1 DETAILED NOTICE INVITING TENDER WEST BENGAL STATE ELECTRICITY TRANSMISSION COMPANY LIMITED (A Govt of West Bengal Enterprise) CHIEF ENGINEER (PROCUREMENT), VIDYUT BHAVAN NOTICE INVITING TENDERS For CONSTRUCTION OF 400/220 KV SUBSTATION AT GOKARNA, DISTRICT-MURSHIDABAD, CONSTRUCTION OF 220 KV TRANSFORMER BAY AT GOKARNA 220 KV S/S AND 220 KV FEEDER BAYS AT KRISHNANAGAR 220 KV S/S (Package-19) [Domestic Competitive Bidding] 1.0 West Bengal State Electricity Transmission Company Limited herein referred to as WBSETCL invites sealed bids through Domestic Competitive Bidding(DCB) from eligible bidders for design, engineering, civil construction, supply & delivery (Power Transformers and Bus Reactor are not to be supplied by the bidder), erection, testing and commissioning including transportation & insurance, storage in respect of Gokarna 400/220 KV substation and construction of Transformer Bay at existing Gokarna 220 KV sub-station and 220 KV Feeder bays at existing Krishnanagar 220 KV substation and their associated works as defined in the bid document on Turn-key Basis against NIT No. CE (Procurement)/ WBSETCL/ TransProject/Sub-Stn/Package19 (Gokarna)/ /07 Dated as per the scope of work mentioned hereinafter. 2.0 SCOPE OF WORK The brief scope of work is as under: The work covered under this package is for construction of SUBSTATION & BAYS on Turn-Key basis at different locations as briefed below: 1 400/220 KV substation at Gokarna, along with PLCC & Fiber Optical Telecommunication works. The linking substations for establishment of telecommunication are at Sagardighi 400 KV Substation, existing Gokarna 220 KV substation and existing Krishnanagar 220 KV in the District of Murshidabad and Nadia. 2 Construction of 1 number 160 MVA 220/132 KV

2 3 Transformer Bay & its associated Works at existing Gokarna 220/132 KV SS Construction of 2 number 220 KV Feeder Bays & its associated Works at existing Krishnanagar 220/132 KV SS This also includes the following but not limited to: Preparation of Sub-station layout, detailed engineering, supply & delivery of all Sub-stations structures including equipment structures, associated outdoor equipments conforming to technical specification and as per Schedule, civil foundations, Control Room building, utility buildings/quarters etc as applicable as furnished in the Bid document and other civil works etc along with erection, testing and commissioning of substation in all respects including Power Line Optical Fiber Carrier Communication through 400 KV lines. 3 Service Transformer GOKARNA 220/132 KV Construction of 1 number 160 MVA 220/132 KV Transformer Bay & its associated Works at Gokarna 220/132 KV SS as per Schedule of Works Existing 08 Months LOA KRISHNANA GAR 220/132 KV Construction of 2 number Gokarna 220 KV Feeder Bays & their associated Works at Krishnanagar 220/132 KV SS as per Schedule of Works 4 19 (i) The above scope shall also include supply, delivery, erection, testing and commissioning of PLCC works & Fiber Optical Telecommunication works at linking substation of Sagardighi 400 KV Substation, existing Gokarna 220 KV substation and existing Krishnanagar 220 KV in the District of Murshidabad and Nadia. A complete set of bidding documents may be purchased by any interested bidder on submission of a written application along with credentials and payment (non-refundable) of the cost of the bidding documents as mentioned above in the form of a Demand Draft/Pay Order/Banker s Cheque drawn in favour of WEST BENGAL STATE ELECTRICITY TRANSMISSION COMPANY LIMITED from any scheduled bank payable at Kolkata. Issuance of bidding documents shall not automatically construe that the bidder fulfils the Qualifying Requirements which shall be determined during bid evaluation based on data/documents submitted by the bidder 5.0 All bids must be accompanied by bid security for an amount of Rs 2.70 Crore [Rupees Two Crore Seventy Lakh only] in the form of Demand Draft /Pay order /banker s Cheque/ Bank Guarantee and shall remain valid for a period of 240 days date of opening of Bids with a claim period of another 90 days thereafter. Bids not accompanied with an acceptable bid security as specified in bidding documents, in a separate cover or bids accompanied with bid security of inadequate value shall be rejected by the WBSETCL and in such cases bids shall be returned to the bidders unopened 6.0 Qualifying Requirement for bidders: In addition to the requirements stipulated under Section, Instruction to Bidders (ITB), the following shall also apply: a) Technical qualification : i) The bidder, must have independently and successfully erected, tested and commissioned on supply cum erection basis at least one 400 KV or higher KV Class Air Insulated sub-station under Turnkey contract in India, including complete design and engineering (both electrical and civil), having at least 6 (six) nos. 400 KV or higher KV class circuit breaker terminal bays within last 10 (ten) calendar years, with or without supply of Power Transformers, date of NIT and which must be in successful operation for 2 (two) years as on the date of NIT (to be supported by successful performance and operation certificate for minimum two years as on the date of NIT). ii) The bidder should submit history of past supply, client s certificate in support of satisfactory operation of 400 KV or above KV class air insulated substation meeting the criteria as mentioned in a (i) above. b) Personnel Capability

5 i) The bidder must have full-fledged set up and experience for executing similar turnkey contracts in power sector. Proposed engineering and technical set up to be deployed during execution shall be furnished along with the offer. Project Management team shall be headed by a Project Manager (Engineering Graduate) with at least 10(ten) years experience in execution of such contract of comparable nature. He shall be stationed at work site. Financial i) In order to qualify for this package, the bidder must be having Financial Net Worth at the end of last financial year not less than Rs 27.0 Crore (Rupees Twenty Seven Crore only). ii) Average Annual Turnover during last three financial years shall not be less than Rs 95.0 Crore (Rupees Ninety Five Crore only). 7.0 WBSETCL reserves the right to accept or reject any bid partly or fully or cancel the bidding without assigning any reasons thereof and in such case no bidder/ intending bidder shall have any claim arising out of such action. 8.0 Address for Communication : The Chief Engineer,Procurement Department,10 th.
