UOM Hydraulic Torque Wrench ( Max Torque 7500 lb-ft ( kg-m.)) complete with suitable attachments and power pack for maintenance of Blowout Preventers and Well Head equipments as per detailed specification, BRC/BEC, check list and other terms and condition vide enclosed annexure I,II & III. 5 No. Special Notes : 1. Bids are invited under Single Stage Two Bid System. Bidder shall quote accordingly under Single Stage Two Bid System. The "TECHNICAL" & "COMMERCIAL" bids shall be prepared in triplicate and the same should be kept in two separate envelopes superscribing the Enquiry No., Brief Material Description and Bid Closing Date and clearly writting on the cover of the two envelopes as "TECHNICAL" & "COMMERCIAL". Both the envelopes then be kept in one envelope duly sealed, superscribing the Enquiry No., Brief Material Description and Bid Closing Date on the cover. The Technical bid should contain all the Techno-Commercial details of the offer including the Commercial terms and conditions excepting the prices which should be kept in blank. The Commercial bid should contain the Price Schedule including all the Commercial terms and conditions of the offer. Any offer not complying with the above will be rejected straightway. Contd..2

To ascertain the substantial reponsiveness of the bid OIL reserves the right to ask the bidder for clarification in respect of clauses covered under BRC also and such clarifications fulfilling the BRC clauses in toto must be received on or before the deadline given by the company, failing which the offer will be summarily rejected. 3. Bid Rejection Criteria (BRC) and Bid Evaluation Criteria (BEC) applicable to this tender is enclosed vide Annexure II. 4. Technical Check-list and Commercial Check-list vide Annexure III must be filledup and submitted along with the Technical Bid. 5. Oil India Purchase Order No. must be engraved on the body of the item. Bidder must confirm the same categorically while quoting. 6. Bidders shall categorically confirm in their quotation that the equipment to be supplied are not going to be obsolete for next 5 years and provision for supplying spares of the equpment will be continued. 7. Bidder must provide all accessories/spares for initial commissioning and repair kit along with the main equipment free of cost. Bidder to confirm the same while quoting. 8. Clause No (under Exemption of Bid Security) of Section A of the General Terms & Conditions for Global Tender (Refer Document No.MM/GLOBAL/01/2005) stands deleted. 9. The items covered by this enquiry shall be used by Oil India Limited in the PEL/ML areas which are issued/renewed after 01/04/99 and hence Nil Customs Duty during import will be applicable. Indigenous bidder shall be eligible for Deemed Export Benefit against this purchase. Details of Deemed Export are furnished vide Addendum to MM/GLOBAL/01/2005 enclosed. Contd..3

4 4 Detailed specifications of the item : Page : 3/17 ANNEXURE-I HYDRAULIC TORQUE WRENCH : The Hydraulic Torque Wrench complete with suitable attachments and power pack for maintenance of Blowout Preventers and Well Head Equipment. The hydraulic torque wrench set should primarily consist of the following components : 10.01: Hydraulic Piston Actuator/Cylinder Body of the tool. : 1 (one)no : Detachable Square Drive Attachment having 1.1/2" male square drive suitable for use with the above Hydraulic Piston Actuator and 1.1/2" square female heavy duty impact sockets of various hex A/F sizes. Maximum Torque capacity should not be less than 6000 ftlb. :1 (one)no : Heavy Duty Impact Sockets having 1.1/2" Square female of the following hexagonal A/F sizes: 55 mm, 60 mm, 65 mm, 70 mm, 75 mm, 80 mm, 85 mm & 90 mm. : 1 (one) no of each size : Low-height and less nose radius Ratcheting Spanner Links suitable for use with the above Hydraulic Piston Actuator of the following hex. A/F sizes: 55 mm, 65 mm & 75 mm. Maximum Torque capacity should not be less than 7500 ft.lb.:1 (one) no of each size : Reaction systems suitable for the above mentioned Square Drive Attachment and Ratcheting Spanner Links. : 1 (one) no of each size : Hydraulic Power Pack : Portable Hydraulic Pump operating on 230 VAC, 50 Hz. power supply with standard accessories like 15 ft. twin-line high pressure hydraulic hoses, Remote Control Switch having at least 15 ft. long cable, pressure gauge etc. : 1(one)set. Essential Technical Parameters Under Scope Of Supply : A) Hydraulic Piston Actuator / Cylinder Body 1. The Cylinder Body / Piston Actuator and all the connecting accessories mentioned in the Scope of Supply should be designed for optimum hydraulic fluid working pressure of PSI (700 kg/sq.cm2) for standardization. 2. The Cylinder Body/ Piston Actuator of the tool should be of Double-Acting type. 3. All internal moving parts including the piston of the tool should be in ready-to-use condition with either Square Drive Attachment or Ratcheting Spanner Link fitted. 4. The tool should remain totally enclosed for prevention of any damage to the tool from dirt and for the safety of the operators. 5. The tool should be so designed that the Square Drive Attachment/Ratcheting Spanner Link can be fixed to its Cylinder Body/ Piston Actuator quickly and conveniently without the need of using any hand tools like screwdrivers, pliers, Allen-head drivers, spanners etc.

