Box 1099 Missouri City, Texas (281) FAX (281) Plum Brook Ln., Missouri City, TX Volume XXVI, Number 18 May 15, 2015 MAJOR PROJECTS AND NEWS ITEMS INDUSTRY NEWS () Enterprise Products Partners L.P. recently announced it has executed long-term agreements that support development of a new 416-mile, 24- inch diameter pipeline to transport crude oil and condensate from the company s Midland, Texas terminal to its Sealy storage facility west of Houston. From Sealy, the new pipeline would link to Enterprise s ECHO terminal through an interconnect with the Rancho II pipeline, which is scheduled to be in service in July Through ECHO, customers will have direct access to every refinery in Houston, Texas City, Beaumont and Port Arthur, as well as Enterprise s dock facilities. The new pipeline will have the capability to provide up to 540,000 barrels per day ( BPD ) of take-away capacity for growing volumes of crude oil, and condensate from the Permian Basin. Service is expected to begin in the second quarter of The hydrocarbons will be gathered by trucks and pipelines into Enterprise s Midland terminal and then delivered in up to four segregated batches to Sealy. The different grades of hydrocarbons handled by the Midland-to-Sealy pipeline include West Texas Sour, West Texas Intermediate, Light West Texas Intermediate and condensate. Enterprise is in the process of adding incremental storage capacity to support the new pipeline and the existing West Texas Gathering System. The commitments we received for the Midland-to-Sealy pipeline reflect the long-term, positive outlook producers have for the Permian Basin and the value provided by this logical expansion of our integrated energy value chain, said Michael A. Creel, chief executive officer of Enterprise s general partner. In addition to facilitating crude oil and condensate production from one of our most important domestic basins, the Midland-to-Sealy pipeline will provide customers with adequate supply out of the Permian Basin and unsurpassed market access to the vast Gulf Coast refining complex, as well as dock access necessary for growing export opportunities. Creel added, Proper segregation is essential when transporting batched products and we take that responsibility very seriously. In support of that commitment Enterprise has implemented a system designed to ensure the company complies with all appropriate regulations. Enterprise now has approximately $7.5 billion of capital growth projects under construction, several of which will benefit customers on the new Midland-to-Sealy pipeline. Specifically, the 36-inch diameter Rancho II pipeline, which extends 88 miles from Sealy, to the ECHO terminal, will have over one million BPD of capacity for crude oil and condensate from the Permian Basin and the Eagle Ford Shale. INDUSTRY NEWS (San Antonio, TX) Tesoro has put its plans for a 135-mile oil pipeline in Utah on indefinite hold, citing unfavorable market conditions. Tesoro had sought to build the pipeline to carry crude oil from the Uinta Basin to Salt Lake City refineries. But the company says last year's plunge in oil prices has added uncertainty about the economics of shipping oil through the proposed Uinta Express Pipeline. Continued on page 51

INDUSTRY NEWS () Tennessee Gas Pipeline Company, L.L.C. (TGP), a subsidiary of Kinder Morgan, filed an application with the Federal Energy Regulatory Commission on February 13, 2015 for TGP s Abandonment and Capacity Restoration Project (ACR Project). TGP seeks authorization for the abandonment of certain natural gas pipeline facilities and the subsequent sale of such facilities to an affiliate, Utica Marcellus Texas Pipeline (UMTP). The ACR Project also seeks to modify certain existing pipeline and compression facilities on the TGP system and to construct new 7.6 mile pipeline and compression facilities that will be needed to continue natural gas transportation service to existing natural gas firm transportation customers following the proposed abandonment. INDUSTRY NEWS () Kinder Morgan, Inc. recently announced it received approval from the Federal Energy Regulatory Commission (FERC) regarding the rates, terms and conditions of service for the proposed Palmetto Pipeline on May 1, We are pleased to receive FERC approval, which allows us to advance the development of this important infrastructure project supporting distribution of domestically produced petroleum products, said Kinder Morgan Products Pipelines President Ron McClain. This milestone brings the company one step closer to its goal of delivering low-cost additional supplies of refined petroleum products and denatured fuel ethanol to pipeline-constrained markets in the southeastern United States. As an example, the company estimates that the potential savings for southeastern consumers could be as high as 6 cents per gallon once Palmetto is in service versus current trucking or marine transportation. The proposed Palmetto Pipeline will enable refined petroleum products to be transported from Baton Rouge, Louisiana, Collins and Pascagoula, Mississippi, and Belton, South Carolina, to North Augusta, South Carolina, Savannah, Georgia, and Jacksonville, Florida. The system will have a design capacity of up to 167,000 barrels per day and will consist of a segment of expansion capacity that Palmetto will lease from Plantation Pipe Line Company between Baton Rouge, Louisiana, and Belton, South Carolina. A new 360-mile pipeline from Belton, South Carolina, to Jacksonville, Florida, will also be constructed as part of the system. Pipeline Intelligence Report, May 15,
