2 Executive Summary PROJECT LOCATION The project, Need Area NT03 along Drive and Durham Drive, is located approximately 3.0 miles north of downtown Houston in Harris County, Texas. The project is located in Council District C with limits from Dallas Street to Washington Avenue. The project area lies in the Super Neighborhood of Washington Avenue Coalition/Memorial Park. The relevant Key Map pages are 492 H and M. GIMS block map numberr are 5357 A and C. STATEMENT OF PROBLEM Drive and Durham Drive were chosen for preengineering due to the condition of the existing pavement and the lack of mobility in the area surrounding the project. SCOPE OF THE PROJECT The scope of this preengineer ring design service is to provide a summary of the existing conditions and challenges within the project limits and provide recommendations on paving and drainage improvements in the project area. This report includess evaluation of the existing drainage system and provides recommendations for proposed drainage improvements. FINDINGS FROM PHA Gunda Corporation, LLC () gathered information on utilities, paving, rightofway, and property ownership for the project area after reviewing the existing informationn from public and private utility sectors. Based on the gathered information, the following are the brief descriptions of the findings. The information provided in this report is the best available information at this time and is providedd without the benefit of topographic survey. The information is taken from existing record drawings, the City of Houston GIMS database, and Cityprovided information. Alll cost data is in 2012 dollars and is based on unit pricing provided by the City. A. RightofWay The rightofway for Drive, which includes bridges, from Dallas Street to Dickson Street varies from approximately 110 feet to approximately 220 feet. From Dickson Street to Washington Avenue, Drive has a 60foot rightofway. From Dickson Street to Washington Avenue, Durham Drive also has a 60foot rightofway. B. Property Ownership The land Many of ASE I PREE NGINEERINGG ACTIVITIES uses along Drive and Durham Drive include commercial, and residential. the properties are vacant. There are two (2) high schools adjacent to the study area. ES 1

3 Both, St. Thomas High School and the High School for Law Enforcement and Criminal Justice, are located along the northbound side of Drivee between Memorial Drive and Dickson Street. Depelchin Children s Center for Adoption, Foster, and Mental Health is located at the corner of Dickson Street and Drive. C. Traffic Within in the study area limits, Drive is a 35 mile per hour (mph) roadway of varying lane configurations approximatel ly one (1) mile long. Between Kirby Drive and Dickson Street, Drive consists of an upper level and two (2) lower level bridges. The upper level bridge has four (4) lanes with two (2) travel lanes in each direction divided by a 6foot concrete median. North of the bridges, Drive becomes a 4lane, oneway northbound roadway from a 2lane split from Dickson Street to Washington Avenue. From Dallas Street to the upper level bridge, Drive has six (6) lanes,, with three (3) lanes in each direction. Durham Drive between Washington Avenue and Dickson Streett is paired with Drive to provide four (4) lanes southbound. Each of the existing lanes varies from 10 feet to 12 feet in width. The intersections of Drive at Dallas Street, Kirby Drive, Memorial Drive, Feagan Street, and Washington Avenuee are signalized. Currently, these intersectionss are operating at Level of Service D or better in the morning and evening peaks. With the estimated growth in traffic volume by 2035, the intersections at Kirby Drive and Memorial Drive are expected to operate at Level of Service F. D. Bridges The upper level bridge, which was built in 1958, begins approximately 400 feet north of Dallas Street and ends approximately 400 feet north of Memorial Drive. From south to north, it spans over Kirby Drive/Allen Parkway, Buffalo Bayou, and Memorial Drive, respectively. The bridge is generally in fair condition. The two (2) surface level bridges span over Buffalo Bayou and Memorial Drive respectively. The bridge over Memorial Drive was constructed in 1958 and is generally in satisfactory condition. The bridge over Buffalo Bayou was constructed in 1921 and widenedd in The bridge is generally in fair condition. There are poor pedestrian facilities on each bridge which jeopardize the safety of pedestrian traffic. E. Utilities There are 12inch and 8inch water lines along Drive between Dallas Street and the Washington Avenue. There are existing 8inch and 12inch sanitary sewer lines along Drive from St. Thomas High School to Dallas Street. There are existing storm sewers along Drive and Durham Drive that generally drain towards Buffalo Bayou. Preliminary analysis indicates that improvements to the storm sewers are required to meet current City of Houston standards. ES 2

