3 Amanda Brauer, P.E., PTOE oads and Traffic Manager November 2, 2016 EXECUTIVE SUMMAY Transportation Improvement Plan for 2017 to 2019 The County s ½ cent transportation sales tax was established as a capital improvement tax with three priorities: arterial road improvements, congestion/safety improvements on nonarterial roads, and economic developments. Focused on these three priorities, the oad Board received 29 project applications for the 2017 to 2019 Transportation Improvement Plan (TIP). The majority (10) of these applications were categorized as New oad indicating that they are additions to the existing system and/or new connections. Nine project applications were categorized as Safety/Congestion Mitigation indicating that they provide a safety improvement at a high crash rate location and/or traffic flow improvement at a poorly operating location. Five projects were classified as Study indicating that they are conceptual in nature and used in determination of future projects. One application was classified as Arterial oad Improvements indicating a reconstruction of an arterial roadway with poor pavement conditions. An additional four projects were classified as Miscellaneous indicating bridge, economic development, or other uncategorized projects. From the submitted application the oad Board approved 23 projects for inclusion on the 2017 to 2019 TIP. The approved projects include 7 New oad projects, 8 Safety/Congestion Mitigation projects, 4 Studies, 1 Arterial oad Improvement, and 3 Miscellaneous projects. A brief overview including project benefits of each approved application is provided below. New oad Projects 1. Muegge oad Interchange Improvements (St. Charles) Muegge oad is a principal arterial that runs north / south from MO 370 to MO 364. Proposed improvements will modify the existing interchange to add access to Muegge oad from northeast bound MO 364 and from Muegge oad to southwest bound oute 364 Interchange at Gutermuth oad (County Highway) Along MO 364 from Highway K on the west end to Mid ivers Mall Drive on the east end, there is 4.4 miles of freeway without an interchange. It is 12,700 feet from Highway K to Gutermuth oad, and another 10,500 feet from Gutermuth oad to Mid ivers Mall Drive, resulting in tremendous traffic backups at both points. The construction of the proposed on/off ramps at Gutermuth oad would make immediate improvements to these locations providing traffic from O'Fallon oad and Gutermuth to the west, and from Highway N, Weiss oad, Knaust oad, and Birdie Hills and beyond traffic to the north and west much improved access to the freeway. 3. I70 South Outer oad from west of Woodlawn to oute K (O Fallon) The I70 project which is currently under design will include a south outer road from Highway K to Belleau Creek as a one way (east bound) road. The I70 project also involves converting the north outer road into a one way road with slip ramps from the interstate to minimize unnecessary vehicles being routed through traffic signals, and constructing a one way south outer road. The I70 project provides many benefits to the region such as promoting better use of the outer road system, relieving congestion at I70 and Highway K, providing a catalyst for economic development, and providing pedestrian accommodations. With the current I70 project, there is no direct connection between Highway K and Woodlawn Avenue planned along the south side of I70, and no clean turnaround capabilities for west bound traffic to transition back to east bound. That being said, the drivers on the north side do not have an efficient way of transitioning from the north oneway west bound outer road back to the south side east bound outer road and access to east bound I70. 4 project and a concern expressed by residents and business owners. This project would provide for a new south outer road to the west of oute K and better traffic flow in this area. 4. Paul enaud Boulevard Extension (O Fallon) Currently Paul enaud Blvd (PB), a residential collector road, dead ends to the west of Sommers d. This project involves the extension of Paul enaud Blvd to connect to Sommers oad. The extension of this road corresponds with the City s thoroughfare plan and is something the City has been planning for many years. The Paul enaud Boulevard roadway extension is also featured on the County s thoroughfare plan. Since the majority of the City s growth has been occurring in this section of the City, new planned roads has been a priority over the last 510 years. Some sections of PB have been built already or are currently under construction with the adjacent developments. Currently there are two remaining gaps in PB. This specific application would address the eastern gap at this time. The western gap is currently under construction and will be completed later this year as part of the Shady Creek Development. 5. Motherhead oad Extension (County Highway) Motherhead oad is a major feeder into the City of Cottleville. The southern portion of the roadway is lined with a number of large scale residential developments. This project would greatly improve access for traffic on Highway 94 to get to places such as Old Town Cottleville, City Hall, St. Joseph of Cottleville Catholic Church & School, and Francis Howell Central High School, etc. This new intersection will provide a better option for ingress/egress than the currently dangerous access point at S Breeze Lane to the west. It also provides a quicker access than the Florence Drive and Wolfrum oad connection points on Highway 94. As a result, the extension of Motherhead oad will make for a safer connection and provide a simpler, quicker way for commuters to access Highway West Elm Street Extension (O Fallon) The City is proposes to reconstruct and extend the existing portion of West Elm Street and connect North Main Street to the existing pavement to the west that was constructed as part of the O Fallon Station development. The project would include full depth reconstruction to provide for a 24 foot wide roadway with curb and gutter, storm sewer system, and a 6 foot wide concrete sidewalk adjacent to the north side of the roadway, traffic signal upgrades along with accessible ramps and pedestrian crossing facilities. The existing West Elm Street pavement is currently deteriorated with no curb and gutter, and a nonexistent storm system. The existing roadway currently dead ends and does not provide a through connection. 7. Convention Center Boulevard (Fairgrounds) Extension (St. Charles) This project will extend Convention Center Boulevard (Fairgrounds oad) from Sherbrooke oad to the Convention Center parking lot entrance. The beginning of this project will reconstruct the asphalt pavement from Sherbrooke oad to Mayfair oad. The project will continue north connecting the dead end north of Mayfair oad to the dead end south of the Convention Center parking lot. The project will provide direct access to I70 after MoDOT s I70 improvements are completed and complete a roadway corridor that has been planned since the 1960s. Safety/Congestion Mitigation Projects 1. Truman oad econstruction (St. Charles) The Truman oad econstruction Project will preserve the pavement structure of a vital corridor within the City, improve bicycle and pedestrian accessibility along the route, improve traffic flow, improve safety and provide additional access to public transit service. The existing pavement structure is concrete on grade which has led to areas of severe pavement distress. The pavement rehabilitation scope north of Ehlmann oad will repair failed concrete joints and slabs through a selective slab replacement. South of Ehlmann oad to West Clay Street the entire roadway will be reconstructed with 8 inches of concrete pavement on 4 inches of aggregate base rock. The signals along Truman oad will be interconnected with GGL fiber and ITS infrastructure will be places at the signals to provide coordination. Safety along the corridor will be enhanced by correcting a substandard vertical curve north of West Clay Street to provide adequate sight distance for drivers making a left turn at the West Clay Street and Cave Springs intersection. A new level driving surface will help to prevent slippery conditions due to adverse weather conditions. 2 P a g e

