2 LADWP Background The largest municipal utility in the nation Established over 100 years ago Safe, reliable, and affordable water and power provided to the City s 4.1 million residents and businesses Area served is 465 square miles Environmental leadership is a cornerstone for LADWP Actively involved in Electric Transportation activities for over 20 years 1 st utility to establish an PEV charging rate in the early 1990s In the mid to late 1990s, facilitated the installation of over 400 public chargers Demonstrated over 350 PEVs of various types in fleet applications

6 Charging Plug-In Electric Vehicles Charging PHEVs and PEVs requires plugging into electric vehicle supply equipment (EVSE) SAE J1772 is the standard connector EVSE can be installed for charging at home, public, and workplace There are three types of EVSE: Level 1 (120v) = 3 to 20 hours Level 2 (240v) = 3 to 8 hours DC Fast Charger (480v) = less than 30 min
7 LADWP s Current PEV Infrastructure 1. Fleet Chargers 123 Level 2 chargers at 4 facilities for fleet vehicles only Both pedestal and wall mount units 2. Workplace Chargers 29 Level 2 chargers at Main Office Building for employee use only 3. Public Chargers 55 Level 2 chargers at city-owned properties 4. DC Fast Chargers 4 installed with 12 more planned for both fleet and public access

9 Issues To Consider When Establishing Fleet Charging Number and Type of EVSEs - Level 1, 2 or DC fast charging - Current and future needs - Analysis of expected charge times Convenience and Location - Availability of power - Proximity to utility service - Contact your utility Installation Costs - Installation costs can vary considerably - Trenching and adding electrical service and/or panels add the most cost - Get cost estimates and evaluate options - Consider applying for incentives, grants, and rebates
10 Issues To Consider When Establishing Fleet Charging (Cont) Permitting - Fairly simple - this is not a new technology - In Los Angeles permits can be obtained on-line through express permitting process for Level 1 and 2 - Contact your Utility and City Building Department Safety - Curb, wheel stops, or bollards - Avoid tripping hazards - Avoid irrigation Signage - PEV parking only Consult with EVSE suppliers, installers, contractors, and your utility - Meet early in the EVSE installation process - Utility can provide guidance on rates, metering, and service upgrades that may be necessary
11 Customer Charging Recent Accomplishents: Wrapped up our EV residential rebate program. Provided over $1,700,000 to over 900 LA customers. Encouraged business customers to take advantage of grant funding opportunities for EV charging.
12 New Residential Rebate Charge-Up LA! Home, Work, and On the Go Residential Charging: Up to $750 for purchase of a Level 2 charger Optional $250 credit toward electricity for many months of cost free driving if they do the separate TOU metering. Home Charging: 89% charging of which 80% off peak. Vehicle more convenient & available = more zero emission miles.
13 New Workplace Rebate Charge-Up LA! Home, Work, and On the Go Workplace Charging: Target Large Employers (comply with SCAQMD Rideshare Rule 2202) Up to $750 for purchase of a Level 2 charger wall mount Up to $1000 for purchase of a Level 2 pedestal charger Max 20 chargers per premises. Can trade 20 chargers for DC Fast Charger Workplace Charging: Assists with compliance. More zero emission miles, encourages vehicle sales.
14 New Public Charging Rebate Charge-Up LA! Home, Work, and On the Go Public Charging: Target Commercial Customer that provide charging for the public. Same rebates as Workplace Charging rebate - $750/$1000 Max 20 chargers per premises. Can trade 20 chargers for DC Fast Charger Public Charging: Provides confidence to EV drivers. Provides range extension, partial solution for multi-family dwellers. Positive business model (green, longer shopping, etc).
