See us at: Click on Elected Officials / Engineer A Message from the County Engineer To the Board of Portage County Commissioners and the residents of Portage County this is our Department s Annual Report of the status of the County s roads and bridges as is mandated by the Ohio Revised Code. The purpose of this report is to show all the people in Portage County where and how we spent their license plate fees and gas tax revenues. The following is a partial listing of your County Highway and Engineering Department s accomplishments during the 2017 calendar year. I am very proud of the work we have done and the accomplishments of all of our employees. I appreciate the opportunity to serve the citizens of Portage County as your County Engineer. SNOW AND ICE CONTROL 2017/2018 WINTER SEASON Long before the first snow alert was issued, our salt shed had been filled and our crews had completed preventive maintenance on the County s 22 snow plow trucks. Preventive maintenance included examining snow plows to check for cracks in welds, adjusting salt spreaders and spinners, and replacing hoses and bearings. Total snow and ice control cost for the 2017/2018 winter season was $470,860. This reflects a $48,659 increase versus the 2016/2017 winter season. The cost breakdown includes $180,543 for materials which includes 2,621 tons of grit and 5,500 tons of rock salt. Labor costs totaled $290,317 and consisted of 4,534 regular time manhours and 3,078 overtime hours for a total of 7,612 hours. We had 21 partial callouts and 33 full overtime call outs. Similar to the 2016/2017 winter season, we bartered with ODOT to get salt brine from them, whereby we furnished one (1) ton of salt for each 1,000 gallons of brine. If the weather was dry before an expected snowstorm, brine was applied, as needed, to bridge decks and Level 1 roads. Brine works well with rock salt, costs less and is better for the environment. Our department is responsible for snow and ice control on 370 miles of county roads which translates into 740 lane miles. Although we do not maintain a bare roads policy, our ultimate goal is to keep our County roads safe for the motoring public. 2018/2019 SALT REQUIREMENTS Solicitation for tonnage requirements for any political subdivision wishing to be included in ODOT s 2018/2019 WINTER SALT CONTRACT (018-19) began in late April. ODOT began accepting electronic forms and resolutions on April 26. Information regarding ODOT s Winter Salt Contract was ed to all political subdivisions who have participated in the past. The deadline to submit the required electronic form to ODOT s website, along with the mandatory participation resolution, was FRIDAY, MAY 18, As in the past, participating in ODOT s WINTER SALT CONTRACT for the 2018/2019 season requires that you purchase a minimum of 90% of your estimated salt tonnage exclusively from the vendor awarded the bid. Conversely, you will be able to purchase up to a maximum of 110% of your requested tonnage. Effective period for the 2018/2019 contract will be from September 1, 2018 through April 30, Most of Portage County s 18 Townships, as well as many of the surrounding political subdivisions throughout the County, participated in ODOT S sodium chloride (rock salt) bid for the 2017/2018 snow and ice control season. For those political subdivisions wishing to purchase their salt requirements through us for the 2018/2019 snow and ice control season, pricing will be available later this year. Should you wish to purchase through us, we do require a letter of authorization from your Township stating your approximate requirements for the season.

2 ANNUAL REPORT After the snow stopped, our road crews were kept busy working on routine road maintenance projects. Spring means patching potholes left over after a winter of snow, salt and extremely low temperatures. Then it s time to get the roadside mowers out in an effort to keep the high grass and weeds to a minimum. When summer rolled around, the following road maintenance tasks were completed: CRACK SEALED 9.96 MILES OF ROAD CHIP AND SEALED A TOTAL OF MILES OF ROAD INSTALLED 21 DRIVE PIPES REPLACED 19 CROSSOVER PIPES BERMS HAVE BEEN CUT ON 40 MILES OF ROADWAY INSTALLED 15 NEW CATCH BASINS AT VARIOUS LOCATIONS BOX CULVERT EXTENSION ON CENTER ROAD IN NELSON TOWNSHIP ROCK SPRING ROAD CHIP AND SEAL IN CHARLESTOWN AND EDINBURG TOWNSHIP Page 2 of 8 The Traffic Safety Department is responsible for center and edge line striping on the 370 miles of County road the Portage County Engineer maintains. During 2017, our Traffic Safety Department center line striped a total of miles and edge line striped a total of 165 miles of County road. In addition, Traffic Safety crews are also responsible for pavement markings on all Portage County roads including 18 railroad pavement markings, 9 intersections, 9 school zones and 12 stop bar locations. Other responsibilities of the Traffic Safety crew include repairing mailboxes damaged during snow removal operations, erecting signs for road closure detours and maintenance of all road and bridge signage on County roads and bridge signs on Township roads. The Traffic Safety crew inventoried and maintained 5,440 traffic signs throughout the County which consisted of 3,364 Warning and Guide Signs and 2,076 Regulatory Signs. CROSSOVER PIPE REPLACEMENT ON HAYES ROAD IN RAVENNA TOWNSHIP ROCK SPRING ROAD CHIP AND SEAL IN CHARLESTOWN AND EDINBURG TOWNSHIP

