6 A GAS GENSET FOR IGL BHAWAN Green Power comments Please specify the details of the diesel gensets. Is warranty still valid for 180 KVA brand new gesnet? What is the warranty expiry date? Is 380 KVA cummins genset still operational? What are the operating hours and what was the last maintenance? The buyback price can be decided based on the detail input available. In clause 3.1, The schedule of supply is mentioned as 32 weeks. IGL to delete clause 3.3 We understand that the bidder must be manufacturer or authorized dealer /distributor of offer gas engine driven generator set We understand that the statutory variation of taxes and duties during invoicing shall be in IGL scope. IGL to confirm. Whether the bid to be uploaded on e-portal or to be submitted in hard copy? If it to be submitted in hard copy, then how many copies to be submitted? However storage and erection all risk and third party liability shall be taken by IGL and shall claim for any loss or damage during storage, erection, commissioning or trial run. We request IGL to take all risk insurance policy directly. Else contractor shall pay the premium for the all risk policy to be taken in IGL's name. However only IGL can claim during any loss or damage of material. IGL to clarify and confirm Whether IGL will pay customs duty on the imported Genset portion in case of Indian bidder or bidder have to pay customs duty. IGL to clarify. The title of ownership shall be passed on to the owner on the date of invoice legally. IGL to confirm We understand that the engine testing inspection shall be carried out at manufacturer's test bench. Whether to & Fro air fare, Boarding and Lodging,travel expenses etc shall be borne by IGL or by bidder?igl to clarify. We could not comprehend the necessity of registering with reserve bank of India for project execution. IGL to clarify. The statements are mutually contradictory. In clause 2.4 it is mentioned third party inspection agency shall be appointed by bidder. IGL to clarify whether Third party inspection agency to be appointed by bidder or by Owner (IGL)? IGL to specify which statutory approval are in bidder scope. Bidder can arrange Electrical Inspector approval, however legal fees to be paid by the Owner (IGL). IGL to confirm. In the SOR, there is no space to mention CIF value of imported item separately. IGL to clarify where to mention the CIF value Will customs duty be paid by IGL on imported portion of Indian bidder? What shall be the incoterm for Imported portion? IGL to clarify. Who shall pay the customs duty on imported portion in case of indian bidder? IGL to clarify. What document shall be provided by IGL for buy back of old Diesel gensets? In the SOR format, Excise duty and VAT / CST column is given. What shall Excise duty and CST on the old genset in IGL invoice? IGL to clarify

8 In case the commissioning is delayed due to reason not attributable to bidder, then what shall be the payment term for material supply? IGL to confirm. Also the supply payment term is too stringest. We request to consider 90% payment against dispatch documents and balance 10% after mechanical completion What shall be the amount of the fresh CPBG. We understand the amount shall be 10% of AMC order value only. IGL to confirm We understand the genset required output is p.f, at 48 deg C ambient. Will IGL accept High Sea Saales transaction for imported portion of the bid package? IGL to confirm. In Form F-4 A, Sales Tax against Form C is mentioned. IGL to clarify The bid package shall consist imported Genset portion. IGL to clarify what detail is required for high sea sales transaction IGL to clarify whether they shall do High Sea Sales Transaction or not. The statements are mutually contracictory. Gas Gensets should be housed either inside room or inside enclosure. IGL to clarify. We understand that CST on supply portion and VAT on service portion shall be applicable. There shall be no WCT. IGL to confirm Lean burn engines normally should have higher efficiency (typivally 38% or above) You have already mentioned world renowned make of gas gensets in the tender. However by mentioning 'or any make', you have left an opening for inducting any low performance, unreliable genset make. Please note that Gas genset is a sophiticated product, and supplier must have strong after sales support team and infrastructure, and must supply genuine spares parts. But still if you intend to induct any other make, then we suggest you to ask for credential of operating same engine/genset model for at least 8000 operating hours or at least 2 years at any site for any other make not specified by you. 100% step loading are not possible for any lean burn gas engine. Every gas engine has a specific loading curve for step load and loading of the genset to be done accordingly. IGL to confirm.

9 In SCC clause 18 (14), it is mentioned IGL will provide gas line upto the GAS GENSET. Every manufacturer has their own brand of engine control system. We request you to amend this as Engine control system as per manufacturer standard. Is this changeover required in addition to the GG incomer breaker? IGL to specify operation philisophy of automatic changeover with SLD. Whether the enclosure shall be portable container type or non portable enclosure type? IGL to confirm. By pass valve shall be modulating type controlled by engine control system. IGL to confirm AMC cost shall be calculated considering 30 operating Hrs per month maximum. IGL to confirm In case size of exhaust piping differs during detail engineering, whether IGL shall compensate for price difference? IGL to confirm. Raw water pumps are not applicable for Radiator cooled circuit. IGL to confirm. As per G.S.R 281 ( E ) notification dated from MOEF, all natural gas driven engine for genset application upto 800 KW rated capacity have to provide certficate Type Approval and Conformity of Production (COP) carried out by authorised agencies as mentioned in the G.S.R 281 ( E ) notification.
