2510 meters with firmware version 5759, DNP card, and internal modem. Tie point meters (4) at Twin Bridges sub. and Pineville sub. to be replaced with Maxsys 2510 meters with firmware version 5759, DNP card, and internal modem. PT s on Units 3&4 at Hunter Generating Plant to be replaced with 0.3% accuracy class (14400/120 V) PT s on Units 3&4 MAT bus to be replaced with 0.3% accuracy class (4200/120 V). PT s on Tie transformers 1&2 buses to be replaced with 0.3% accuracy class (7200/120 V). CT s on Units 3&4 MAT bus to be replaced with 0.3% accuracy class. CT s on Tie transformers 1&2 bus to be replaced with 0.3% accuracy class. Note 1: This study includes only units 3 & 4 at D.G. Hunter generating facility, since these are the only units defined in the NITS Application. If in the future, D. G Hunter Units 1 & 2 were designated as network resources, all metering associated with units 1 & 2 would have to be updated accordingly before bringing units on-line. Issued on: June 20, of 7
6 Estimated costs including overheads and interest for Direct Assignment Facilities are as follows: It is the Transmission Customer s responsibility to pay for all equipment at the City s facilities and any facilities on the Cleco system that is for the sole use of the Transmission Customer. It is also the Transmission Customer s responsibility to install all required equipment at the City s facilities. Cleco has provided the estimated cost information below. Cleco does not have estimates for all of the equipment because detailed drawings and specifications on some of the City s equipment were not available to Cleco in time to incorporate into this report. Once the detailed information is received from the City, Cleco will get an estimate from the manufacturer. Other Contractual Arrangements Prior to execution of the NITSA, the Transmission Customer and Cleco shall enter into goodfaith negotiations for the establishment of necessary contract terms within the NOA that clearly allocate responsibilities regarding compliance with reliability related criteria and any charges that may be appropriate for integration of Transmission Customer into the Cleco Balancing Authority Area. 6. Schedule A detailed schedule will be prepared subsequent to the Transmission Customer approval. The following are approximate durations: Pineville to Sherwood 230kV Line... 2 years The Hunter to Pineville 138kV Line... 1 year Notes to Duration Schedules: All construction work requiring outages will be performed during off-peak load seasons. Line outages will be requested from Cleco s Coughlin Transmission Operations Center (CTOC) and they will coordinate the request with other regional transmission operations centers. The assumption is being made that line outages will be executed as planned. However, denial of outages by CTOC along with resulting schedule delay is possible. Schedule durations are high level estimates at this time. Upon project approval, a detailed schedule will be produced. Issued on: June 20, of 7
