2 INSTRUCTIONS TO BIDDERS Purchase f a Plymer System fr the Wastewater Treatment Plant 1. RECEIPT AND OPENING OF PROPOSALS The City f Spring Hill invites and will receive Prpsals n the frms attached heret, all infrmatin n which must be apprpriately cmpleted. Prpsals will be received at City Hall until 2:00 p.m. n May 27, 2015, and publicly pened and read alud n the afresaid date. The envelpes cntaining the Prpsals must be sealed and addressed t April Gad, City Recrder, 199 Twn Center Parkway, Spring Hill, TN and plainly marked " Purchase f a Plymer System fr the Wastewater Treatment Plant. 2. PREPARATION OF THE PROPOSAL All Prpsals shall be made n the Prpsal Frm attached heret and shall give the amunt f bids and must be signed by the Bidders. Sealed bid shuld cntain3 cpies f the prpsal alng with an electrnic cpy (either CD r flash drive). If a unit price r a lump sum already entered by the Bidder n the Prpsal Frm is t be altered, it shall be crssed ut with ink and the new unit price r lump sum bid entered abve r belw it, and initialed by the Bidder in ink. Each Prpsal must be submitted in a sealed envelpe bearing n the utside the name f the Bidder, its address, and plainly marked Purchase f a Plymer System fr the Wastewater Treatment Plant.If frwarding by mail, the sealed envelpe cntaining the Prpsal must be enclsed in anther envelpe addressed as specified in the Prpsal. The City may cnsider as irregular any Prpsal nt prepared and submitted in accrdance with the prvisins heref and may waive any infrmalities r reject any and all Prpsals. Any Prpsal may be withdrawn prir t the abve-scheduled time fr the pening f Prpsals r authrized pstpnement theref. Any Prpsal received after the time and date specified abve shall nt be cnsidered. Verbal, ed r faxed prpsals will nt be accepted. 3. AWARD OF THE BID The Bid shall be deemed as having been awarded upn apprval f the Spring Hill Bard f Mayr and Aldermen, and bidder ntified by the city. The Bidder t whm the Bid shall have been awarded will be required t execute 3 cpies f the Cntract r Prpsal n the frm attached. Bidder shuld als submit an electrnic cpy in the frm f CD r flash drive. In case f the Bidder's refusal r failure t d s within ten (10) days after its receipt f frmal ntice f award, Bidder will be cnsidered t have abandned all rights and interests in the award and the award may then be made t the next best qualified Bidder r the wrk re-advertised fr Prpsals as the City may elect. 4. CONDITIONS Each Bidder shall fully acquaint itself with cnditins relating t the scpe and restrictins attending the executin f the Bid. 3 The failure r missin f any Bidder t receive r examine any frm, instrument, addendum r ther dcument shall in n way relieve it f any bligatins with respect t his Prpsal r t the Cntract. The City shall make all such dcuments available t the Bidder. 5. ADDENDA AND EXPLANATIONS Explanatins desired by a prspective Bidder shall be requested f the City in writing, and if explanatins are necessary, a reply shall be made in the frm f an Addendum, a cpy f which will be frwarded t each Bidder. Every request fr such explanatin shall be in writing ( ) addressed t April Gad, Recrder at agad@springhilltn.rg. Any verbal statements regarding same by any persn prir t the award shall be unauthritative and nt binding. Addenda issued t Bidders prir t date f receipt f Prpsals shall becme a part f the Bid Dcuments N inquiry received within seven (7) days f the date fixed fr the submissin and pening f Prpsals will be given cnsideratin. Any and all such interpretatins and any supplemental instructins will be in the frm f written Addenda, which, if issued, shall be ed t all prspective Bidders, nt later than five (5) days prir t the date fixed fr the pening f Prpsals. 6. NAME, ADDRESS, AND LEGAL STATUS OF THE BIDDER The Prpsal must be prperly signed in ink and the address f the Bidder given. The legal status f the Bidder whether crpratin, partnership, r individual, shall als be stated in the Prpsal. A crpratin shall execute the Prpsal by its duly authrized fficers in accrdance with its crprate by-laws and shall als list the state in which it is incrprated. A partnership Bidder shall give full names f all partners. Partnership and individual Bidders will be required t state in the Prpsal the names f all persns interested therein. The place f residence f each Bidder, r the ffice address in the case f a firm r cmpany, with cunty and state and telephne number, must be given after his signature. If the Bidder is a jint venture cnsisting f a cmbinatin f any r all f the abve entities, each jint venture shall execute the Prpsal. Anyne signing a Prpsal as an agent f anther r thers must submit with his Prpsal, legal evidence f his authrity t d s. 7. COMPETENCY OF BIDDER The pening and reading f the Prpsal shall nt be cnstrued as an acceptance f the Bidder as a qualified, respnsible Bidder. The City reserves the right t determine the cmpetence and respnsibility f a Bidder frm its knwledge f the Bidder's qualificatins r frm ther surces. The City shall require submissin with the Prpsal f the fllwing supprting data regarding the qualificatins f the Bidder in rder t determine whether it is a qualified, respnsible Bidder. The Bidder will be required t furnish the fllwing infrmatin: (a) A cpy f the latest available certified financial statement f the Bidder (r its parent crpratin if individual subsidiary r divisin financial statements are nt prepared and generally available) certified by independent certified public accuntants. 