2 INVITATION Dealers are invited to submit a bid for the supply, delivery and installation of one (1) New Truck Mounted Asphalt Pothole Patcher per attached specifications. The unit is to be mounted on a City vehicle and installed in a turnkey manner for immediate use. Questions and clarifications regarding this RFT should be direct to: Gary Davenport, Roads Foreman Phone: , gary.davenport@nanaimo.ca INSTRUCTIONS TO DEALERS Tenders shall be received by one (1) of the following three methods: 1. By hand or courier delivery: The tender should be enclosed and sealed in an envelope clearly marked TENDER 1552 SUPPLY, DELIVER and INSTALL ONE (1) NEW TRUCK MOUNTED ASPHALT POTHOLE PATCHER, addressed to the Purchasing Department, City of Nanaimo, 2020 Labieux Road, Nanaimo, BC V9T 6J9. 2. Via facsimile at the only acceptable fax number of Via (8MB Max) at the only acceptable electronic address: purchasinginfo@nanaimo.ca It is the sole responsibility of the Dealer to submit their tender to the Purchasing Office prior to the closing time of 3:00 p.m. (15:00 hrs), Pacific Time, July 29, Tenders received after the noted due time will not be considered. The wall clock in the Purchasing Department Office is the official time piece for the receipt of all tenders whether by hand delivery, facsimile or . Tenders may be withdrawn only by written notice provided such notice is received at the Purchasing Office prior to the posted closing date and time. The tender is irrevocable and open for acceptance for a period of (60) calendar days after the posted closing date for receipt of tenders. The City of Nanaimo reserves the right to cancel this Request for Tender at anytime for any reason whatsoever up until a formal written award is made. No Dealer shall have any claim for any compensation of any kind whatsoever as a result of participating in the tender and by submitting a tender the Dealer shall be deemed to have agreed that it has no claim. Consideration and bid awards will be made, in no particular order, on the best value criteria consisting of a combination of technical specifications, price, and maintenance costs, after sales service, warranty and lead time from receipt of order. The lowest priced or any Tender may not necessarily be accepted. Preference shall be given to Suppliers within the Regional District of Nanaimo where quality, service and price are equivalent. Please submit the enclosed Tender Forms and submit technical specifications

3 Pre-Delivery and Inspection.1 Prior to delivery, the unit should be completely inspected and serviced by the Dealer and/or the manufacturer s Service Centre. The Dealer is responsible to ensure the unit is thoroughly tested inspected, and that all deviations are corrected prior to delivery. The unit should contain a pre-delivery check sheet showing what operations have been performed on the unit by the selling Dealer. The unit is to be clean, and all stickers removed prior to delivery with the exception of any sticker required by law..2 The City will inspect the unit upon delivery for workmanship, appearance, proper functioning of all equipment and systems and conformance to all requirements of the specifications. In the event deficiencies are detected, the unit will be rejected and it shall be the Dealer s responsibility to pick-up the unit, make the necessary corrections and re-deliver the unit for a re-inspection and acceptance..3 The Dealer shall be responsible for securing any and all inspections required by law, including B.C. Provincial Inspection stickers. Any fee charged for these inspections shall be the sole responsibility of the Dealer. Delivery Requirements.1 The Dealer will deliver the unit free and clear of all liens and encumbrances in the manner and to the destination stipulated. In the event of the Dealer's failure to meet this condition, the Dealer will, on written notice from the City, forthwith return all monies paid by the City on account of the unit and in addition the City may by written notice terminate this Contract without liability, and in such event, in addition to the above, the Dealer will be liable for any and all expenses or losses incurred by the City resulting from such failure..2 The unit is to be delivered F.O.B. Destination, Freight Prepaid and allowed, to City of Nanaimo, Fleet/Service Centre, Public Works Yard, 2020 Labieux Road, Nanaimo, BC, V9T 6J9, attention: Bruce Labelle, Manager, Fleet/Service Centre..3 Deliveries are to be made between the hours of 8:00 a.m. to 4:30 p.m. Monday through Friday, excluding statutory holidays, unless other arrangements have been agreed to in writing from the City..4 The Dealer shall notify the Manager, Fleet/Service Centre, Bruce Labelle Phone: not less than three (3) working days prior to expected delivery / arrival to permit inspection scheduling. The City will not assume any liability for units delivered to an unauthorized location..5 Until such time as title of the unit is accepted by the City, the Dealer shall be responsible for insurance claims and the City shall not be considered to have breached any Contract if there is a fire, damage or other cause which entitles an insurance company to seize or take possession of the unit or part thereof.

4 Documentation at Time of Delivery Deficiencies.1 The Dealer should provide the following documentation upon delivery: i. Copy of Purchase Order and Original Invoice(s). ii. All necessary documentation required by the issuing Provincial / Federal authorities with jurisdiction..1 The City shall have a reasonable time to inspect and to accept the unit. The City may reject any unit not in accordance with the specifications. The City shall notify the Dealer of rejection of the unit whereupon the unit will be held subject to the disposition by the Dealer. Any costs or expenses incurred by the City as a result of the rejection of the unit are payable by the Dealer and may be set off against any payments owing by the City to the Dealer..2 The City may hold back from payments otherwise due to the Dealer, as determined by the City, on account of deficient or defective materials. This holdback may be held, without interest, until replacement unit is received or such deficiency or defect is remedied. Emblems/Logos.1 The Dealer shall not install on the unit any logos, nameplates or stickers denoting denoting the name of the company or Dealer that may be considered as advertising. Failure to comply with this requirement shall result in the Dealer being given the option to remove same, or reimburse the City for removal and restoration, if needed. Commencement of Warranty Period.1 The warranty period shall commence at the time the City accepts clear title of the unit unless otherwise specified..2 The warranty should be made out to the City of Nanaimo, 2020 Labieux Rd., Nanaimo, British Columbia V9T 6J9.

