13 ROUTE REQUIREMENTS These figures are derived from the fact that the Rules for OD loads allow: 11.0m width 6.5m height Without special engineering permission
14 ROUTE REQUIREMENTS Analysis of OD permits shows that: In any year 4000 loads moved over 4.5m wide Of these: - 82% are up to 10m in width - 97% are up to 11m in width 1 in 7 loads in this band
15 ROUTE REQUIREMENTS: Analysis of OD permits shows that: In any year loads moved over 4.25m high Of these: - 93% are over 5.8m in height (200mm clearance) - 98% are over 6.3m in height (200mm clearance) 1 in 20 loads in this band
16 ROUTE REQUIREMENTS NZTA s general route dimensions are: 10m wide 6m high In discussion with NZTA cost/benefit analysis whether to increase the general dimension criteria
17 ROUTE REQUIREMENTS The Association has submitted to this RoNS project that dimensions should be increased to: 11.5m width 6.5m height On this project, there appears to be only one overhead bridge at 6.0m (Moirs Hill Road Underpass)
18 ROUTE REQUIREMENTS: HEIGHT The Association has not sighted any analysis of the cost to increase the height of this bridge to 6.5m Recommendation: That the cost and logistics of increasing minimum heights to 6.5m should be investigated. Note: This may include sign gantries and toll gantries
19 ROUTE REQUIREMENTS: WIDTH The Association has not sighted any analysis of the cost to standardise available width to 11.5m Recommendation: That the cost and logistics of increasing minimum widths to 11.5m should be investigated. Note: This may include lightpoles and signage
20 ROUTE REQUIREMENTS Benefits of transporting OD/OW Loads on RoNS route: - Two lane divided road - No on-coming traffic safer - Less exposure due to quicker travel duration - Better road camber, less hills/down-hills, less roading restrictions
21 ROUTE REQUIREMENTS: WEIGHT The Association advocates that road surfaces and structures are built to allow loads travelling on overweight permits. In practice this means complying with the standard HN-HO-72 It appears that NZTA have agreed with this. NZHHA find this outcome acceptable
22 FULL PUHOI INTERCHANGE This Association seeks a full interchange (including north-facing on-off ramps) at Puhoi This is to allow access on/off for OD/OW loads to use the RoNS road
23 FULL PUHOI INTERCHANGE At present the OD/OW route is as follows (north): Travel on SH17 over Johnstone s Hill Join SH1 at northern tunnel exit Travel north on SH1 through Warkworth Note: At present no travel permitted for OD/OW loads through Toll road tunnels
24 FULL PUHOI INTERCHANGE The proposed design for the Puhoi interchange will only allow: - Traffic heading north through tunnels to exit - Traffic heading south on existing SH1 to access the Toll Road to head south through Tunnels
25 FULL PUHOI INTERCHANGE OD/OW loads moving north over Johnstone s Hill: - Will not be able to access the Puhoi-Warkworth RoNS road - Will need to travel on the existing SH1 instead - Retains the current on-coming traffic management requirements - A number of weight restricted bridges on current SH1
26 FULL PUHOI INTERCHANGE OD/OW loads moving south from Whangarei: - Will not be able to access the Puhoi-Warkworth RoNS road - Will need to travel on the existing SH1 through Warkworth instead - Retains the current on-coming traffic management requirements - Weight restricted bridges on current SH1
27 FULL PUHOI INTERCHANGE Makes sense to allow OD/OW loads on RoNS Better road for large loads Nil safety risk for on-coming traffic
28 FULL PUHOI INTERCHANGE The current SH1 through Warkworth will revert to Council ownership: - Difficult to maintain as OD/OW route - Experience of restrictions through Orewa - Prefer most large loads to use RoNS route
29 FULL PUHOI INTERCHANGE Alternative solution: Allow OD/OW Loads through the Toll Road Tunnels Possibility, but the tunnel width/height restrictions Some loads will always need to travel over the Hill
30 FULL PUHOI INTERCHANGE Local Transport Effects: Eg. Rhodes for Roads at Warkworth - Not able to access the RoNS route for deliveries in/out of Puhoi from base at Warkworth - Will need to continue to use existing SH1, despite a better road being constructed
31 FULL PUHOI INTERCHANGE Association Recommendation: - NZTA should cost the construction of the northfacing aspects of the interchange at Puhoi - NZTA should also evaluate the potential future cost of constructing the full interchange - Assess in real terms whether it would be more cost-effective to construct this now.
32 SUMMARY: The Association wishes the Board to future-proof the requirements for this RoNS Project: - Height / width requirements that meet a greater percentage of overdimension loads travelling - Costing a full interchange at Puhoi to allow access for OD/OW Loads
