The ecarni Electric Vehicle Infrastructure Project Presentation to IAPSC 9 th June 2015 Tim Irwin Deputy Director Environmental Policy Division Department of the Environment
Structure of Presentation Background to Plugged in Places Project Why We Took The Project Forward Scope of Project Key challenges Progress to date
Background to ecar NI Project Transport is fundamental to economic strength and quality of life; Need to make transport more sustainable; Key objective for OLEV was to build an early flourishing market for ultra-low carbon vehicles; Identified the need to incentivise; Different types of ultra low carbon vehicles; 400m fund research, development, demonstration &incentivisation; Plugged in Places was part of this fund.
Background to ecar NI Project Plugged In Places was a 30 million fund initially set up to support the installation of electric vehicle charging infrastructure. Northern Ireland bid for funding in Wave 2 Pilot project to run
Why we took the ecarni project forward Historic background of demographics and transportation in NI The strategic fit with central and local government policies Strength of the consortium
Background Demographics and Transportation Dispersed population of 1.7 million Road network of some 25,000km Poor public transport provision Travel Patterns Freight Environmental Issues
Aligns with key Central & Local Government Strategic Objectives: Reduces GHG Emissions Aligns with the DETI 40% renewable energy target by 2020 Facilitates compliance with Air Quality Regulations Assists implementation of the Environmental Noise Directive Aligns with Local Government Travel Plans Strategic Fit
Air Quality
Political Support Bid fully endorsed by 2 Ministers and their Departments Minister Conor Murphy, Department for Regional Development Minister Edwin Poots, Department of the Environment Supported by the First and deputy First Ministers; Department of Enterprise, Trade & Investment and Invest NI strongly backed the bid Department of Employment & Learning involved with local Colleges and EV training Local Government committed to and invested in the bid
DRD DoE NIE ESB Power NI Donnelly Car Group INTEL SAP Local Authorities Strength of the Consortium
Initial Scope of ecar Pilot Project
Initial Scope of Project 2 year project Over 100 x 22kw public charge posts 4 x 50kw rapid charge posts Up to 150 workplace / fleet chargers Up to 150 home chargers An open access charge post management system Ecar website, ecar Ministerial events, ecar e-zine & facebook
Unique Selling Points National and International inter-operability Retail harmonisation across the single electricity market in NI & ROI allowing Utility companies on both sides of the border to meter electricity at the charge point Creates clear price signals, market competition & consumer choice RFID access in N/S allows EV drivers to roam' Common specification 22kW 3-phase Public Charge Points NIE (Distribution Network Operator) will be sole owner of the public infrastructure.
Other Benefits of ecar Pilot Project Geographical access to an additional 188 points within a linear 100km Charge Point Procurement efficiencies with ESB, e.g. 1 st International Electric Highway Reduction in IT system costs through SEM settlement system, and through ESB procurement efficiencies Creation of jobs/skills and further investment in NI
Our Plugged in Places Bid In 2010 we formed a NI Consortium to bid for Plugged In Places funding from OLEV 26 Member Consortium Secured initial grant funding of 850,000 from OLEV expanded to 1.6million Raised a further 800,000 match-funding through the ecarni Consortium Consortium worked together to deliver the infrastructure, home & workplace charging, marketing, operation, parking legislation etc.
Key Challenges 26 Member Consortium Match Funding Consortium Agreements Memorandum of Understanding Procurement Planning Locations Chargepoint Management System Legislation Timescales

Progress to Date Procurement and installation of 22kW and 50kW chargers complete. Home and workplace chargers installed. Parking Legislation complete Ecar website launched IT payment system in development
ecarni Infrastructure
Ecar Operation & Usage 334 publicly accessible charge posts in Northern Ireland Over 60,000 home, workplace and public charging events since April 2012 Increase in electric vehicle ownership from 5 in 2012 to over 700 registered to date 64 EV s registered in May 2015