5 SPECIFICATIONS One Truck mounted, LP gas operated asphalt pothole patching machine To be mounted on the City of Nanaimo s current dedicated asphalt cab and chassis using the current four (4) pin quick change system. This asphalt patching unit will be removed and stored every winter while the cab and chassis are repurposed for snow removal. All hydraulic and electrical connections must be remote and accessible for ease of removal. Successful bidder must include mounting and operational testing of the asphalt machine on the City of Nanaimo s current cab and chassis. Unit must be delivered mounted and fully operational. Current cab and chassis, transmission and hydraulics 2010 freightliner - M2 106V GVWR - 35,000 lbs Wheel base C.A BBC - 94 Front axle - 18,000 lbs Meritor MFS A Front tires - 385/65R 22.5 Rear axle - 26,000 lbs Meritor SR Rear tires - 11R22.5 Transmission - 6 speed Allison 3500 RDS Engine - 260HP Cummins ISC PTO - Muncie CS21-A1007-H1PX-MUN Hydraulic pump - Bosch Rexroth A10V60DFR/52R-PUC61NOO 60cc/20GPM-108 LPM@1800 RPM / series 52, clockwise rotation / 1 splined 15T shaft / 2 bolt SAE flanged mount / SAE flanged rear ports-unc Main Asphalt body requirements One (1) new unitized asphalt patching machine, black in color cubic yards, 6 ton capacity approx 112 long, 50 high and 78 wide suitable for the City of Nanaimo s current cab and chassis. Dry, radiant heat body heating system - no thermal oil. Minimum two 150,000 BTU retort tube propane burners with vertical exhaust stacks. A single screw auger with dual hydraulic auger motors - forward and reversing. A hydraulic driven asphalt agitator/anti bridging device - forward and reversing. 120 degree pivoting delivery chute with a removable section to allow delivery of asphalt directly to patch area or into a wheelbarrow. Approx 100lb removable propane tank, may be asphalt body mounted or frame mounted but must be easily removable for snow operations. State type of tank and mounting. All bearings to be greased through a feeder line mounted in a convenient location on one side. Two hydraulic operated bi-fold steel top doors. They must be insulated with 2 high temperature insulation in a double steel jacket. Doors must have seals, hydraulic hoses and cylinders designed to withstand high heat.

6 Electric overnight plug in using two (2) 220V dry well electric heaters capable of maintaining 300F (150C) Remote electric throttle control. All controls to be at the rear, curb side including electronic throttle control. Solid state electronic control unit. Full LED lighting including a LED arrow stick mounted at the rear with controller mounted inside the cab and a front mounted LED strobe light, STAR Model Mud flaps front and rear. Safety lockout feature that will shut down the auger and agitator operation any time the hopper doors are open. Must have ladder and hand holds in place to allow safe and easy access to the top of the asphalt hopper. Must be fully certified for operation in BC Must include parts, service/repair and operators manuals. Must include operator and mechanics training at time of delivery.

Fleet Department, Public Yard, 2020 Labieux Rd., Nanaimo, British Columbia V9T 6J9 with installation, freight, pre-delivery inspection (PDI), unloading at destination, import duties, brokerage, royalties, handling, overhead, profit and all other costs included to supply and deliver the unit offered. 8 TENDER FORM (page 2 of 4) Request for Tender No.1552 Supply, Deliver and Install One (1) NEW Truck Mounted Asphalt Pothole Patcher Options below to be priced separately: 1) One 30 spoils bin located between the hopper and the cab cubic yard capacity located curb side. 2) One vibratory roller, Bomag BW44E with a 4 HP Honda engine. 3) Curb side mounted hydraulic rear lift platform for loading/unloading the ab ofe vibratory roller. Must have a platform down: indicator light. 4) On board propane hand torch. 5) On board air wand powered by a hydraulic air compressor, including an air line hose reel with 20 of hose on a spring loaded auto retractable reel PSI and 5 gallon air tank. 6) Hydraulic tool line hose reel for hydraulic jack hammer that comes with dual PSI high pressure hoses on a spring loaded auto retractable reel. Should be mounted left side rear. 7) Left side rear to have a platform for holding the jack hammer, hand torch, a 20L pail for tack oil and a tool tray designed to hold two asphalt rakes and a shovel vertically. Tray size 38 long X 6 wide X deep. 8) Diesel fuel hose spray until with 18 gallon tank and a 12V pump rated at 60PSI and 20 of hose on a spring loaded, auto retractable hose reel. 9) Additional tool box 12 gauge steel 19 X 24 X 30 with a waterproof locking door. 10) Back up camera system Pro View MCS 13PP 7 LCD screen or equivalent. 11) In cab control for byfold steel top doors.

One mounted each side for working in poor light conditions. 13) Shovelling apron/catch basin to catch/contain any excess asphalt debris. 14) Traffic cone holder/body mounted in a convenient location.
