1 3.13 Trffic nd Trnsporttion This section describes the ffected environment nd regultory setting for trnsporttion nd trffic. It lso describes the impcts on trnsporttion nd trffic tht would result from implementtion of the project, nd mitigtion mesures tht would reduce these impcts. Additionl informtion on trnsporttion nd trffic is provided in Appendix I Environmentl Setting The three proposed project sites re locted in n unincorported re in Imperil County, north of the City of Cliptri nd est of the Almo River. The southern boundry of the Cliptri I project site borders the northern city limits of the City of Cliptri, nd is within its sphere of influence. Midwy I nd II re locted over mile northwest of the city of Cliptri. Highwy 111 is the lrgest public rod to bisect the City of Cliptri nd the generl vicinity of the project site. Cliptri I is pproximtely one hlf of mile est of highwy 111, Midwy II is pproximtely one hlf of mile west of highwy 111, nd Midwy I is bout 1.5 miles west of Highwy 111. The three project sites re primrily bounded by public rods. Cliptri I is bounded by Blir Rod to the est, Young Rod to the south, West Lindsey Rod to the north, nd frmlnd to the west. Midwy I is bounded English Rod to the est, Sinclir Rod to the north, Est Peterson Rod to the south, nd privte rods to the west. Midwy II is bounded by English Rod to the west, Est Hoober Rod to the north, Montgomery Rod nd West Lindsey Rod to the south, nd privte rod to the est. Access to the Cliptri Solr I is vi Blir Rod. Access to the Midwy Solr Frm I site is vi Sinclir Rod. Access to the Midwy Solr Frm II site is vi English Rod. Bsed on the nticipted distribution of project trffic, the nlysis contined in this section focuses on the following intersections nd street segments. Figure illustrtes the project network system nd existing trnsporttion conditions. Regionl ccess to the project site is by SR-111 nd SR-115. Locl ccess is provided to the site by Blir Rod nd Sinclir Rod. The project drivewys will be locted long Montgomery Rod nd Wilkinson Rod. This section describes the existing rodwy network. SR-111 is north-south, regionl highwy tht extends from the US/Mexico Border through the Cochell Vlley to Plm Springs. It is clssified by the Imperil County Generl Pln s Stte Highwy/Expresswy. In the project re, SR-111 is two-lne rodwy with 48-foot pved rodwy, including 14-foot northbound trvel lne, 13-foot southbound trvel lne, nd 13-foot turn lne. Shoulder widths re pproximtely four feet on either side of the rodwy, with n dditionl five-foot soft shoulder. Access to the rodwy is vilble through side-street stop controlled intersections. SR-115 is primrily northerly regionl highwy between Holtville nd Cliptri. It is clssified by the Imperil County Generl Pln s Stte Highwy/Expresswy. Ner the project site, SR- 115 trvels in the est-west direction nd is two-lne rodwy. In the project vicinity, SR-115 hs 48-foot pved rodwy, including 15-foot westbound trvel lne, 13-foot estbound trvel lne, nd 12-foot turn lne. Shoulder widths re pproximtely four feet on either side of the rodwy, with n dditionl five-foot soft shoulder. Access to the rodwy is vilble through side-street stop controlled intersections. Sinclir Rod is two-lne est-west rodwy extending estbound from the Slton Se to Est Highline Cnl Rod. The Imperil County Generl Pln clssifies Sinclir Rod s minor collector rod ner the project site. Within the project vicinity, Sinclir Rod hs 12-foot trvel lnes nd two-foot shoulders in ech direction, nd five-foot soft shoulders on either side of the rodwy. Sinclir Rod is stop-controlled t its intersections with other rodwys within the project study re. Hoober Rod is n unclssified rodwy on the Imperil County Generl Pln Circultion Element. It is currently constructed s n unpved, two-lne undivided est-west rodwy, providing one lne of trvel per direction. No bike lnes or bus stops re provided long the rodwy nd no prking is permitted long either side of the rodwy. There is no speed limit is posted in the vicinity of the project site. 4 3.13 Trffic nd Trnsporttion Blir Rod is two lne north-south rodwy extending between the cities of Cliptri nd Nilnd. It is clssified by the Imperil County Generl Pln s mjor collector rodwy, nd provides ccess to the Cliptri Stte Prison, locted djcent to the project site. In the project vicinity north of SR-115, Blir Rod hs 32-foot pved rodwy, with 12-foot trvel lnes in ech direction, four-foot pved shoulders nd five-foot soft shoulders. South of SR-115, Blir Rod is unpved, with crushed-rock rodwy pproximtely 48 feet wide. Peterson Rod is locl est-west rodwy extending from Brndt Rod estbound to Est Highline Cnl Rod. At its intersection with Blir Rod, Est Peterson Rod hs 12-foot trvel lnes nd no shoulder in ech direction; shortly beyond the intersection, Est Peterson Rod is unpved nd runs longside n griculturl cnl. Vehiculr trffic long Est Peterson Rod is generlly limited to griculturl vehicles. Montgomery Rod is locl est-west rodwy extending from Brndt Rod estbound to Hley Rod. Montgomery Rod is pproximtely 24 feet wide nd is unpved. There re signs denoting no through trffic pproximtely 100 feet west of its intersection with Blir Rod. Wilkenson Rod is n unclssified rodwy on the Imperil County Generl Pln Circultion Element. It is currently constructed s n unpved, two-lne undivided est-west rodwy, providing one lne of trvel per direction. 