The experience and skill of contractor workers/supervisor are clearly necessary to conduct all work lots and please refer to the mendment of ITB of Section 3b, Terms of Reference for the qualification of required personnel Remote Monitoring Development LOT 3 ( Components and services Works Table) - Item 9 RTU with RTU (Data cquisition) for Wind Turbine Generator: Industrial Ethernet Remote I/O, min. 4-channel I Differential Inputs (0-10VDC, 0/4-20m), min. 4-channel DI, min. 4-channel configurable DI/DO, Modbus/TCP, aux. 24VDC, Moxa iologik E1242. Please confirm if the signal coming from the WinTurbine CP will be hardwired to the I/DI module of the LOT 3 or it will be using Modbus TCP/IP to copy signal coming from WindTurbine, if yes then what will be the use of the I/DI/DO module in the LOT3 The data acquisition will be hardwired directly to sensors/controller The component in the LOT 3 are powered in 24Vdc, please confirm from where the 220Vac/ 24VDC will be provided to supply CP LOT3 Page 1 of 6

2 Vdc is supplied from 24V storage battery + battery charger. 220Vac for battery charger is supplied from available PLN grid Can we have copy of the architecture system.( the one showed during the pre bid meeting ) Please refer to the ttachment I of this uestion and nswer Hybrid Control System Development LOT 4. The component in the LOT 4 are powered in 24Vdc, please confirm from where the 220Vac/ 24VDC will be provided to supply CP LOT4. ( as we can t find transformer C/ DC in the item list ) Same as previous answer of LOT 3, 24Vdc from storage battery+charger. 220Vac from PLN grid. Regarding the load sharing function, how UNDP intend to develop the functional analysis of the LS with the contractor. This question is essential to estimate the workload for the conception of the system Genset Loadsharing system has a function to compensate the fluctuation power of RE generators. The control algorithm should be developed based on that function, and UNDP shall provide the control algorithm for this purpose upon issuance of contract UNDP to confirmed to provide area near the project site for bidder warehouse, camp, site office, and disposal material Before installation material can be stored in PLTD Nusa Penida office, and for disposal material can take place in PLN warehouse for disposal material. Camp, if you are referring to a place for the workers to stay over nights, UNDP will not provide any area near the project site and it should be the responsibility of the selected contractor. s for the site office, you may use the empty area inside the project site. UNDP to confirmed that all necessary formalities, licenses, and permit for bidder to work, to ship and transport material/personnel has been acquired UNDP shall provide supporting document for relevant permits that relate to the require service or distribution of relevant equipment/material UNDP to confirmed that all equipment outside the scope of project are in good condition and operable Selected bidder(s) should propose a written suggestion in case of found any inoperable part(s) UNDP to confirmed to provide heavy equipment and lifting equipment for the bidder to complete the job No heavy equipment will be provided by UNDP and it should be the responsibility of the bidder(s) as needed. The Minutes of Meeting during site visit / survey available in the UNDP Global Website under the tender reference number of this ITB Bidders cannot access top of the turbine tower due to not available safety facility on the tower ladder The top of the turbine tower was accessible and the safety facility was also available e.g. harness / safety belt and in fact there was a bidder who climbed the tower to access the top turbine tower. 5 mendment and During the site visit UNDP explains to the bidder that turbine generator need to be repair on site by dismantling on the top of the tower, there is hazard and risk to do that considering point no 2 Bidders may provide hoisting equipment and do any necessary installation and service on ground and then lift back to the top of the tower for the reinstallation Control panel room at turbine and solar facility are in poor condition where cracks and waterleak spotted The Control panel room will be renovated to ensure that all equipment upon revitalization will be maintained in good room condition Could we propose that the amount of performance security is 5% of the total contract amount, considering that it is a revitalization project which may have less fabrication stages and components, and lower level of difficulty than an onshore fabrication project thus having lower contract amount. s set out in the tender document ITB/UNDP/EU-WHYPGEN/002/2015, the performance security remain 10% Could we determine contract effectivity upon the day of kick-off meeting. Therefore we propose that contract effectivity shall be on the day of such kick-off meeting. s set out in the tender document point 34 of data sheet, the contract effectivity is upon receipt of Performance Bond in addition to Purchase Order/Contract and kick-off meeting could be provided without site visit Could we provide security and guarantee from Indonesian banks, which would follow their bank forms. The selected bidder(s) should share the guarantee form first prior issuance any security and guarantee form Payment, could we propose to add 2.5: UNDP recognizes and acknowledges that given the nature of Supplier s business and operations, a delay of payment lapsing the required period as set out in 2.1, would grant the Supplier to recover an amount equal to 0.1% of the contract value for each day, up to a maximum of 5% of the contract value. UNDP shall pay the Supplier s invoice for the delay penalty as stated in this clause within 30 days upon receipt, which shall not be unreasonably withheld. It is recommended not to revise the general terms and conditions.