Hoff oad Improvements (O Fallon) The purpose of the project is to improve the safety for vehicles traveling Hoff oad by realigning and increasing the radius of the curve and adding paved shoulders. The existing roadway has a tight curve that creates sight distance and crossover problems. The existing pavement is narrow with vertical drop offs at the edge of pavement. The existing vertical drop at the pavement edge makes it very difficult for vehicles to recover once a wheel leaves the pavement. The proposed project includes widening the pavement to a 28 foot section which would allow for two 12 foot lanes with 2 foot shoulders containing edge line rumble strips. The current Hoff oad pavement is not centered in the existing right of way. There exists adequate right of way, in most locations, along the north side of the roadway to accommodate the additional 6 feet of pavement needed to achieve the desired 28 foot pavement section. The City will also look to include advance warning signage on east bound Hoff oad to notify motorists of the upcoming traffic signal at the Hoff oad and West Terra Lane. 3. Weiss oute N (County Highway) The intersection of Weiss oad and oute N does not serve the growing traffic needs at this location and has a high crash rate. This project will correct both of those issues by realigning the heavier movement to provide for a safer and higher capacity movement. The reconfigured intersection would remain signalized. To further enhance the northsouth movement, consideration would be given to the GreenT intersection configuration, as the lack of a current or future destination on the east side of the intersection make this location a seemingly perfect candidate for a northbound bypass lane where traffic could avoid the signal and move continuously through the intersection. 4. Boschertown Fox HillCharlestowne Village Traffic Signal (St. Charles) This project will provide a new traffic signal at the intersection of Boschertown d & Fox Hill d/charlestowne Village Dr. Currently, this intersection has a stop sign along Fox Hill Dr. and Charlestowne Villages Dr. and no stop control along Boschertown d. There are safety concerns with pedestrians crossing Boschertown d. without a traffic signal along with safety concerns for traffic turning onto Boschertown d. The traffic along Fox Hill Dr. and Charlestowne Villages Dr. experiences significant queuing during the peak period. The traffic turning left from Fox Hill Dr. onto Boschertown oad has an existing level of service F. The new traffic signal will improve pedestrian and vehicular safety and improve traffic flow along Fox Hill Dr. and Charlestowne Villages Dr. The new traffic signal will accommodate expected future growth immediately north of the intersection with a new level of service B. The traffic signal is warranted with the anticipated future traffic volumes. 5. oute N and Perry Cate Boulevard Traffic Signal (Wentzville) This proposed project will install a new traffic signal at the intersection of oute N and Perry Cate Blvd. A traffic signal is warranted at this according to recent traffic volume studies conducted by MoDOT. This intersection is known to have heavy congestion during peak periods due to the proximity of the Stone Meadows Subdivision, Timberland High School, Wentzville South Middle School and the Boone Trail Elementary School. The project will address congestion observed at this intersection. Pavement widening will also be considered as part of this project to address heavy turning movements. The project would be designed to meet current and anticipated future demand. 6. Flashing Yellow Arrow Phase 2 (St. Charles) The Flashing Yellow Arrow Phase II project has been recommended by EastWest Gateway for federal funding. This project will modify the existing signals to allow for the use of Flashing Yellow Left Arrow signal indications. The Flashing Yellow Left Arrow represents the same allowed traffic movement as the solid green indication, in that vehicles can cautiously make a yielding left turn upon finding gap in oncoming traffic. National studies have demonstrated that the use of Flashing Yellow Left Arrows can reduce crashes from left turning vehicles by removing the possibility of a yellow trap. Further, the flashing yellow arrow provides more flexibility in signal timing operations as it can be optimized for certain times of day leading to an overall safer and more efficient intersection. This approach ultimately improves safety and improves traffic flow. 7. Veterans Memorial Parkway ight Turn Lane at egency (St. Charles) Currently, the intersection of Veterans Memorial Pkwy and egency Pkwy is a oneway stop sign controlled intersection with a stop on egency Pkwy. 3 P a g e

6 This project will provide a new right turn lane along Veterans Memorial Pkwy at egency Pkwy. This will improve safety and traffic flow at the intersection by providing a dedicated lane for the right turn movement. 8. Salt iver Arrowhead Industrial Boulevard Traffic Signal (St. Peters) The proposed project will study, design and reconstruct the intersection with sufficient lane improvements to limit disruption of Salt iver oad through traffic while accommodating increasing heavy truck and employee traffic Arrowhead Industrial Park development. When considering intersection alternatives, the study will also consider access needs for adjacent industrial zoned property to the east. The project will also improve intersection operation and reliability by replacing an existing span wire traffic signal system. Completion of this project will provide a more efficient intersection design to support the growing Arrowhead Industrial Park, increased use of Salt iver oad as an alternate to Highway 70, and provide a permanent, more cost effective traffic signal system. Study Projects 1. North Fairgrounds oad Alignment Study (St. Charles) This study will evaluate the best location to extend Fairgrounds oad from Boone's Lick oad to First Capitol Drive. The study will evaluate the additional traffic and changed traffic patterns from the new I70 interchanges at Fairgrounds d. The study will include traffic modeling and incorporate the Vissum traffic model for the new I70 interchange. The study will evaluate at least 2 options to extend North Fairgrounds oad. One option will connect Fairgrounds d. to the West Clay St. extension near University Commons. Another option will connect Fairgrounds d. to First Capitol Dr. via N. Oak Ave. The study will determine the conceptual alignment, profile, and approximate rightofway needs. 2. I64 South Outer oad Study (O Fallon) This study would evaluate the concept of providing a south outer road along I64 and converting the north outer road to a oneway west bound outer road. The purpose of the proposed south outer road is to provide relief to traffic along I64 and provide a vital connector from Highway DD to Highway N to help spur economic growth of nearby property. The south outer road would also allow for future roadway extensions that would connect to the outer road and provide parallel connections with Highway N and DD. The proposed south bound outer road would also provide access to 200 acres of undeveloped property at the north west quadrant of Highway DD and I64. Helping spur development in this area would benefit the area by giving residents a place to shop and keeping sales tax dollars in St. Charles County. 3. Zumbehl oad Traffic Corridor Study (St. Charles) This study will evaluate the traffic conditions between MO oute 94 to MO oute 370 and provide recommendations to improve access and traffic flow throughout the corridor. The study will incorporate the traffic model of Mo oute 94 & Zumbehl oad intersection from the 94 Corridor Study. Study will evaluate Green T intersections at egency and Dierberg's South Entrance. Study will evaluate adding lanes from Lowe's entrance to Droste oad. Study will evaluate a future connection and interchange at MO oute 370 and determine the optimal configuration the interchange. The studied improvements will improve safety by reducing the number of traffic accidents clustered around existing signalized intersections, and promote future development and redevelopment of the area, especially near MO oute Downtown evitalization Prelim Design Ph 1 This project will work to continue the vision of a revitalized downtown through an in depth review and feasibility analysis of transportation system improvements. These improvements will focus on traffic management, safety and improved access for vehicles as well as pedestrians. Currently the locations of concentration within the study area are the intersection of Pearce Blvd and Meyer oad, the intersection of Pittman Ave and Luetkenhaus Blvd, the extension of Main St., as well as the addition of a second atgrade crossing of the Norfolk Southern railroad tracks. After thorough vetting of previously determined conceptual improvements as well as updated concepts the project will develop select concepts through to preliminary plans. The refined preliminary plans will then be used in setting community priorities, guiding development, and gathering support for outside funding opportunities. 4 P a g e

