2 1. BOXING FEDERATION OF INDIA a) Boxing Federation of India (BFI) is the National Federation for the sport of Boxing in India. It was established in 2016 and recognized by the Government of India (Ministry of Youth Affairs & Sports, Department of Sports), the Indian Olympic Association and the International Boxing Association (AIBA). Since its very inception, the BFI has made rapid strides for improvement of the sport of boxing focusing on the core development of the sport at grass root level. By strategic planning and professional management, the BFI has been able to make a mark in the international arena. b) The present RFP relates to organization of AIBA Women s World Boxing Championship, 2018 to be held at New Delhi. 2. AIBA WOMEN S WORLD BOXING CHAMPIONSHIP, NEW DELHI, 2018 a) The AIBA Women's World Boxing Championships is biennial amateur boxing competition organized by the International Boxing Association (AIBA). Alongside the Olympic boxing program, it is the highest level of competition for the sport in the women s category. b) This underlines the fact that the arrangements are to be done as per international standards befitting a World Championship. 3. PRESENT RFP IS FOR HIRING DIESEL GENERATOR (DG) SETS. The detailed scope of work for the present RFP may please be seen in Annexure-A. The BOQs are mentioned in Annexure-B. The event schedule (timelines) is mentioned in Annexure-C. 4. Bidding process: a) Any company or consortium, who have provided such DG sets to events of national/international standards during the last three years may bid for this RFP. b) The bidder should not have been blacklisted by any agency during the last three years. c) The bidder should have all necessary clearances, if any required, from respective government agencies.

3 d) The bidder should have all required statutory documents in respect of registration of company/organization with the government agencies, income tax, service tax and GST registration and clearances and that the bidder should not have been defaulter on any account. e) Double bid system Technical Bid and Commercial Bid system will be adopted. On the date of opening, the Technical Bid will be opened and evaluated. The Commercial Bid of only shortlisted bidders will be opened. f) Decision of the BFI in respect of the above matter will be final. There will be no appeal against the decision of the BFI. g) The Technical Bid should not contain any price information that will be mentioned in the Commercial Bid. h) The bidders will make three envelopes (1) Technical Bid, (2) Commercial Bid and (3) the envelope containing the Bank Drafts for Tender Processing Fee and Bid Security. All these three envelopes will be properly closed and sealed and then these three envelopes will be put in another cover superscribing RFP for HIRING DIESEL GENERATOR (DG) SETS for AIBA Women s World Boxing Championship, New Delhi 2018 to be deposited at the Office of BFI, Gurgaon by the scheduled date and time. i) After a decision is taken and communicated to the successful bidder, they will submit letter of acceptance and start execution of the order. j) Bidders may download the Bidding Documents from the web site- Bidders shall ensure that their Bids, complete in all respect should be sent via Hard Copy and electronically in PDF format via (technical.wwbcdelhi@gmail.com ) before the Bid Submission End Date as mentioned above. 5. Tender Processing Fee & Bid Security a) Tender processing fee is a non-refundable fee of Rs.5,000/- (Rupees five thousand only) to be deposited in the form of a bank draft payable to Boxing Federation of India at New Delhi. b) Bid Security amount is Rs.25,000 /-(Rupees Twenty Five Thousand only) to be deposited in the form of irrevocable bank draft payable to Boxing Federation of India at New Delhi. The Bid Security amount of the unsuccessful bidders will be refunded after award of work and acceptance of the work by the successful bidder(s). This amount will not earn any interest. For successful bidder, it will be released on completion of supply to the satisfaction of BFI.

4 c) BFI reserves the right to reject any/all the bids without assigning any reason thereof and in that eventuality the Bid Security amount will be refunded to the bidders within four weeks. d) In the eventuality of the successful bidder not accepting the contract in the stipulated date, the Bid Security amount deposited by him will be forfeited. e) No bid will be accepted through Technical Bid Format a) Name of the Company/Consortium: b) Date of incorporation of the Company etc: c) Registration Number of (a) above: d) PAN Number of (a) above: e) Service Tax/GST Registration No: f) Min turnover 1cr for 3 years: g) Should have executed projects of a similar size and nature in Sports (Experience) Minimum 5 events: h) Diesel Generator (DG) Work Experiences min 3 years: i) Date since when providing services as in Annexure-A of RFP: j) The bidder should have access or possession of 100% (with same ratings as mentioned in RFP) of the total number of generators required for host Venue New Delhi and all should be in good working condition not older than 2 years. All the DG Sets should have a sealed Calibrated Energy Meter and Running hours meter and must be compliant with the latest CPCB Norms (also known as CPCB II Norms) and as per guidelines of the Honorable Supreme Court. For the DG Sets that are owned by the Bidder, copy of purchase order DG ratings required (as per the RFP) or bills of the generators purchased clearly indicating the make, quantity, ratings and date of purchase to be provided. For the DG Sets that the Bidder has access to through existing rental agreements, a copy of the agreements clearly indicating the make, quantity and date of purchase to

