2 FROM: NANCY RODRIGUEZ, SENIOR CONTRACTS ADMINISTRATOR DATE: JUNE 3, 2016 TO: PROSPECTIVE BIDDERS SUBJECT: LYNX RESPONSE TO QUESTIONS AND CLARIFICATION TO LYNX BID SOLAR POWERED BUS STOP LIGHTS The following question and clarification was received. Please see the response listed below. Question 1 Exhibit B Scope of Work Item # Provide full power capabilities on two hours Can you explain how this solar powered lighting can be operated on only 2 hours of sunlight per day with a 5 Watt PV panel and continue to have 5 day autonomy? LYNX Response 1 LYNX is deleting this requirement. Please see attached revised Scope of Work. Question 2 Exhibit B Scope of Work Item #14 Can you explain what is meant by seasonal weather conditions? LYNX Response 2 Winters are dry and temperate with the average winter high temperature in Orlando being 72 F (22 C). Summers are hot and humid with high temperatures averaging 92 F (33 C). Peak summer heat generally arrives in early June and continues to early October. The combination of high temperatures, high humidity, and opposing sea breezes from both the Gulf and Atlantic coasts, results in significant thunderstorm activity from June to September for the interior counties. Question 3 Exhibit B Scope of Work Item # 15 Provide Data Collection. What type of data collection is Lynx collecting and how will it be collected? LYNX Response 3 The requirement has been clarified to contain a smart controller which has a self-test feature and data collection capabilities.
3 Question 4 Exhibit B Scope of Work Item #20 From 8 height shall illuminate a 6 diameter area. Is there a measurement that should be noted? LYNX Response 4 See below question 5 for response. Question 5 Exhibit B Scope of Work Item # 21 Provide 5.0 foot candles of illumination. Where is this measured? From the ground? Bench height? Please advise. LYNX Response 5 This should be from bench height. Question 6 Exhibit B Scope of Work Item #23 Two separate specifications here. Which is it? 6 hours of run time? Or button operation of up to 15 minutes? How many of each type will LYNX be purchasing? Should there be two separate categories on the pricing page? LYNX Response 6 Clarification: LYNX does not need continuous 6 hours of run time. The options we are looking for are a motion sensor unit and also a demand response push button. LYNX is trying to solve the problem of having bus passengers feel safe and the drivers knowing there is a passenger at the stop. LYNX anticipates but does not guarantee that a majority of these would likely be the motion sensor unit. Exact numbers of that option are not known at this time. Yes. There should be two separate categories on the pricing page Question 7 Exhibit B Scope of Work Item #26-5 year warranty. Does this warranty include batteries? LYNX Response 7 Industry standard for off grid solar lighting systems typically include at minimum a 3 year prorated battery warranty. 1st year 100%, 2nd year 50%, and 3rd year 25%.
4 Question 8 Exhibit B Scope of Work Item 5: To make sure that the mounting of our solar powered bus stop light does not create a condition that would exceed the existing bus stop mounting poles design capacity for the 140 mph wind load would it be possible to for you to provide the engineering data for the existing bus stop poles (all sizes, ) that the solar powered bus stop lights will attach to, as well as the dimensional information and attachment engineering for the existing signage that currently resides on the bus stop pole? Or, will others be responsible confirming the pole engineering for the 140 mph wind load based on the EPA and weight data we provide for our solar powered bus stop light? LYNX Response 8 LYNX does not have engineering related wind load data for our bus stop poles and signage. It is the responsibility of the bidder to ensure that their product meets Florida Wind Load Requirements. LYNX is expecting the bidder to provide LYNX the minimum pole diameter and associated installation requirements for their product if it does not match what the agency current uses. LYNX acknowledges that installation by the agency is to occur. Installation is not a requirement of the bidder. Question 9 Exhibit B Scope of Work Item 25 In most cases there is 3 +/- of clearance between the uppermost edge of the agency flag or bus stop sign at the top of the existing bus stop poles for mounting of the solar powered bus stop light, however, in some cases the existing agency flag or bus stop sign is mounted at the top of the existing bus stop pole leaving no room for the mounting of the proposed solar powered bus stop light. Should we assume that we will be provided 3 +/- clearance between the uppermost edge of the agency flag or bus stop sign at the top of each existing bus stop pole for the mounting of the solar powered bus stop light? LYNX Response 9 The assumption of a 3 +/- clearance between the agency flag or bus stop sign for the mounting of the bus stop pole is acceptable. Please see below for a picture that shows the current set-up of our bus stop poles for reference.