7 Arterial oad Improvement Project 1. Lake St Louis Boulevard Ph 2 (Lake Saint Louis) Lake Saint Boulevard is a two lane asphalt road that connects I 70 to I64 and is the only access for residents living on the many side streets along the Boulevard. Lake Saint Louis Blvd provides access to multiple businesses, Green Tree Elementary School, Boulevard Park, and Lake Saint Louis Fire Station. The Lake Saint Louis Boulevard econstruction Project includes components to improve the pavement condition and increase safety. This project is federally funded. Miscellaneous Projects 1. Hanley oad (Dardenne Prairie) This proposed project will complete the north leg of the Hanley and Feise oad intersection (including left turn lane, pedestrian crosswalk, handicap ramp and pedestrian crossing signal heads). There will be an addition of 5foot wide sidewalks on both sides of the reconstructed roadway and will reflect Dardenne Prairie's Uptown City Master Plan at the south end of the project. The Uptown area is intended to provide the town with a civic core. The creation of a network of paths designated for pedestrians and bicyclists is intended to enhance the connectivity and walkability in the community. 2. West Meyer Phase 3 (Wentzville) The proposed project will reconstruct existing West Meyer oad from North Point Prairie oad to the existing bridge at the unnamed tributary to McCoy Creek. The City s Thoroughfare Plan currently shows this roadway as a future 5 lane arterial, however, due to current demand and budget constraint the concept design is for a 3 lane collector. The new roadway section sill be a modified rural collector with bidirectional three lane traffic along with curb and gutter on the southern limits and engineered swales or storm system to the north. The design will allow for possible future expansion as needed once David Hoekel Parkway is completed to the north of I Orf oad (Lake Saint Louis) Orf oad is currently closed at Highway N. The City of Lake Saint Louis was approached by the owner of the adjacent land who wishes to develop the property. The Land which is bounded by Old Highway N, Orf oad, and Highway N has high commercial potential and good visibility, but poor access. The proposed project will reconstruct Orf oad from Highway N to Hawk idge Trail, improving the horizontal alignment approaching Hawk idge Trail to eliminate the intersection and sharp turn at the forestation. The project includes enclosed drainage, and a sidewalk. A development agreement is in negotiation on the adjacent property providing for partial funding for the project. The developer is proposing funding two thirds of Orf oad reconstruction, and all of the construction costs of an outer road connecting Orf oad with Old Highway N. Orf oad can provide access for a minimum of 100,000 square feet of Shopping Center, and 3 restaurant lots as proposed. 5 P a g e

15 2016 Project Application Guidelines The St. Charles County oad Board will accept applications for the 2017 to 2019 Transportation Improvement Plan (TIP) by 5:00 p.m. on May 31, The purpose of these guidelines is to assist applicants during the preparation of applications to insure the required information is provided. The county s ½ cent transportation sales tax was established as a capital improvement tax with three (3) priorities (1) arterial road improvements, (2) congestion/safety improvements on nonarterial roads, and (3) economic development. The tax was not intended to be used for maintenance. Applications Project Description The application should provide a written description of the project that defines the projects goals and objectives, anticipated outcomes, and tangible improvements. For example, should the application be seeking funds for safety improvements, the application should state the goal is to reduce accidents, define current conditions, outline proposed improvements, and provide performance measures, targets and its plan to monitor and report on those measures once the project is completed. Location Map The application should provide a location map that defines the project limits and location of the project within the county. Conceptual Plans The application should include conceptual plans that provide title sheet, typical sections, and plan and profiles sheets that provide the existing infrastructure, proposed improvements, rightofway and grading limit, and utilities. These plans should be of adequate detail to provide a good engineer s estimate of probable costs. Cost Estimate The application should include an itemized engineer s estimate of probable costs based of the conceptual design as outlined above. February 8, of 4 Transportation Sales Tax Fund

16 2016 Project Application Guidelines Support Documentation The application should include the documentation needed to support the need for the improvements. For example, should the application be seeking funds for safety improvements, the application should provide a summary of the accident history for the last five years and map of the incidents. Performance Measures, Targets, and Monitoring Plan The application should include a plan that defines ongoing monitoring needed to determine if the desire outcomes are achieved. This plan should provide performance measures, targets, and post construction reporting to the oad Board. Financial Plan The application will provide a financial plan that provides the funds being requested from the county s ½ transportation sales tax fund, local match and other funding. The plan should include the amount and year in which funds are sought. The typical local match is 10% for the City of Augusta, City of Cottleville, City of Dardenne Prairie, City of Flint Hill, City of Foristell, City of Josephville, City of Lake St. Louis, City of New Melle, City of St. Paul, City of Portage des Sioux, City of Weldon Spring, City of Weldon Spring Heights, and City of West Alton and 20% for the City of O Fallon, City of St. Charles, City of St. Peters, and City of Wentzville. The local match is the applicants pro rata share of reimbursable costs. Nonreimbursable costs paid by the applicant or others do not count towards the local match or the applicant s pro rata share. The oad Board historically has given priority to projects with funding from others, such as, federal funds, and those with a local match more than the minimums outlined above. Further, although the inclusion of federal funds is not a requirement, the applicant must demonstrate that it has applied for federal funds. Aesthetic enhancements, such as, landscaping, streetscape, decorative lighting, signals, fencing, and retaining walls, patterned and/or pigmented concrete, pavers, street furniture, irrigation, etc., are not reimbursable. The project may include these items; however, the cost estimate provided with the application should include these items as alternates. The base cost estimate should provide the cost of the standard construction item. Should the application be approved and the applicant decides to construct an enhancement, the County will reimburse the applicant for the enhancement on a pro rata basis based on the bid price of the standard construction item. 17 2016 Project Application Guidelines econstruction Projects econstruction is the removal and replacement of a road; whereas, maintenance is activities needed to preserve or extend the useful life of a capital improvement. As mentioned above, the county s ½ tax sales tax fund was not intend to be used for maintenance but should a road deteriorate to a point that ordinary maintenance is no longer adequate, the oad Board will consider an application to reconstruct the roadway. A fundamental goal of the county s ½ cent transportation fund is to improve roads and a goal of reconstruction projects should also be to provide an improvement. Therefore, reconstruction projects cannot simply replace pavement but need to provide an improved condition (congestion mitigation, safety, or economic impact). A reconstruction application should include a project description, location map, application summary spreadsheet, conceptual plan, cost estimate, support documentation, performance measures, targets, and monitoring plan, and financial plan as outlined above. econstruction projects are generally envisioned to be within urbanized, commercial corridors and, therefore, these projects should provide lane widths of eleven feet (11 ) or greater and roadway geometrics that support