1 CALL FOR BIDS CITY OF HARDIN, MONTANA Hardin Volunteer Fire Department NOTICE IS HEREBY GIVEN, that the City of Hardin, Montana, will receive bids to furnish the Hardin Volunteer Fire Department with one new: 41,000 GVW Capacity Top Mount Pumper Fire Truck Specifications and any other information may be obtained from City Hall, 406 North Cheyenne Ave., Hardin, MT Delivery/shipping will be F.O.B. to the City of Hardin, Hardin Volunteer Fire Department, 406 North Cheyenne Ave., Hardin, MT. An alternative bid may also be submitted for the City to pick-up the fire truck at a pre-determined site. Each bid shall be accompanied by a bid bond, or cashiers check or certified check payable to the City in the sum often percent (10%) of the amount of the bid on some responsible bank. The bidder may include with his bid a contract form to be executed by the parties. The City of Hardin reserves the right to negotiate the terms of said proposed contract (excluding prices contained therein) and to consider the terms of said proposed contract, including warranty provisions, in determining the award of bid. All sealed bids, clearly marked " GVW Capacity Top Mount Pumper Fire Truck". will be received until 3:00 p.m. on Wednesday. 2 Bid Proposals CALL FOR BIDS SPECIFICATIONS This attachment shall be considered a continuation of the call for bids, and by reference made a part thereof. The intent of the following format is to provide the City of Hardin with the cost data necessary to determine their options for acquiring a new 41,000 GVW Capacity Top Mount Pumper Fire Truck. Basis of the award shall be dependent on the most responsible bid submitted. Consideration will be given to cash flow, purchase price, delivery date, equipment service guarantees, parts and service availability, parts and service facilities location, travel or transportation costs for warranty service, guaranteed service response time, analyses and comparison of equipment specification details, and past experience of the City of Hardin with similar or related equipment. Bidder shall clearly describe warranty guarantees and extended coverages of the machine for a period of one year minimum on all parts and labor except glass, lubrications, and filters. Five years minimum on all parts and labor on engine and transmission. 20 year or better body warranty. 5 year 40,000 mile or better electrical warranty, 10 year warranty on plumbing, 6 year or better warranty on pump, 7 year or better paint warranty. Warranty shall be by a company in Billings. Pursuant to the call for bids for one new 41,000 GVW Capacity Top Mount Pumper Fire Truck the following minimum requirement shall be met: A. Fire Truck shall meet all DOT and NFPA standards if not specifically stated. B. No bid will be considered unless accompanied by a bid bond, bank draft, money order, certified or cashier's check in the amount of not less than ten (10) percent of the total amount of the bid. C. Delivery shall be F.O.B. City of Hardin, Hardin Volunteer Fire Department, Hardin, Montana. An alternative bid may also be submitted for the City to pick up the fire truck at a pre-determined site. D. Bidders must specify a delivery date. The City of Hardin will charge a penalty fee of $ per day with a grace period often (10) days after the specified delivery date. E. The bid shall include all operating, service, parts, and technical repair manuals. Parts and Service Factory Assistance with Certified Technicians available 24/7, Online wiring

3 diagrams, plumbing diagrams and service manuals. Electronic manuals shall be capable of download onto a PC or laptop computer. F. Fire Truck shall be current advertised and produced model, with all the latest changes and features offered as standard whether or not called for in the specifications; except where this specification requires a substitution in lieu of the manufacturer's standard equipment. G. Bids will not be considered that do not include a copy of the manufacturer's specification and a list of unmet bid specifications. H. For safety considerations successful bidder shall provide instruction by a manufacturer certified instructor within 48 hours of delivery of the Fire Truck. Individual shall provide instruction for minimum of four (4) hours to personnel to familiarize themselves with the operational and maintenance characteristics of the machine. Training shall include the following as a minimum. A. Familiarization of the basic chassis, attachments and controls. B. Daily operational checks, start up and shutdown procedures. C. Machine operation: Classroom overview and hands on training. D. Safe operating practices and procedures.

