2 GENERAL CONDITIONS 1) The is seeking bids from firms or individuals interested in purchasing surplus related highway paving equipment and surplus highway chip seal equipment. 2) The Province of Nova Scotia wishes to sell the assets in a method that will obtain the best value to the Province of Nova Scotia. 3) The Province of Nova Scotia intends to conduct three (3) sealed bid tenders simultaneously. The Province will proceed with the option which obtains the best value. 4) The Province will seek bids in the following manner: i) Option A Sale and Removal of INDIVIDUAL ASSETS by highest bid submitted for each individual Lot. ii) Option B Sale of GROUPS OF ASSETS by highest bid submitted for each listed category. iii) Option C Sale and Removal of ALL LISTED ASSETS for one lump sum. 5) The Province reserves the right to combine Options A and B. 6) Bidders are instructed they may bid on each option. Bids are not to include Harmonized Sales Tax. Applicable taxes will be added by the Nova Scotia at time of award. 7) Every attempt has been made in the development of the detailed description of the surplus equipment to ensure quantity and description. It is, however, not warranted to be correct. It is the responsibility of the bidder to verify its accuracy. 8) All tenders shall be submitted on the forms provided with the Tender Document to the, 5 th Floor, J.W. Johnston Building, 1672 Granville Street, PO Box 186, Halifax, NS, B3J 2N2, no later than 10:00 HOURS, THURSDAY, MARCH 27, 2014, to the attention of Mr. Bruce Wood. 9) Facsimiles will be accepted (902) s will NOT be accepted. 10) Oral proposals/modifications or telephone calls, will not be considered. 11) Signatures shall be executed by principals authorized to enter into contracts. 12) It is the bidders responsibility to examine the Tender Documents to visit the site 2

3 and inform themselves as to existing conditions and limitations. 13) Arrangements to view this surplus related highway paving equipment and surplus highway chip seal equipment can be made by contacting MR. BILL VAN LINGEN at (902) or 14) There shall be no cost to the Government for preparations of responses, evaluations, or subsequent presentations and/or meetings. 15) Successful bidder shall, within TWO (2) WEEKS of notification of release, commence to remove the surplus related highway paving equipment and surplus highway chip seal equipment and complete same within TWENTY-EIGHT (28) DAYS at their expense. 16) This surplus related highway paving equipment and surplus highway chip seal equipment are being offered in an "as is, where is, particulars not guaranteed" condition. Successful bidder must coordinate removal of the surplus related highway paving equipment and highway chip seal equipment with Mr. Bill Van Lingen. 17) Access to the premises housing this surplus related highway paving equipment and surplus highway chip seal equipment will be restricted to the hours 08:30 and 16:00 hours, local time, Monday to Friday, unless authorized by Mr. Bill Van Lingen. 18) All removal, disposal, and transportation of this surplus related highway paving equipment and surplus highway chip seal equipment will be carried out in accordance with all government environmental rules and regulations, OH&S and Safe Workplace Practices. 19) In the case of discrepancies between written quotations and numerical quotations, the WRITTEN shall prevail. 20) The highest or any tender will not necessarily be accepted. The right to reject any or all tenders, or to accept any tender deemed most satisfactory, is reserved by the Minister. The Minister reserves the right to alter any or all of the specifications herein at his/her discretion and at any time. 21) This tender is independent of any existing contract between the Bidder and the Government of Nova Scotia. 3