commercial vehicles (trucks). The oad Board encourages applicants to consider safety improvements, such as, improved sight distances or removal of objects that impede sight distances, access management, striping, signage and other items to make the roadway safer. It is important that the applicant engage the public, businesses and stakeholders into the planning process and for the application to include the outcome of these efforts. The oad Board recognizes that within urbanized, commercial corridors that should utilities need to be relocated that this relocation has an impact on the surrounding properties. Therefore, the applicant should provide in its application a utility relocation plan. This plan should outline the utilities impacted, proposed location of the relocated facilities, and cost. Further, this plan should include alternatives considered, public engagement summary, and other support documentation. The oad Board does not desire to participate in the cost to underground overhead utilities for aesthetic purposes; however, acknowledges that in some situations burying overhead utilities may make sense due to cost and/or impact to abutting properties. In these cases, it will be important for the applicant to clearly demonstrate that burying these overhead facilities is in the public s best interest. The oad Board supports the inclusion of intelligent transportation infrastructure needed to support the operation and coordination of traffic signals. This may include the installation of fiber optical cables, cameras, traffic counters, and other devices. The cost for intelligent transportation February 8, of 4 Transportation Sales Tax Fund

18 2016 Project Application Guidelines infrastructure is eligible for reimbursement subject to review and approval by the Gateway Green Light Board to insure the infrastructure included is compatible and consistent with the region s longrange plan. The oad Board supports the removal and replacement of deteriorating sidewalks, construction of missing segments of sidewalk need to fill gaps in the sidewalk infrastructure, and other improvements needed to meet ADA standards; however, does not desire to participate in the cost of onstreet bike lanes, shared use paths, and other nonmotorized facilities (especially those that require rightofway or result in additional property or utility impacts). The project may include these items; however, the cost estimate provided with the application should include these items as alternates. The base cost estimate should provide the cost to remove and replace in kind sidewalks or construct missing pieces of sidewalk or other work needed to meet ADA standards. Should the application be approved and the applicant decides to construct enhanced nonmotorized facilities, the County will reimburse the applicant for these facilities on a pro rata basis based on the bid price for the standard construction item. 19 Summary of Project Application The oad Board received 29 new project applications. These applications were sorted by type and then scored by the county s Transportation Department. The sponsoring agencies made an oral presentation of these applications at the oad Board s meetings in June and July. This was an opportunity for the oad Board members to ask questions and gather additional information needed to rank the applications. This project will tie into the traffic signal improvements at Feise oad that were completed as a CMAQ project (CMAQ5407(609)) in This proposed project will complete the north leg of the Hanley and Feise oad intersection (including left turn lane, pedestrian crosswalk, handicap ramp and pedestrian crossing signal heads). There will be an addition of 5 foot wide sidewalks on both sides of the reconstructed roadway and will reflect Dardenne Prairie's Uptown City Master Plan at the south end of the project. The Uptown area is intended to provide the town with a civic core. The creation of a network of paths designated for pedestrians and bicyclists is intended to enhance the connectivity and walkability in the community. (See Appendix C). The previously approved and funded signalized intersection at Hanley and Feise oads accounted for this expanded cross section. Currently, sidewalks do not exist along most of Hanley oad. The proposed extension of these sidewalks will tie to the rest of the community and allow large residential areas to be directly connected to the Uptown district, stretching the boundaries for those in the community who wish to access the mixeduse developments. Furthermore, these improvements connect to the Lake St. Louis subdivision to the north, Pleasant Meadow, with bicycle facilities lanes located on Pleasant Meadow Drive and Lake St. Louis Boulevard (See Appendix D). This project includes reconstructing the two existing 10.5foot wide travel lanes with two new 11foot wide travel lanes. Adjacent to each travel lane will be a 2foot wide concrete curb/gutter section and a 5 foot wide sidewalk on both sides of the roadway. Sight distance profiles will be completed to evaluate and reconcile any sight distance issues. This project will be designed ADAcompliant. The proposed sidewalk will be include curb ramps at all required intersections and street crossings. Finally, a 2foot to 10foot wide green space will complete the cross section of the streetscape. An enclosed storm sewer system will be designed to handle storm water runoff. Conceptual plans, typical section and an engineer's opinion of probable construction costs are included in Appendix B. Arterial oad $ 1,876, $ 938, $ 187, $ 750, CB16031 Dardenne Prairie Weldon Spring oad CB16012 Lake Saint Louis Lake St Louis Boulevard Ph 2 This project will widen the existing narrow road and provide three traffic lanes with curb and gutter, underground storm sewers and separated pedestrian facilities including sidewalks and a multiuse path. In addition, storm sewers will be constructed. A roundabout is proposed at the existing ninetydegree bend. Additional rightofway for the proposed roundabout was acquired by the City over ten years ago in anticipation of this project. etaining walls and rock excavations are expected along this mostly developed alignment. No traffic signalization or aesthetic enhancements are proposed. The implementation of this project will provide benefits of increased safety, accessibility and increased pedestrian and bicycle use between adjacent neighborhoods, businesses, parks and schools. Traffic crashes regularly occur on this roadway. Public inquiries regarding improvement of this roadway occur on a regular basis. Improvements to turning movements at the multiple intersections, adjustments to the existing horizontal and vertical roadway alignment and construction of a roundabout at the existing ninety degree bend will significantly decrease the high number of traffic crashes that occur on this roadway each month. This project will include vertical alignment changes to maximize sight distances. There will be an addition of 5foot wide sidewalks on one side and an 8foot wide bicycle trail on the other side of the reconstructed roadway. Sidewalks currently exist along only about one quarter of the project. Missouri One Call will be notified prior to field work being started in order for them to mark existing utilities, which may be within project corridor. Some easements located adjacent to the project and within private easement will be impacted by this project due to the existing grades. As the design process proceeds, conflicts will be addressed and resolved during the improvement plan preparation process. The City of Lake Saint Louis was approached by the owner of the adjacent land who wishes to develop this property. The Land which is bounded by Old Highway N, Orf oad, and Highway N has high commercial potential, and good visibility, but poor access. The City of Lake Saint Louis has been working with the City of O'Fallon regarding upgrades the transportation system in this area. The two Cities currently have an intergovernmental agreement covering upgrades to Hawk idge Trail from Highway N to Orf oad (currently in design), and a proposed roundabout at Orf oad and Hawk idge Trail. Additional improvements to Old Highway N were contemplated by an intergovernmental agreement proposed by O'Fallon to provide access to a Menards store. This agreement was never executed. Improvements similar to those which would connect Hawk idge Trail to Sommers oad using Old Highway N would be a second phase to the improvements proposed by this application. This application will reconstruct Orf oad from Highway N to Hawk idge Trail, improving the horizontal