1 Basalt Cmmunity Develpment Update March 13, 2015 Status f Develpments and Develpment Applicatins: SH 82/Basalt Avenue Underpass Site Plan and ESA Fldplain Review. The P&Z reviewed the applicatin and prvided their apprval n March 3 rd the Cuncil is scheduled t review the applicatin n March 24 and April 28 th. RMI Develpment Cnstructin t build the Innvatin Center is underway. Raring Frk Cnservancy July 22 Cuncil apprved extensin f vested rights and predevelpment agreement. Applicant preparing Applicatin t amend plan; The Plat has been recrded t slightly enlarge site. Raring Frk Club The cnstructin t cnvert administratin building t a single family huse is underway. The Waterman Driveway Applicatin fr minr subdivisin and Slpe Review t create a new access t Lt C f the Waterman Prperty was apprved n 2 nd reading by the Twn Cuncil n Octber 14th. The Applicant amended its applicatin fr the Waterman Additin t the Raring Frk Club t include five cabins. The Applicant requested that the applicatin be cntinued t the P&Z meeting f March 17 th. The Raring Frk Club received an extensin f the sketch plan apprval fr the RFC Arbaney/Kittle Additin. The Applicant has nw advised that they are nw again seeking the deannexatin and annexatin f prperty and are wrking n an amended applicatin. The Cuncil tk actin at its meeting n January 27 th and amended the pre-develpment agreement it apprved earlier in Nvember f 2014 and started the annexatin prcess by apprving a Reslutin stating that the applicatin was in substantial cmpliance with the requirements f State Law and set the Eligibility Hearing fr its Cuncil meeting n March 24 th. The Club submitted an applicatin fr a determinatin by the P&Z f their parking requirements assciated with a prpsed parking lt by the sixth T-bx behind the existing parking shed n the suth side f the highway. That Applicatin is scheduled fr P&Z review n April 7 th. Real America Affrdable Husing The 2 nd Reading n the Amendment t the apprval rdinance t address cnstructin financing is being recmmended by Staff t be cntinued until the rdinance apprving the cntract fr the Twn s purchase f units is ready t be apprved by the Cuncil. The Applicant recently advised that they will be seeking tax credits and supprt frm the Twn f Basalt. Hagman Little Snell Amendment An applicatin t cnvert tw ffice units t a residential unit was apprved by the Cuncil at 2 nd reading n scheduled fr January 13 th. Willits Twn Center The cnstructin f the htel is well underway. The Twn and Staff are wrking n cnslidating the apprval dcuments t reflect recent apprvals as required when the Cuncil apprved the htel plan. The affrdable husing prpsed fr Blck 7 was reviewed by BACH. The develper will be starting the plat filing prcess sn in rder t btain a building permit by this fall. The develper and Twn staffs are discussing sme amendments t the PUD. Staff is scheduling a Wrksessin with the Twn Cuncil in the near future fr the changes t be prcessed this year. Wilds PUD Amendment The Cuncil apprved the Wilds PUD amendment n 2 nd reading n Octber 28 th. 801 Pinin Drive Annexatin Cuncil apprved the Reslutin establishing Annexatin Eligibility Hearing date n Octber 14 th. Cntinuing Care Retirement Cmmunity The Applicant has until July 20, 2015 t recrd certain dcuments assciated with the Apprval. Eagle Cunty The Twn Cuncil submitted initial cmments n the Tree Farm Applicatin.

2 Cnt. Lwe Pre-Applicatin Discussins the presentatins and Twn discussins fr the Basalt River Parcel (previusly referred t as the CDC parcel r the Pan and Frk MHP) have begun. Lwe Enterprises presented their ideas fr the Riverfrnt Parcel n March 10 th. The vide f that presentatin shuld be up n the Our Twn website shrtly. On March 12 th a public pen huse was held at Twn Hall. The Cuncil is again scheduled t discuss the Applicatin n Tuesday, April 14 th at the Basalt Reginal Library. That meeting is scheduled t begin at 5:30 pm. Submitting Cmments n the Lwe Enterprises Cncept Plans. A successful and mving grund breaking ceremny fr the Habitat Huse with the Dry Family was held n March 10 th. See picture belw. EPS presented the Husing Needs Assessment at the Cuncil Wrksessin n March 10 th. BACH is wrking n identifying, evaluating and priritizing ther Husing sites fr affrdable husing. BACH reviewed the design fr the Habitat Huse and made recmmendatins n changes t the Twn s R-4 MD District at their January 22 nd meeting.