The panel shall be hinged for access to the Individual gauges and electrical components. One pressure governor and monitoring display kit shall be Installed. The kit shall Include a control module. Intake pressure sensor, discharge pressure sensor, and cables. The control module case shall be waterproof and have dimensions not to exceed 6 3/4" high by 5" wide. The control knob shall be 2" In diameter with no mechanical stops, have serrated grip, and a red Idle push button In the center. It shall not extend more than 13/4" from front of the control module. Color coded tags with chrome plated bezels shall be provided All tags should be color coded to NFPA recommendations and shall be located at the control location, intake/discharge location and at the drain port location There shall be a push button provided on the pump panel to activate air horns A 20-25" wide walkway shall be incorporated behind the cab and ahead of the body. 2 24" stainless steel 11/4" o. d. grab rails shall be installed, one on each side of the body at the walkway area Top mount operator's panel and Pump panels shall be manufactured of 12 gauge stainless steel material The operator's panel shall have 3 LED lights and the discharge panels shall have 2 LED lights Discharge piping Two 2 1/2" discharges shall be located on the left side of the apparatus. Each discharge shall be concatenating the body panel and controlled from the top mount Operator's panel. Each discharge shall include a self locking 2 1 /2" quarter turn ball valve, 2 1/2" chrome cap with chain, and a sweep elbow of At least 30 degrees downward. One 2 1/2" discharge shall be located on the right side of the apparatus. The right discharge shall have the same requirements as the left side. One 2 1/2" discharge shall be located on the rear of the apparatus. The rear discharge shall have the same requirements as the above 2 1 /2" One 3" discharge shall be located on the right side of the apparatus with the valve behind the body panel. The discharge shall be controlled from the top mount operator's panel. A 2 1/2" gauge shall be adjacent to the control. Each 3" and larger discharge shall include an apron slo-cioz adapter or comparable. Each discharge shall incorporate a vented cap designed to relieve stored pressure in the line when disconnected Plumbing One 3" tank to pump shall be installed into the tank suction side of the pump. It shall have 4" piping and valved with a 3" flow valve.

9 The valve shall be controlled from the operator's panel. The tank line shall Incorporate a check valve in the line to meet NFPA requirements. Line drain valves shall be 3/4" ball brass drain valves with chrome plated lift lever handles and ergonomic grips. Each lift handle grip shall feature built in color coding labels and a verbiage tag identifying each valve. The color labels shall include valve open and close verbiage. One 2 1/2" gated suction shall be located on the left side of the apparatus. It shall be piped 2 1/2" inside diameter including a 2 1/2" quarter turn valve and a 2 1/2" NST female swivel with plug and chain. It shall be remote controlled from the suction the suction location. The suction manifold, pump panel, and body shall include provisions for a 5" rear suction line Pump plumbing system shall include a single tank foam proportioning system. One 3" discharge shall be located on the deck over the pump compartment. The discharge shall be flanged to adapt to a permanent mounted deck gun. The piping shall be reinforced to allow rated deck flow without piping distortion. The discharge valve shall be a quarter turn 3" valve located in the pump compartment. The deluge and it's control shall be positioned so the pump operator shall have complete control. The valve shall be a slow close valve per NFPA requirements. One independent pre-connect module shall be located ahead of the pump module and above the frame rails. The module shall be manufactured of stainless steel material, self supported, and shall incorporate two preconnect hose beds. Two 11/2" cartridge lay pre-connects shall be located in the module. The pre-connects shall incorporate a 11/2" 180 swivel adapted to 11/2" NH fire hose thread. The waterways shall be 2" and include a full flow quarter turn ball valve that is controlled from the operator's panel. Each pre-connect shall have the capacity to contain a minimum of 200 ft. of 13/4" hose with nozzle. The pre-connect shall be designed as to allow the extension of hose to the left of right side of the apparatus body. The pre-connect area shall be covered with black webbing. It is to be retained to the apparatus with screws across the bottom and 2 nylon buckles at the top.

