Box 1099 Missouri City, Texas (281) FAX (281) Plum Brook Ln., Missouri City, TX Volume XXVI, Number 7 December 1, 2014 MAJOR PROJECTS AND NEWS ITEMS INDUSTRY NEWS (Dallas, TX) Energy Transfer Partners, L.P. and Regency Energy Partners LP recently announced that their joint venture, Lone Star NGL LLC ( Lone Star ), has Board of Directors approval to construct a 533 mile, 24 and 30-inch natural gas liquids (NGL) pipeline from the Permian Basin to Mont Belvieu, Texas, and convert Lone Star s existing West Texas 12-inch NGL pipeline into crude oil/condensate service. The new pipeline and conversion projects, estimated to cost between $1.5 and $1.8 billion, are expected to be operational by third quarter of 2016 and first quarter of 2017, respectively. The new pipeline is being built to accommodate Lone Star s contracted NGL transportation volumes that will exceed Lone Star s existing 290,000 barrels per day of capacity from the Permian Basin by The 24-inch pipeline will initially be sized to transport 375,000 barrels per day from the Permian Basin to Bosque County while the 30-inch pipeline is currently sized to transport 495,000 barrels per day from Bosque County to Mont Belvieu, Texas. The pipelines can be easily expanded to transport additional volumes in the future. Lone Star s 12-inch West Texas NGL pipeline will be converted to crude/condensate service. The pipeline runs from the Midland area to the Gulf Coast and will be sized to ship 70,000 barrels per day to Corsicana, Texas and 100,000 barrels per day to Sour Lake, Texas. Lone Star plans on holding an open season for the crude/condensate service at a future date. INDUSTRY NEWS () Plains All American Pipeline, L.P. recently announced plans to provide additional pumps to increase the takeaway capacity of the Cactus Pipeline in response to higher regional production forecasts and shipper demand. Installation of booster stations along the pipeline, which runs from McCamey to Gardendale (La Salle County), Texas, will result in an increase in throughput from approximately 250,000 barrels per day (bpd) to approximately 330,000 bpd. This expansion, in conjunction with the previously announced Eagle Ford Joint Venture Pipeline expansion, will allow PAA to move increased production volumes from the Permian Basin to Corpus Christi and other delivery points along the system. The Cactus Pipeline is expected to be in service in April 2015; the expansion will be completed in the fourth quarter of 2015 INDUSTRY NEWS (Enid, OK) Hiland Crude LLC has announced the launch of an open season to solicit shipper commitments to the expanded capacity of Hiland's Double H crude oil transportation system. An initial open season was held in 2012 for the base capacity. The expanded capacity will come from a new 488-mile pipeline currently under construction. The new Hiland pipeline originates in the Bakken oil production areas near Dore, North Dakota and Sydney, Montana and terminates at Hiland's tankage near Guernsey. Under the service offered, Hiland will deliver oil into connecting pipelines near Guernsey which will include the Tallgrass Pony Express Pipeline and various other proposed interconnections. INDUSTRY NEWS () Halcon Field Services has submitted a plan to the Army Corps of Engineers to run the 16-inch-diameter pipeline that would connect to the existing National Fuel Gas Distribution Corp. pipeline. The bulk of the pipeline would run through the eastern section of Mercer County, starting at Five Points near the Perry Township border, extending east, passing south of Sandy Lake, and ending near Wallace Corners in Venango County, according to the company s submitted proposal. Communities along the route include Stoneboro, along with Fairview, Lake and Sandy Lake townships in Mercer County, documents said. INDUSTRY NEWS (Plano, TX) Rimrock Midstream has entered into agreements with Grand Mesa Pipeline, LLC, a subsidiary of NGL Energy Partners LP, to construct and operate the Grand Mesa Pipeline. Grand Mesa Pipeline, LLC completed a successful Open Season on October 3, 2014 securing multiple significant longterm shipper commitments. The system will include approximately 550 miles of new crude oil transportation pipeline, multiple truck injection bays, over 1.0 million barrels of operational storage, and at least two origination points located near Lucerne and Kersey (Riverside Station) in Weld County, Colorado. The system is in active development and scheduled to come on line in the latter part of In addition to Grand Mesa, Rimrock is actively developing the Platte River gathering system that will deliver significant volumes of crude oil to Grand Mesa Pipeline s origin point at Lucerne, Colorado. The gathering system will consist of more than 220 miles of pipeline and will be capable of delivering multiple grades of crude oil from several counties throughout North Central and Eastern Colorado.
