2 NOTICE TO DEALERS/VENDORS 1. Any prices bid by dealer/vendor on any items offered to the City of Valdosta shall be the price effective at the date of delivery. 2. No delivery date of ASAP (As Soon As Possible) shall be considered acceptable on items that have a maximum delivery date listed in the specifications. 3. The City of Valdosta reserves the right to accept alternate bids on any or all items where maximum delivery date, as listed in the specifications is not met by dealer/vendor. 4. 3 GENERAL SPECIFICATIONS It is the intent of these specifications to furnish the City of Valdosta with the following requisitioned equipment, according to the attached. It is clearly understood that the following are minimum specifications and are made in order to show the exact quality through specifications of the equipment proposed. The City of Valdosta reserves the right to accept any or all bids or to choose the bid considered to be in their best interest. The final decision of purchase will be made upon the award of the City of Valdosta Mayor and Council if the item or items total are greater than $25,000. NO BID WILL BE CONSIDERED IF RECEIVED AFTER THE DATE AND TIME SPECIFIED. Be sure to put the Bid Number on the outside of your return envelope.

4 INSTRUCTIONS TO BIDDERS 1. Proposals must be made upon the form of the proposal attached hereto. They must be enclosed in a sealed plain envelope, with the bid number written on the outside and endorsed with the title of the proposal, and must be filed with the Purchasing Agent of the City of Valdosta, located at 216 E. Central Ave 3rd floor. In the event you choose to mail your proposal, it should be mailed to Greg Brown, P.A., P.O. Box 1125, Valdosta, Ga No bidder will be allowed to withdraw his proposal for any reason whatsoever after the bids have been opened. 3. The specifications represent the minimum general size, weight, capacity and performance characteristics desired in the equipment to be purchased. These requirements are not intended to prevent obtaining fair prices or to eliminate competition, but to insure, if possible, that all bids submitted shall not be subject to correction or alteration after the bid has been filed, opened, and publicly read. In view of an unusual wide disparity in details of design and manufacture, complete descriptive literature and manufacturer s specifications must be submitted on each type of equipment offered. The City of Valdosta reserves the right to evaluate any or all bids, particularly where there is a range in specifications. Special consideration will be given to the ready availability of repair parts and service. 4. Federal or State taxes are not applicable to Georgia Municipalities under the United States Code Title 26 and Georgia Exemption Certificate Number It is expressly understood by the bidder that written notice of the award or purchase order by the City of Valdosta will constitute an agreement and consummate the transaction and will serve together with the proposal, the advertisement, these instructions and the detailed specifications, as the entire form of contract between the parties. 6. The bidder agrees that the City of Valdosta reserves the right to reject any or all proposals, or to accept the part of the bid considered to be in the best interest of the City. 7. Specifications referred are minimum, therefore unless otherwise indicated by the bidder, the City will assume proposals meet or exceed all specifications. 8. The names of a certain brand, make or definite specifications are to demote quality standard of the article desired, but do not restrict bidders to be specific brand, make or manufacturer named; it is to set forth and convey to prospective bidders the general style, type, character and quality of the article desired. 9. The award of the contract will be made to the lowest responsible bidder taking into consideration quality performance and the time specified in the proposals for the performance of the contract. The City of Valdosta reserves the right to reject all bids as appears in its own best interest and to waive technicalities. In cases of a tie, the bid in the best interest of the City will be awarded.

5 SPECIFICATIONS It is the intent of these specifications to furnish the City of Valdosta with One, 2018 or newer brand new current model 35,000 GVWR Single Axle Truck Chassis with newest model available Mounted Knuckle Boom Loader and Trash Body. These are minimum specifications and all deviations on the Chassis should be listed on company letter head with the appropriate heading. Please submit literature (build sheet) on the model and brand you are bidding so the specifications can be verified. The City reserves the right to buy additional units for up to 6 months from opening date at same price. These specifications to describe a heavy duty chassis which will have a truck-mounted, hydraulically operated knuckle boom loader with dump body attached. The loader and dump body are to be used in the collection and loading of bulk trash, limbs, leaves, brush, building materials, white goods and other materials of similar nature. The truck and loader shall conform to applicable Georgia and Federal regulations binding this type of equipment. Any exceptions must be explained in writing. All proposals include delivery, training of operators and service personnel figured into price. Include literature on the brand and model you are bidding. THE FOLLOWING ARE MINIMUM SPECIFICATIONS THAT SHALL BE REQUIRED AT A MINIMUM: CAB 2 door conventional aluminum cab; white Imron Paint exterior with primer coat/base coat/clear coat finish; solar tinted glass; factory air conditioner including integral heater/defroster; intermittent windshield wipers with washers; gray interior color; vinyl seating with single air bucket high back driver seat, with R/H arm rest, dual occupant front passenger seat dual sun visors; driver and passenger outside rearview west coast mirrors with stainless steel heads and brackets with 8 convex mirrors with stainless steel heads and brackets mounted below the WC mirrors.; AM/FM/WB/BLUETOOTH/CD radio; electric horn and single trumpet air horn; steel front bumper. Stainless steel external grab handles left and right. Interior grab handles left and right. WHEELBASE/CA Minimum length needed to accommodate City of Valdosta specifications while ensuring safe operation of the knuckle boom loader. FRAME 120,000 PSI, 3/8 main frame rails with full length inner channel liner. HD 3 piece huckbolted crossmembers. 2 front towing devices.