3 POST and Park Planning Activities. Arbaney Park. The Cmmittee is wrking n Plans fr Arbaney Park. They met with representatives frm the Basalt Schls n February 11 th. Old Pnd Park. The Cmmittee reviewed changes t the Old Park Plan as part f the river restratin effrts at their meeting n January 21 st. Willits Triangle Park. Staff is mving frward with the imprvements t Triangle Park that were apprved by the Cuncil. CIP. POST is als wrking n their 10-year Capital Imprvement Plan. Ri Grande Trail Management Plan Lindsey Utter, Pitkin Cunty Open Space and Trails reviewed the draft Ri Grande Management Plan with the POST Cmmittee n March 4 th. the POST Cmmittee is drafting a letter with their referral cmments fr the Cuncil s cnsideratin n March 24 th. The final reprt can be fund n the webpage The 3000 ideas that were generated by the cmmunity were synthesized int 3 Alternative Site Plans. 57% f the vters preferred Site Plan Optin 2. The Twn Cuncil then adpted Reslutin N. 54, Series f 2014, which established a Dwntwn Area Advisry Cmmittee t help the Basalt Twn Cuncil determine plausible redevelpment scenaris fr the Our Twn Planning Area. The Twn Cuncil talked abut the next steps fr the Our Twn Planning effrt in a Wrksessin n Tuesday, January 13 th. The Cuncil apprved the next steps fr the Our Twn Planning prcess by apprving Reslutin N. 03, Series f 2015 n January 27 th. The P&Z started its discussin n February 3 rd and is examining the CSC zne district fr changes t make it mre applicable t the desires f the Twn.

4 Reslutin N. 03, Series f 2014 asked the Wyly t refine the prgram fr bringing arts int the Dwntwn. The Wyly presented ideas t the Twn Cuncil at a Wrksessin n February 10 th. Prvided n the fllwing page is the map presented by the Wyly fr the Our Twn Planning area.

5 Survey Husehlds within the Basalt Twn Limits Each husehld in the Twn f Basalt was permitted t submit a survey as part f the Our Twn Planning Prcess. In rder t get gd cverage the Twn hand delivered surveys t an area f Twn that is served by PO bxes. Results f the survey are n the website fr the prject Pan and Frk: Building and Develpment A higher percentage f respndents preferred sme type f buildings n the Pan and Frk Site (58.6% cmbined by building size and structured parking) than a park (39.1%). Respndents culd nly mark ne Pan and Frk: Uses Restaurants 34.7%; Retail 30.9%; Htel 28.7%; active park n buildings 26%; Perfrming Arts 21.4% Respndents culd mark mre than ne Lins Park 34.7% f Respndents preferred t keep it the way it is r with mdest imprvements; 14.6% wanted t remve Twn Hall and the Wyly and make it int a Park and 10% supprted remving the buildings and building a new Arts Center Clser t Dwntwn. Respndents culd nly mark ne. Arts 36% supprted making significant upgrades t public spaces with art installatins; 34.3% Supprted building new Perfrming Arts Center Dwntwn; 26.2% supprted building a new Wyly arts center; 25% indicated nne f the abve. Respndents culd mark mre than ne Clark s 32% f the respndents thught that any building size was k as lng as there was a grcery stre. Generally buildings the size f Riverside Plaza r larger were k (29.3%) Respndents culd nly mark ne. Remember we are nt trying t design by survey. The survey is a useful tl fr testing the acceptability f ideas at the time the survey was cnducted and what items cme t the frefrnt n what is imprtant t the residents f the Twn. Green Team: The tp tw prjects identified by the Green Team t wrk n were energy audits f Twn facilities and green building regulatins. Other prjects t be undertaken were prmting hmewner and business energy audits and retrfits, expediting the cnversin t LED fr Public Street Lights and the Reginal Water Cnservatin Plan. The Green Team had Wrksessin with the Cuncil n February 10th where they received psitive feedback abut prceeding with the Green Cde Amendments. The Green Team met n February 19th where they laid ut a tentative schedule and tasks fr adpting the Internatinal Green Cde. A subcmmittee f the Green Team will nw be meeting ver the next cuple mnths t draft the cde.

