2 IN THIS ISSUE: POSITIVE END IN 2016 FOR MOTORCYCLE MARKET NMDA EXHIBITING AT MOTORCYCLE TRADE EXPO 2017 TRAILBLAZER APPRENTICESHIP STANDARD UPDATE THE RISE OF E-BIKES ACROSS EUROPE BRITISH MOTORSPORT COULD END DUE TO NEW EU RULING LOCAL AUTHORITY POWERED TWO WHEELER PARKING POLICY APPEAL MOTORCYCLE SAFETY RECALLS NOVEMBER 2016 POSITIVE END IN 2016 FOR MOTORCYCLE MARKET As predicted, the deadline t register Eur 3 mdels created a surge in bike sales last mnth. Many f these machines registered came frm the 125cc categry and were purchased mstly by cmmuters as a frm f lw-priced reliable new transprt. A percentage f these mtrcycles will have been pre-registered by the dealers t find new wners in the first few mnths f In December, all sizes and mdels f pwer 2 wheelers registratins were up a massive 110.4%. The verall market achieved a credible 11.7% YTD increase cmpared t 2015 a ttal f 128,644 machines licenced in the highest figures fr seven years. The December bst in registratins has significantly lifted the year-t-date grwth frm arund 8% thrughut the remainder f the year. All pwer sectrs shwed significant grwth in December, but the highest increase f 165.4% and 101.3% came frm the cc and cc sectrs respectfully. It is wrth nting that nearly 40% f all new bikes sld came frm the cc pwer range. Whilst we welcme this bst t the market, it culd be shrt lived as many dealers will nw have registered stck in their shwrms t beat the mnth end deadline, and in turn they will be keen t discunt these mtrcycles t new custmers. This may suppress the market fr a shrt while. Lexmt was the leading manufacturer in December with 1620 units registered, fllwed by Hnda with 1070 units, and Yamaha with 574 units. Neither Hnda nr Yamaha wuld have been heavily stcked with ld Eur 3 prducts and will almst certainly regain their number 1 and 2 psitin in the market frm January. With a high level f registratins cming frm the less well established players like Herald, Keeway, Hysung and Lexmt in December, it is anticipated that the mre established brands culd nw have a better start t As we lk at the 2017 market, we shuld see a mre stable and traditinal envirnment fr January and February. TRAILBLAZER APPRENTICESHIP STANDARD UPDATE The next Trailblazer apprenticeship standard meeting is scheduled t take place n Wednesday 18 January at the Melia Whitehuse Htel, Lndn. We will be jined by ur new Department f Educatin Relatinship Manager, Mark Aberdein wh will advise us n the next stages f develpment fr this new mtrcycle apprenticeship standard. Fr further infrmatin and an agenda fr this meeting, please cntact Lindsey Bldwin at the IMI n lindseyb@theimi.rg.uk THE RISE OF E-BIKES ACROSS EUROPE In recent years there has been a surge in the ppularity f bicycles with electrnic mtrs t assist their users knwn as E-Bikes. These E-Bikes have prved exceptinally ppular in Eurpe. They are in the mst case pedelecs bikes which means they exactly resemble bicycles and the mtr nly kicks in when the rider is actually pedalling. Accrding t a reprt, in the Eurpean Unin, pedelecs means a bicycle with a mtr that nly functins n cnditin the cyclist pedals, whereas an e-bike refers t a bicycle with a mtr that functins by turning the thrttle, s irrespective f the cyclist pedalling. The EU brught in regulatin 168/2013 t gvern E-bikes. Currently the UK has experienced a bm in the appeal f cycling. This was driven by the likes f Sir Bradley Wiggin s histric Tur de France win, Chris Frme and Team Sky s cntinued success and the brilliant perfrmance f British cyclists at the 2012 Lndn and 2016 Ri Olympics. While the lng term impacts f these may be limited, with the trend in ttal bicycle sales vlumes nt shwing much change. Hwever, there is clear evidence f increased bicycle cmmuting, this is cncentrated in Lndn where nw there are ver 650,000 bicycle trips a day. The large UK bicycle market, UK placed behind nly German fr sales, at an enrmus 3.5 millin new bicycles sld. Hwever, Britain has struggled t keep up with the rest f the EU with its E-bike market grwth and legislatin. It was nly in 2015 that the DfT harmnised UK legislatin with EU E-bike cdes. Befre that they had been perating ff legislatin created in 1983 and wefully inadequate. Even with the 2015 update