6 GVWR: Minimum 35,000, factory certified. FRONT AXLE 12,000 lb. front axle with wheel seals for oil lubricated ConMet Preset Plus wheel bearings and power steering. FRONT SUSPENSION Minimum 12,000 lb. parabolic tapered leaf springs including shock absorbers REAR AXLE 23,000 lb. single speed rear axle with wheel seals for oil lubricated ConMet Preset Plus wheel bearings. Rear axle ratio shall provide maximum grade ability in 1 st gear and a highway speed of 72 MPH. Locking differential must be included. REAR SUSPENSION Reyco Granning Model 79KB Minimum 23,000 lb. multi leaf rear suspension with minimum 3,000 lb. auxiliary springs and rear anti-roll stabilizer bar which shall be attached to both sides of the frame and secured through link bushings at rear of both bottom U-bolt plates. (Include a detailed illustration of anti-roll stabilizer bar system with your bid) BRAKES Full air brake system with anti-lock feature; minimum 18 CFM minimum capacity air compressor; dual air pressure gauges; low air pressure warning light/alarm; front/rear automatic slack adjusters; air activated spring-loaded parking brake; Berg pull-cord drain valves on all air tanks; air dryer with automatic air moisture ejector and heater. 16 ½ x 5 front brakes and 16 ½ x 8.6 rear brakes. ENGINE Cummins minimum 9 Liter Diesel engine with minimum RPM, 860 LB/FT 1300 RPM. Air restriction indicator; Heated fuel/water separator. Engine must meet 2017 EPA emissions standards and CARB Clean Air Idle decal on truck. 5 year/100,000 miles engine warranty must be included, including turbo, water pump, injectors, EGR Valve, EGR Cooler and exhaust after treatment system. EXHAUST Horizontal exhaust system toward the rear of truck chassis. TRANSMISSION 6-speed Allison 3500RDS-P automatic transmission with overdrive including wide ratio, transmission oil cooler in radiator, and audible back up alarm activated when

7 transmission is shifted into reverse. PTO electronic activation switch. 5 year transmission warranty must be included. ELECTRICAL With 160 amp alternator; 2000 CCA minimum dual battery system; body builder wiring junction box back of cab with 5 feet of wiring. Battery disconnect switch is to be provided. FRONT/REAR WHEELS AND TIRES 22.5 x 8.25 painted steel disc 10-hole hub-piloted wheels with 11R ply radial tubeless tires. Hwy tread front tires and traction tread rear tires. FUEL TANK Minimum 50 gallon aluminum fuel tank. INSTRUMENTATION Full set of gauges for water temperature, engine oil pressure, amp meter or volt meter, fuel level, tachometer, speedometer, and audio/visual warning system. Driver information center to include diagnostics, engine idle time, trip info, including fuel mileage. MISCELLANEOUS One set of operator s manual, and one set of service manuals per truck, which shall include disassembly/assembly and troubleshooting information of the cab, chassis, transmission, differential and engine. Power take-off and mud flaps. 3 sets of keys are to be included. KNUCKLE BOOM LOADER WITH TRASH BODY SPECIFICATIONS THE UNIT WILL BE USED IN COLLECTION AND LOADING OF BULK TRASH, LIMBS, LEAVES, BUILDING MATERIALS, AND WHITE GOODS OR OTHER MATERIALS OF THAT NATURE. IF MEETING OR EXCEEDING SPECIFICIATIONS WRITE YES AND IF EXCEPTIONS ARE BEING TAKEN WRITE NO. ALL EXCEPTOINS MUST BE EXPLAINED IN DETAILED WRITING ON COMPANY LETTERHEAD. INCLUDE APPROPRIATE LITERATURE OF THE YEAR, MAKE AND MODEL PROPOSED. KNUCKLE BOOM LOADER PEDESTAL and BOOM CONTROLS 1. Boom length to be 16 feet fixed with 4 feet extension for 20 feet total reach. 2. Minimum lift capacity to be 3,300 lbs. at 20 feet including grapple.

