1 Meeting Date: November 13, 2018 STAFF REPORT Agency: Staff Contact: Agenda Title: Agenda Action: City of Belmont Brigitte Shearer, Parks & Recreation Director, Electric Vehicle Charging Station Status Update Study Session Recommendation Receive informational report. Background The City s Climate Action Plan (CAP), adopted in 2017, establishes a goal to reduce community-wide greenhouse gas emissions 50% by The CAP provides several avenues by which the City can achieve this goal and encouraging electric vehicle (EV) adoption is a critical component. EV charging infrastructure will need to be expanded in order to achieve long term local and state-wide EV adoption goals. This infrastructure network will include residential, commercial, and municipal charging sites. Since 2017, the City has taken the following steps to move towards its CAP goal: 1. Established policies to expedite the installation of residential and commercial charging opportunities. 2. Permitting for 3 EV chargers in the Safeway parking lot is in process; expected completion Committed to the purchase of alternative fuel vehicles. 4. Engaged City/County Association of Governments (CCAG) to assist in the development of an Electric Vehicle Supply Equipment Siting Plan (Plan) to explore establishing EV chargers at cityowned facilities Analysis The City has implemented important EV charging action items to advance towards its CAP goal of reducing greenhouse gas emissions by 50% by 2035, but more opportunities remain. In the residential space, additional outreach, education, and permit streamlining could occur. Incentives for publicly accessible chargers in multi-dwelling units (MDUs) could provide additional infrastructure. While it is projected that, especially in suburban areas, most EV charging will continue to occur at home to minimize energy costs and maximize convenience, there is currently a significant shortfall of publicly available chargers. This deficit is expected to increase as EV use continues to rise, although concern over access to charging ( range anxiety ) may somewhat dampen this adoption rate. To reduce range anxiety, meet its own CAP action item goals, and encourage EV use and adoption by City employees and visitors, the City could provide EV chargers at public sites. The 2017 EV Supply Equipment Siting Plan identified several sites where EV charging might be possible. However, the true viability of each site, given proximity to a power source, utilization rate requirements by potential funders, accessibility requirements, etc., reduces the true number of potential city-owned sites. Considerations for inevitable technology obsolescence/development and site master plans should also Page 1 of 2 EV Charging Station Update
2 factor into the City s EV charging station implementation plan. To help understand the spectrum of solution options potentially available to the City, staff surveyed surrounding cities regarding their EV charging implementation to date. Of the 16 respondents, 15 cities and San Mateo County had installed EV chargers and/or are planning additional installations. Additional survey highlights include: 1. EVgo and/ or Chargepoint are the predominant charging vendors. 2. Grant funding was obtained through ElectrifyAmerica, PG&E or BAAQMD. 3. Two cities indicated they are currently working to install more Level 2 (L2) and Direct Current Fast Charge (DCFC) chargers. Survey results received to date are attached. The EV charging space is changing rapidly. To be poised to pursue newly available funding opportunities and to advance its Climate Action Plan goals, the City should obtain more in-depth site evaluations and infrastructure cost estimates and include public EV chargers installations into future CIP budget plans. In addition, the City is considering all available and applicable fuel technology as part of the annual fleet acquisition assessment and purchasing. Potential hybrid or EV light duty vehicle purchases will require concurrent EV charging infrastructure at the Corp Yard. The County s Office of Sustainability may be able to provide technical and financial assistance in this effort. Attachments A. PowerPoint Presentation B. 5 EV Chargers Glossary ZEV - Zero Emission Vehicles, includes BEV (battery), PHEV, (plug-in Hybrid) FCEV (fuel Cell) Home dominant - assumption that most EV owners will primarily charge vehicle at home at off peak hours for lowest cost Range anxiety - worry on the part of a person driving an electric car that the battery will run out of power before the destination or a suitable charging point is reached. Most important factor in reluctance to purchase an EV. Charge time stress - dilemma of when/where to fit charge time into workday/commute. This will diminish as charge time is reduced and driving range increases.

Adopted BVSP/BVZ (Nov 2017) requires 5% of parking stalls to include EV Chargers for all parking facilities with 20 or more spaces.
10 EV Charging in Belmont Commercial & Mixed-Use Sites Accomplishments to date: General Plan includes EV charging station requirements for commercial sites east of Hwy Permit filing anticipated for 3 new EV chargers at Safeway on ECR expected completion Q EV charging stations installed at Marriott Springhill Suites Hotel (Sept 2017) 4. New EV charging stalls to be installed for both Residential/Commercial Mixed- Use developments (400 & 600 ECR).
11 EV Charging Residential & Commercial Sites Next Steps: Consider potential opportunities to encourage additional EV chargers - Clarify/Develop educational/informational campaign re: updated building codes (Fremont example) - Develop online permitting for SFR L2 installation (Cupertino example) - Identify funding opportunities for installation - Identify technical assistance for MDU conversion (PCE Easy Charge Apartments Program) - Provide financial incentives - Revise parking zoning requirements
12 EV Charging in Belmont - City Fleet Conversion City s CAP supports purchase of new or conversion of existing government vehicles to more efficient vehicles. (TM4) 1. Fleet Service considers all available and applicable alternative fuel technology as part of the annual fleet acquisition assessment and purchasing. 2. Potential for hybrid or electric vehicle purchases when replacing light duty vehicles (requires charging infrastructure to be in place). 3. Corp Yard PWD will be assessing the opportunity for technical infrastructure funding for the EV charging prior to committing to vehicle purchases.