6 Question 10 Exhibit B Scope of Work for IFB #16-B04 states Shall meet UL listing (or equivalent Certified Testing Laboratory) Does LYNX require vendors to include in their bid submittal package UL (or NRTL) systems certification to ensure the system meets? LYNX Response 10 Yes. LYNX requires the certification be submitted with the submittal package Question 11 Exhibit B Scope of Work for IFB #16-B04 states Provide full power capabilities on two hours of sunlight per day. Does LYNX require vendors to include in their bid submittal package system sizing calculations to ensure the offering adequately meets the power capabilities? LYNX Response 11 Yes. LYNX requires the system sizing calculations. Question 12 Exhibit B Scope of Work for IFB #16-B04 states Provide lead acid, A.G.M. or Gel cell, battery requiring minimal maintenance with a minimum three-year life span and re-usable or recyclable. Industry standard for off grid solar lighting systems typically include at minimum a 3 year prorated battery warranty. 1st year 100%, 2nd year 50%, and 3rd year 25%. Does LYNX require vendors to include in their bid submittal package a three year pro-rated warranty for batteries? LYNX Response 12 LYNX will change the specification to reflect the industry standard listed above of off grid solar lighting systems typically include at minimum a 3 year pro-rated battery warranty. 1st year 100%, 2nd year 50%, and 3rd year 25%. Question 13 Exhibit B Scope of Work for IFB #16-B04 states Battery autonomy or reserve should allow system to operate for 5 days minimum with zero solar charge. Does LYNX require vendors to include in their bid submittal package system sizing calculations to ensure the offering adequately meets the 5 days autonomy requirement?
7 LYNX Response 13 Yes. LYNX requires appropriate documentation for to demonstrate the autonomy requirement Question 14 Exhibit B Scope of Work for IFB #16-B04 states Each solar light shall be able to be secured at the top of pole and centered to evenly distribute solar light weight. Does LYNX require vendors to include in their bid submittal package system drawings to ensure the offering will be able to secure to the top of pole and have evenly centered weight? LYNX Response 14 The expectation that LYNX has is that the vendor will submit supporting documentation that this product will fit LYNX existing pole. If it does not the expectation is the vendor will specify to LYNX if the agency needs to purchase a different type of pole? Further, LYNX expects that installation instructions will be supplied to the agency. Question 15 Exhibit B Scope of Work for IFB #16-B04 states 5 year warranty Industry standards for off grid solar lighting systems typically include a 5 year system warranty, and a pro-rated battery warranty of 3 years. Does LYNX require vendors to include in their bid submittal package a 5 year systems warranty statement and a 3 year pro-rated battery warranty statement? LYNX Response 15 Yes. LYNX requires vendors to include in their bid submittal package a 5 year systems warranty and a 3 year pro-rated battery warranty statement Question 16 Exhibit C Bid Schedule for IFB #16-B04 states An Estimated Quantity of 120 indicates minimal historical use Does LYNX intend to place multiple orders throughout each contract year, and if so what is the expected minimum quantity of these orders? LYNX Response 16 LYNX will likely place multiple orders for these anticipated to be 4 orders of 30 or 3 orders of 40 depending on full funding availability in the FY budget.
8 EXHIBIT B SCOPE OF WORK Minimum requirements: 1. Shall be accessible under current ADA (American Disabilities Act) requirements. Push button activated or motion sensor activated 2. Shall be solar powered. 3. Solar panel power shall be a minimum of 5 Watts and incorporate a rigid frame. 4. Shall be low-profile, aesthetic and contain a theft resistant casing. 5. Shall be able to meet Florida Windloads when attached to a bus stop pole of 140 mph. 6. Shall meet UL listing (or equivalent Certified Testing Laboratory). 7. Shall be able to have ability to fit onto 1.75 to 2.5 bus stop pole. 8. Contain a graffiti resistant covering. 9. Offer different color options for Solar Light enclosure assembly to brand agency. 10. Security fasteners shall be used on exposed screws. 11. Provide lead acid, A.G.M. or Gel cell, battery requiring minimal maintenance with a minimum three-year life span and re-usable or recyclable. 12. Battery autonomy or reserve should allow system to operate for 5 days minimum with zero solar charge. 13. Provide automatic light control to adjust lighting to seasonal weather conditions. Seasonal weather conditions in Florida are: Winters are dry and temperate with the average winter high temperature in Orlando being 72 F (22 C). Summers are hot and humid with high temperatures averaging 92 F (33 C). Peak summer heat generally arrives in early June and continues to early October. 9 EXHIBIT B 14. Each unit shall contain a smart controller with a self-test feature and data collection capabilities associated with the smart controller. 15. Provide operating temperature range between -25 to 175 degrees Fahrenheit. 16. Meet ISO 9001 standards. 17. Light shall be Light Emitting Diode (L.E.D.) technology. 18. L.E.D. light shall have a minimum 50,000 hour lifespan. 19. From 8 light shall illuminate a minimum 6 diameter area at bench height 20. Provide 5.0 foot candles of illuminations 21. Light shall remain on for 6 hours after dusk; or for a total of 6 hours split night profile. Spilt night may be defined as dusk plus 4,dawn minus 2 hours 22. Shall have two options available. First would be a motion sensor. The motion sensor shall turn on in the presence of a waiting passenger sensed at bench height. In the case of the motion sensor, the light should stay on during the period that a waiting passenger is in the field of view of the motion sensor. The second option is a demand response push button. The push button should turn on the light and allow it to remain lit for a period of 15 minutes. 23. Each solar light shall be able to be secured at the top of pole and centered to evenly distribute solar light weight. 24. Each Solar Light shall be designed for bus stops and shall not interfere with current agency flag or bus stop sign integration year system warranty.