5 be provided. The Bidder should also provide the invoice of the DG Sets as specified in Annexure A-1 of this document. Certification for compliance with CPCB II norms. k) The Bidder must have the capacity to fuel and refuel of the DG Sets in New Delhi. Letter of undertaking from a fuel provider or an authorized local fuel station in New Delhi establishing that they will provide the fuel for fueling and refueling for the Bidder. l) Turnover and portion of turnover on supply of DG sets in Annexure-A: Year April, 2018 till date Total Turnover of the Company / Consortium (In INR) Amount of business handled in respect of the DG sets in Annexure-A (In INR) In support of claims in (b) to (k) above documentary proof must be attached along with certificates from the organizations to whom the DG sets were supplied must be attached. In respect of turnovers, the audited balance sheet or certificate from the Chartered Accountant/Auditor should be attached. Copies of registration certificate, PAN, tax registration, GST registration and other related document need to be attached. m) The bidder should have qualified and experienced staff to undertake the operations and maintenance of generators during the period of operations of the event (tournament). n) Detailed technical specification of all items of DG Sets mentioned in paras of Annexure - A 7. Commercial Bid Format: The bidder shall indicate detailed pricing as per Scope of Work/BOQ/Timelines in the Annexure-A, B & C. Grand Total must be mentioned in words Rupees only. 8. Terms of Payment:

6 a) 25% of the total cost (excluding taxes) will be released as mobilization advance after the award of work is accepted on production of irrevocable bank guarantee of equivalent amount. Validity of B.G. should be till 16 th December, b) Rest of the amount plus all taxes will be released after 15 days of completion of the games and on production of all bills subject to the satisfaction of the BFI. 9. Dispute resolution a) Before award of work, there will be no dispute and the decision of BFI will be final. b) After award of work, all disputes will be resolved amicably by mutual consultation. c) In case, still disputes remain, it will be decided by Arbitration and in such eventuality the Arbitrator will be appointed by the BFI. d) The Arbitration Proceedings will be carried on as per the provisions of Indian Arbitration Act and will be governed by laws of India. e) In case of litigation, it will be subject to the jurisdiction of the Courts of Delhi. 10. Force Majeure In case of Force Majeure, as is normally understood as per Indian Law, if the Championship does not take place after award of work, the contractor and the BFI will mutually decide on the liabilities undertaken till the stage of such declaration of abandonment of the championship. If disputes still persist, it will be resolved as mentioned in para 9 above. 11. Savings a) BFI reserves the right to vary the terms and conditions, scope of work, BOQs mentioned above at any time for operational reasons without assigning any reason.

7 b) If after award of work BFI is convinced that the contractor is not fulfilling the contractual terms or is not supplying DG sets as per specification or as per satisfaction of BFI or if adequate progress of work is not there, the BFI reserves the right to terminate the contract without any further notice and assign the work or the rest of the work to another bidder/vendor at the cost of the contractor. 8 Annexure-A I. SCOPE OF WORK FOR HIRING DIESEL GENERATOR (DG) SETS I.1. I.2. I.3. I.4. Supply, Installation, Testing, Commissioning, Maintenance/Upkeep, Wiring/Cabling, Operations and Dismantling/ Removal of D G Sets on hire/rental basis at K D Jadhav stadium inside IG Stadium Complex. The wiring/cabling should be complete from source to destination as per the requirement. The DG Set supplied should be in factory fabricated Sound proof acoustic enclosure with canopy along with Synchronization Panel. The noise levels should not exceed 75db at 1meter. The DG Sets should have protection indicators for over voltage, under voltage, over load short circuit and over speed. The D G Sets should have the following features and should be conforming to relevant I.S. specification as per pollution control norms of respective host States and Govt. of India.(Norm 1V): ACB/MCCB 4P, of required capacity with overload and short-circuit protection and earth fault protection. (required microprocessor base) Voltmeter and Ammeter with selector switch KW/PF/KWH/Frequency meters Indicating lamps (Load On and Set Running) Bus bars of suitable capacity for termination of incoming and outgoing cables. Copper cable with min length 25mtrs. The Service Provider will provide operators for operating and maintaining the DG sets on 24X7 basis after the successful installation of the DG Sets as per the project timelines. Auto synchronizing/ breaker control panels should be of reputed make/ brand like Kirloskar Green, Greaves, Cummins India, Mahindra, Ashok Leyland.

9 I.5. I.6. Supply & installation of accessories like cables, change-over switches, AMF/ Synchronizing Panel, earth pits & strips etc. for supplying generator power to a point in Stadium s premises. The quoted rate should be inclusive of Panel and suitable size for existing cable connection. All costs for loading, un loading, transport, shifting, Fuel complying with Local Government Regulations, Maintenance and Servicing of the Generating Set including the cost of spare parts, periodical replacement as recommended by Authority representative and topping up of Mobil oil etc. are to be borne by the Service Provider. I.7. I.8. I.9. The Service Provider should always maintain the DG sets in satisfactory running condition for supplying emergency power for a load at least 90% of the capacity. The Service Provider shall ensure that adequate fuel is available to run the generator at all time. The Service Provider will plan for obtaining the permission from statutory authorities towards installation and operation of D. G. set at its own cost. I.10. The venue have some existing DG Sets as well which may be used during the tournament and need to be operated & synchronized, Fuel by the Service Provider. I.11. The vendor be required to dismantle the components of D.G. sets and re- assemble those components in identified location of the stadium s premises for the purpose relocation i.e. installation & commissioning of generating set, if required for which no extra charges will be paid by the client.
