1 Replies to Queries of the Bidders Date: SUB: Replies to queries of the bidders against Tender for Procurement of Natural Gas RPD & Turbine Meters with EVC for CGD Network of MNGL, Pune REF: Bid Document No. MNGL/C&P/ /67 dated Dear Sir, Following are the replies to queries of the bidders. Kindly note the same. Sl. Bidder s Query / Clarification No. 1 SOR (Page No. 92 of 93) Pl. confirm all the meters will be ordered in one LOT 2 Time Schedule (Page No. 2 of 92) TIME SCHEDULE : Within 12 (Twelve) weeks from the date of PO on FOT Site Basis. As the RPD Meter and Turbine meters are manufactured outside India and the transportation time is at least 4-6 weeks. We request MNGL to kindly consider Delivery period of week from the date of PO. 3 Clause No. 16 (Page No. 89 of 93) Pl. accept F To F distance of G650 meter as 406 mm. As the same is also there in EN and we supply as 406 MM 4 Clause No. 16 (Page No. 89 of 93) Pl. confirm G1000 meters required in 8" size and not 6" size. We can also offer 6" Meter 5 Clause No. 17 ( III) (Page No. 90 of 93) Pl. confirm the calibration points are Qmin, 0.2 Qmax and Qmax. 6 Clause No. 17 (V) (Page No. 90 of 93) We have communicated with Legal Metrology and they are not in position to do stamping of the Gas meters. Pl. remove this clause of stamping. MNGL Reply Please refer Cl. No. 4.0 Evaluation & award of contract criteria of Annexure I to IFB & Note 1 to SOR. All the meters will be ordered in one LOT as per the evaluation criteria. For RPD Meters, Tender condition prevails. For Turbine Meter : Within 18 (Eighteen) weeks from the date of PO on FOT Site Basis. G1000 meter is of size 8" Qmin, 0.2Qmax, 0.5 Qmax & Qmax calibration required Legal Metrology Stamping not required Page 1 of 8

Rangeability : 1:200 Standard rangeability comes as below, which is accepted to all CGD's Like IGL MGL Kindy accept the same below The RPD Gas Meter shall have min. following performance rangeability: DN50 G25 1:100 DN80 G160 1:160 DN100 G250 1:160 DN100 G400 1:160 DN150 G650 1:160 8 Technical Specification (Scope of Work) Point 17 on 3 point calibration Qmin, 0.2 Qmax & qmax are required for all meters As per OIML and EN12480 standards calibration point must be as per EN CLAUSE NO Table-4 and Qt must be as per CLAUSE NO Kindly confirm the requirement of calibration point. 9 Technical Specification (Scope of Work) Point 17 on All RPD meter should come with Legal Metrology stamping We understand that RPD meter must witness and sealed by weights and Measurement department with department seal by department person. Kindly confirm that our understanding is correct. 10 Technical Specification (Scope of Work) Point 17 on Fittings such as nut, bolt and gaskets are required for all meters We understand that only below Accessories is required kindly confirm:- 1. Studs with bolt and washers 2. 3 We understand that meter supplied with EVC, however EVC mounting accessories will be the part of supply. Kindly confirm. If any additional accessories is required like IR cable etc. please confirm 12 Design Pressure Max19Bar(g)-150#(ANSI150) Please confirm the requirement of MAOP (Maximum Allowable Operating Pressure) for RPD Meters 19.3BarA 13 Flow Restrictor Please confirm the Supply of Restriction Orifice Plate is in Meter supplier scope 14 EVC We understand that the EVC Should be Separate & not integrated to RPD Meter for better interchangeability in case of failure of either RPD Meter or EVC. 15 EVC We understand MNGL required separate port for Remote Communication through RS 232 & Local communication with Laptop in EVC, kindly confirm our understanding is correct 16 ATEX approval, for hazardous installation Please confirm the Requirement of ATEX approval for RPD Meters, Turbine Meters & EVC 17 Calibrated to meet accuracy (with gear adjustment of + 0.1%). Vendor shall furnish the documentary proof in support thereof. Please elaborate this Requirement 18 Rangeability - 1:200 for RPD Meters Rangeability of the RPD Meter depends upon the distance between the Impellers & Meter Body, smaller the distance provides better rangeability but the chances of meter blockage increases with minor dust. Kindly confirm the acceptance of Rangeability as below: G25-1:160 G160-1:160 G250-1:160 G400-1:160 The requirement of MAOP (Maximum Allowable Operating Pressure) for RPD Meter shall be as per ANSI 150. Not Required Yes RS485 modbus communication protocol. No encryption/password lock for communication. ATEX approval required This accuracy is for mechanical counter, wherein error acceptable is limited to ±0.1% The RPD Gas Meter shall have min. following performance rangeability: Page 3 of 8