alignment approaching Hawk idge Trail to eliminate the intersection and sharp turn at the forestation. The project includes enclosed drainage, and a sidewalk. A development agreement is in negotiation on the adjacent property providing for partial funding for the project. The developer is proposing funding two thirds of Orf oad reconstruction, and all of the construction costs of an outer road connecting Orf oad with Old Highway N. Orf oad can provide access for a minimum of 100,000 square feet of Shopping Center, and 3 restaurant lots as proposed. Future: The Old Highway N Improvement project will provide access for an additional 7 Highway Commercial Lots on this site and approximately 120 residential and one or two commercial lots in O'Fallon. The project will also provide a bypass for Highway N Signals at Sommers, and Hawk idge Trail, reducing travel times and improving level of service at these intersections. New oad $ 1,156, $ 385, $ $ 770, The proposed project includes reconstruction of Hoff oad from north of the railroad tracks to north of Progress Lane West. The project will include realignment of a portion of Hoff oad, installation of storm sewers and a reconstructed and widened pavement section the entire length of the project. The purpose of the project is to improve the safety for vehicles traveling Hoff oad by realigning and increasing the radius of the curve, and widening the pavement to add a center turn lane. The existing roadway has a tight curve that creates sight distance and crossover problems. The existing pavement is narrow with vertical drop offs at the edge of pavement. The existing vertical drop at the pavement edge makes it very difficult for vehicles to recover once a wheel leaves the pavement. Utility relocations are anticipated and have been included in the estimate. In 2011, the City hired Cole and Associates to perform a study on this project. They recommended improvements to Hoff oad. This application is using option 2 as presented in the study as the basis for this application. The study recommends the western curve to be bowed to the west to improve the curve at this location. This option improves the design speed along Hoff oad. Final design will include analysis to ensure final radius is maximized. Hoff oad will still intersect the railroad in the same location. Safety $ 1,546,000 $ 1,236,800 $ 309,200 $ CB16002 O Fallon I64 South Outer oad Study CB16013 O Fallon I70 Connector South Outer oad to Veterans Memorial Parkway This application is for a study to evaluate the concept of providing a south outer road along I64 and converting the north outer road to a oneway west bound outer road. The purpose of the proposed south outer road is to provide relief to traffic along I64 and provide a vital connector from Highway DD to Highway N to help spur economic growth of nearby property. As indicated on the project exhibit the south outer road would also allow for future roadway extensions that would connect to the outer road and provide parallel connections with Highway N and DD. The proposed south bound outer road would also provide access to 200 acres of undeveloped property at the north west quadrant of Highway DD and I64. Helping spur development in this area would benefit the area by giving residents a place to shop and keeping sales tax dollars in St. Charles County. The scope of the study will be as follows: Establish design criteria Collect LIDA data and supplemental field survey as necessary Acquire utility maps in order to identify possible conflicts Collect traffic data at the Hawk idge Trail, Highway N, and Hwy. DD intersections, possibly extend to next interchange in both directions. Create VISSUM model to evaluate performance of designs. Prepare geometric designs and evaluate performance to determine best design. Determine approximate right of way need Provide concept plans that can be used in future grant applications. Coordinate with MoDOT and FHWA. Conduct scoping meeting and prepare for future AJ. Provide cost estimate for right of way, utility relocation, final design, and construction. City Staff has met with MoDOT, Lake St. Louis, and Dardenne Prairie to discuss the study and letters of support are included with the application package. Currently Paul enaud Blvd (PB), a residential collector road, dead ends to the west of Sommers d. The extension of this road corresponds with the City s thoroughfare plan and something the City has been planning for many years. The Paul enaud Boulevard roadway extension is also featured on the County s thoroughfare plan. Since the majority of the City s growth has been occurring in this section of the City, new planned roads has been a priority over the last 510 years. Some sections of PB have been built already or are currently under construction with the adjacent developments. Currently there are two remaining gaps in PB. This specific application would address the eastern gap at this time. The western gap is currently under construction and will be completed later this year as part of the Shady Creek Development. The existing West Elm Street pavement is currently deteriorated with no curb and gutter, and a nonexistent storm system. The existing roadway currently dead ends and does not provide a through connection. There are safety concerns with pedestrians crossing Boschertown d. without a traffic signal along with safety concerns for traffic turning onto Boschertown d. The traffic along Fox Hill Dr. and Charlestowne Villages Dr. experiences significant queuing during the peak traffic. The traffic turning left from Fox Hill Dr. onto Boschertown oad has an existing level of service F. The new traffic signal will improve pedestrian and vehicular safety and improve traffic along Fox Hill Dr. and Charlestowne Villages Dr. The new traffic signal will accommodate expected future growth immediately north of the intersection with a new level of service B. The traffic signal is warranted with the anticipated future traffic volumes. Miscellanous $ 425, $ 340, $ 85, $ CB16004 St. Charles Convention Center Boulevard (Fairgrounds) Extension This project will extend Convention Center Boulevard (Fairgrounds oad) from Sherbrooke oad to the Convention Center parking lot entrance. The City is in the process of renaming Fairgrounds oad to Convention Center Boulevard between the I70 northern righyofway limits to the City limits south of Convention Center parking lot. The beginning of this project will reconstruct the asphalt pavement from Sherbrooke oad to Mayfair oad. This project will connect the dead end north of Mayfair oad to the dead end south of the Convention Center parking lot. The project will provide direct access to I70 after MoDOT s I70 improvements are completed. Average daily traffic is anticipated to be 4,400 vehicles per day after construction is completed. Traffic volume is expected to grow with economic development. Traffic volumes will be similar to Friedens oad or Ehlmann oad. This project is part of a series of projects in the area. MoDOT is currently constructing I70 improvements that will add a new fullaccess interchange at Fairgrounds oad. After the new interchange and Fairground oad extension are constructed, this project will reduce travel time to I70 and will help alleviate congestion along S. Fifth Street. The project provides new 5' wide ADA accessible sidewalks, where no sidewalks exist today. The sidewalks will connect residential neighborhoods to St. Charles Area Transit (SCAT) bus stop located at Streets of St. Charles, see attached SCAT MAP Blue oute. Sidewalks will also connect to parks along Fairgrounds oad and businesses along S. Fifth Street. City has future projects to extend these sidewalks and provide shared use paths along Fairgrounds oad towards I70 and along S. Fifth Street. Signage and pavement markings will be provided for bicycles to share the road with motor vehicles. Project will increase safety by providing No Parking Signs to prevent collisions with parked vehicles. Furthermore, sidewalks will be provided to separate pedestrians from motor vehicle traffic. There will be a 10' wide shared use path between Mayfair oad and the Convention Center parking lot entrance. The additional 5' width for the shared use path will be covered by City funds. The roadway's vertical alignment is very flat, prone to flooding and has very little horizontal curvature. The road is bounded on the south by the BNSF railroad and to the north by open ground that is prone to flooding. Future plans for Elm Point oad include an extension to Harry S. Truman Boulevard by St. Charles County. This project will realign approximately 