8 3. Boom pedestal to be constructed of high strength steel, providing a 3:1 ratio. 4. All hydraulic hoses located at the operator position (boom pedestal). Must be enclosed in the pedestal base. Access provided by an easily removable cover. 5. Boom pivot shall be mounted to the pedestal by means of a slewing ring/bearing That has a minimum capacity of 513,000 lbs. static load and 186,000 ft. lbs. movement. Slewing ring shall be thick and have an OD of 25 ¾. Boom pivot shall be constructed with a 9 OD safety retaining tube. The boom pivot safety retaining tube shall be a minimum of 12 long and confine all hoses which pass through the pedestal/boom pivot assembly. 6. Boom rotation of 270 degrees minimum with mechanical stops for safety. Stops must be welded to ensure non-movement. Pedestal stop must have a minimum of 3 square inches and have a nylon contact with pivot stops and a minimum width of Boom rotation shall be accomplished by a direct hydraulic swing drive through a slewing (bearing) ring and planetary gearbox capable of producing 250,000 inch pounds torque minimum. 8. Entire boom assembly shall be designed with a tensile strength to provide a safety factor of 3 to 1 at the rated capacity. 9. Main boom shall be constructed of (2) 4 x 8 high strength steel tubing. 10. Tip boom shall be constructed from a 5 x 7 high strength steel tube. 11. Tip boom shall have a 4 feet telescopic extension top section constructed from 4 x 6 high strength steel tube. 12. Main boom shall be equipped with mechanical stops to prohibit hydraulic cylinders from bottoming out. Extend boom stops must be easily accessible and removable for service. 13. Boom pedestal to be mounted directly to the chassis frame rails. Mounting must include inside frame rail supports at the mounting points. 14. The entire boom must be serviceable down to the component level (every hydraulic hose, fluid tubes, bracket, pin, etc.). Having to replace subassemblies in order to repair a component will not be acceptable. 15. Telescopic tip extension shall be equipped with replaceable nylon bearings on all 3 sides with roller on bottom. Bearings must be easily accessible for

9 replacement and have auto hose slack take up). 16. All boom connections requiring pins shall be equipped with replaceable bushings and heat treated pins. 17. All operating functions shall be hydraulically controlled from the operator station located both on the left and right hand side of the loader. 18. Two stage tandem pump allows for multiple function control of the loader. 19. Boom functions controlled by means of mechanical lever style located on both sides of the loader platform. 20. Outriggers controlled by individual levers conveniently located in the center of the operator s platform. Body dumping is controlled by a single lever at the center of the operator s platform separate from any other control. Proper enclosures shall be provided to protect operator from hydraulic fluid and components. All controls shall be clearly identified as to function. 21. Main Boom and tip boom cylinders must incorporate integral holding valves. TRASH GRAPPLE/BUCKET 1. Bucket shall have a 360 degree continuous rotating grapple with a replaceable hydraulic swivel. Swivel shall not be welded or be an integral part of the grapple. 2. Bucket is to be opened and closed by (2) hydraulic cylinders with a closing force of 3,600 lbs. 3. Bucket to be 4 long and capable of opening to 60 inches from lip to lip. 4. Bucket shall be fabricated with a bolt on replaceable H.S.H.C steel cutting edge. 5. Bucket cylinders and hoses shall be enclosed by a removable steel cover. HYDRAULICS 1. Reservoir shall be a minimum of 45 gallons. It shall have a dual level/oil temperature gauge on side of tank, an in tank suction strainer shall be included. 2. Filter shall be 10 micron, return line replaceable filter mounted on outside of reservoir.

10 3. Handle Cut off valves are to be provided for both pressure and suction. 4. All hoses shall be rated at 4,000 psi working pressure. 5. Port tubing through the main boom shall be stainless steel tube. 6. Control valves shall have a 20 gpm rating. 7. Successful bidder must provide a computer printout at time of delivery showing particle testing on the hydraulic oil performed just before the unit was shipped to demonstrate the cleanliness of hydraulic system. POWER SOURCE 1. Unit to be mounted on any chassis that meets the manufactures recommended specification with a heavy duty clutch style PTO and a heavy duty bi-rotational tandem hydraulic pump. THROTTLE CONTROL 1. Unit to have an electric operated throttle control to maintain proper engine speed when loader is operated under load. Switch for throttle control to be mounted on operator s platform for operator s convenience. 2. Throttle speed up shall be only when the transmission is in neutral position. OUTRIGGERS 1. Outriggers shall be extendable to a distance that will resist loads of 85% of the tipping moment under maximum rate load. Include strobes on top of each outrigger posts. 2. The outriggers are to be equipped with smooth pads to cause minimum damage to contacted surface. 3. Outriggers shall telescope horizontally in and out and vertically up and down and operate independently by means of individual controls. 4. Outrigger cylinders for stabilizing loader shall be mounted inside telescoping legs. 5. Outriggers shall retract to within the maximum highway width and will extend to a maximum width to resist the design load movement.

