5 GOALS Strengthen the Maine economy by reducing Maine drivers energy costs for transportation and by promoting tourism from neighboring provinces and states; and, Advance Maine s progress toward reducing emissions of nitrous oxides and carbon from light-duty vehicles traveling Maine roads.

6 Objectives 1. Deliver on the Governor s commitment to the Premier of Quebec to: a. establish corridors of publicly available, DC fast-chargers b. spaced not more than 50 miles apart c. linking Quebec to tourist destinations in Maine 2. Maximize the length of routes in Maine that satisfy Federal Highway Administration (FHWA) FAST Act designations of signage ready EV corridors as described in the FHWA 2017 Alternate Fuels Corridor Request for Designation Nominations Issued September 22, 2017, (

7 Objectives (continued) 3. Make Maine an eligible and attractive candidate for funding from federal, corporate, or national initiatives; and, 4. Facilitate market transformation that will, over time, result in more Maine drivers shifting to use of vehicles that operate on electricity.

9 Initiative I: Benefits and Markets Served Establish corridors of EV travel for interstate and international travelers to overcome range anxiety for EV owners/operators Encourage / reassure EV tourists to embark for Maine destinations Encourage / reassure intrastate travel to Maine destinations

10 Siting and Equipment Criteria (1) Location Plan for max distance of 50 miles between sites o Provide for some overlap capacity where practical (i.e., shorter distances between sites) Proximate to 3-phase power Accessible, Appealing o o o o Very close to highway/route Q: Should we set the distance limit from the route at 0.25 mi.? 0.5 mi.? Other? Ensure 24-hour public access Appropriate safety (signage, lighting) Other services available nearby (food, restrooms)

11 Siting and Equipment Criteria (2) Equipment Robust / reliable corridors of stations o Min. one (1) DC Fast Charger and one (1) level 2 charger per site Q: Should we require more than 1 DCFC at every site? o DC Fast Charger: Provide both the SAE CCS standard and CHAdeMO standard at every site o Level 2 Equipment: volt AC charging equipment; cord connector complies with SAE J-1772 standard Accessible, user-friendly o Network interoperability including multiple point-of-sale methods o Data Capture Required (usage data recorded)

12 Siting and Equipment Criteria (3) Equipment Future-proofing o For highest-traffic sites, require min. capacity at 150 kw/dcfc o For medium-traffic sites, require min. 50 kw/dcfc o For lower-traffic sites, allow option of 25 kw/dcfc o Require sizing and/or configuration of the system to be capable of upgraded to next larger size within 5 years Q: Should we require all sites to install minimum 150 kw/dcfc, even if this costs more, or conserve funds to enable placing lower capacity DCFC in more locations? Q: What other future proofing should we consider in the development of the siting and equipment criteria

Q: Please comment on what you think the key selection criteria should be for the vendor of equipment and services in Initiative I, assuming that minimum qualifications and specifications are met by the vendor and also that there is a separate process for selecting host-sites. Q: Please comment on whether the Initiative would be best served by bidding out each corridor individually, or to combine certain corridors to be bid out together, or to bid the work for all of the corridors in a single solicitation.