10 Plumbing shall include one booster reel hose. Location can be anywhere on the apparatus. Rear of the apparatus in a compartment preferable. Hose bed The hose mat shall be constructed of 5052 aluminum and shall be of a slatted design to provide proper drainage of hose bed. One hose bed divider shall be located in the hose bed. It shall be constructed of 3/16" aluminum plate. The divider shall be designed for future adjustability with locking blocks in aluminum channels at the front and the rear of the hose bed The hose bed shall be located over the booster tank and must be accessible from the rail step and from its open top. It shall have minimum capacity of 55 cu/ft. and a minimum width of 70" Hose bed shall have one custom tailored cover and shall be included with the apparatus. It shall be manufactured of a flame retardant material and shall be crack resistant to -ACF. It shall be fitted to the hose bed and retained with double woven shock cord on the front and both sides. The shock cord system shall utilize nylon hooks spaced every 10-12". The cover shall be sand weighted across the rear flap and shall include two 2" side nylon straps with Teflon buckles to meet NFPA requirements. The cover shall be red in color. Compartments Left side compartments shall be as follows : LI compartment shall have a roll up door with an opening of 30" wide x 61" high X 12" deep in the upper area and 26" deep in the lower area. LI should be located ahead of the rear wheels and include retractable shelving and LED lighting to illuminate the entire area. The lights shall run the entire height of the compartment. L2 compartment shall be have a roll up door and be located above the wheel well. It shall have a door open it of 54" wide x 27" high x 12" deep. It shall include a way to hang tools and have LED lighting to illuminate the entire area. The lights shall run the entire height of the compartment. L3 compartment shall have a roll up door with an opening of 42" side x 61" high X12" deep in the upper area and 26" deep in the lower area. L3 shall be behind the rear wheels. The compartment shall extend to the rear of the body panel and include retractable shelving and LED lighting to illuminate the entire area. The lights shall run the entire height of the compartment. Right side compartments shall be as follows ;

11 R1 shall have a roll up door with an opening of 30" wide x 45" high x 12" deep in the upper area and 26" deep in the lower area and be located ahead of the rear wheels. The compartment shall include retractable shelving and LED lighting to illuminate the entire area. The lighting shall run The entire height. R2 shall have hemmed drop down door and be located above the wheel well. It shall have an opening of 56" wide x 15" high x 12" deep and include LED lighting to illuminate the entire area. The lighting shall run The entire height of the compartment. R3 shall have a roll up door with an opening of 42" wide x 45" high x 12" deep in the upper area and 26" deep in the lower area and located behind the rear wheels. It shall extend to the rear body rail and include retractable shelving and LED lighting to illuminate the entire area. The lighting shall Run The entire height of the entire compartment. Rear compartment shall have a roll up door with an opening of 36" wide x 44" high X 37" deep. The side Compartment behind the wheels shall be made transverse or interconnecting with the rear Compartment. The transverse compartment to be full body width and must be accessible from the left side, must be accessible from the left side, right side, and rear compartment area. LED lighting to illuminate the entire area shall be included. One electrically controlled ladder rack shall be installed on the right side of the apparatus. The ladder system shall be controlled from the front area of the ladder area. One attic ladder bracket shall be provided. It shall have the capacity to carry an attic ladder and have abrasion pads to prevent body finish damage. The ladder storage shall have the capability to contain on 24' 2 section ladder, one 14' roof ladder with hooks and one attic 10' attic ladder. Bolt on run rails shall be installed below the compartment doors. Rub rails shall incorporate a highly reflective red and white reflective stripe to aid in protection. The rub rail on each side shall incorporate the NFPA lower zone warning lights. Each light shall be controlled from a cab switch panel.