4 they failed t make allwances fr the s called speed Pedelecs r S-pedelecs leaving them as mpeds. S - Pedelecs typically are able t assist t a max speed f 28mph, instead f the 15.5mph f a nrmal pedelecs. In testing they have fund that the average speed fr pedelecs users is nly 2km/h faster than nrmal cyclists. A large part f the pedelecs market are thse wh are unable t cycle as strngly as a reasnably fit cyclist t be able t use a bicycle fr sustained perid. The biggest users f pedelecs seem t be pensiners wh wuld have cycled, there is a strng pensiner cycling culture in the Netherlands, German and Austria which has driven their markets. Fr s-pedelecs users are able t cmmute far lnger distances in reasnable times and are sld mainly t yunger fitter riders wh want t increase the range and speed f their cmmute beynd what wuld be pssible withut them reaching nearly prfessinal levels f endurance. The EU law fr type apprval will classify speed pedelecs acrss Eurpe as L1e-b in January This will classify them as a mped requiring type class apprval, registratin, number plate and insurance. There is n rule allwing fr pen thrttles n s-pedelecs. Hwever, each natin gets t decide the usage legislatin, which will cver, license requirements, head prtectin and where the bike can be ridden. The difference between where the UK bicycle market and E-bike markets place them in Eurpe is stark. In the UK an estimated 40,000 E-bikes were sld in 2015, cmpared t a massive 535,000 in Germany. The Netherlands which sells less than a third as many standard bicycles than the UK sells 7 times as many E- bikes. Even a cuntry like Austria which sells arund 10% as many bicycles as the UK sells almst twice as many E-bikes. The UK is clearly lagging behind. Interestingly the largest bicycle retailer in the UK, Halfrds with 33% market share, has nly recently entered the E-bike market. Oppsed t this a number f NMDA member mtrcycle dealers have been selling E- bikes fr an extended perid f time. They represent a high value, high margin niche sectr f the 2 wheeled life cycle. The dealers stressed that getting peple nt tw wheels, n matter what kind f tw-wheel vehicle, is a pririty and E-bikes are a prfitable part f this. There is als sme mvement f pedelecs purchasers mving n t mre pwerful PTW ver time. As the market has massive latent grwth available t it, needs legislative supprt, impacts a number f ur members and has f prducts classed as mpeds it may well be in the NMDA s interest t start t represent fr these issues. Especially as ur members wuld like mre supprt fr E-bikes. Currently, the issue is represented by the Bicycle Assciatin f Great Britain (BAGB). Issues facing s-pedelecs, expecting that EU rules are accepted fr nw: Helmets in the UK s-pedelecs are currently classed as mpeds and s need a mtrcycle helmet nt a bicycle helmet. This is a barrier t up take and when a fit cyclist can ride at 25mph and nly needs a standard bicycle helmet it seems unreasnable. Additinally, there are nw special s- pedelecs helmets nw being made. Bicycle Lanes likewise as they are classed as mpeds these s-pedelecs are nt allwed t ride in bike lanes. Again this is an artificial barrier t s-pedelecs sales as the speeds and weight f s-pedelecs are nt substantially different frm thse attached t a fit cyclist. In Eurpe many cuntries allw mpeds nt sme bicycle paths and this in turn pens them t s-pedelecs. Licensing as a mped s-pedelecs require the rider t have dne a CBT and prvisinal license t ride an s-pedelecs. This again seems unfair when unlicensed cyclists are able t g at faster speeds n the rad. EU cuntries have s-pedelecs specific rules: Germany Lcal cmmunities can decide if an s-pedelecs are allwed n cycle paths. If the path is a

5 cycle/mped path they can be used. Wear an apprpriate helmet Insurance and registered plates are required. Netherlands Under current law, e-bikes are treated like lighter mpeds, with n helmet requirement and a maximum speed f 25 kph. (Id.) Fr S-pedelecs be at least 16 years; have a mped license (type AM); An apprved mtrcycle helmet (standard ECE 22.05) r an apprved speed pedelecs helmet (standard NTA 8776: 2016) bear. have a yellw mped license plate behind yur speed pedelecs; yur speed pedelecs have a civil liability insurance (WA); On paths signed fr bicycle / mped path r n the rad. Yu may nt ride n the bike path; The registratin certificate is required. Swiss Slw e-bikes: The engine n a slw e-bike has a maximum f 500 watts and prvides assisted pedalling up t a maximum speed f 25 km/h. The maximum design speed is 25 km/h. N cycle helmet is required t use these e-bikes in Switzerland, and they can be ridden withut a driving licence frm 16 years f age. Fast e-bikes: The engine has 1000 watts f pwer and prvides pedalling assistance up t 45 km/h. Als knwn as s-pedelecs, they require a categry M driving licence and since 2012 it has been cmpulsry t wear a cycle helmet. It is als cmpulsry fr peple n fast and slw e-bikes t use cycle paths BRITISH MOTORSPORT COULD END DUE TO NEW EU RULING The utcme f a gvernment cnsultatin n a piece f EU insurance legislatin culd end mtrsprt in the UK. The Gvernment has issued a dcument fr public cnsultatin, which gives an ptin f implementing the Eurpean Curt decisin knwn as the Vnuk judgment. The ruling makes it cmpulsry fr anyne using any frm f mtrised transprt t have third party damage and injury insurance. This will affect all participants in all frms f mtrsprt. The insurance industry has made it clear t gvernment that third party risks fr mtrsprt activities are uninsurable, nt least because f the sheer number f ptential vehicle damage claims that wuld arise. Therefre, if implemented, the Vnuk judgment wuld wipe ut all legal mtr and mtrcycle sprt activity. In the UK, the mtrsprt industry emplys ver 50,000 peple, generates a ttal f 11 billin f sales each year and is backed up by a wrld-leading high perfrmance engineering industry. Mtrcycle cmpetitin is a ppular UK Sprt and generates much needed incme in rural areas, with ver