1 mile of Elm Point oad to encourage development of open ground. Any new development will be required to be above the 100 year flood elevation. Therefore, Elm Point oad will be elevated above the 100 year flood elevations to support future development. The elevated roadway will greatly reduce the potential for flooding of the roadway. Additional benefits of this project are to improve safety by expanding the shoulders to 10 foot wide, adding a turn lane at Huster oad. Elm Point oad has the potential for future growth with the future extension of the roadway to Truman oad and improved access to the undeveloped ground along both sides of the roadway. The project will additionally create sidewalks connecting across the corridor from Elm Street to Zumbehl oad. New oad $ 13,600, $ 10,880, $ 2,720, $ CB16008 St. Charles Flashing Yellow Arrow Phase 2 The Flashing Yellow Arrow Phase II project has been recommended by EastWest Gateway for federal funding. This project will modify the existing signals to allow for the use of Flashing Yellow Left Arrow signal indications. The Flashing Yellow Left Arrow represents the same allowed traffic movement as the solid green indication, in that vehicles can cautiously make a yielding left turn upon finding gap in oncoming traffic. National studies have demonstrated that the use of Flashing Yellow Left Arrows can reduce crashes from left turning vehicles by removing the possibility of a yellow trap. Further, the flashing yellow arrow provides more flexibility in signal timing operations as it can be optimized for certain times of day leading to an overall safer and more efficient intersection. This approach ultimately improves safety and improves traffic flow. This project is intended to complete the design and construction of new signal hardware, wiring, and signage to fully implement a Flashing Yellow Left Arrow on applicable approaches to various intersections within the city limits. No new rightofway or utility coordination will be needed as part of the project, as all work should occur within, on, or withing existing facilities. The City is applying for Flashing Yellow Left Arrow improvements at 10 city maintained intersections and 5 MoDOT maintained intersections. The intersections are scattered throughout the city limits. Please see attached map of the proposed improvement locations. The MoDOT intersections are adjacent with City intersections. To provide the best reduction in delay for the traveling public, the City wanted to do citywide Flashing Yellow Left Arrow improvements to all intersections. MoDOT will support this initiative for the City to install flashing yellow arrow signal heads on their signals. Please see the support letter. This project was submitted to East West Gateway and approved for CMAQ funding. The CMAQ funding portion is shown in the other column of the funding improvements' table. See attached Project Description for continuation. Miscellanous $ 305, $ 30, $ 30, $ 244, CB16003 St. Charles Harry Truman oad econstruction The Truman oad econstruction Project will preserve the pavement structure of a vital corridor within the City, improve bicycle and pedestrian accessibility along the route, improve traffic flow, improve safety and provide additional access to public transit service. The existing pavement structure is concrete on grade which has led to areas of severe pavement distress. The pavement rehabilitation scope north of Ehlmann oad will repair failed concrete joints and slabs through a selective slab replacement. South of Ehlmann oad to West Clay Street the entire roadway will be reconstructed with 8 inches of concrete pavement on 4 inches of aggregate base rock. The signals along Truman oad will be interconnected with GGL fiber and ITS infrastructure will be places at the signals to provide coordination. Safety along the corridor will be enhanced by correcting a substandard vertical curve north of West Clay Street to provide adequate sight distance for drivers making a left turn at the West Clay Street and Cave Springs intersection. A new level driving surface will help to prevent slippery conditions due to adverse weather conditions. The project will include a 5 foot wide sidewalk along the eastern side of the corridor and a 10 foot wide shared use path along the western side of the corridor. The additional 5' width for the shared use path will be covered by City funds. A pedestrian crossing will be added at a location where a high number of pedestrians cross Truman oad at Client Services, which has building located on either side of Truman oad. Currently, workers cross the five lane roadway without signalization. Pedestrian improvement along this corridor will provide accessible transportation for the surrounding residential areas to access the commercial businesses located along Truman oad and lead to a St. Charles Area Transit (SCAT) stop near the southern end of the project. The Truman oad Project was previously funded by the County oad Board and the plans and rightofway acquisition for the project are complete. Since the previous application, construction costs have slightly increased due to inflation and additional fill to fix sight distance issues. During the 94 Corridor Study, funded through the County oad Board, the City of St. Charles hired EFK Moen to perform a study of MO 94 from MO 364 to I70. The reconnection of Hemsath oad and a grade separated interchange at Muegge / Hemsath was developed to improve traffic flow and safety along MO 364 at MO 94 and was included in the preferred alternative. The creation of this new grade separated interchange will make it possible for all movements to occur to and from MO 364, MO 94, and Muegge oad. Currently many of these movements do not exist within the existing transportation network and require drivers to take circuitous routes to travel to and from Muegge oad (see map in appendix). In addition to the traffic and safety benefits created by the new interchange, the new design creates the opportunity for development on excess ground created by the elimination of the loop ramp, and improved development potential for the undeveloped parcels located near the intersection of Muegge oad and MO 94. The improvements to the interchange include: Two new ramps and a relocated on ramp are proposed in this application: a southbound Muegge d on ramp to westbound MO 94/364, an eastbound MO 94 off ramp to northbound Muegge d and the existing westbound MO 94 loop ramp to eastbound MO 364 will need to be relocated. Please see the attached diagram. This proposal gives the traveling public two more alternatives to access to and from MO 94/364. To provide the rest of interchange movements, a modified tight diamond interchange will be built connecting Muegge d to Hemsath d. The interchange will include a bridge over MO 364, on ramp to eastbound 94, and off ramp from westbound MO 94. These improvements are separate from this application but will be funded through local sources. See attached Project Description for continuation. New oad $ 8,000,000 $ 4,000,000 $ 4,000,000 $ The North Fairgrounds oad Alignment Study will evaluate the best location to extend Fairgrounds oad from Boone's Lick oad to First Capitol Drive. The study will evaluate the additional traffic and changed traffic patterns from the new I70 interchanges at Fairgrounds d. The study will include traffic modeling and incorporate the Vissum traffic model for the new I70 interchange. The study will evaluate at least 2 options to extend North Fairgrounds oad. One option will connect Fairgrounds d. to the West Clay St. extension near University Commons. Another option will connect Fairgrounds d. to First Capitol Dr. via N. Oak Ave. Project Deliverables The project will prepare cost estimates for the recommended improvements, traffic flow modeling of the before and after conditions, and document the safety improvements. The study will determine the conceptual alignment, profile, and approximate rightofway needs. Study $ 150, $ 120, $ 30, $ CB16029 St. Charles io Vista Drive Culvert & S 5th Street Culverts S. Fifth Street between Willow Oaks Dr. and io Vista Dr. and 28 properties along Southern Oaks Dr. experience flooding from Crystal Springs during heavy rain events. S. Fifth Street becomes impassably during flooding creating significant safety and traffic flow problems for both City and County residents. During flooding the level of service along S. Fifth Street is F since no vehicles can travel through the corridor. The City has a Comprehensive Stormwater Master Plan for Cole Creek, Boschert Creek and Crystal Springs prepared by M3 which includes a