The hose connecting arrangement on the Piston Actuator / Cylinder Body of the tool should have both horizontal and vertical 360 degree infinitely rotational facility in both directions. This feature is essentially required for avoiding any hose fouling and interference with the job for operator s safety and easy fitment as tool shall be used in congested places and restricted positions. 7. There should be an in-built Pressure Relief Valve in the tool or in the hose connecting joint for safeguarding the seals of the tool from over-pressurization. B) Square Drive Attachment : 1. The maximum torque capacity of the 1.1/2" Square Drive Attachment while engaged to the Hydraulic Piston Actuator/ Cylinder Body should not be less than 6000 ft.lbs at 10,000 PSI working pressure. 2. The Square Drive Attachment should have a one-way ratchet mechanism. 3. The locking arrangement of the male drive to the Square Drive Attachment of the tool should be very simple and convenient so that the operator does not have to handle any hand tools or tiny components while changing the direction of the male drive. 4. The one-way ratchet mechanism should be equipped with a locking arrangement to prevent backward rotation of the ratchet gear and the drive while encountering high torsion forces especially during tightening mode. 5. There should be a ratchet-freeing device in the Square Drive Attachment for enabling quick release of the tool in case of its binding up with the bolts. 6. The nose radius, length and weight of the ready-to-use tool with Square Drive Attachment should not be more than 2", 10" and 12.5 kg respectively for operating efficiency. C) Ratcheting Spanner Links : 1. The maximum torque capacity of the Piston Actuator/ Cylinder Body with its Ratcheting Spanner Links of all sizes engaged should not be less than 7500 ft.lbs at PSI working pressure. 2. All Ratcheting Spanner Links offered for different nut sizes shall have to be individually designed for such nut sizes for enabling fitment in low radial clearance applications as in case of capping studs of BOP flanges. Only interchanging of Hex Inserts in the same Ratcheting Spanner Links shall not be accepted. 3. The tool in ready-to-use condition with the Spanner Links engaged should be able to work on all the flange nuts including those located under outlet flanges and rams of Blowout Preventors. 4. All Ratcheting Spanner Links for different nut sizes should be calibrated and designed to operate till the maximum working pressure of PSI.