6 Sunday Market: Sunday Market is taking applicatins frm vendrs fr The market will take place Sunday, June 14, 2015 thrugh Sunday, September 27, 2015, a ttal f 16 markets with Hurs frm 10 AM t 2 PM. Fur Rivers Histrical Alliance: The secnd quarter meeting will be held at 9:30 a.m. n March 18th in Glenwd Springs at the Frntier Histrical Sciety Museum and the 4RHA annual meeting will be held in June at Ashcrft. Safe Rutes t Schl: The Twn received a $5,000 grant frm CDOT t establish a Safe Rutes t Schl Cmmunity Calitin. Susan, Denise and Chief Kntt are attending the Safe Rutes t Schl Kickff Meeting with representative frm the granting rganizatin, Basalt Elementary Schl, Basalt Middle Schl, Basalt Plice Dept., POST, and Partners in Educatin (PIE). This grup will be wrking tgether ver the next tw years t imprve sidewalk and trail cnnectins t the schls in rder t prmte walking and biking t schl and als t create safer alternatives fr student drp-ff and pickup fr thse students wh cannt take the bus r walk/bike t schl. The Cmmittee is wrking n CDOT s Bike and walk t schl day which will ccur n Wednesday, May 6 th.. Basalt Dwntwn Business Assciatin (BDBA): The BDBA cntinues t meet and all dwntwn businesses and cmmercial prperty wners are welcme t participate. The BDBA is wrking n their next tasks including marketing, funding, and events. Check ut the BDBA webpage at Their next membership meeting is scheduled fr March 9 th. 7 Basalt Dwntwn Business Assciatin Annual Reprt The BDBA cnvened and met weekly beginning Octber 2013 with a fcus n events/marketing, budget/fundraising, and membership. In April 2014, the general membership elected an executive bard, charged with apprving events and budget apprpriatin. Cmmittees cntinued t wrk n a mnthly basis thrugh year-end. The BDBA develped a website and weekly cmmunicatin specific t dwntwn events. Shayla Grves at design finch and Bill Simn f Symbin Design wrked extensively in creating these systems fr us. In Nvember 2013 and Nvember 2014, the BDBA had a bth at the Denver Ski and Snwbard Exp, ffering prmtins t the general public. Frm Octber 2013 thrugh Nvember 2014, the BDBA presented Mnstruck, a mnthly event designed t bring lcal residents and visitrs t the dwntwn area fr skating, music, and prmtins frm businesses. Mnstruck as a mnthly event has been discntinued at this time, primarily due t budgetary cncerns (pr return n dllars spent). The Twn f Basalt charged the BDBA with management f Marin s Park (frmer recycling area) and the Bandshell in Lins Park in exchange fr revenue frm space rental. Butch s Lbster Shack and Butch s Christmas Tree Lt were lcated in Marin s Park frm May 2014-January Cllabrating with Jayne Gttlieb Prductins, the BDBA presented entertainment at the Lins Park Bandshell and Tent, including the JGP Sund f Music and ther music venues. In August, the BDBA and the Chamber began t wrk n crdinated marketing effrts and t explre ways in which the tw rganizatins can wrk tgether. The BDBA partnered with the Twn f Basalt in welcming the PrCycle Bike Race t Tw Rivers Rad, prviding shirts, stickers, banners and hspitality fr the hme-twn crwd and cycling cmmunity. In December 2014, the BDBA partnered with the Chamber f Cmmerce and Twn f Basalt in crdinating the Dwntwn Tree Lighting, with Santa, sleigh rides, carling, ht cca and ckies and the Lins Club Wagn.