3 2017 ANNUAL REPORT Page 3 of 8 Approximately 2.1 miles of Portage Line Road, from State Route 224 south to Tisen Road in Suffield Township, was resurfaced last summer as part of a joint maintenance agreement we have with the Summit County Engineer. Portage Line Road, which is the boundary line between Portage County and Summit County, was in need of reconstruction, resurfacing and repair. The Summit County Engineer s Office took the lead by preparing the plans and specifications and bidding the project. A contract was awarded to Melway Paving of Holmesville, Ohio. Besides the resurfacing, the roadway edges were graded and treated with recycled asphalt. Center and edge line striping was then applied. Our share of the cost was $148,044 and was paid to the Summit County Engineer out of the County Engineer s regular budget. Approximately 1.9 miles of Pontius Road, from Congress Lake Road to Hartville Road in Suffield and Randolph Townships, was resurfaced last summer as part of a joint maintenance agreement we have with the Stark County Engineer. Pontius Road, which is located on the border of Portage and Stark Counties, was in need of reconstruction, resurfacing and repair. The Stark County Engineer s Office took the lead by preparing the plans and specifications and bidding the project. A contract was awarded to Melway Paving of Holmesville, Ohio. Besides the resurfacing, the roadway edges were graded and treated with recycled asphalt and center and edge line striping was then applied. Our share of the cost was $87,980 and was paid to the Stark County Engineer out of the County Engineer s regular budget. Page 3 of 8 Center Road Improvement Liberty Street Bridge Replacement Over $1 million was spent to resurface and widen Center Road, northeast of the Village of Garrettsville, in Nelson Township. A contract was awarded to Marucci and Gaffney of Youngstown, Ohio in the amount of $1, Their bid came in at slightly higher than the engineer s estimate of $1,325,000. Bids were opened on April 5, 2017 for the Liberty Street Bridge Replacement, located just south of Center Street and crossing Camp Creek in the Village of Garrettsville. Marucci and Gaffney of Youngstown, Ohio was awarded the contract in the amount of $872,000. Due to utility delays impacting the project schedule, the project was put on hold until this year. Construction officially commenced on February 19 and is expected to be completed by the end of May. Work included the resurfacing and slight widening of Center Road from the Garrettsville Village limits to Parkman Road as well as the replacement of a small bridge between Hopkins Road and Knowlton Road in Nelson Township. Berming and striping was also included. Eighty percent of the cost of this project was paid with federal funds. The remaining 20% was paid out of the County Engineer s regular budget. Work will include replacement of the single span bridge, including new abutments, galvanized steel beams, replacement of the existing waterline under the bridge, and a new sidewalk and approach work to meet the existing roadway. Our department obtained federal local bridge replacement funds to help offset the cost of the project by 95%. The remaining 5% will be paid out of the County Engineer s regular budget. 4 ANNUAL REPORT Page 4 of 8 Tallmadge Road Corridor The project development phase of the Tallmadge Road corridor project has been finalized and the design phase will soon begin. This stretch of roadway is one of the busiest in the County with approximately 17,000 cars traveling it per day. A public meeting was held last September where representatives from the Ohio Department of Transportation, the Portage County Engineer, Brimfield Township and the City of Tallmadge gathered at Brimfield Elementary School for an informal open house to get the public s input on potential solutions for the Interstate Route 76/Tallmadge Road/Mogadore Road interchange. Also in attendance were representatives from GPD Group, the consulting firm who did the project development phase of the project. Two (2) options for making the interchange safer and less congested were being considered and were showcased at the public meeting. It was announced in late November that the Portage County Engineer s Office would be proceeding with Option 1. This option includes the construction of an additional lane on the eastbound I-76 exit ramp to Tallmadge Road as well as construction of an additional lane on Tallmadge Road from west of Highway View Drive to I-76. Upgrades will also include the realignment of the westbound I-76 ramp to connect to Mogadore Road north of Tallmadge Road; widening Mogadore Road north of Tallmadge Road and reconstructing the Mogadore Road (North)/Tallmadge Road intersection, including reconstructing the traffic signal. The estimated cost for this improvement is $8.9 million. ODOT has agreed to pay $1.5 million and our office has already secured federal funding for most of the construction cost. A tentative time schedule calls for construction to get under way in spring 2021 and be completed in fall OPTION 1 TALLMADGE ROAD CORRIDOR PROJECT