study of this area. According to the Stormwater Master Plan, the io Vista Drive and S. Fifth Street culverts are undersized resulting in localized flooding during heavy rain events. The City of St. Charles has hired CDG Engineers to verify the finding of the study and design the culvert replacements to convey the 100 year storm event. The study suggests replacing the existing metal arch culverts with larger reinforced concrete box culverts. This project requires coordination with St. Charles County Highway Department for design reviews and approvals. Most of io Vista Dr. is owned and maintained by St. Charles County; and io Vista Dr. is the only access road for iverview Hills (County) subdivision. The project will maintain access to property owners and minimize traffic interruptions during construction. Final design plans will include construction sequencing plans with traffic control and detour routes for each construction phase. The major benefit of this project is the reduction in flooding of a highly traveled corridor via S. Fifth Street. This project will allow traffic to travel safely along S. Fifth Street during heavy rain events. The project will be designed for traffic to travel during the 100 year flood event. The City has already funded the design of this project. This application is requesting County oad Board funding for 20% of the construction costs. The City will fund the remaining 80% of construction costs. Safety $ 2,000, $ 400, $ 1,600, $

Veterans Memorial Pkwy is within MoDOT rightofway and requires a MoDOT ightofway Permit. After discusssions with MoDOT, MoDOT will not issue a permit for a new traffic signal, but would consider the right turn lane. This project will provide a new right turn lane along Veterans Memorial Pkwy at egency Pkwy. This will improve safety and traffic flow at the intersection by providing a dedicated lane for the right turning movement from Veterans Memorial Pkwy onto egency Pkwy. Arterial oad $ 168, $ 84, $ 84, $ CB16026 St. Charles Zumbehl oad Traffic Corridor Study Zumbehl oad Traffic Corridor Study will evaluate the traffic conditions between MO oute 94 to MO oute 370 and provide recommendations to improve access and traffic flow throughout the corridor. This study will exclude evaluating the I70 interchange which has already been studied by MoDOT. The study will incorporate the traffic model of Mo oute 94 & Zumbehl oad intersection from the 94 Corridor Study. Study will evaluate Green T intersections at egency and Dierberg's South Entrance. Study will evaluate adding lanes from Lowe's entrance to Droste oad. Study will evaluate a future connection and interchange at MO oute 370 and determine the optimal configuration the interchange. The studied improvements will improve safety by reducing the number of traffic accidents clustered around existing signalized intersections, and promote future development and redevelopment of the area, especially near MO oute 370. Project Deliverables The project will prepare cost estimates for the recommended improvements, traffic flow modeling of the before and after conditions, and document the safety improvements. The study will determine the conceptual alignment, profile, and approximate rightofway needs of each improvement including the Zumbehl oad interchange and extension to MO oute 370. The study will consider building the improvements in phases to provide flexibility in funding the ultimate construction of the improvements. Funds to improve the Highway 70 outer road system west of Mid ivers Mall Drive were not part of the I 70 Access Improvement scope at the time. While the improvements identified in the I70 Access Improvement Project were not completed, the need to connect and complete the Highway 70 North Outer oad system remain. Unlike the incomplete Veterans Memorial Parkway (South Outer oad) system between Salt Lick oad/highway 79 and Mid ivers Mall Drive, the North Outer oad system is largely in place, except for the Dardenne Creek Bridge, which was removed as part of an expansion of Highway 70. econstructing the bridge, along with related road way improvements is all that is required to complete the North Outer oad system in this area. The new bridge will accommodate a three lane road section with shoulders and multiuse path. Currently drivers wishing to travel between Salt Lick oad and Mid ivers Mall Drive, north of Highway 70, must use Highway 70 or travel less direct routes along Salt iver oad or Brown oad. Completion of this portion of the Highway 70 North Outer oad has the potential to remove 2,000 to 4,000 vehicles per day from Highway 70 and the Salt Lick oad and Mid ivers Mall Drive interchanges. The improved local connectivity provided by the project will open the largely undeveloped commercial and light industrial zoned properties north of Highway 70 to development and redevelopment. The project has the added benefit of improving emergency response to incidents along Highway 70 as well as providing alternate routes for response during peak traffic periods. Soon after the completion of Salt iver oad in 2011, St. Peters began receiving concerns from companies in Arrowhead Industrial Park that workers and trucks were experiencing excessive delays when attempting to enter Salt iver oad or turn left from Salt iver oad into the park. A traffic signal warrant study was conducted by the City, which resulted a temporary span wire traffic signal being installed in This signal proved addressed the access concern, but was not intended to be the permanent solution. The span wire system was constructed with salvaged components and only accommodates the current lane configuration. After 4 years of operation the span wire structure and signal components are in need of replacement. In 2014 the City received TEAP funding for a traffic study of the Salt iver oad Arrowhead Industrial Boulevard intersection. The purpose of the study was to find alternative intersection configurations that would accommodate the access needs of the Arrowhead Industrial Park development, while also limiting interruption of through traffic along Salt iver oad. Several intersection alternatives were considered, including a Green TeeŽ design. Due to a proposed industrial development to the west of the intersection, funding for construction of the Green Tee intersection recommended was not pursued, as it did not provide access for the proposed development. The company that proposed the development, later chose to build in the City's Premier Business Park. The proposed project will update the 2014 TEAP study, identify suitable intersection configurations, design the selected configuration and then construct the intersection. Completion of this project will provide a more efficient intersection design to support the growing Arrowhead Industrial Park, increased use of Salt iver oad as an alternate to Highway 70, and provide a permanent, more cost effective traffic signal system. Once the alignment is affirmed, the selected consultant will perform all tasks required to obtain necessary permits and approvals, coordinate with utilities and prepare plans and specifications to construct the project. The overall project based on the current concept is $5.18 million. The key design features of the Veterans Memorial Parkway Connection project are: 1. The original study provides a vision for future improvements and continues to be utilized for project programming and design. In 2012 the City constructed the first component of this vision with the Church Street reconstruction project providing improved access into the village Center and setting a tone for the image of downtown. This commitment to maintaining a viable downtown has perseversed with the completed Main Street/Linn Ave waterline upgrades and will continue with planned reconstruction of Main Street in late 2016 and the partially Federal STP funded Linn Ave reconstruction in This plan has also already played a role in other agencies design and construction process with MoDOT having completed the I70/Hwy X/church Street roundabout in accordance with the 2008 concept. This project will work to continue the vision of a revitalized downtown through an in depth review and feasibility analysis of transportation system improvements originally proposed in the 2008 Study. these improvements will focus on traffic management, safety and improved access for vehicles as well as pedestrians. Currently the locations of concentration within the study area are the intersection of Pearce Blvd and Meyer oad, the intersection of Pittman Ave and Luetkenhaus Blvd, the extension of Main St., as well as the addition of a second