2 City Clerk s Office only: Item # FORMAL AGENDA ITEM COUNCIL MEETING DATE: July 24, 2012 TO: FROM: Subject Title: President and Members of City Council Laura Neumann, Chief of Staff Helen Migchelbrink, Public Works Director/City Engineer Kathleen Krager, Transportation Manager Pikes Peak Rural Transportation Authority (PPRTA) Extension Project List Update Strategic Goal(s) this item supports: SUMMARY: City Staff has made some updates to the PPRTA Extension Project List after the initial presentation to the PPRTA Citizens Advisory Committee and the Board. PREVIOUS COUNCIL ACTION: The PPRTA Extension Project List was presented to City Council at the April 9, 2012 Informal meeting. BACKGROUND: Since the April 9, 2012 City Council Meeting, there have been three changes made to the Project List for the Extension of the Capital Tax of PPRTA. These changes were the result of new information and further consideration by staff. All changes have been reviewed by Mayor Bach. The three changes are: 1) Moving the repaving of Academy Boulevard from Fountain to Milton Proby to the A list and moving the repaving of Academy Boulevard from Palmer Park to Bijou Street to the B list. This change was done at staff recommendation based on projected need. 2) Moving Woodmen Road Improvements from the B list to the A list and increasing the budget from $3,200,000 to $7,500,000. The consultant working on the widening design for Woodmen Road has identified the potential of building a Continuous Flow Intersection at Woodmen and Union for $7.5 Million. This intersection design would relieve the current congestion at the intersection and negate the need to construct an interchange in the future at an estimated cost of $50 Million. Staff wanted to take advantage of the new design and cost savings for this critical intersection. 3) The Pikes Peak Greenway Trail Improvements budget was increased by $1,091,000. This increase in budget will allow additional improvements in the Downtown area to encourage redevelopment and growth on the west side of Downtown. To accommodate these changes several projects were eliminated. The Northgate Improvement project was removed from the list. These improvements are going to be completed as part of the North I-25 widening project by CDOT in Old Ranch Road improvements between Voyager and Kettle Creek were planned as a joint project with, but removed the project from their list to fund other County projects. 1

3 Finally, the Hancock Expressway Realignment Project was moved from the A list to the B list and the Powers Boulevard Extension Project was reduced by $5,500,000 to provide a project list within the projected revenues of PPRTA. FINANCIAL IMPLICATIONS: The PPRTA revenue estimate for capital projects in the City of Colorado Springs is approximately $27 million per year. The majority of projects on the PPRTA Project List will need to be completed regardless of funding source. Other funding sources for these projects are extremely limited. BOARD/COMMISSION RECOMMENDATION: The revised list will be presented to the PPRTA Board on August 8, STAKEHOLDER PROCESS: CTAB reviewed the revised list at the June 5, 2012 meeting. ALTERNATIVES: None. RECOMMENDATION: Staff recommends approval of the PPRTA Extension list. PROPOSED MOTION: Motion to approve the PPRTA Extension list.
