Transportation Effects of Consolidation September 21, 2016
The Challenges and Reality of Transportation in the Connellsville Area School District: 217 square miles (4 th largest in the WPIAL based on square miles) (City of Connellsville is 2.8 sq miles) Very diverse and varied terrain, geography, population distribution, and city vs. rural routes
# OF BUSES AVG STUDENTS PER BUS AVG. TIME ON BUS BT CNP CT DB DT SPR SS WC
Scenario 1- Close Dunbar Boro, Move to Dunbar Twp. Scenario 2- Close Dunbar Boro, Move to West Crawford Scenario 3- Close Clifford N Pritts, Move to Springfield Twp. Scenario 4- Close Clifford N Pritts, Move to Bullskin Twp. Scenario 5- Close South Side, Move to Connellsville Twp. Scenario 6- Close South Side, Move to West Crawford Scenario 7- Close Connellsville Twp, Move to Bullskin Twp. Scenario 8- Close Connellsville Twp, Move to West Crawford DISTANCE AVG. TIME DB TO DT 4.7 miles 9 minutes DB TO WC 4.1 miles 7 minutes CNP TO SPR 7.3 miles 10 minutes CNP TO BT 13.3 miles 20 minutes SS TO CT 2.2 miles 7 minutes SS TO WC 2.5 miles 8 minutes CT TO BT 4.2 miles 8 minutes CT TO WC 3.2 miles 9 minutes
1. Length Of Time On A Bus CASD Goal: Not To Exceed 45 minutes in elementary and 60 minutes in secondary when possible Widely accepted as the industry standard (Not regulated by PDE or PaDot) PDE February 2015: Local decision based on geography, terrain, and population distribution 2. The Number of Students On A Bus 72 passenger buses (3 in a seat), holds 48 students with 2 in a seat Must account for every student in the district using transportation 3. Cost The goal of transportation during consolidation is not to save money, but to maintain reasonable and safe conditions for transporting students (time on bus, students per bus) Where are our duplicating runs? Boundary lines Balancing Cost vs. avg trip times and avg # of students per bus Consolidation will have a minimal effect on transportation Why?
YEAR TOTAL COST TO CASD TOTAL # OF VEHICLES $6,100, $6,100, $5,400, (ESTIMATED) $5,100, NOTE: Total number of vehicles include elementary and secondary buses and vans, all private schools, specialty schools, and alternative education facilities
The goal of transportation during consolidation is not to save costs, but to maintain reasonable times on bus and students per bus The 3 year history of dramatically downsizing -14 vehicles and -$700,000 cost in one year The process of balancing average travel time, average students per bus, and cost to the district Why do some buses and areas have lower avg students per bus? How does increasing students per bus effect travel time? CASD is 217 Square Miles Factoring in the high end and low end of travel in average travel time (Why closing a school does not mean cutting transportation in half)
