EmKey Gathering LLC of Erie, Pa., this month gained the rights to a 75-mile right-of-way through three New York counties and has plans to transport locally-drilled natural gas to major energy markets. Stephen Keyes, EmKey s general manager, said the company began to contact landowners along the right of way last Friday. We re in the very preliminary process right now, he said. Right now we re in the process of reviewing all the right-ofways that we have to make sure that we have everything in order, and the next steps will be to go out and survey the pipeline route and then do our environmental work and our archeological studies. In an agreement filed in the Broome County Clerk s office on Nov. 16, EmKey purchased Norse Energy Corp. s right of way through the towns of Colesville and Sanford. According to preliminary plans, the north-south pipeline would run about 75 miles from the Village of Morrisville in Madison County, through the entirety of Chenango County, to the Town of Windsor in Broome County, where it would connect with the Millennium Pipeline. Other significant natural gas pipeline projects involving Broome County include the recently completed Laser Midstream Pipeline, the proposed Constitution Pipeline and the Bluestone Pipeline, which is currently under construction. Keyes said it s anticipated EmKey s envisioned pipeline would be 16 to 24 inches in diameter, and would be used to transport natural gas extracted from drilling in shale formations such as the Marcellus and Utica. The company plans to submit a formal application to state regulators, he said, after the state finalizes its study of high-volume, hydraulic fracturing. Norse, which operates primarily in Chenango and Madison counties and for a time was the most prolific driller of new natural gas wells in New York state, has slowed operations in hopes of saving capital to focus on shale gas drilling when New York begins issuing permits for wells using hydrofracking. Dennis Holbrook, Norse s chief legal officer, said the company s motivation for the deal was two-fold. One was, of course, to secure some financial value for the right-of-way, he said. And the second was to encourage another party to incur the expense to come in and to build a pipeline. INDUSTRY NEWS (Tulsa, OK) Magellan Midstream Partners LP and Los Angeles-based Occidental Petroleum Corp. said recently they will begin construction soon on a joint-venture pipeline to bring crude oil from the Permian Basin to the Gulf Coast refineries around Houston. The BridgeTex Pipeline will run approximately 400 miles from Colorado City, Texas to Magellan s terminal in East Houston. The joint venture also will include 1.2 million barrels of crude oil storage at Colorado City and another 1.4 million barrels capacity at East Houston. INDUSTRY NEWS (Tulsa, OK) ONEOK Partners has announced that it will not proceed with the construction of the Bakken Crude Express Pipeline project, following a disappointing open season. The company held an open season for the project to secure long term transportation commitments from the shippers, but it did not receive sufficient support to move ahead with the proposed project. The Bakken Crude Express Pipeline project work would involve constructing a 1, 300 mile crude oil pipeline with a capacity to transport 200,000 barrels per day of light-sweet crude oil from Williston Basin in the Bakken Shale in North Dakota and Montana to the crude-oil market hub in Cushing, Oklahoma. ONEOK Partners president Terry K. Spencer said, "Despite the robust outlook for crude-oil supply growth in the Williston Basin in the Bakken Shale, we did not receive sufficient long-term commitments under the terms we needed to construct the Bakken Crude Express Pipeline." INDUSTRY NEWS () - The Pennsylvania Department of Environmental Protection granted approval Wednesday for Tennessee Gas Pipeline Company, now owned by Kinder Morgan, to proceed with the Northeast Upgrade to its 300 line project. The DEP Issued permits approving waterway encroachment, allowing the company to move earth, DEP spokeswoman Colleen Connolly said. This new path veers off the company's existing right of way through the Delaware Water Gap National Recreation Area, where a pipeline has existed since The project has met with much controversy locally because one loop cuts through the land of at least 11 private property owners, slicing through lush forest on Cummins Hill Road in Milford; down a steep ravine, over some cliffs and skimming within 750 feet of Delaware Valley High School and 300 feet of Milford Valley Convalescent Home. The $400 million project includes constructing five, 30- inch diameter pipeline loops and modifying four existing compression stations. A pipeline loop is a segment of pipeline installed adjacent to an existing pipeline and connected to the existing pipeline at both ends.these five loops will close out the remaining unlooped segments of Tennessee's existing 300 Line east of Bradford County, Pennsylvania, into New Jersey, to deliver natural gas to Northeast markets.