4 ALTERNATIVES CONSIDERED CenterPoint Energy owns and operates gas lines withinn the project area. CenterPoint Energy, AT&T, TVMax/Wav vevision, Phonoscope, and Comcastt own aerial facilities within the rightof cross way along Drive. Level 3 and Alpheus maintain buried fiber optic lines that Drive at Kirby Drive/Allen Parkway. Coordination with respective private utilities has been started and will be needed through the design and construction phases of the project. F. Floodplain Analysis Approximately 950 feet of Drive in the project limits are located within FEMA Zone AE within the 100year floodplain of Buffalo Bayou, HCFCD Unit W Approximately 735 feet of Drive are located in shaded Zone X between the 100year and 500year floodplain boundaries. The remaining areas along Drive and Durham Drive in the project reach are located in unshaded Zone X outside the 500year floodplain. G. Interagency Coordination n coordinatedd with the City s InterAgency Coordination Group (IACG) to identify other City, METRO, TxDOT, or Railroad facility projects that could impact the final design of the proposed roadway. Currently, there are storm sewer improvements in design along Drive from Westheimer Road to Buffalo Bayou (M ). A roadway project is under construction along Washington Avenue (N ) and was scheduled for completion in November considered three (3) sets of improvements to improve mobility on Drive: Short Term: Improvements to the intersections of Drive at Kirby Drive and Memorial Drive Long Term: Improvements to the number of lanes available on Drive between Kirby Drive and Dickson Street Medium Term: Improvements to Drive and Durham Drive between Dickson Street and Washington Avenue PROJECT BASE SOLUTION The base solution for this project includes evaluation of street paving that complies with the City of Houston Major Thoroughfare Plan and improving thee drainage system within the project area. Drainage improvements include replacement of substandard storm sewers with new storm sewers based on the City of Houston requirements. The existing roadway and pedestrian facilities do not comply with the City of Houston standards, but do comply with the City of Houston major thoroughfare requirements. Therefore, the existing pavement will need to be replaced to meet the City of Houston requirements. The ES 3

5 pavement section will also include concrete curb and sidewalks on dedicatedd left turn lanes at signalized intersections, as appropriate. both sides of the streett with RECOMMENDED PROJECT recommends implementation of the short, medium, and long term improvements combined. These include replacing the 10foot asphalt lanes with 12foot concrete lanes following with the City of Houston standards for major thoroughfares. Per the City s Infrastructure Design Manual (dated July 1, 2012), the minimum pavement section includes 10 inch reinforced concrete pavement with 8inch minimum lime stabilized subgrade and 6inch concrete curbs. With the volumes of traffic along Drive and Durham Drive, a pavement section that is above the minimumm requirements may be needed. Left turn lanes will be providedd at all signalized intersections. Existing traffic signals will be replaced with signals that meet the City s criteria. The existing storm sewer system will be replaced withh new storm sewers to accommodate the anticipated runoff volumes and to meet the current Cityy of Houston standards. All storm inlets and inlet leads will be 24inch pipe minimumm to meet thee current City of Houston standards. TOTAL PROJECT P COST AND SEQUENCING The estimated total s and Candidate Project Priority Scores (CPPS) are listed below: of the shortterm improvements along Drive from Dickson Street to Dallas Street is 815,036 with a CPPS of 1, of the longterm improvements along Drive from Dickson Street to Dallas Street is 22,217,207 with a CPPS of of the mediumterm improvementss from Washington Avenue to Dickson Street on Drive and Durham Drive is 9,831,351 with a CPPS of ES 4
