4 Clean Fleets for Cleaner Air Clean fleets matter: On-road cars and trucks account for more than: 25% of Air Pollution 28% of Greenhouse Gases (GHG) Zero-tailpipe emissions technology is key to achieving clean air 4

18 Plan Bay Area EV Programs Clean Vehicles Feebate Charge a one-time fee on high-emitting vehicles and use funds to provide rebates for lower-emitting vehicles. Revenue neutral program. Vehicle Buy Back and Plug-in or EV Purchase Incentives Incentivize consumers to tradein an older vehicle (>10 years old) in exchange for the purchase of an EV. 18

19 Plan Bay Area EV Programs Regional EV Charger Network Fund a network of workplace chargers to extend the number of electric miles driven by PHEVs in the Bay Area 19

20 Public Outreach Program: Electric Vehicle Campaign Campaign will be developed over the next 4 to 6 months Campaign s main goals: Educate Bay Area residents about electric vehicle use & charging Encourage Bay Area drivers to purchase or use EVs when offered the choice Campaign will develop promotional messages and campaign activities Campaign plan will be presented to Commission in early 2013 prior to implementation 20