6 6 Page : 5/17 5. The weight of the ready-to-use tool while connected with Ratcheting Spanner Links should not be more than 20 lbs. D) Reaction Systems : 1. While using the Square Drive system with the Cylinder Body/ Piston Actuator, the reaction against an adjacent stationary object should always be taken in the parallel axis of the twisting force being applied i.e. in the direction of the nut being turned. Therefore, reaction arm of the tool should be so designed that the operator is able to adjust it in different angles / positions in its entire 360 degree revolving periphery depending on the location of the reaction point while always keeping the reaction arm faced in the direction of the nut being turned. 2. As a protection to the Hydraulic Cylinder Body/ Piston Actuator while using the Square Drive system, no reaction / torsional forces shall be allowed to be taken on the hydraulic cylinder body of the tool. Also, the Hydraulic Cylinder Body/ Piston Actuator should be totally independent so that the operator should be able to set it at any position without changing the position of the reaction arm. 3. While using the Ratcheting Spanner Links, the reaction system of the tool should be designed to react on the flange body or on the adjacent nut. E) Hydraulic Power Pack : 1. The Pump should be designed to develop maximum working pressure upto and not beyond 10,000 PSI (700 kg/sq.cm2) and should have an internal tamper-proof pressure relief valve set at the maximum working pressure. 2. The maximum flow rate of oil should not be less than 700 cu.in./min. at minimum pressure. 3. For avoiding whip lashing of the hoses and for added stability and control, the hoses should be of joined construction type i.e. the hoses should not be detachable from one another. 4. The remote switch of the pump should have Stop Button facility for stopping the idle running of the tool during changeover from one nut to another. 5. The weight of the Pump should not exceed 30 kg. For easy portability. 6. The Pump should be 230 volts Single phase 50 Hz. AC operated. F) Other accessories : The following accessories are also required to supply along with the main equipment and bidder to confirm the same in their quote. i) sufficient Reaction Arms for working in all type of API flanges for well head.

7 7 Page : 6/17 ii) iii) It should provide proper handling/balancing support for one man operation with ready to use tool. Suitable Portable Hand Trolley (Box type folding) along with each system for transportation from site to site. NOTE FOR BIDDERS : 1. The items shall be brand new, unused & of prime quality. Bidder shall warrant (in the event of an order) that the product supplied will be free from all defects & fault in material, workmanship & manufacture and shall be in full conformity with ordered specifications. This clause shall be valid for 18 months from date of shipment or 12 months from date of commissioning of the items whichever is earlier. The defective materials, if any, rejected by us shall be replaced by the supplier at their own expense. Bidders must confirm the same in their quotations. 2. The offer should cover the compete scope of supply of this tender. 3. All the items including accessories shall be procured from the same source for compatibility. 4. The bidder will be required to install and commission the equipment in OIL's fields in Duliajan Assam, India. OIL shall send the notice to the bidder for installation commissioning and demonstration of the unit well in advance i.e three weeks for deployment of the service / installation engineer. The bidder shall depute their installation engineer who shall be responsible for successful installation and commissioning and demonstrate successful performance of the equipment after commissioning. The bidder should indicate separately on lumpsum basis the cost of such installation and commissioning in the Price Bid considering 4 days/unit for installation and commissioning and also confirm the same in the un-priced bid. 5. The bidder should confirm to provide proper after sales service support at site in Duliajan, India alongwith their confirmation about spare availability for at least 5 (five) years. 6. The quotation must accompany relevant original catalogue, literature, drawing illustrating all components, manufacturer's maintenance manual and parts list of the items offered failing which the offer will be liable for rejection. 7. The Checklist of Technical Specifications enclosed with the tender documents should be clearly and serially filled up/duly signed by the authorized signatory and submitted along with the Technical Bid for evaluating the offer. 8. Bidders are to mention the name of the manufacturer & country of origin in their quotations. 9. Bidders should offer their best delivery schedule. 10. The items acceptance report will be provided after successful and satisfactory demonstration only.

