Box 1099 Missouri City, Texas (281) FAX (281) Plum Brook Ln., Missouri City, TX Volume XXVI, Number 13 March 1, 2016 INDUSTRY NEWS (Irving, TX) Medallion Pipeline Company, LLC, a subsidiary of Medallion Midstream LLC, announced a binding Open Season which solicits long-term commitments from shippers for firm transportation capacity on the third major expansion of Medallion s existing crude oil pipeline system. The current project proposed by the Open Season will further extend and expand the geographic scope of the existing 320-mile system: - The Howard Lateral is a proposed 45,000 barrel per day bi-directional crude oil pipeline which will extend from multiple origin points in Howard County, Texas approximately 49 miles to the southeast to a new point of interconnection on Medallion s Wolfcamp Connector mainline system in Glasscock County, Texas. - An integral part of the overall project is a proposed 30,000 barrel per day expansion of Medallion s existing Wolfcamp Connector mainline system which originates at the Garden City Station in Glasscock County and extends approximately 60 miles north to the Colorado City hub in Scurry County, Texas. Medallion is conducting the binding Open Season to obtain long-term volume commitments for firm transportation capacity on the Howard Lateral and the Wolfcamp Connector expansion (referred to as the Expansion Project ). The Open Season provides an opportunity for interested shippers to acquire long-term firm capacity, under minimum 10-year term Transportation Service Agreements and other eligibility requirements, as a Committed Firm Shipper on the Expansion Project. The Expansion Project is expected to MAJOR PROJECTS AND NEWS ITEMS commence full commercial operations in the second quarter of 2016, although certain segments of the Expansion Project may commence service on an interim basis on an earlier date. INDUSTRY NEWS (Denver, CO) American Midstream Partners, LP announced that it is commencing a non-binding open season for a proposed 45-mile extension of the Magnolia Intrastate pipeline ( Magnolia Extension ) to transport up to 500,000 dekatherms per day of natural gas for delivery to a major interstate pipeline beginning in The nonbinding open season will commence on February 22, 2016 and terminate on April 11, The proposed Magnolia Extension would connect the existing Magnolia Intrastate pipeline to Tennessee Natural Gas Pipeline s 500 Line, providing transport of natural gas under 20-year, firm transport agreements to Williams Transco pipeline through an existing interconnect. The proposed pipeline is intended to offer supply diversity to growing demand areas in the Southeast market, and specifically, address infrastructure constraints associated with the rapid development of natural gas from the Marcellus and Utica Shale formations in the Appalachian Basin. The anticipated in-service date for the Magnolia Extension is Upon the close of the open season, American Midstream will evaluate service demand to determine if the proposed pipeline is economically viable and whether necessary facilities can be constructed by the proposed in-service date. 5 Michael J. Hennigan, the chief executive of Sunoco Logistics Partners L.P., told investment analysts that more time was needed to obtain "hundreds of permits" required to build the cross-state pipeline, which will deliver Marcellus Shale natural gas liquids to Marcus Hook. "I don't like the word 'delay,'" Hennigan said in response to an analyst who used the term. He said the the prolonged review was "not an intentional action" by any particular regulatory agency. The pipeline requires permits from several federal and state agencies, including the U.S. Fish and Wildlife Service, the Pennsylvania Department of Environmental Protection, and the U.S. Army Corps of Engineers. The route largely follows the pathway of the existing Mariner East pipeline, which last year began propane deliveries and this month began sending ethane to Sunoco's terminal in Marcus Hook. The delay in the start of construction of the Mariner East 2 pipeline would mean the project now will come online in 2017, rather than the end of 2016, Hennigan said. The Mariner East 2 project would expand the existing pipeline's capacity from 70,000 barrels per day to 345,000. It would deliver natural gas liquids from the Marcellus and Utica shale areas of western Pennsylvania, West Virginia and eastern Ohio. Sunoco says the producer demand for takeaway capacity from the shale region is so strong that Sunoco may build a second, adjacent Mariner East 2 pipeline -- that would be a total of three Mariner East pipelines. But it has not yet received enough firm commitments from shippers to commit to the expansion, which Hennigan attributed to uncertainty over the current downturn in oil and commodity markets. One analyst noted that the current "pause" in the construction start could allow Sunoco more time to line up commitments for the second Mariner East 2 pipeline. Sunoco has said it would want to build both pipelines simultaneously to reduce costs and disruptions. The first Mariner East project is a 300-mile long 8-inch pipeline that was built 84 years ago to deliver refined products from Philadelphia refineries to inland terminals.