4 19 RPD Meter G650 Please confirm the acceptance of G650 RPD Meter in Ductile Iron Body with Flange to Flange Distance of 450mm 20 Turbine Meter Please confirm the acceptance of G1000 Turbine Meter in Ductile Iron Body with following specifications. DN Size Rangeability - 1:20 Flange to Flange Distance - 450mm 21 EN Certificate for Turbine Meter Please confirm the requirement of Type Examination Certificate as per EN for Turbine Meters. 22 Delivery for Turbine Meters Please provide the delivery schedule of at least 18 weeks for Turbine Meters. 23 RPD Meter Technical Rangeability Please accept rangeability of meter as mentioned below : 2" G-25, 1:40 3" G-160, 1:160 6" G-650,1:100 8 " G-1000,1: RPD/Turbine Meter Technical Pulse output We understand that 1 No. LF is required with each meter. 25 RPD Meter Technical Weight and measure stamp We understand that weight & measure stamping is not required on meter 26 RPD Meter Technical Face to Face Dimension Please acept Face to face dimension as : DN 150 F TO F : 450 mm DN 200 F TO F : 600 mm Aluminium casing body is required for avoiding rusting. For RPD Meter G25 it shall be 1:100 For RPD G160 to G650 it shall be 1:160 For RPD G1000 it shall be 1:80 34 TECHNICAL SPECIFICATION (SCOPE OF WORK) 17. All meters shall include following items: i) All meters are required with EVC DN200 ANSI 150 LF Pulser encoder, externally mounted sensors, LCD display with configuration buttons, Modbus communication access without encryption / password for remote link. ATEX approval for installation in hazardous zones, Optical port for communication, External power supply/autonomous provision, Max Error <0.5%,IP65 or higher, Operating Temp C. Nut, bolts, gaskets, meter oil for each meter. 6 Please provide EVC specifications and confirm the accessories required for EVC. 35 TECHNICAL SPECIFICATION (SCOPE OF WORK) Page 88 of 93 to Page 89 of 93 & 11. Calibration: The RPD meter shall be calibrated with air at atmospheric condition and shall meet the Range ability, Linearity and Repeatability requirements of the Purchase Requisition. The calibration certificate shall be issued and duly signed by any NAB Laccredited agency authorized to carry out calibration of such flow meters. The calibration has to be carried out at flow rates as defined below: 0.05Qmax, 0.15 Qmax, 0.25 Qmax, 0.40 Qmax, 0.70Qmax and Qmax. without encryption / password for remote link. ATEX approval for installation in hazardous zones, Optical port for communication, External power supply/autonomous provision, Max Error <0.5%,IP65 or higher, Operating Temp C. Qmin, 0.2Qmax, 0.5 Qmax & Qmax calibration required 17. All meters shall include following items: iii) 3 point calibration Qmin, 0.2Qmax & Qmax are required for all meters Please confirm calibration points to be consider for RPD meters and for Turbine Meters. 36 TECHNICAL SPECIFICATION (SCOPE OF WORK) 17. All meters shall include following items: v) All RPD meters should come with Legal Metrology stamping. Legal Metrology Stamping not required Please clarify whether RPD meters are required to be stamped & sealed by W&M Legal Metrology, Government of India or only W&M Legal Metrology approval required for RPD meter to be offered. 37 SECTION VI MATERIAL REQUISITION & TECHNICAL SPECIFICATION (SCOPE OF WORK) Page 87 of 93 TURBINE METER WITH EVC G1000 Turbine Meter Working Pressure 1 to 4 bar (g) DN 200, Rangeability of 1:20 or more, F2F distance 600 mm We request you to provide technical specification /datasheet for Turbine meter & EVC Page 6 of 8

7 BEC Technical (Page No.: 6 of 92) The Bidder must have manufactured & supplied from his own production facility a minimum of 50% of the quoted quantities as per requirement in Material Requisition to an established natural gas distribution company in India, in any of last 5 years reckoned from the bid due date and necessarily submit the copies of Purchase Order & Inspection Release Note / Completion certificate for the supplied Gas Meters as on bid due date. Tender condition prevails. However higher size supply of meter shall be acceptable for meeting the criteria. We understand that minimum of 50% of the quoted quantities as per requirement in Material Requisition to an established natural gas distribution company in India or any part of world will be acceptable. We request MNGL to kindly confirm the same. Also we understand that particular size of meter or higher shall be acceptable. Please confirm. 39 TPI (Page No. 84 of 93) Inspection agency for imported items: Third Party inspection charges shall be included by Foreign Bidder in the CIF rate & inspection shall be carried out from Third party inspection agency approved by MNGL. Following is the list of Third Party Inspection Agencies approved for carrying out inspection. We understand that if the meters are imported then, the Third Party Inspection must be conducted at the manufacturing facility itself. Please confirm 40 Technical Specification Point No. 13 (Page No. 89 of 93) 13. The RPD Gas meter shall have min. following performance: i) Range ability: 1:200 Acceptable Please note that the maximum rangeability available for RPD Meter is 1:160 for higher ranges. However for Smaller sizes the rangeability is much lesser. We give below the rangeability available for various sizes: Page 7 of 8

F2F distance is 600 mm Face to Face distance for 8" meter is 600 mm. We request MNGL to kindly confirm the same. 42 Technical Specification Point No. 17 Point No. ii (Page No. 90 of 93) ii) One No. of LF pulser required We understand that for RPD Meter one no. of LF Pulser is required. We request MNGL to kindly confirm the same. 43 Requirement of Turbine Meter (Page No. 89 of 93) We request MNGL to please provide the technical specification of Turbine Meter. 44 Requirement of EVC (Page No. 89 of 93) We request MNGL to please provide the technical specification of EVC.