8 8 BID REJECTION CRITERIA (BRC) / BID EVALUATION CRITERIA (BEC) : Page : 7/17 ANNEXURE-II (I) BID REJECTION CRITERIA (BRC) The bids must conform to the specifications and terms and conditions given in the enquiry. Bids shall be rejected in case the item(s) offered do not conform to the required minimum/maximum parameters stipulated in the technical specifications and to the respective international / national standards wherever stipulated. Notwithstanding the general conformity of the bids to the stipulated specifications and terms and conditions, the following requirements shall have to be particularly met by the bidders, without which the offer will be considered as non-responsive and rejected : (A) TECHNICAL : 1.0 Piston Actuator / Wrench Head to be designed to accommodate one way Ratcheting Square Drive mechanism with 1.1/2" square drive for use with Heavy Duty Sockets as per NIT. 2.0 All Ratcheting Spanner Links offered for different nut sizes should be individually designed for such nut sizes for enabling fitment in low redial clearance applications as in case of capping studs of BOP flanges (i.e. Only interchanging of Hex inserts in the same Ratcheting Spanner Links shall not be acceptable) 3.0 Piston Actuator and tool to be designed for use of maximum working pressure of 700 kg / Sq. cm (10,000 psi). 4.0 The Hydraulic hose connecting arrangement on the cylinder body of the tool should have both horizontal and vertical 360 Degree infinitely rotational facility in both directions to avoid any hose fouling and interference with job for operator's safety and easy fitment. 5.0 Maximum Torque not more than 7500 ft-lbs and not less than 6000 ft lbs. 6.0 Reaction Arm of the tool should be so designed that the operator is able to adjust it in different angles / positions in its entire 360 degree revolving periphery depending on the location of the reaction point while always keeping the reaction arm faced in the direction of the nut being turned. 7.0 Pump should build up 700 kg/cm2 (10,000 psi) oil pressure and to be provided with internal tamper proof safety relief valve present at maximum working pressure. 8.0 The manufacturer of the offered Hydraulic Torque Wrench and accessories should have a minimum 2 years of experience prior to the bid closing date, of manufacturing / supplying the Hydraulic Torque Wrench and Accessories of given specifications. The bidder must have supplied a minimum of 2 sets of the quoted make / model to oil & gas drilling industries for similar applications of Blowout Preventers and Wellheads in last five (5) years (preceding from bid closing date). The bidder should furnish the documentary evidences of past supplies along-with the field report from one of the users from oil and gas drilling industries.

9 9 Page : 8/ Only Manufacturers or their direct Authorized Agents shall be eligible to participate in the tender. In case the bidder is an Authorized Agent of a manufacturer, a valid authorization certificate in original from concerned manufacturer authorizing the bidder for participation in this particular tender shall have to be enclosed. The Authorized Agents should also forward required warranty cover of the manufacturers for the offered product The Checklist of Technical Specifications enclosed with the tender documents should be clearly and serially filled up/duly signed by the authorized signatory and submitted along with the Technical Bid for evaluating the offer, failing which the offer shall be rejected. Vague of incomplete description shall not be accepted The bidder should submit quote for the product with 5-years recommended Operational Spares in the Technical Bid. List of spares along with rates should be quoted separately in the Price Bid. However, it will not be a part of evaluation The bidder should submit quote for the product with one-year consumables. This will not be considered for bid evaluation. However, OIL may purchase the same along with the equipment. The list of consumables with out rate shall be submitted in the un-priced bid The bidder will be required to install and commission the equipment in OIL's fields in Duliajan Assam, India. The bidder should confirm to provide proper after sales service support at site in Duliajan, India alongwith their confirmation about spare availability for at least 5 (five) years The unit supplied should be under manufacturers guarantee / warranty for a minimum period of 1 (one) Year from the date of successful commissioning at site. (B) COMMERCIAL : 1.0 Bids are invited under Single Stage Two Bid System. Bidders shall quote accordingly under Single Stage Two Bid System. The TECHNICAL and COMMERCIAL bids shall be prepared separately in triplicate and the same should be kept in two separate envelopes superscribing the Enquiry No., Brief Material Description & Bid Closing Date and clearly writing on the cover of the two envelopes as TECHNICAL and COMMERCIAL. Both the envelopes should then be kept in one envelope, duly sealed, superscribing the Enquiry No., Brief Material Description and Bid Closing Date on the cover. The Technical Bid should contain all the techno - commercial details of the offer including the commercial terms and conditions