6 1.9 millin spectatrs watching arund 58,000 riders attend an average f ver 4000 ff-rad and track events each year. These range frm junir mtcrss t the British Superbikes, which wuld all end withut the required insurance under the ECJ ruling.* The NMDA, MCIA, ACU and AMCA call n the gvernment t exempt mtr and mtrcycle sprt frm any changes t insurance law which arise frm the ECJ judgement. While the UK remains in the EU, even a temprary implementatin f the ruling, as suggested by the Department fr Transprt in its cnsultatin dcument, wuld be fatally damaging t what is an imprtant industry and net cntributr t the UK ecnmy. Steve Kenward, CEO f MCIA says: At a strke, this wuld wipe ut a successful industry and all the jbs that g with it, as well as eliminating a ppular leisure pursuit fr 1.9 millin peple, alng with the bst that this gives t bth lcal and natinal ecnmies. If the gvernment implements the Vnuk judgment un-amended, British mtrcycle sprt wuld end in the UK. Given that we are cming ut f the EU, we are astnished that the gvernment is even cnsidering an ptin t implement Vnuk. We call n ministers t end uncertainty and put a stp t Vnuk in the UK. This new EU Vnuk judgment impses cmpulsry third party injury and damage insurance t all vehicles f any kind when used n any type f land. As well as affecting all mtrsprt vehicles, it culd affect electric bicycles, sit-n lawnmwers, glf buggies, mbility scters and even uninsured vehicles parked n private prperty under the SORN Statutry Off-Rad Ntificatin scheme. The ruling stems frm a case invlving a Slvenian farm wrker, wh was hurt falling frm a ladder, which was hit by a reversing tractr. LOCAL AUTHORITY POWERED TWO WHEELER PARKING POLICY APPEAL Lcal authrities in England have cntrl ver parking plicies. What this has meant fr PTW riders is that there is a vast and cnfusing array f different restrictins n PTW parking. In Lndn where there are 33 brughs and a large range f PTW parking regulatins, it is highly prblematic. This is a majr barrier fr riders wh, like all cmmuters, mve frequently between brughs fr wrk and leisure. While it is understd that lcal authrities all face different parking and cngestin challenges, a level f unifrmity in parking plicy, where riders regularly mve between brughs, wuld be f great value t PTW riders and the industry as whle. It is in the interest f brughs t supprt PTWs in Lndn as they are massively beneficial t the urban transprtatin mix. PTWs d nt cntribute t cngestin, have a lwer envirnmental and air quality impact than cars, require less parking space (fitting five t a car bay) and are an accessible means f transprt t lw incme cmmuters. Parking plicy can reduce the attractiveness f PTWs t ptential cmmuters. As PTW are increasingly a tl fr urban mbility fr the less wealthy excessive parking csts will exclude these individuals frm access t transprt. Even mre affluent cmmuters withut access t sufficient secure parking bays and uncmplicated rules find using PTWs unattractive. The security f parking bays is imprtant fr Lndn PTWs as they are unfrtunately quite easily able t be stlen withut the crrect anti-theft infrastructure at parking bays. The industry wuld suggest that the rules gverning fees and the use f parking bays culd be mre unifrm

7 acrss Lndn brughs. Parking Rules: Mtrcycle parking bays, resident s bay, pay and display bays and shared bays shuld all be made free t use fr PTW in thse lcal authrities where they are nt currently. PTW Parking Bay Numbers: Eching the DfT industry wuld encurage careful mnitring f the numbers f PTW being used in a brugh and the number f bays prvided exclusively fr their use. PTW sales are grwing at ver 7% per year, with an ever greater percentage f PTW destined fr urban cmmuting the number f mtrcycle parking bays needs t be grwing at any even faster rate. PTW Parking Bay Security: Again in agreement with the DfT the industry strngly believes that all PTW parking shuld have anchr pints fr mtrcycle security, preferably raised and preferably CCTV mnitring. Therefre the NMDA have written t all 33 Brughs in Lndn t ask fr their cnsideratin t a unifrmed apprach PTW parking plicy s t encurage the regular use f mtrcycling in the capital and reduce further vehicle cngestin, we await their respnse with interest.