12 Lighting and Electrical Components There shall be an emergency warning switch Installed on the unit. The entire warning system shall be activated by a single switch. One 12 volt floor mounted console shall be Installed with aluminum tread plate material and shall Incorporate a #4 finish smooth stainless steel top. The top console shall be hinged for access to the Internal electrical components. One radio to be Installed by the Hardin Volunteer Fire Department after receipt of the completed apparatus. Optical warning system to have two separate signaling modes during emergency operations. One more to signal to drivers and pedestrians that the apparatus Is responding to an emergency and calling for the right of way. The other more shall signal that the apparatus Is stopped and Is blocking the right of way. Emergency warning lights shall be designated A,B/C, and D In a clockwise direction with zone A at the front of the apparatus. Each zone shall have an upper and lower warning level. One 58" LED llghtbar shall be mounted one the cab roof. The llghtbar shall be switched from the cab switch panel. The light bar to fill requirements of zone A upper, zone B upper and zone D upper. Two red LED lights shall be mounted on the front cab face, one on each side. The lights shall be placed Inside chrome flanges. These lights should be switched from the In cab switch panel and fill the In cab switch panel and fill the requirements for lower zone A One red LED light shall be mounted on each side of the vehicle ahead of the front wheels. The lights should be switched from the In cab switch panel. The lights to be placed Inside chrome flanges. These lights to fulfill the requirements of zone B and D lower. Two red LED beacons shall be mounted on the upper rear area of the vehicle. These beacons shall be switched from the In cab switch panel and fill the requirements for zone C,B, and D upper Two red LED lights shall be mounted on the lower rear area of the vehicle. The lights shall be placed Inside chrome flanges. These lights shall be switched from the In cab switch panel and fill the requirements of zone A lower. The rear driving signals shall consist of two LED lights one on each side of the apparatus. The LED lights shall Incorporate red brake/tall. Amber turn, and white back-up In a single light head. The mounting shall Include a chrome bezel. One electronic siren shall be Installed In the apparatus, mounted In the cab and shall Include noise canceling microphone.

13 One siren speaker shall be installed in the bumper. One back-up alarm shall be incorporated and shall be a minimum 97db and switched with back-up light circuitry. One LED midship turn light shall be mounted on each side of the apparatus ahead of the rear wheels LED clearance lights shall be installed on the apparatus. They should be hermetically sealed cartridge lights. The engine compartment shall incorporate one LED light and be switched with the pump panel lights. Pump compartment shall have one 5" LED light and be switched with the pump panel lights. A red hazard light located in the driving compartment to be illuminated automatically whenever the apparatus parking brake is not fully engaged and any passenger or compartment door is open, or a ladder rack is not in stowed position. One 5" LED courtesy light shall be located under each area designed for personnel to climb onto the apparatus. Two LED courtesy lights shall be mounted one in each side low rear panel. One LED courtesy light shall be mounted on each side low on the pump module. Each light shall illuminate the running board area. One LED flood and loading light surface Mount light to be installed on right side of apparatus. Light shall be switched from the cab console. Two telescopic LED scene lights shall be installed one on each side. The extension pole shall extend 4' and rotate 360. The lights shall be individually switched from the in cab switch panel. Hose bed shall have three LED lights 5" located in the front bulkhead. Bracketing Three large folding steps shall be furnished on the rear left side. An intermediate rear step of 1/8" grip strut shall be 8" deep and the width of the body An intermediate step constructed of 3/16" aluminum treadplate shall be located on each side of the apparatus at the walkway Two 58" knurled grab handles shall be installed on the rear of the body 10

14 One 58" knurled grab rail shall be installed horizontally below the apparatus hose bed. One hard suction hose storage compartment shall be designed in the rear of the apparatus. The compartment shall have the capacity to carry two length of suction hose with one preconnected low level strainer located on right side. One pair of wheel chocks to be included.
