1 II. ENVIRONMENTAL SETTING A. OVERVIEW OF ENVIRONMENTAL SETTING This section provides a brief overview of the project site s regional and local setting. Additional descriptions of the environmental setting as it relates to each of the environmental issues analyzed in this EIR are included in the environmental setting discussions contained within Sections IV.A through IV.N. A list of related projects, which is used as the basis for the discussion of cumulative impacts in Section IV (Environmental Impact Analysis), is also provided below. Regional Setting The project site is located in Los Angeles County, within the Van Nuys-North Sherman Oaks community of the City of Los Angeles (see Figure II-1, Regional Map). As illustrated in Figure II-2 (Vicinity Map), the project site is located just west of the intersection of N. Sepulveda Boulevard and Magnolia Boulevard. Local Setting The Tower of Wooden Pallets Apartment project site is a single lot on the north side of Magnolia Boulevard, just west of N. Sepulveda Boulevard. The site address is Magnolia Boulevard. The project site and the surrounding area are relatively flat and are developed with residential and commercial land uses. Magnolia Boulevard serves as the primary access routes to the site. Magnolia Boulevard and N. Sepulveda Boulevard are major arterials, additionally, the Ventura Freeway (US 101), and the San Diego Freeway (US 405) are in the immediate vicinity of the site. From Sepulveda Boulevard there are east- and westbound on- and off ramps to the Ventura Freeway which connect to the San Diego Freeway. Page II-1

4 On-Site Land Uses The project site is currently occupied by a vacant single-family structure in a state of disrepair, several sheds and Los Angeles Cultural-Historic Monument No. 184; Tower of Wooden Pallets (see Figure II-3, Views of the Project Site, Views 1 and 2). The project site is relatively level, with bare dirt and overgrown weeds and shrubs. Disused junk and garbage is scattered over the entire site, ranging from rusted out cars and a bus to clothes and furniture. (See Figure II-4, Views of the Project Site, Views 3 and 4). The project site is located within the Van Nuys-North Sherman Oaks Community Plan Area. The land use designation for the project site is Multiple Family, Low Medium Density, and the project site s underlying zoning is R3-1, Low Medium Residential. Surrounding Land Uses The project site is situated on Magnolia Boulevard within a highly developed, urban area that is largely composed of apartment buildings and single-family homes, with some commercial uses, predominantly situated at or near major intersections. Directly north of the project site, fronting on to Weddington Street which runs parallel to Magnolia Boulevard are multi-family residential buildings. To the northeast, fronting N. Sepulveda Boulevard is a public storage facility. Immediately abutting the project site to the west is the Teichman Family Torah Center, a three-story educational institute, located on the north side of Magnolia Boulevard where it terminates as a cul-de-sac before it reaches the San Diego Freeway. Directly east of the project site, on the north side of Magnolia Boulevard are two three-story apartment buildings. Further to the east, at the northwestern corner of the intersection of Magnolia Boulevard and Sepulveda Boulevard, is a four-story office building, the Sherman Oaks Atrium (See Figure II-5, Views of the Surrounding Land Uses). Directly south of the project site, on the southern side of Magnolia Boulevard are two parking lots which serve the Lt. Patrick H. Daniels U.S. Army Reserve Center located at the southwest corner of Magnolia Boulevard and Sepulveda Boulevard. South of the Army Reserve Center, on the western side of N. Sepulveda Boulevard is City of Los Angeles Fire Station no. 88, approximately 1 mile form the project site. Across Sepulveda Boulevard, on the southeast corner of the intersection of Magnolia Boulevard and Sepulveda Boulevard is a three-story office building. On the northeastern corner of the intersection of Magnolia Boulevard and Sepulveda Boulevard are several apartment buildings (See Figure II-6, Views of the Surrounding Land Uses). Page II-4

9 B. RELATED PROJECTS Section of the State CEQA Guidelines provides that EIRs must consider the significant environmental effects of a proposed project as well as cumulative impacts. Cumulative impacts refer to two or more individual effects which, when considered together, are considerable or which compound or increase other environmental impacts (CEQA Guidelines Section 15355). Cumulative impacts may be analyzed by considering a list of past, present, and probable future projects producing related or cumulative impacts (CEQA Guidelines Section 15130(b)(1)(A)). All proposed (i.e., those projects with pending applications), recently approved, under construction, or reasonably foreseeable projects that could produce a related or cumulative impact on the local environment when considered in combination with the proposed project are included in this EIR. For an analysis of cumulative impacts associated with these related projects and the proposed project, refer to the cumulative impact discussions under each impact analysis in Section IV (Environmental Impact Analysis). The following list of related projects includes all approved, proposed or potential projects within the City of Los Angeles within approximately one mile of the project site. Table II-1 lists 5 related projects that are considered in the cumulative impacts analyses in Section IV of this EIR. This list of related projects was compiled based on correspondence with the City of Los Angeles Department of City Planning and City of Los Angeles Department of Transportation. Research on the Los Angeles Unified School District s (LAUSD) website 1 determined that there are no new schools planned or under construction in this one-mile radius. The closest LAUSD developments are: the East Valley Area New Middle School #2, located approximately 5 miles away at Roscoe Boulevard; and the East Valley Area New High School #3, located approximately 5 miles away. These two projects were excluded from the analysis as they are a considerable distance from the project site. The locations of the related projects are shown in Figure II Page II-9
