1 August 5, 2013 REGULAR MEETING PG.1473 The first meeting of August for the Denver City Council, Bremer County, Iowa was held on Monday August 5, 2013 at the Denver City Hall Council Chambers. Council members present were Dave Larson, Jeremie Peterson, Mark Richmann, Mary Scharnhorst and Joel Wikner. There were four people from the public in attendance. Mayor Diercks called the meeting to order at 7:00 p.m. Motion Richmann, second Peterson to approve the agenda. AYES: Larson, Peterson, Richmann, Motion Wikner, second Scharnhorst to approve the minutes of July 15, AYES: Larson, Peterson, Richmann, During Public Forum Lyle Faust reported t hat three people have tripped fell from the sidewalk offset across the street from where he lives on Main Street. Mr. Faust felt the sidewalk should be repaired before someone else falls. Larry Farley informed Mr. Faust that letters were sent to property owners and that repairs need to be completed by August 15, The Council discussed the Safe Routes to School Study. Jeff Bales was present and addressed the Council with his concerns of installing a sidewalk along his property. Mr. Bales felt it would be safer to have the sidewalk on the East Side of Farrington Street since the sidewalk north of Fayette Street is on the east side of Farrington Street. Mr. Bales felt only one side of Farrington Street needed a sidewalk and is willing to hire another engineer to look at the study to determine the sidewalk best location. The Council informed Mr. Bales they felt it would be safer to put the sidewalk on both sides of Farrington Street. The Council wanted to follow the Safe Routes to School Study recommendation to have a 4-Way Stop at the intersection of Eagle Street and Farrington Street. The 4-Way Stop would have a flashing red light and the Stop Sign would be enforced one-half hour before school starts until one-half hour after school ends. Motion Richmann, second Wikner to approve the First Reading of Ordinance No Amending Chapter Stops of the Denver Municipal Code. AYES: Larson, Peterson, Richmann, Scharnhorst, Wikner. NAYS: None The Council discussed Bruce Piehl s request from the last Council Meeting to repair his water valve that he felt the City had damaged. The Council agreed to have city employees fix the damaged water valve box and Mr. Piehl repairs his sidewalk. The work involving city employees on the water valve box would be done after Mr. Piehl removes the concrete and before the concrete is re-installed. Larry Farley has scheduled the staff person in charge of permits and right-of way from the Iowa Department of Transportation to be here on Tuesday afternoon to show them the proposed location for the sign. Motion Larson, second Peterson to accept the resignation of Police Officer Brady Schmauss who resigned on August 5, 2013 with how two-week notice so his last day of employment with the City of Denver is August 19, AYES: Larson, Peterson, Richmann, Motion Peterson, second Scharnhorst to approve advertising for a Full-Time Police Officer with salary based upon experience but prefer an Iowa Law Enforcement Academy Certified Officer. Police Chief Gary Everding informed the Council that he plans on looking for another officer to work during the Denver Break-Away Days. Motion Wikner, second Peterson to approve increasing Jeff Joerger hourly rate to $24.57/hour for successful completion of the Lineman Apprentice Program. AYES: Larson, Peterson, Richmann, Motion Scharnhorst, second Peterson to approve Resolution No for Country Builders Inc. to install a Handicap Ramp and Radius Replacement at North State Street and West Franklin Street intersection in the amount of $1,400. ROLL CALL VOTE: AYES: Larson, Peterson, Richmann, Motion Larson, second Richmann to approve Resolution No to purchase ITRON Radio Read Electric Meters from Van Wert Inc. in the amount of $13, ROLL CALL VOTE: AYES: Larson, Peterson, Richmann, Motion Larson, second Scharnhorst to approve Resolution No to purchase electric materials from three separate electric material suppliers in the total amount of $11,564. ROLL CALL VOTE: AYES: Larson, Peterson, Richmann, Motion Richmann, second Scharnhorst to approve Resolution No for an Application for a Residential Development Grant for Cameron & Krista Wahl who plan to constrict a new home at 810 Highlands. ROLL CALL VOTE: AYES: Larson, Peterson, Richmann, Scharnhorst, Wikner. NAYS: None. The Council requested no Public Measures to be included on the City Election in November.
5 PG.1477 Motion Peterson, second Richmann to approve a Class C Liquor License for W-Key Inc. d/b/a Whiskey Junction. AYES: Larson, Peterson, Richmann, In Other Business Councilman Larson asked about when crackfilling would be done, he also noticed paint chipping on the water tower. Councilwoman informed the Council that she was contacted by a Library Board Member on what could be done to improve how children are being picked after the Summer Reading Program dismisses. Police Chief Everding felt dismissing small numbers of children at a time may help alleviate some of the congestion that occurs when all the kids are released at the same time. Motion Peterson, second Scharnhorst to adjourn. AYES: Larson, Peterson, Richmann, Scharnhorst, Wikner. NAYS: None.
