Drawing Q3.2 is replaced with the attached herein. Drawing Q5.1 is replaced with the attached herein. Drawing Q5.2 is replaced with the attached herein. Drawing E6.1 is replaced with the attached herein Instructions to Bidders. Add to section 1.7 Access To Site, paragraph A. item 4 as follows: 4. Limit the quantity of construction or delivery vehicles brought into the IPTC Facility to (2) two vehicles at any one time Instructions to Bidders. Add to section 1.8 Coordination With Occupants, paragraph Bas follows: B. Coordinate equipment and materials to be removed with owner to identify which equipment items and removed salvaged materials are to be retained by the owner for their use. Demolished equipment and materials not identified by the owner as owners salvage / surplus should be treated as debris and removed from IPTC site Summary of Work. Revise section 1.10 Preparation and Submission of Bids, paragraph D. Allowances, Unit Prices and Alternates, item 4 as follows: 4. Voluntary alternates will be considered by Owner Instructions to Bidders. Revise section 1.12 Opening of Bids, paragraph F as follows: F. The amounts involved in alternatives requested will be read or disclosed as part of the requirements of this Specification Section. Voluntary alternates will be considered by owner during award notifications and voluntary deductive alternates will be read out loud at bid opening. 2 Vehicle Service Station Equipment. Delete reference to satellite fuel solenoid valve accessory section 2.01, Paragraph D, Vehicle Service Station Equipment. Revise section 2.01, Paragraph D, 9 as follows: 9. Supply sump and impact box: Pre-engineered housing and removable cover, PMC Model Nos. LBM2400 APT Sump, PMC Model Nos. IB1216-APT Impact Box, and PMC Model Nos IBC1317 Removable Impact Box Cover, one each Vehicle Service Station Equipment. Delete reference to satellite sump and impact box accessory section 2.01, Paragraph D, 10. The following information is provided in response to questions asked by interested parties: Q1. A supplier has submitted a request for product alternative / equivalent for the following: F-1 ABL-Lithonia Lighting 2SP8 G 3 32 A12125 MVOLT APNP LP835 A. The proposed Light Source F1 alternative received has been rejected as a product equivalent to the specified F1 light fixture. Note that the Addendum #4 revised drawing E6.1 includes revising the Fixture Schedule, changing the Fluorescent lighting fixtures to LED Type Lighting Fixtures. Q2. A supplier has submitted a request for product alternative / equivalent for the following: F-2 ABL-Lithonia Lighting WL4 40L EZ1 LP835 MSD7 DIM50 A. The proposed Light Source F2 alternative received has been rejected as an equivalent to the specified F2 light fixture. Note that the Addendum #4 revised drawing E6.1 includes revising the Fixture Schedule, changing the Fluorescent lighting fixtures to LED Type Lighting Fixtures. Q3. General contractor has submitted the following question from Interclean with a Section , page 434 item 13: There is a requirement for fresh water back-up systems. We will provide a backup fresh water system (provided there is room for the storage tanks) for the recycled water used for the wheel and under chassis sprays, but the backup for Culligan RO Water System needs to be developed by Culligan to assure proper performance and integration into the controls they provide. We cannot provide an automatic fresh water back up supply for the Culligan RO system. A. Confirmed that no work under this contract is to provide back up fresh water supply to RO generation system. Existing RO system has in place an existing fresh water supply connection controlled by float valve to remain. 3 Q4. General contractor has submitted the following question from Interclean with a Section , page 435 item 16: Blowers / Panels / Controls / Gratings are provided by others (Aerodry). We will supply the phot eye to turn the blowers on and off to keep them integrated into the main wash program. A. No exceptions taken to proposed washer / blower integration description provided. Q5. General contractor has submitted the following question from Interclean with a Section , page 435 item 16: Undercarriage Blowers / Panels / Controls / Gratings are provided by others (Aerodry). We will supply the phot eye to turn the blowers on and off to keep them integrated into the main wash program. A. No exceptions taken to proposed washer / blower integration description provided. Q6. General contractor has submitted the following question from Interclean with a Section , page 443 item F Controls: Just for clarification purposes, the system we are proposing will include a control panel for each lane in the equipment room and 1-HMI that can be used to control the key functions (on/off, activate, deactivate) of all three wash lanes. The user can toggle from one lane to another to prevent access to more than one lane at a time. Also, although we can normally provide a Window/Linux system, these unique features require a PLC based program. A. Design team interrupted the single (1) HMI referenced above as a description of the specified Secondary Remote Control unit. No exceptions taken to a single unit that can be toggled between the lanes. However note that the drawings have been revised by this Addendum #4 to clarify the location of the Secondary Remote Control Unit. Although shown and noted in a specific location on the revised drawings, the final location of the Secondary Remote Control Unit will be finalized during the washers shop drawing review but the intent is for the Secondary Remote Control(s) to be located outside of the existing Water Reclaim Room and on the CMU wall along gridline G facing into the wash bays with direct view of wash equipment. Activating the Secondary Remote Control(s) and then