STATEMENT OF THE CASE S > r ^ a The Cissin published in the Pennsvlvania Bulletin dated Octber 19, 2013 a Prpsed Ruleaking Order t: (1) eliinate the vehicle list requireents fr taxis and liusines in Sectins (c) and (d); (2) eliinate the waiver exceptin fr vehicle age liitatin fr taxis in Sectin (d); and (3) replace the vehicle age liitatin fr liusines in Sectin (e) with a vehicle ileage liitatin. The publicatin ntice invlving the Prpsed Ruleaking Order prvided that written cents had t be subitted within 30 days fr the date f publicatin, which wuld be by Nveber 18, These Cents are being filed n behalf f Star Liusine Services, Inc. (hereinafter "Star Liusine") in ppsitin t (3) abve invlving replacing the vehicle age liitatin fr liusines in Sectin (e) with a ileage liitatin f 200,000 iles. Star Liusine bjects t the substituted ileage liitatin, particularly fr sedans. This prpsed change shuld be rejected.

FACTS INVOLVING STAR LIMOUSINE Star Liusine has ffices lcated at 910 Sheratn Drive, Mars, PA It was first certificated t prvide liusine service in Deceber, 2000 and has cnsistently prvided liusine service since then. Star Liusine perates 11 sedans, as well as larger liusines and ther vehicles at that facility. It keeps its vehicles in tp perating cnditin. Star Liusine is pineering the use f CNG and prpane fueled sedans which will be re expensive and which will have engine lives in excess f 500,000 iles. CNG and prpane bus clean and extends engine life by at least 50%. Mving frward. Star Liusine will replace its sedans with CNG and prpane fueled sedans. Althugh Star Liusine has a plicy f replacing its vehicles uch earlier than st f ur cpetitrs, it nevertheless has sedans with ileage in excess f 200,000 iles. At the present tie, 7 f its 11 sedans have re than 200,000 iles. III. POSITION OF STAR LIMOUSINE Star Liusine bjects t the ileage liitatin f 200,000 iles insfar as it applies t sedans since they are subject t higher ileage since they are used n a daily basis fr repeat custers, any f wh are prate accunts. Star Liusine averages apprxiately 50,000 iles per year n each f its sedans. If the 200,000 ile liitatin were applied t sedans, Star Liusine wuld have t replace the sedans n average every 4 years. This is nt ecnically feasible and des nt ake sense since any f the sedans have a uch lnger useful life than 200,000 iles. Als, Star

4 Liusine is financing these vehicles ver 5 r 6 years and having t take the vehicle ff the rad after 4 years will result in financial prbles. IV. ALTERNATIVE PROPOSAL If the Cissin is cnvinced that a ileage liitatin is required, Star Liusine suggests that the ileage liitatin shuld be at least 350,000 iles. V. NCLUSION Fr the reasns set frth herein, the prpsed change t replace the vehicle age liitatin fr liusines with a ileage liitatin f 200,000 iles shuld be rejected.