11 6. Outrigger cylinders shall contain holding valves on extend and retract functions to prevent outrigger leak down. 7. Two orange LED strobe lights installed on top of each outrigger and shielded from operator s view. Lights to be wired in with the dump body strobe lights. PAINT 1. Loader shall have one coat of high grade primer and two finish coats of high grade enamel paint. The body and boom will be gloss black. The City reserves the right to change or approve color. WARRANTY 1. Bidder must provide all warranties as described below. Failure to meet warranties may result in your bid being deemed unresponsive. Entire unit to have a one year parts and labor warranty. A two year warranty must be included for gear box and slewing ring. A three year warranty must be provided for structural components and all hydraulic cylinders. DELIVERY 1. At delivery a parts and service manual must be included in your cost. Please state how many days it will take to deliver the product after receiving the chassis at the manufacturer s facility: 2. The completed unit will be shipped FOB Valdosta, GA. 3. Include appropriate literature with your bid for the loader. 18 FEET LONG, 24 CUBIC YARD BODY TRASH BODY cubic yard capacity, please state: feet body length, please state: 3. Body shall be mounted with a minimum space of 60 inches between the cab and the front of the body. 4. Body floor shall be made of ¼ sheet steel. A 3/16 inch formed channel shall create a bumper on both sides of the floor.

12 5. Body walls to be constructed with 10 gauge sheet steel, wall stiffeners to be a minimum of 11 gauge formed channels placed on approximately 24 inch centers. 6. Body walls shall have a top rail made of 3 x 4 x ¼ rectangle tubing. 7. Wall stiffeners will be welded to top rail and stiffeners will be welded to the wall sheet. 8. Front body wall to be 42 inches high with side body walls transitioning from 42 inches high to 60 inches high, 8 feet from the body front. 9. Body full length main structural channel sills to be lbs. per feet. Cross sills to be lbs. per feet structural channel. Cross sills to be placed on 12 inch centers. 10. Body shall have (1) roll off container type rear door 60 inches high to swing completely around to the curb side wall with air actuated locking system to positively lock with safety pin. Shall have three hinges with single hinge pin. 11. Rear door shall be fabricated from 10 gauge steel with a circumferential frame of 4 inch structural channel. BODY HOIST 1. The hoist system shall be two 5 bore, two stage telescopic hydraulic cylinders 2,500 psi working pressure mounted to provide a 45 degree dump angle. Left and right hoist cylinders must be mounted outboard of the chassis frame. 2. Minimum hoist rated capacity 15 tons. Please state: LIGHTS AND REFLECTORS 1. All lighting to be DOT standards and shall conform to current state and federal standards. 2. Reflective safety tape shall be on both sides and on rear of body. Include 4 LED strobes in corner posts. PAINT 1. Body exterior shall receive one coat of high grade primer and two coats of high grade enamel paint to match loader. 2. Body interior shall receive one coat of high grade primer.

13 SAFETY REAR BUMPER 1. Body shall have a rear ICC and DOT certified safety bumper. BODY SAFETY PROP 1. Two body safety props shall be installed, one on each side of chassis frame rail. WORK LIGHTS 1. Two work lights above and behind cab of truck attached to support structure secured to truck frame. Top bar of support structure to be 9 higher than cab and 7 wide at its highest point. One light illuminating left outside of dump body and one light illuminating right outside of dump body. Support structure constructed with 10 gage 2 x2 steel square tubing. 2. Two work lights mounted highest center point left and right of pedestal while staying below boom hinge pin. Lights to be housed in protective 6 x8 boxes flush mounted on 6 side of box. Protective boxes to be angled slightly downward 8 degrees toward the grapple. Protective boxes constructed with ¼ x3 steel flat bar. 3. Work light switch plate conveniently located next to idle speed up switch right side of pedestal. Do not install work light switches in the cab. 4. Required Lighting: Ridgid Industries LED Dually XL Flood. (NAPA Part# Lights packaged in pairs with all required wiring.) Lights to be wired directly to batteries. 5. All lights shall conform to state and federal standards. Include strobe light. WARRANTY 1. Bidder must provide all warranties at a minimum below. Failure to do so may result in your bid being deemed nonresponsive. 2. Entire unit to have a one year parts and labor warranty and a three year structural and three year body cylinder warranty. A training session on the use of the truck, loader and body shall be figured into your price when scheduling delivery to the City of Valdosta. The Chassis seller will be responsible for overseeing the proper installation of the loader and body and ultimately be responsible for the entire unit if problems arise at delivery. Everything in this bid package shall be shipped FOB Valdosta, GA and figured into total price. No additional delivery charges, driver charges, or fuel charges will be paid.