5 2017 ANNUAL REPORT RT Page 5 of 8 Newton Falls Road Resurfacing Project The resurfacing of a 1.6 mile stretch of Newton Falls Road, from Woodbine Road in Ravenna Township to Hanna Road in Charlestown Township, was completed during Six (6) sealed bids for this project were received and opened on May 17, A construction contract, in the amount of $198,699, was awarded to Shelly & Sands, Inc. of Akron, Ohio. Their bid, among others, came in under the engineer s estimate of $278,336 which indicated a good bidding climate for this type of work in our area. The project included the resurfacing of the road with asphalt. In addition, the road berms were graded and treated with recycled asphalt. Center and edge line striping was then applied. A grant, through the Ohio Public Works Commission (OPWC), covered 60% of the cost of this improvement. The remaining 40% local share was paid out of the County Engineer s regular budget. Peck Road / Lovers Lane Resurfacing Project A total of 2.5 miles of roadway was resurfaced as part of the Peck Road/Lovers Lane Resurfacing Project. Peck Road was resurfaced from Newton Falls Road to State Route 88 in Ravenna Township and Lovers Lane was resurfaced from State Route 88 to State Route 14 in Ravenna Township and the City of Ravenna. Seven (7) sealed bid for this project were received and opened on May 17, A construction contract, in the amount of $351,523, was awarded to Shelly & Sands, Inc. of Akron, Ohio. Their bid came in under the Engineer s Estimate of $513,220. The project included the resurfacing of the road with asphalt. In addition, the road berms were graded and treated with recycled asphalt. Center and edge line striping was then applied. A grant, through the Ohio Public Works Commission (OPWC), covered 60% of the cost of this improvement. The remaining 40% local share was paid out of the County Engineer s regular budget. Mishler Road Resurfacing Project A total of 2.7 miles of Mishler Road, from Waterloo Road to Pontius Road in Suffield Township, was resurfaced during Eight (8) sealed bids for this project were received and opened on July 5, A construction contract, in the amount of $374,154, was awarded to The Shelly Company of Twinsburg, Ohio. Their bid, among others, came in under the engineer s estimate of $487,235. The project included repairing the road and resurfacing it with asphalt and leveling and installing a surface course. In addition, the road berms were graded and treated with recycled asphalt. Center and edge line striping was then applied. A grant, through the Ohio Public Works Commission (OPWC), covered 50% of the cost of this improvement. The remaining 50% local share was paid out of the County Engineer s regular budget Ohio Public Works Commission (OPWC) Round 32 Status The following Portage County political subdivisions received favorable action by the District 7 Integrating Committee for Round 32 funding City of Kent Middlebury Road Resurfacing Priority 1 City of Kent - Hudson Road Waterline Replacement Priority 2 City of Ravenna Prospect and Central Water and Roadway Improvements Village of Hiram Street Improvement Program Priority 1 Village of Hiram Constance Avenue Repair Priority 2 Village of Windham Water Tower Improvements Village of Mantua Prospect Street Roadway and Drainage Improvements Atwater Township German Church Road Resurfacing Brimfield Township Edson Road Resurfacing Ravenna Township Hommon Road Resurfacing Rootstown Township Lynn Road Resurfacing In addition, the Portage County Engineer s application for the resurfacing of Chamberlain Road (CH 265) in Mantua Township and Lakewood Road (CH 151) and Menough Road (CH 608) in Ravenna Township received favorable action by the District 7 Integrating Committee. Grants for Round 32 funding are expected to be released by OPWC on July 1, Just a reminder, per OPWC guidelines, project construction cannot begin until the following requirements are met ~ 1. Grant agreement has been fully executed and returned to OPWC 2. Request to Proceed has been forwarded to OPWC 3. Notice to Proceed has been received from OPWC Pre-application packets for Round 33 funding were ed on April 4, 2018 and are due back to our office by Friday, June 1, 2018.

(Victor Vatalaro) of Kent, Ohio at a total cost of $5,000 One (1) 2017 International KM 8000 TEDD Hot Box Reclaimer Purchased from Southeastern Equipment Company of North Canton, Ohio at a total cost of $31,000 One (1) 2017 Ford Edge Purchased from Sarchione Ford of Randolph, Ohio at a total cost of $34,222 One (1) 2017 Rogers 35 Ton Low Boy Trailer Purchased from Leonard Truck & Trailer of North Jackson Ohio at a total cost of $49,820 One (1) Used Heavy Duty Single Axle Road Distributor Maintenance Truck Purchased from H. Luli Construction Company of Mogadore, Ohio at a total cost of $56,000 *One (1) Minuteman Snow and Ice Control Equipment Package Purchased from Concord Road Equipment Manufacturing, Inc. of Painesville, Ohio at a cost of $68,763 (Installed on Heavy Duty Tandem Axle Road Maintenance Truck purchased from Valley Freightliner) *One (1) 2017 Mack Tandem Axle Truck Purchased from R & R Truck Sales, Inc. of Akron, Ohio at a total cost of $112, *Purchased through the state cooperative purchasing group ( In addition, we purchased a refurbished Plotwave 300 plotter from Repros, Inc. of Akron, Ohio which was installed in our Drafting Room. Total cost for this piece of equipment was $6,000. Ladue Reserve, Phase II Mantua Township Phase II was completed during The Portage County Board of Commissioners accepted the roads and the township became responsible for the maintenance on January 11, Wintergreen Point, Phase II Rootstown Township Phase II was completed during The Portage County Board of Commissioners accepted the road and the township became responsible for the maintenance on December 12, Wintergreen Point, Phase III Rootstown Township Phase III was constructed during Cranberry Creek, Phase II - Brimfield Township Phase II was constructed and platted during 2017.