10 10 Page : 9/17 excepting the prices which should be kept blank. The Commercial Bid should contain the Price Schedule as per Para 12.0 below including all the commercial terms and conditions of the offer. Any offer not complying with the above shall be rejected straightway. 2.0 Bid security of US $ 11,000 or Rs. 5,00,000 shall be furnished as a part of the TECHNICAL BID. Any bid not accompanied by a proper bid security in ORIGINAL will be rejected without any further consideration. For exemption for submission of Bid Security, please refer Clause No. 9.8(Section A) of General Terms and Conditions for Global Tender vide MM/GLOBAL/01/2005(enclosed). The Bid Security shall be valid for 240 days from the date of bid opening. 3.0 The prices offered will have to be firm through delivery and not subject to variation on any account. A bid submitted with an adjustable price will be treated as nonresponsive and rejected. 4.0 The complete unit shall be under guarantee / warrantee by the bidder for a minimum period of 18 months from the date of dispatch or 12 months from the date of successful commissioning of the complete unit at site whichever is earlier, and confirm replacement of defective item, at their own expense within this period. Failure on the part of the bidder to confirm the above will be treated as non-responsive and rejected. During the warranty period, the equipment needs to function to the satisfactory of OIL. 5.0 Successful bidder will be required to furnish a Performance Bank of the order value. The Performance Bank Guarantee must be valid for one year from the date of successful commissioning of the equipment or 18 months from the date of shipment whichever is earlier. Bidder must confirm the same in their Technical Bid. Offers not complying with this clause will be rejected. 6.0 Bids received after the bid closing date and time will be rejected. Similarly, modifications to bids received after the bid closing date & time will not be considered. 7.0 Bidders shall quote directly and not through Agents in India. Offers made by Indian Agents on behalf of their foreign principals will be rejected. Similarly offers from unsolicited bidders will be rejected. 8.0 Original signed offer should be submitted in sealed envelope. No offers should be sent by Telex, Cable, or Fax. Such offers will not be accepted. 9.0 Validity of the bid shall be minimum 180 days. Bids with lesser validity will be rejected Bids containing incorrect statement will be rejected Bids shall have no interlineation, erasures or overwriting except as necessary to correct the errors made by the bidder, in which case, such corrections shall be initiated by the person(s) signing the bid. 12 12 Page : 11/ a) Installation / Commissioning charges must be quoted separately on lumpsum basis which shall be considered for evaluation of the offers. These charges should include to and fro fares, boarding/lodging, local transport at Duliajan and other expenses of supplier s personnel during installation/commissioning. OIL may provide accommodation on Chargeable basis subject to availability. All Income, Service, Corporate Taxes etc. towards the services provided under installation / commissioning shall be borne by the supplier and will be deducted at source at the time of releasing the payment. Bidder should confirm about providing all these services in the Technical Bid. b) Pre-despatch/Shipment Inspection & Testing charges, if any, must be quoted separately on lumpsum basis which shall be considered for evaluation of the offers. The to and fro fares, boarding/lodging and other enroute expenses of OIL s Engineers shall be borne by OIL. Note : Bidders must categorically indicate the Installation / Commissioning, Predespatch/Shipment Inspection & Testing charges in their offers and must confirm the same in their Technical bids. Offers, without any quote for the Installation / Commissioning, Pre-despatch/Shipment Inspection & Testing charges, shall be loaded with the maximum charges received for the same against the tender for evaluation purposes. Moreover, if the bidder does not quote the Income, Service, Corporate taxes etc., the offer shall be loaded with the applicable rate of taxes for evaluation purposes Payment : Payment shall be released as follows: i) 80 % of the order value shall be paid against dispatch / shipment of the goods. ii) Balance 20 % of the order value along with the commissioning charges shall be paid after successful commissioning and acceptance of the Gen. Set by OIL. iv) OIL may also consider 100 % payment against shipment / despatch document provided bidders agree to pay the interest for 20 % of order value and also submit Bank Guarantee equivalent to 20 % of the order value in addition to the Performance Security of 10 %. Any offer not complying with the above shall be loaded at one percent above the prevailing Bank rate (CC rate) of State Bank of India for evaluation purpose. (II) BID EVALUATION CRITERIA (BEC) : The bids conforming to the specifications, terms and conditions stipulated in the enquiry and considered to be responsive after subjecting to the Bid Rejection Criteria will be considered for further evaluation as per the Bid Evaluation Criteria given below :

13 13 (A) TECHNICAL : Page : 12/ All the items as indicated in the material description of this tender should be offered. If any of the item not quoted by the bidder, the offer will not be considered for evaluation. (B) COMMERCIAL : 1.0 The evaluation of bids will be done as per the Price Schedule (SUMMARY) detailed vide Para 12.0 of BRC. 2.0 If there is any discrepancy between the unit price and the total price, the unit price will prevail and the total price shall be corrected.
