Cooperative Federal/State Program Links safety fitness to state vehicle registrations Funding for nationwide implementation began in 1998 PRISM program run by FMCSA over 17 years Currently 49 PRISM Jurisdictions in different phases of implementation Implementation progress tracked in a PRISM Status Map 2

3 PRISM Stakeholders FMCSA issues Federal OOS orders to unsafe motor carriers IRP denies and suspends registrations to OOS carriers PRISM provides Target File of OOS Carriers and Vehicles Law Enforcement identifies vehicles operating while under a Federal Out of Service Order and takes action

12 Roadside Issue: Motor Carrier Responsible for Safety (MCRS) not Updated PRISM National Conference Call was held in December 2015 to discuss issue with PRISM Stakeholders During the Registration period, the MCRS of the vehicle might change, but the updated USDOT Number not always provided to the SAFER/PRISM database The result is vehicles being pulled over during e screening based on the older USDOT Number status 12

13 Roadside Issue: Motor Carrier Responsible for Safety (MCRS) not Updated Short Term Solution: New PRISM Requirement FY2016 NOFA PRISM Requirement: If the MCRS changes, the Registrant needs to notify the IRP Office within 10 days of the change IRP Office will update registration in the State IRP system, and upload new registration record to the PRISM SAFER database PRISM Funding available for PRISM States if needed Create brochures to hand out at IRP Offices Update IRP Manuals to notify Registrants/Motor Carriers 13

14 Roadside Issue: Motor Carrier Responsible for Safety (MCRS) not Updated Short Term Solution: PRISM MCRS Discrepancy Monthly report The PRISM Team has been issuing a monthly report to show discrepancies in the MCRS USDOT Numbers USDOT Number of MCRS on roadside Inspection reports not matching USDOT Number of MCRS in State IRP Registration record PRISM States can use this information to see the scope of the problem within their State Can also contact Registrants to ask for the updated USDOT Number of the current MCRS 14

15 Roadside Issue: Motor Carrier Responsible for Safety (MCRS) not Updated Long Term Solution: Federal Requirement Work with FMCSA to get a Federal Regulation in place that formally requires Registrants/Carriers to update the IRP office when the MCRS Changes Even with a new PRISM Requirement for the 10 day update, there is really no enforcement behind it 15

23 Sub Granting by MCSAP Lead Agencies Not required.but is allowed Why Cost vs. Benefit PRISM Example: Lead certifies compliance on behalf of State State then held to MCSAP eligibility requirements If Non Lead maintains PRISM and Lead does not sub award funds for O&M, Non Lead must apply under High Priority for grant funds. Outcome: Lead agency may retain funds, but risks loss of PRISM O&M $$$ for State 5/13/