7 2017 ANNUAL REPORT Page 7 of 8 Our department s largest revenue source is Vehicle Registration Fees (License Plates). Revenue is only received from those who register vehicles in Portage County. Our second largest revenue source is Gasoline Tax. Counties statewide receive approximately 4.4 cents per gallon of the state s 28-cent tax, with all 88 counties receiving an equal share. We do not receive any direct federal gas tax revenue. By using the local match money to qualify for state and federal grants, we maximize the use of County dollars to complete many projects that would otherwise be unaffordable. As a result of the grants we received, nearly $2 million was directly disbursed during 2017 by either ODOT or OPWC - on behalf of Portage County and, specifically, the Portage County Engineer for our various construction projects. The Tax Map Office is located on the 3 rd floor of the Portage County Administration Building and has three (3) full time employees. It is the responsibility of the Tax Map Department to maintain all of the County parcel maps providing the County Auditor with an accurate tax base for each parcel. This includes checking new property splits, adjusting property lines and acreages as reflected from new survey plats and keeping the maps updated according to daily changes. Tax Map personnel also check each deed being recorded to make sure the legal descriptions being used are accurate and adequate. The Tax Map Department assists the general public, land surveyors, the title industry and legal professionals. In addition, Tax Map personnel assist in maintaining the County s LBRS [Location Based Response System]. The LBRS is a County/State initiative that assembles and distributes current information on all roads and addresses in the County. The information is accessed by many entities, such as EMS, and helps in saving lives. The LBRS also reduces taxpayer dollars by eliminating duplicate data collection and is vital in protecting the safety, health, welfare and quality of life for the residents of Portage County and the State of Ohio. During 2017, the Tax Map Department REVIEWED 89 NEW PLATS REVIEWED 246 SURVEYS The Tax Map Department is open Monday through Friday from 8:00 A.M. to 4:00 P.M.

8 2017 ANNUAL REPORT Page 8 of 8 Orange Cone Season is upon us once again. As mentioned earlier in this report, the Liberty Street Bridge in the Village of Garrettsville is currently under construction and is expected to be completed and opened to traffic by the end of May. In addition, two (2) culvert replacement projects are currently under construction; one on Yale Road on the border of Palmyra and Deerfield Townships and one on Limeridge Road in Freedom Township. Both are expected to be complete by July 31. The Mantua Center Bridge (MAN 159 TH247C) in Mantua Township was closed in 2017 due to load capacity concerns. Portage County Engineer crews will be replacing the deteriorated beams and decking this summer. Work is expected to start late June/early July and should take several weeks to complete. For the last several months, we ve been preparing for our 2018 Summer Road Work Program which will include the resurfacing of about 8.8 miles of Level 1 roads as follows:, Chamberlain Road in Mantua Township, from State Route 82 to the County line Lakewood Road in Ravenna Township, from Sandy Lake Road to Menough Road Menough Road in Ravenna Township, from Lakewood Road to State Route 59 Prospect Street in Ravenna Township, near the railroad underpass and the intersection with Summit Road Parkman Road in Nelson Township, from Center Road to the Circle Waterloo Road in Randolph Township, From U.S. Route 224 west to U.S. Route 224 east We also plan to crack seal about 20 miles of Level 1 roads and surface treatment will be applied to about 40 miles of Level 2 and 3 roads. Total cost for the 2018 Summer Road Work Program is estimated to be around $2.4 million. We were successful in obtaining grants to help offset the cost of the resurfacing of Chamberlain, Lakewood and Menough Roads. The cost of the remaining improvements will be paid out of the County Engineer s regular budget. Annual Inventory Reminder As per Ohio Revised Code , all Boards of Township Trustees shall make an inventory on the second Monday of January, each year, of all the materials, machinery, tools, and other Township supplies in its possession. The inventory shall be a public record and shall be made in duplicate, one copy of which shall be filed with the Fiscal Officer of the Board and one copy with the County Engineer. Our department received 2017 inventories from 3 of our 18 Townships!!!
