SEPV Imperial, LLC West 3MW Solar Generating Facility IID Contract No. GIA Financial Analysis: The total estimated cost of the project is $136,044; the customer will make a single milestone payment totaling $136,044 to cover IID s cost of the project during development and construction. No network upgrades were identified. IID will not be required to reimburse any portion of the interconnection costs via the issuance of rate credits. Background SEPV Imperial, LLC interconnection request was processed through IID s open access transmission tariff as a feed-in-tariff project. IID s planning and engineering consultant conducted studies to determine the impact of the generation project on the reliability of IID s grid as well as identify the infrastructure necessary to interconnect the project to the IID system. The 3 MW SEPV Dixieland west solar project seeks interconnection to IID s kV Dixieland Substation distribution circuit L-66. The planned in-service date is June The total estimated cost of the project includes interconnection facilities and a relay coordination study. The agreement has been reviewed and approved by legal counsel.

No network upgrades were identified. IID will not be required to reimburse any portion of the interconnection costs via the issuance of rate credits. Background SEPV Imperial, LLC interconnection request was processed through IID s open access transmission tariff as a feed-in-tariff project. The 2 MW SEPV Dixieland east solar project seeks interconnection to IID s kV Dixieland Substation distribution circuit L-67. Green Light Energy Corporation - 3 MW Valencia No.1 Solar Generating Facility IID Contract No. GIA Financial Analysis: The total estimated cost of the project is $188,312; the customer will make a single milestone payment of $188,312 to cover IID s cost of the project during development and construction. No network upgrades were identified. IID will not be required to reimburse any portion of the interconnection costs via the issuance of rate credits. Background Green Light Energy Corporation s interconnection request was processed through IID s open access transmission tariff as a feed-in-tariff project. IID s planning and engineering consultant conducted studies to determine the impact of the generation project on the reliability of IID s grid, as well as identify the infrastructure necessary to interconnect the project to the IID system. The 3 MW Valencia 1 solar project seeks interconnection to IID s 12.47kV distribution circuit B36 out of the Westmorland Substation. The planned in-service date is September The interconnection customer will be responsible for engineering, procurement and construction of its facility and the system protection equipment. The total estimated cost of the project includes interconnection facilities and a relay coordination study. The agreement was reviewed and approved by legal counsel.
3 262 Green Light Energy Corporation - 3 MW Valencia No. 2 Photovoltaic Project IID Contract No. GIA Financial Analysis: The total estimated cost of the project is $582,692; the customer will make milestone payments totaling $198,082 to cover IID s cost of the project during development and construction; the customer will design, engineer, procure and construct certain relay protection equipment. No network upgrades were identified. IID will not be required to reimburse any portion of the interconnection costs via the issuance of rate credits. Background Green Light Energy Corporation s interconnection request was processed through IID s open access transmission tariff as a feed-in-tariff project. IID s planning and engineering consultant conducted studies to determine the impact of the generation project on the reliability of IID s grid as well as identify the infrastructure necessary to interconnect the project to the IID system. The 3 MW Valencia No. 2 solar project seeks interconnection to IID s 34.5-kV transmission system between El Centro and Brawley via a tap configuration. The planned in-service date is September The interconnection customer will be responsible for engineering, procurement and construction of its facility and the system protection equipment. The total estimated cost of the project includes interconnection facilities and a relay coordination study. The agreement has been reviewed and approved by legal counsel. Imperial Water Ventures, LLC - 3 MW Photovoltaic Project IID Contract No. GIA Financial Analysis: The total estimated cost of the project is $891,250; the customer will make milestone payments of $341,250 to ensure IID s internal costs are covered during development and construction of the project. No network upgrades were identified. IID will not be required to reimburse any portion of the interconnection costs via the issuance of rate credits. Background Imperial Water Ventures interconnection request was processed through IID s open access transmission tariff as a feed-in-tariff project. IID s planning and engineering consultant conducted studies to determine the impact of the generation project on the reliability of IID s grid as well as identify the infrastructure necessary to interconnect the project to the IID system. The 3 MW Imperial Water Ventures solar project seeks interconnection to IID s 92-kV J Line between the El Centro Switching Station and Rockwood Substation via a tap configuration. The planned in-service date is October The interconnection customer will be responsible for engineering, procurement and construction of its facility

6 Background Information All Projects Projects with generation intended for wholesale sale are subject to and processed under IID s tariff. Two studies performed: System Impact Study (reliability impacts on the grid) Facilities Study (infrastructure to mitigate impacts) Planning and Engineering ensured reliable grid: 265 Reliable but less costly interconnections are cost saving for both IID and the developer Makes for more robust grid thereby attracting additional development. 2
7 IID s Feed-In-Tariff Background In 2009, Senate Bill 32 required large utilities to implement a feed-in-tariff program. Subsequent adoption of SB 1332 in 2012, requires publicly-owned utilities serving 75,000 or more customers to offer an FIT program by July 1, SB 1332 set the processing of requests on a first-come, first-served basis. SB 1332 set a state-wide cap of 750 MW; IID s share of the 750 MW cap was set at 14 MW. IID board received an informational FIT program presentation on May 28, 2013 and subsequently approved the FIT program and rate on June 11, IID board received an informational item reference amendment to the open access transmission tariff on June 11, 2013 to accommodate a small generator interconnection process; subsequent approval on June 25, IID processed the requests in the order received pursuant to SB
8 Basic Feed-In-Tariff Rate Components IID developed a pro forma purchase power agreement. Utilities offer 10, 15 and 20 year standard power purchase agreements (no negotiation of terms and conditions); IID opted for a 20-year term. Seasonal time-of-delivery tariff based on the following cost components: Renewable Energy Greenhouse Gas Reduction Peak Demand Reduction Avoided Transmission and Distribution Improvements IID s board adopted a PPA rate based on a time-of-day delivery period and contains a 1.5 percent fixed annual escalation factor
