Box 1099 Missouri City, Texas (281) FAX (281) Plum Brook Ln., Missouri City, TX Volume XXVI, Number 5 November 1, 2015 INDUSTRY NEWS (Pittsburgh, PA) Mountain Valley Pipeline, LLC formally applied to the Federal Energy Regulatory Commission for authorization to build a 301-mile interstate natural gas transmission pipeline designed to provide timely, cost-effective access to the growing demand for natural gas for use by local distribution companies, industrial users, and power generation facilities in the Mid-Atlantic, Southeast, and Appalachian regions of the United States. Mountain Valley Pipeline, LLC is a joint venture between EQT Midstream Partners, LP majority owner and operator of the proposed Mountain Valley Pipeline; and affiliates of NextEra Energy, Inc., WGL Holdings, Inc., Vega Energy Partners, Ltd and RGC Resources, Inc. The Mountain Valley Pipeline would transport the abundant supply of Marcellus and Utica natural gas - commencing in Wetzel County, WV and traversing south through 11 counties in WV and southeast through six counties in VA before ending in Pittsylvania County, VA. The MVP is expected to provide at least 2 Bcf per day of firm transmission capacity; and pending regulatory approval, construction is anticipated to begin in late 2016, with a full in-service targeted for the fourth quarter INDUSTRY NEWS () - Zydeco Pipeline Company LLC jointly owned by Shell Pipeline Company LP and Shell Midstream Partners, L.P. recently announced the start of a Non-Binding Open Season. Zydeco is seeking indications of interest in firm capacity transportation service on a proposed new pipeline from its Houma terminal to St. James. The larger pipeline is anticipated to replace an existing Zydeco Houma - St. James line to accommodate the demand in excess of the current capacity, which is approximately 270,000 barrels per day with the existing 18" line. MAJOR PROJECTS AND NEWS ITEMS "This new capacity would allow us to better serve our customers by providing a consistent and efficient route for transporting their crude while positioning Houma to grow into a more prominent terminal for increased onshore and offshore supply," said John Hollowell, Executive Vice President US Pipeline and CEO Shell Midstream Partners. "We are constantly looking for ways to improve our connectivity and capacity in the region so that we can meet future needs in this high demand area." The Non-Binding Open Season began today, October 19, 2015 at 8:00AM CDT and will continue until December 11, 2015 at 5:00PM CDT. This non-binding open season is intended to solicit expressions of interest from potential shippers. If sufficient customer interest is expressed in the Non- Binding Open Season, Zydeco may proceed to a Binding Open Season. The size of the new line and the amount of new capacity are subject to customer input. Upon completion of the proposed pipeline, customers would have more capacity available to transport crude directly between Houma and St. James. All firm capacity commitments on the new line would incur a small premium to the equivalent spot rate. Pending regulatory approval, construction is expected to be completed in early INDUSTRY NEWS (Tulsa, OK) Magellan Midstream Partners, L.P. announced the expansion of capabilities at its Galena Park, Texas terminal on the Houston Ship Channel. The expansion includes construction of a new marine dock capable of handling Panamax-sized ships or barges with up to a 40-foot draft and new pipeline infrastructure to provide movements of refined products, blendstocks and crude oil to the new marine dock at rates up to 20,000 barrels per hour. 5 Magellan is also expanding connectivity between the partnership s Galena Park terminal and its Houston crude oil distribution system. Once complete, customers will have the ability to access marine crude oil storage and dock throughput services at Galena Park from any origin on the Houston crude oil distribution system. The enhancements are expected to cost approximately $115 million. Subject to receipt of necessary permits and regulatory approval, Magellan expects the connectivity between Galena Park and the Houston distribution system to be operational by the end of 2016 and the new dock to be fully operational by the end of In addition, Magellan currently has available land to construct approximately 1.5 million barrels of additional refined products or crude oil tankage at Galena Park once the new marine capabilities are operational. Magellan is expanding the capabilities of our Galena Park terminal to meet growing industry demand for marine services, said Michael Mears, chief executive officer. These enhancements continue to solidify our strategic position as a key provider of refined products and crude oil transportation and storage services in the Gulf Coast region. Magellan s Galena Park terminal is located along the Houston Ship Channel and currently includes approximately 14 million barrels of storage for refined products, blendstocks, heavy oils and crude oil. The facility also offers extensive connectivity to multiple common carrier pipelines, four docks to accommodate both ship and barge traffic and loading / unloading capabilities for trucks and rail cars. INDUSTRY NEWS (Hesperia, CA) Southern California Gas held a public meeting recently in Hesperia to brief High Desert residents on a proposed $855 million pipeline project that would start in Adelanto and end in Moreno Valley. SoCalGas officials said if approved by the California Public Utilities Commission, the 65-mile North-South Project would begin construction in the fall of 2018 and likely be finished by the end of A key part of the project would involve upgrading the company's compression station in Adelanto. By running natural gas through new, underground, 36-inchdiameter steel pipes from Adelanto through the Cajon Pass and into Moreno Valley, the company expects to be able to ensure reliable service to its millions of Southern California customers. The company plans to follow existing roadways, such as Interstate 15 and Cajon Boulevard, and right-of-ways whenever feasible to minimize environmental impacts.
