2 A recap of our last discussion (Oct 2017)... Who are we? Boral Concrete (NSW/ACT) is part of the Boral Group, Australia s leading producer/supplier of building and construction materials. Our primary product is pre mixed concrete for public and private building/construction projects. We operate in every state and territory of Australia, and have 17 concrete batching plants (CBPs) in Sydney (75 across NSW/ACT). We employ 520 personnel and 130 contracted drivers (NSW/ACT only). Why Glenorie? Demand for concrete across Sydney is very high due to the numerous public infrastructure projects being built, as well as ongoing residential growth. Location - next closest Boral CBPs for NW Sydney are at Thornleigh, Windsor and Blacktown. Existing plant - the Glenorie CBP has been in place since 1983, upgrading is more cost effective than buying a new site / building a new plant.

3 Our proposal for Glenorie Concrete The development application (DA) under preparation for submission to The Hills Shire Council seeks approval for: Production of up to tonnes of concrete per year. Replacement of existing silos with three new ones for materials storage (cement, fly ash). A new slumping stand. Two new weigh bins to store aggregates. A new truck wash bay. A demountable site office. Operational hours of 6am-6pm Mon-Fri; 6am to 5pm Sat; 7am to 3pm Sun. No other changes to the existing operations are proposed.

5 Working with our community - your concerns Following our attendance at the GPA s October session, further feedback was sought from the wider community about our proposed plans. Shared presentation with GPA for posting on website (Facebook notification) Advertised in Galston, Glenorie and Hills Rural News - for and against editorials Contact with additional parties suggested at Oct session (eg Glenorie Pony Club) Response: Submission from GPA on behalf of members; feedback from Glenorie Pony Club; two s from local residents. Main concerns raised through feedback received: Traffic Noise Visual appearance Safety Operational hours

6 Assessing traffic Traffic survey shows around 6.5% of existing traffic on Old Northern Rd is heavy vehicles. Survey shows negligible delays currently at Schwebel Lane intersection. RMS data indicates low number of recorded accidents, and nil accidents at intersection. Application relies upon worst case scenario model based on a maximum load rate of 24 agitators per peak production hour. Good sight lines at intersection Proposal forecasted to increase traffic on Old Northern Road by 2.7% (4130 per day to 4240).

7 Current position: Traffic Community concern Traffic signals Conflict with Glenorie Pony Club activities Quality of local road surfaces Increase in truck numbers on Old Northern Rd Digital monitoring is only available in Boral Fleet vehicles Boral position - Traffic assessment predicts little change to Schwebel Lane intersection - Assessment shows only a small increase in traffic on Old Northern Rd - RMS therefore highly unlikely to support installation/moving of signals. - Contact with GPC representatives made following last meeting - Traffic Management Plan to be prepared to address operational hours and truck movements on GPC event days. - Note: GPC normally stages events on Sundays. Site will only operate on Sundays when circumstances require, NOT every Sunday. - Expecting Council to include road maintenance levy as a condition of approval. - Used to maintain roads in vicinity of site. - Traffic assessment shows volumes will increase by 2.7% (4130 per day to 4240). - Currently investigating a solution for contractor trucks.

8 Assessing noise Background noise monitoring undertaken in April 2017 Worst case scenario modelled: Two agitator trucks at loading bays One agitator truck at slump stand One aggregate truck unloading material One cement tanker unloading product into silos One front end loader loading aggregate and sand into hopper Mitigation measures to ensure compliance include: Noise wall (5m high, 50m long) along existing stockpile bays to shield residences to the west Enclosing slump stand

9 Current position: Noise Community concern Noise walls required Limit operational hours = lower noise Doubling production = more noise Slumping noise Boral position - Yes. 5m high, 50m long wall along the existing stockpile bays - Attenuates noise to residences west of site - NSW noise criteria applies to any period of day and/or night. - Criteria must be complied with regardless of when noise occurs. - Increase in noise through proposal, BUT - Boral still required to meet NSW noise criteria. - NOT raised by community, nominated by Boral as potential concern as slumping is one of the noisiest parts of concrete production. - We will enclose the slump stand to decrease noise.

11 Current position: Visual Community concern Screening of silos needed Height of silos Colour of silos to align with village character Boral position - Yes. Fast growing local tree species to be planted along boundary with RSL Club - Agreed in early discussions with RSL - Investigating whether it is possible to practically reduce height - Might be achievable through use of augers. - Open to painting silos in any colour which complies with local planning requirements - Work with community to determined preferred colour - Potential for project with community - mural design?

12 Current position: Safety Community concern Conflict with horse / horse float movements on Glenorie Pony Club event days Presence of Glenorie Primary School / students Boral position - GPC has been contacted about proposal. - Traffic Management Plan for site will include GPC needs. - GPC events are typically held on Sundays. As explained earlier, site will NOT be operating every Sunday and so likelihood of conflicts is quite limited. - General risk exists for all pedestrians from all types of traffic regardless of location. - Discussion held with Glenorie Public School staff about traffic concerns. - Boral is very experienced in operating high volume sites near sensitive locations like schools and how to manage risks. - Site-specific inductions - Driver Code of Conduct (condition of employment - breach can equal termination) - Traffic Management Plan - Electronic monitoring of vehicles

14 Current position: Operational hours Community concern Proposed hours out of step with other regional Boral Concrete plants Start time should be 8am Other regional Boral Concrete sites located in industrial areas Boral position - Comparison is shown on previous slide. - Perishable nature of concrete means it must be made just ahead of use - Overwhelming majority of building sites start Most pours in early hours of morning as provides best conditions for curing - Boral operates in rural, opposite residential, and within industrial zones. - Thornleigh directly across road from residential homes - Windsor plant traffic passes by residential areas for main road access - Blacktown directly across railway from residential homes.

15 Current position: Other matters Community concern Scale of proposal not in line with RU6 zoning Impact on character of Glenorie village Boral position - Existing plant situated in RU6 Transition under The Hills LEP. - Concrete plants, as an industrial use, not permitted in RU6, BUT - Use of site for concrete plant was approved under a previous LEP which permitted the plant with consent. - Plant therefore operates under existing use rights - Site has operated the concrete plant since Proposal will intensify current activity - Modernisation of equipment, today s manufacturing practices and mitigations to be installed should reduce the potential effects of the site on surrounds.

16 Next steps (with indicative timeframe)... Environmental Impact Statement (EIS) lodged with The Hills Shire Council - toward end of the month Council reviews EIS for adequacy - end March / early April EIS placed on public exhibition (28 days, not including school holidays) - April Boral responds to any submissions received during exhibition period - May Council officers assess EIS and make a recommendation for approval / refusal - July/August