having to move to and look out a door or around a corner is not acceptable. Q7. General contractor has submitted the following question from Interclean with a Section , page 447 item 17 [HMI Interface]: We will provide a feature that allows for the activation of the solenoids and booster pumps within the wash system to verify their functionality, however there is no provisions for manual purging of all water pipes using compressed air. If this is required, it should be in the plumber s scope of work. A. Delete requirements of Section , item 2.01, F Controls, number 17. General contractor has submitted the following question from Interclean with a Section page 448 item 4: We are not suppling the water softening system or the chemical for the water processing system. This is part of the Culligan RO System and should be supplied from them, or removed from this project s scope of work. A. Delete requirements of Section , item 2.01, G Accessories, number 4. Q9. General contractor has submitted the following question from Interclean with a Section page 448 item 6: We will supply stainless steel covers for the motors in the wash bay and will also be TEFC rated. The motors in the equipment room cannot be covered. A. No exceptions to stainless steel motor covers in wash bay as described. Motor covers are required on all motors in wash bay and on in-wash bay equipment. Motors not in wash bay do not require covers. Q10. General contractor has submitted the following question from Interclean with a Vehicle Dimension Sheet needed to finalize the design so all the buses in the fleet can be cleaned with the washing system provided. A. IndyGo has provided a listing of all current transit vehicles intended to be washed with the new vehicle washers Current Fleet 40 foot Gilligs 40 foot Gillig Hybrids 40 foot Novas 40 foot New Flyers 60 foot New Flyers 40 foot Gillig electric buses Planned Future Transit Vehicles by the end of this year and next year 40 foot Gillig 60 foot BYD electric buses for the red line (Maybe) Additionally IndyGo would like the ability to run various non-revenue vehicles (NRVs), sedans and SUVs, through the new washers as well with the understanding that this will not void the equipment s warranty and that the new washer s primary function is to wash transit buses. Based on being primarily sized for transit buses, the major wash components (brushes, spray arches, curtains, rinses and blowers) may not fully clean NRVs. If the washers being bid are not suitable for NRVs or any vehicle listed on AD.4.1 it should be included in writing with the submitted bid. 5 Q11. N.S. Wash has submitted the following question: The final rinse arch calls for 34 GPM at 40 psi and the 3 existing RO pumps only produce 20 GPM at 50 PSI. A. The (3) three new final rinse spray arches will be connected to the (3) three existing reverse osmosis (RO) pumps. Revise arch volume and pressure of Section Item 2.01, E Features and Construction, number 12, final rinse arch shall have an output of no less than 20 gallons per minute (GPM) at a pressure of 50 pounds per square inch (PSI). Q12. N.S. Wash has submitted the following question: The existing RO only has 2 pumps for the reject water to the HP rinse arch. Can you please clarify how many new pumps, GPM, and PSI the wash manufacturer should supply related to the RO and rinse arches? A. Provide (1) new reverse osmosis reject water pump at 65 gallons per minute (GPM) at a pressure of 50 pounds per square inch (PSI) to match the existing reverse osmosis reject water pumps. The (2) two existing reverse osmosis reject water pumps to remain and continue to be utilized as part of the new wash system. Q13. General contractor has submitted the following question: Can N.S. Wash Systems be added as an approved manufacturer? A. No exceptions taken to N.S. Wash Systems being added as an approved manufacturer. However any base bid washer system proposed is still required to comply with the specified washer s major components features and construction, major component wash layout and sequence as specified and arranged on the drawings. Example all wrap around brushes remain required to be supported on top and bottom. As revised by this addendum, voluntary alternates will be considered but must be submitted at time of bid and with full impact to cost and design. Q14. Westmatic has submitted a specific version of their Transit-Master bus wash system requesting approval to bid their submitted system as an equivalent to the specified wash system. A. The received Westmatic Transit-Master (TM) submittal received has been approved as an equivalent washing system with the following caveats, comments and requirements: o The Westmatic (TM) system s major wash components will be configured in conformance with the general layout of the specified wash system. All design efforts, revised and modified layouts, increase or decrease in utilities, trenches, piping, and infrastructure will be coordination through the General Contractor and other trades and disciplines with no additional cost or efforts to IndyGo or IndyGo s Fuel and Wash IFB design team and any and all cost associated with procuring and installing a working wash system will be encapsulated in the bid pricing. o Submitted static spray bar at wheel washer not acceptable. Provide spinner wash as specified or high volume single spray nozzle with oscillating nozzle capable of washing all surfaces of a recessed rear dual wheel rim set. 6 o o o o o Submitted pre-mix tank detergent delivery system with mixture ration control by suction hose nozzle not acceptable. Provide detergent pump system as specified in base bid. This is confirmation that the existing water softening and RO generator, RO water storage tanks and reject RO water storage tank system will remain and be