5 3.13 Trnsporttion nd Trffic The two closest primry public use irports to the project site re the Brwley Municipl Airport nd the Imperil County Airport. Brwley Municipl Airport is in the City of Brwley nd locted pproximtely 9.7 miles to the southwest of the Cliptri site; it is used for generl vition (AirNv 2010). Imperil County Airport is locted in the City of Imperil pproximtely 20.9 miles from the Cliptri site. Imperil County Airport is primrily generl vition fcility, but is served by one commercil irline. The site is locted bout one third mile northest of the Cliff Htfield Memoril Airport (generl vition trffic only nd light commercil jets/prop jets). The site is locted within the irport plnning re/irport influence re for Cliff Htfield Memoril Airport s defined in the ALUCP, Imperil County Airports (Imperil County, 1996). The site is prtilly locted within Zone B-1 Approch/Deprture Zone nd Adjcent to Runwy nd Zone C Common Trffic Pttern which re defined in Chpter 2 of the ALUCP. However, due to the nture of the proposed solr plnt, the project would not chnge ir trffic ptterns or result in n increse in ir trffic. As prt of the Conditionl Use Process, the pplicnt ws required to obtin determintion from the ALUC regrding the consistency of the proposed project with lnd use policies nd stndrds dopted by the Imperil County ALUC nd described in the ALUCP, Imperil County Airports (Imperil County, 1996). The ALUC held public hering on the Cliptri I site (70SM 8ME/CUP # ) on My 18, 2011 nd found the project inconsistent with the 1996 ALUCP. Specificlly, the ALUC found tht the development pln for the Cliptri I site did not reserve sufficient open spce res for emergency lnding of ircrft using the nerby Cliff Htfield Memoril Airport. To ccommodte the concerns of the ALUC, the pplicnt hs since revised the Cliptri I site pln by widening the distnce between the southern site fence line nd the first solr pnel from 30 feet to 50 feet, which would llow for emergency lnding of ircrft. This revision to the site pln for Cliptri I ddresses the ALUC s concerns. Rilrods The north-south-trending trcks of the UPRR border the west side of the Cliptri I project site. Midwy II is just over 1mile west of the rilrod trcks nd similrly, Midwy I is just over 2 miles west of the rilrod trcks. There re no stops or pssenger ril service within the project re. Therefore, no trnsporttion impcts relted to rilrods re nticipted, nd this issue is not discussed further in this DEIR. Trnsit Service While Imperil Vlley Trnsit provides inter-city fixed route bus system in Imperil County, no trnsit service is provided in the immedite vicinity of the project re. 6 3.13 Trffic nd Trnsporttion Existing Trffic Opertions Level of Service Approch Level of service (LOS) is the term used to denote the different operting conditions tht occur on given rodwy segment or intersection under vrious trffic volume lods. It is qulittive mesure used to describe quntittive nlysis, tking into ccount fctors such s rodwy geometries, signl phsing, trvel speed, trvel dely, freedom to mneuver, nd sfety. LOS provides n index to the opertionl qulities of rodwy segment or n intersection. LOS designtions rnge from A to F, with LOS A representing the best operting conditions nd LOS F representing the worst operting conditions. LOS designtion is reported differently for unsignlized intersections, signlized intersections, street segments, nd freewy minline. The following describes the LOS designtions for unsignlized intersections, street segments, nd freewy minline. Street Segments Street segments were nlyzed bsed upon the comprison of Averge Dily Trffic (ADT) to the County of Imperil Rodwy Clssifictions, LOS nd ADT tble (see Tble , below). Tble provides segment cpcities for different street clssifictions, bsed on trffic volumes nd rodwy chrcteristics. Segment nlysis is comprison of ADT volumes nd n pproximte dily cpcity on the subject rodwy. It is importnt to note tht LOS F my not lwys result in long queues but my result in djustments to norml gp cceptnce behvior, which re more difficult to observe in the field thn queuing. The proposed project genertes 50 to 100 pek hour trips ssigned to stte highwy fcility nd ffected stte highwy fcilities re experiencing noticeble dely; pproching unstble trffic flow conditions (LOS C or D). The proposed project genertes one to 49 pek hour trips ssigned to stte highwy fcility nd one of more of the following: 1. Affected stte highwy fcilities experiencing significnt dely; unstble or forced trffic flow conditions (LOS E or F). 2. The potentil risk for trffic incident is significntly incresed (e.g., congestion relted collisions, non-stndrd sight distnce considertions, increse in trffic conflict points). 3. Chnge in locl circultion networks tht impct stte highwy fcility (i.e., direct ccess to stte highwy fcility, non-stndrd highwy geometric design, etc.). The Cltrns trffic impct study guidelines do not estblish n impct threshold of significnce but does recommend the HCM methodology for nlysis of trffic impcts. Regionl SCAG Regionl Comprehensive Pln nd Regionl Trnsporttion Pln The SCAG Regionl Comprehensive Pln is pplicble to individul projects nd is primrily used to encourge ptterns of urbn development nd locl lnd use tht would relieve infrstructure costs nd mke better use of the existing fcilities. The Regionl Comprehensive Pln encourges development in nd round ctivity centers, trnsporttion corridors, underutilized infrstructure systems, nd res needing recycling nd redevelopment. The 2008 Regionl Trnsporttion Pln (RTP) provides long-rnge regionl strtegies tht include new construction nd improvements to the existing trnsporttion system to enhnce the movement of people nd goods. It improves the qulity of life in Southern Cliforni by plnning for economic growth nd by ddressing ir qulity chllenges with environmentlly friendly strtegies nd technologies. Locl County of Imperil Generl Pln The Generl Pln Circultion nd Scenic Highwys Element, Lnd Use Element, nd Conservtion nd Open Spce Element policies relted to the proposed project re identified below.