4 (b) Evidence that the Bidder is in gd standing under the laws f the State f Tennessee, and, in the case f crpratins rganized under the laws f any ther State, evidence that the Bidder is licensed t d business and in gd standing under the laws f the State f Tennessee r a swrn statement that it will take all necessary actin t becme s licensed if its Prpsal is accepted. In the event that the City shall require additinal certified supprting data regarding the qualificatins f the Bidder in rder t determine whether he is a qualified respnsible bidder, the Bidder may be required t furnish any r all f the fllwing infrmatin swrn t under ath: (a) Evidence that the Bidder is capable f cmmencing perfrmance as required in the Bid Dcuments. (b) Such additinal infrmatin as will satisfy the City that the Bidder is adequately prepared t fulfill the Cntract. The Bidder may satisfy any r all f the experience and qualificatin requirements by submitting the experience and qualificatins f its parent rganizatin and subsidiaries r affiliates f the parent. 8. DISQUALIFICATION OF BIDDERS Althugh nt intended t be an exhaustive list f causes fr disqualificatin, any ne r mre f the fllwing causes, amng thers, may be cnsidered sufficient fr the disqualificatin f a Bidder and the rejectin if it s Prpsal: (a) Evidence f cllusin amng Bidders. (b) Lack f cmpetency as revealed by either financial statements, experience r equipment statements as submitted r ther factrs. (c) Default n a previus municipal bid fr failure t perfrm. 9. METHOD OF AWARD The City reserves the right t accept any Prpsal r t reject any r all Prpsals, and t waive defects r irregularities in any Prpsal. In particular, any alteratin, erasure r interlineatins f the Cntract Dcuments and f the Prpsal shall render the accmpanying Prpsal irregular and subject t (but nt requiring) rejectin by the City. 10. TITLE VI POLICY The City f Spring Hill will nt discriminate in the purchase f all gds and services n the basis f race, clr, religin, sex, natinal rigin, age, disability r any ther lawfully prtected classificatin. Verbal, ed, r faxed qutatins r qutatins received after the clsing date will nt be accepted. The City f Spring Hill reserves the right t reject any and all bids, t waive technicalities r infrmalities and t accept any bid deemed in the best interest f the City f Spring Hill. 5 POLYMER BLENDING AND FEED EQUIPMENT SPECIFICATIONS SCOPE The plymer system shall be the standard equipment f the supplier invlved in the manufacture f similar type equipment and shall be the PlyBlend Mdel M2400P10AA as manufactured by Siemens Water Technlgies, r apprved equal. Equipment included with the plymer system includes: Mixing Chamber Dilutin Water Cntrls Neat Plymer Pump System Cntrls Calibratin Cylinder The plymer system shall be a skid munted system with intercnnecting piping and wiring cmplete within skid limits. The bidder shall be required t visit the site and becme familiar with all requirements f the prject and requirements f the plymer feed system design and installatin. The prpsed system shall include layut, supplying and installing f the plymer blending and feed system including all necessary electrical (wiring, cnduit, cntrl bxes, switches, etc.) hardware, SCADA interface, munting cmpnents, anchrs, and all appurtenances t supply a cmplete and perable system as a whle. PRODUCTS SYSTEM DESCRIPTION Multi-Zne Mixing Chamber Plymer and water shall be mixed in a chamber designed t create sufficient mixing energy. This design shall include a mtr driven impeller that will create high fluid sheer. Slutin shall underg a tapered mixing intensity slpe as it exits the initial high sheer zne and passes thrugh a secnd lw sheer zne, islated by a baffle. Plymer activatin efficiency shall be cnsistent ver the dilutin water range. 2. Mixing chamber shall be transparent t allw viewing f mixing intensity. Opaque mixing chambers shall be unacceptable. Impeller shall be driven by a 1 hp maximum washdwn duty mtr. Mtr shall be TEFC. Impeller speed shall be 3450 rpm, minimum. Mtr shall be direct-cupled t impeller shaft. 6 Dilutin Water Cntrl Dilutin water shall be split int tw streams. a. Primary water flw shall supply the mixing chamber. b. Secndary water flw shall be used t pst dilute the activated plymer stream. Unit shall have an electric slenid valve fr n/ff cntrl f ttal dilutin water flw. Flw indicatrs shall be prvided fr each dilutin water stream. Dilutin water and slutin utput cnnectins shall include 304 stainless steel unins cnnected t the chassis. Pump Unit shall have a neat plymer metering pump. a. Pump shall be psitive displacement, prgressing cavity type, as manufactured by Myna, Inc. b. Rtr shall be 316 SS. c. Statr shall be Vitn. d. Pump shall have mechanical seal. Pump shall be driven by 1/2~hp, 0-90 vlt DC mtr. a. Variable speed shall be prvided by an SCR cntrller. b. Mtr shall be washdwn, TENV duty. c. Mtr shall be direct-cupled t a gear reducer. d. Pump shall be direct-cupled t gear reducer. e. VFD with an AC mtr is acceptable. Cntrls Unit shall be cntrlled thrugh an n-ff-remte circuit cntrlled by a three-- psitin switch. a. In the remte switch psitin, the unit shall accept a run signal. b. Unit is manually cntrlled in the n psitin. Unit shall accept a 4-20 rna analg signal t pace the plymer metering pump. a. This signal shall drive the cntrller when in the Aut mde. b. The cntrller shall als have manual mtr speed cntrl via a ptentimeter fr SCR and tuch pad cntrl fr VFD. Unit shall detect lss f water flw, sensing that water flw has been interrupted fr any reasn, will place the plymer pump and mix chamber n standby and will restart it autmatically when flw is restred. An integral timer shall mnitr lss f flw and energize cntacts indicating alarm after 15 secnds f cntinuus lss. Calibratin Cylinder. A suitably sized calibratin cylinder shall be supplied fr the neat plymer feed pump. Cylinder shall be munted t frame with PVC islatin ball valves.