tied via new plumbing to new RO arches in the wash bays as specified. Submitted blow dry system with Westmatic standard five (8) individual fans on arch (3 fans per side and 2 at top) paired with the specified chassis drying system is not approved. Provide the full specified drying system for both the chassis and body (front, sides, rear, top) drying as part of the base bid. As an optional voluntary deductive alternate, a wash manufacturer s standard drying arch can be proposed for drying the body (front, sides, rear, top) paired with the specified chassis wash dryer. If provided, provide amount of voluntary deductive drying alternate to be subtracted from base bid and description of proposed drying system including product data and sound data to meet specified dba values with bid for evaluation. Submitted controls did not address specified requirements for the specified Secondary Control Panels to be located outside of the Wash Reclaim room. It is the design intention to have the main wash control panels be located in the Water Reclaim room in the approximate location of the existing to be removed wash equipment control panels to utilize existing wall space and existing electrical utility service connections. The Secondary Control panels are intended to be located on the face of wall parallel to gridline G facing into the Wash Lanes to allow a single user to test all functions of all three wash lanes as specified. Acceptance of Westmatic (TM) system as an equivalent system does not nullify, supersede or negate by equivalent approval the wash system requirements and components not addressed in the equivalent submittal including motor covers, sump pit grating, and secondary control panels Q15. General contractor has requested clarification of material for equipment mark # TANK, STORAGE, CUBE, STAINLESS STEEL, 500 GALLON (DEF): A Atmospheric Tanks and Vessels, 2.01, C Features and Construction, revise number 2 to read Construction: Both the Primary tank and the Secondary tank shall be constructed of 304 stainless steel. Q16. General contractor has requested clarification of accessory vent alarm for equipment mark # TANK, STORAGE, CUBE, STAINLESS STEEL, 500 GALLON (DEF): A Atmospheric Tanks and Vessels, 2.01, D,3 Vent Alarm, revise to read Audible tank alarm, with 12-volt transformer and overfill guard tank gauge with 2 NPS connection, DEF Husky product number Sentry with Overfill. Q17. General contractor has requested clarification of finish for equipment mark # TANK, STORAGE, CUBE, STAINLESS STEEL, 500 GALLON (DEF): A Atmospheric Tanks and Vessels, 2.01, E Finish, revise to read No. 2B mill finish inside and out. 7 Q18. General contractor has requested that Wayne Equipment / Wayne Fueling Systems be added as an equal manufacturer to equipment mark #8065 Dispenser, diesel fuel, stand type, 60 GPM: A. Confirmed. Wayne Equipment / Wayne Fueling Systems is an approved equal. Q19. General contractor has requested that Containment Sump Alarm Systems be added as an equal manufacturer to equipment mark #8065 Dispenser, diesel fuel, stand type, 60 GPM: A. No exceptions taken to the proposed fueling / dispensing system provided that all equipment is Buy America compliant. Include APT sump location and size with dispenser shop drawing for approval. Wayne Equipment / Wayne Fueling Systems Dispenser Model # 3/G7236D/GHJKMR/VW3 is an approved equal including compatible Franklin Fueling APT sump, Franklin Fueling sensor monitor S940 and sensor TPS-ULS for leak detection under dispenser. Q20. General contractor has submitted the following question: Will a fixed nozzle undercarriage be acceptable in place of the rotating nozzle undercarriage? A. Not exceptions taken to a fix undercarriage spray bar provided that it is part of a systematized chassis wash system or is normally sold as a package chassis wash spray bar in the vehicle wash industry. A one-off fixed pipe with spray nozzles is not acceptable. Note that the wheel spinners are to remain as a rotating spinner and cannot be a fixed stationary spray bar. Q21. Interclean has submitted the following question: From the Wash Spec. P. 429, Construction Item #6 canted arch s are specified. Are non-canted arch s acceptable? A. Not exceptions taken to non-canted arches at the pre-wetting / detergent arch provided the application of detergent / water solution is adjustable to be applied completely and evenly including the middle of the front and rear of the bus. Q22. Interclean has submitted the following question: From the Wash Spec. P.432, Construction, Item #10 oscillating roof mops are specified. Because of the sensitive equipment on top of the bus and as a way to reduce the cost of the system, are drag or stationary roof mops acceptable? A. Non-oscillating roof mops and / or drag mops are not acceptable. Provide oscillating roof mops as base bid. Note that as revised by this addendum, voluntary alternates are being considered by the owner for cost savings and operational efficiency improvements. 8 Q23. Equipment mark # 8245 Gantry, fuel, with hose and nozzle is no longer available A. Manufacturer of equipment mark # 8245 Gantry, fuel, with hose and nozzle, ABC- Companies, is currently in active transition to divest itself from producing the specified FF-2000-TS fueling gantry. ABC-Companies has stated to the design team that the #8235 fueling gantry will be available to order and receive from the new manufacturing company that is buying the rights to manufacture the fueling gantry. Provide $75,000 allowance with bid to cover soon to be available fueling gantry. Please acknowledge the receipt of this addendum on the Bid Form Exhibit AA. Failure to acknowledge receipt of the Addendum will render the bid nonresponsive and therefore void. IndyGo looks forward to receiving your bid on the project.
