TO ALL BIDDERS OF RECORD AND TO WHOM IT MAY CONCERN: This Addendum is being issued prior to the due date for receiving proposals. This Addendum forms a part of the Contract Documents and modifies the original Request for Electronic Quote (EQ # ) as noted below and shall be incorporated into the Contract Documents. All other provisions of the EQ released September 8, 2017 with the exception of changes below, shall remain unchanged. This Addendum is issued in accordance with the provisions of Request for Electronic Quote. All Proposals shall be based upon work as modified by this Addendum. Acknowledged receipt of this Addendum is required. Failure to do so may result in disqualification of the Bidder. This addendum addresses questions presented by bidders before the deadline to the submission of proposals for EQ Bus Destruction. 1. Do the two Gillig 40 (2401H & 2402H) Hybrid have batteries, if so, what type? IPTC Response: Yes, I believe phosphate. 2. The guidelines state that IPTC is seeking quotes from qualified contractors to destroy/recycle up to 52 total vehicles and to provide a certificate of destruction for each bus destroyed, does this mean each bus must be destroyed, crushed, sheared, shredded, etc. do that no parts of the bus can be reused or sold? IPTC Response: No buses can be sold, this is a destruction/recycling only proposal, also (Parts/Components) the materials and fluids are owned by winning bid/ buyer for their benefit and at their direction. (Sale of useful Materials and Fluids). 1

2 3. When were, each bus taken out of revenue service? IPTC Response: Multiple dates, does not impact destruction. 4. Which buses are high floor and which buses are low floor? IPTC Response: All buses that start with a 97 or 98 are high floor, the rest are low floor or para transit 5. Which buses have no engine? IPTC Response: each bus is as is, not every bus has an engine but most do. 6. Which buses have no transmission? IPTC Response: each bus is as is. Not every bus has a transmission but most do. 7. Which buses have been stripped of any electronic control modules? IPTC Response: each bus is as is, do not know but most non-manufactured items are removed. 8. Which buses have no destination signs? IPTC Response: each bus is as is, unable to determine which ones don t. 2

3 9. What is the manufacture and model number of engine in each bus? IPTC Response: either Detroit or Cummins, but each bus is as is. 10. What is the manufacture and model number of transmission in each bus? IPTC Response: B400 Allison but each bus is as is. 11. What is the manufacture and model number of destination sign in each bus? IPTC Response: no information is available each bus is as is and if signs are in them they should be destroyed with the bus. 12. Do the New Flyer 60 buses start, run and move? IPTC Response: NO 13. Which buses have been stripped of major components? IPTC Response: each bus is as is. The opportunity to view was at the vendors choice. 3

The Request indicates: Also, selected Contractor will be required to provide a certificate of destruction for each bus destroyed, also sign wavier of Sale of Useful Materials and Fluids (as stated on page 6 inside EQ). The certificate of destruction is not attached. The waiver indicates certain materials are considered useful products for a useful purpose. Please provide a copy of the certificate of destruction? If a copy of the certificate is not available, please clarify which specific items need to be destroyed, whether a specific method of destruction is required and whether the successful proposer has any discretion in determining which items are useful and which items need to be destroyed? IPTC Response: All buses need to be crushed/shredded/recycled, as stated in Sale of Useful Materials and Fluids, upon completion of the sale, the materials and fluids are owned by the buyer for their benefit and at their direction. Also, the buyer will provide to IPTC a signed statement that each vehicle has been crushed/shredded/recycled. 15. Are all 52 buses road worthy or do I need to make arrangements with tow company for removal? IPTC Response: All vehicles are non-running and will need to be towed at the winning bidder expense. 4

Could I keep Bus # 2035 and # 2051 for educational and training of new bus technicians, I will provide a certificate stating that the diesel engine is going to be removed, and the buses are in our certified training program where we teach how to convert a diesel bus into a ZERO EMISSIONS all electric bus. We could also teach your technicians how to convert your midterm buses into ZERO EMISSION buses for half the cost of buying new buses? IPTC Response: Yes-if the winning bidder is selected, as this is a package deal for all vehicles. 17. On page 3 of your request for Electronic Quote, under Project Overview you are asking selected Contractor will be required to provide a certificate of destruction for each bus destroyed" Then on page 4 under Proposals must include the following "Acceptance of Certificate of Destruction". I did not see a Blank form for the Certificate of Destruction which you said must be included. Do you have a blank form for us to use or do you want us to create a form to submit at Proposal? It seems to me that you are asking that we agree to supply this form for each bus after it is destructed and not before the time of submitting the proposal. Please help me understand what you want us to do? IPTC Response: Yes, IPTC is requesting for bidders to accept the request to provide Destruction Certificate process during the bidding process, and for the winning bidder to provide the actual Destruction Certificate after completion of destruction process for each vehicle. 5