atgrade crossing of the Norfolk Southern railroad tracks. After thorough vetting of the 2008 conceptual improvements as well as updated concepts the project will develop select concepts through to preliminary plans. The refined preliminary plans will then be used in setting community priorities, guiding development, and gathering support for outside funding opportunities. Study $ 500, $ 400, $ 100, $ This proposed project will install a new traffic signal at the intersection of oute N and Perry Cate Blvd. A traffic signal is warranted at this according to recent traffic volume studies conducted by MoDOT (attached). This intersection is known to have heavy congestion during peak periods due to the proximity of the Stone Meadows Subdivision, Timberland High School, Wentzville South Middle School and the Boone Trail Elementary School. The project will address congestion observed at this intersection. Pavement widening will also be considered as part of this project to address heavy turning movements. The project would be designed to meet current and anticipated future demand. This project is anticipated to be funded 50% by MoDOT with recently approved State funds and the remaining 50% is expected to be cost shared equally between St. Charles County oad Board and the City. MoDOT has been authorized to begin the design of the project now which will accelerate the project. Safety $ 461,000 $ 230,500 $ 230,500 $ CB16022 Wentzville West Meyer oad Ph 3 This proposed project will reconstruct exiting West Meyer oad from North Point Prairie oad to the otary Park. Existing Conditions: The current section is a bidirectional two lane roadway with 10.5' lanes and no shoulders. Currently there are grassy swales on either side of the roadway with minimal separation between pavement edge and bottom of ditch. Considerable annual maintenance is required to keep the existing roadway usable for light traffic due to the considerable development, large trucks, and poor pavement conditions. There is currently heavy development interest in western limits of Wentzville and this project will improve access to several hundred acres of developable property. Concept Design: Currently the City's Thoroughfare Plan shows this roadway as a future 5 lane arterial, however due to current demand and budget constraints the concept design is for a 3 lane collector. The new roadway section will be a modified rural collector with bidirectonal three lane traffic along with curb and gutter on the southern limits and engineered swales or storm system to the north. The design will allow for possible expansion as needed once future David Hoekel Parkway is completed to the north of I70. The pavement design will be 8 thick 36' wide PCC, utilizing a mountable Type O curb and modified shoulders. Due to the close proximity to otary Park, a single ten foot wide multiuse trail is proposed. This trail will provide ADA compliance and safe access through extension of the existing 10 foot trail located along the south side of West Meyer oad. The intent is to construct this trail behind existing power poles that line the south edge of West Meyer oad. The attached cost estimate only includes oad Board participation in the installation of 5 foot sidewalks with the City taking on the full cost of the additional sections. Utilities: The City anticipates the potential need to relocate existing overhead utilities and various under ground utilities to complete the construction of this project, these costs are reflected in the engineers estimate. The southern portion of the roadway is lined with a number of large scale residential developments. This project would greatly improve access for traffic on Highway 94 to get to places such as Old Town Cottleville, City Hall, St. Joseph of Cottleville Catholic Church & School, and Francis Howell Central High School, etc... Currently, Highway 94 traffic is required to use Westwood Drive to get to Motherhead oad, which adds additional roadway length and turning movements, when a simple connection to Highway 94 would be much straighter and quicker. At a minimum, improvements at Highway 94 are planned for a right inright out configuration at the westbound lanes. Further discussions will be held with MoDOT to determine if this access point can be expanded to include a median crossover or another type of connection. With the installation of deceleration and acceleration lanes along westbound Highway 94, this new intersection will provide a better option for ingress/egress than the currently dangerous access point at S Breeze Lane to the west. It also provides a quicker access than the Florence Drive and Wolfrum oad connection points on Highway 94. As a result, the extension of Motherhead oad will make for a safer connection and provide a simpler, quicker way for commuters to access Highway 94. If the right inright out configuration is built, traffic data attached to this report indicate it is unlikely that a signal would meet warrants in the future condition. An allway stop condition would suffice, since the project would mostly amount to a rerouting of existing traffic (in a much safer, more efficient manner). If expanded access is granted on oute 94, delay will increase to a point that a signal may be warranted in the future. At this time, we are not proposing to install a traffic signal as part of this project. ightofway acquisition to make this connection has already been funded by the County oad Board as part of the Motherhead at Westwood Drive intersection realignment project, so those costs are not included in the project estimate. The project to eliminate the bad skew angle of Motherhead oad at Westwood Drive will be advertised for construction bids later this year. New oad $ 890, $ 890, $ $ CB16020 County Highway oute 364 Interchange at Gutermuth oad CB16021 County Highway Weiss oute N The recent extension of oute 364 across St. Charles County from oute 94 to Interstate 64 has been a major benefit to the County. oute 364 moves a great deal of traffic; however, it does not function as well as it could in this area because of a major gap in access. From Highway K on the west end to Mid ivers Mall Drive on the east end, there is 4.4 miles of freeway without an interchange. It is 12,700 feet from Highway K to Gutermuth oad, and another 10,500 feet from Gutermuth oad to Mid ivers Mall Drive. As a result, there are tremendous traffic backups at both of those points. Mid ivers Mall Drive is particularly congested during the peak periods with 37,100 vehicles on the stretch to the north between the interchange ramps and Central School oad. The construction of the proposed on/off ramps at Gutermuth oad would make immediate improvments to the vehicular logjam at Mid ivers Mall Drive. The existing traffic on Gutermuth oad is 4,300 vpd, and will increase to only 7,000 vpd by 2035 without the interchange. With the new interchange, the volume is predicted to swell to 21,000. Traffic on Mid ivers Mall Drivel would drop from a 2035 projected ADT of 55,300 down to 41,500 vpd. That's a massive 14,000 vehicle swing. Opening up the new interchange will make a major shift in traffic patterns. The project ADT at interchange opening is 10,500, with a 2035 ADT project of 15,500. This new interchange will allow a huge amount of traffic from O'Fallon oad and Gutermuth to the west, and from Highway N, Weiss oad, Knaust oad, and Birdie Hills and beyond traffic to the north and west to have much improved access to the freeway. The proposed location on Gutermuth oad was originally planned for an interchange. MoDOT supports an interchange at this location, and we would expect them to contribute a portion of the funding. At this time, the exact amount of their participation is unknown. The City of Cottleville also supports this project. When Gutermuth oad was constructed a few years ago, the road was elevated to allow oute 364 to pass underneath with minimal work. The only new work required to make this location into an interchange would include adding ramps, adding traffic control at ramp termini, and widening a oute 364 bridge to the north to allow for the westbound acceleration lane. The proposed project would have little impact on traffic during construction. As noted, Gutermuth oad already overpasses oute 364, so the project amounts to basically just adding ramp pavement with associated earthwork, which will provide a major benefit as soon as the ramps are operational. New oad $ 2,320, $ 1,224, $ $ 1,096, The intersection of Weiss oad and oute N does not serve the growing traffic needs and has a high crash rate. This project will correct both of those issues.
