4 Fewer Weight-Restricted Bridges Act 89 will ensure that bridges will receive much-needed rehabilitation and preservation work, reducing the number of weight-restricted bridges. This means safer bridges as well as fewer lengthy detours for businesses, emergency responders and schools. The plan will allow PennDOT to continue and increase its past bridge investments that, as resources were decreasing, meant that pavement quality suffered. Act 89 will improve pavement quality while reducing the number of weight-restricted bridges. The graph below also illustrates that the state s Rapid Bridge Replacement Project, a Public- Private Partnership, will complement the plan s positive impact on state-owned bridges. 5 Pennsylvanians will see smoother roads, safer bridges and improved mobility across the state. Many significant projects would not have come to fruition, or would have taken much longer to complete, without the transportation plan. Regional highway and bridge projects beginning this year because of the plan include: Erie Resurfacing more than 137 miles of non-interstate roads in Crawford, Erie, Forest, Mercer, Venango and Warren counties for $36 million; Replacing the closed Livermore Bridge on Irishtown road (Route 2005) in Mercer County for $2.7 million; and Rehabilitating and preserving five bridges in the region for $4.4 million. Harrisburg Resurfacing 8.5 miles of Route 283 in Lancaster County for $8.5 million; Resurfacing 4 miles of U.S. 222 in Lancaster County for $4.4 million; and Resurfacing 5.4 miles of Route 17 in eastern Perry County for $2.7 million. Lehigh Valley Restoring the Buttonwood Street Bridge for $13 million; Reconstructing the Interstate 78 Krumsville Interchange for $35 million; and Reconstructing Interstate 81 from the Lebanon County line to Pine Grove for $58 million. Northeast Resurfacing more than 145 miles of non-interstate roadway throughout in Lackawanna, Luzerne, Pike, Susquehanna, Wayne and Wyoming counties for $41 million; Safety improvements to Route 6 in Texas Township, Wayne County, including new turning lanes, upgrading intersections and repaving for $2.6 million; and Resurfacing Interstate 84 between Exit 2 (Elmhurst) and Exit 8 (Mt. Cobb/Hamlin) for $7.3 million.
6 Philadelphia Widening Route 322, the Conchester Highway, in Delaware County for $242 million; Replacement of Vine Street Expressway Bridges, involving seven new superstructures carrying 18th Street, the Family Court Pedestrian Walkway, 19th Street, the Free Library Pedestrian Walkway, Benjamin Franklin Parkway, 21st Street and 22nd Street over Interstate 676 in the City of Philadelphia for $120 million; and Resurfacing and pipe replacement on Route 252 from the Delaware County line to U.S. 30 in Easttown and Tredyffrin townships, Chester County, for $2 million. Pittsburgh Rehabilitating the Birmingham Bridge in the City of Pittsburgh for $40 million; Roadway reconstruction on approximately 11 miles of Route 50 from Washington County to Millers Run Road in South Fayette Township, Allegheny County, for $15.1 million; and Resurfacing, signal upgrades and drainage improvements on approximately 8 miles of Route 19 Perry Highway in Ross and McCandless townships in Allegheny County for $8 million. State College Complete roadway resurfacing and bridge preservation on U.S. 220, the Lock Haven Bypass, in Clinton County for $17 million; Restoring and improving Route 872 highway in Cameron County from the village of Sinnemahoning, north to Grove Township for $7.5 million; and Restoring two bridges and resurfacing roadway on U.S. 322, the Mount Nittany Expressway, for $5.6 million.
7 Public Transportation Nearly 50 transit projects design or construction will begin in 2014 (facilities, bridge work/paving) Roughly 30 shared-ride and 55 fixed-route transit replacement vehicles will be purchased. Provides funding for 10 critical transit services in Pittsburgh, Philadelphia areas that serve 30,000 riders. Work will begin to make stations along the Keystone Corridor (Harrisburg to Philadelphia) ADA accessible within five years. Sustainable funding provided for Pennsylvanian train service to Pittsburgh. Alternative Energy Capital Investment Program for public transportation providers to invest in equipment and facility upgrades to utilize alternative technologies such as electric and natural gas will be established. Incentives, including local match waivers, for transit agencies to consolidate in regions if consolidation studies show potential for cost savings and efficiencies. Stabilizes funding for Port Authority of Allegheny County Public Transportation Capital Progam Before Act 89 Projected with Act 89
8 2014 Transit Benefits from Act 89 Public transportation is available in some form in every single Pennsylvania county. In addition to supporting long-awaited capital projects for the Port Authority of Allegheny County and SEPTA, Act 89 provides stable funding that transit providers across the state can rely on for planning. Facility and Infrastructure Improvements *In many cases state funds will be used in conjunction with federal funds* Port Authority of Allegheny County Replace lifts at the West Mifflin Garage for $2.5 million. Roof replacement at the Collier Bus Garage for $4.2 million. Paving at the Ross Garage for $2.2 million. Grade Crossing improvements for the Light Rail System for $800,000. Designing and constructing the Port Authority of Allegheny County s Neville Ramp bridge for $12.5 million. Paving the park and ride lot at Washington Junction $8.9 million Paving at South Hills Village for $1 million. Ongoing bridge campaign to maintain of the PAAC s 71 bridges, from complete rehabilitation to routine maintenance, for $2 million SEPTA Regional: rehabilitating nine stone-arch bridges along the regional rail line for $8.4 million. Bucks County: Station improvements to include full ADA accessibility, overpass, high-level platforms, elevators and parking expansion at the Levittown Station for $37 million. Chester County: Station improvements to include full ADA accessibility, high-level platforms with new canopies, a covered passenger waiting area and windscreens and a new station building on the inbound side at Exton Station for $16.8 million. Delaware County: Improvements to 69th St Terminal including energy efficiency, stormwater management and passenger amenities for $11.5 million. Construction of high-level platforms, pedestrian tunnel and new station building at Secane Station for $21.3 million. Replacement of 925-foot Crum Creek Viaduct (along Media/Elwyn line) originally built in 1895 for $77.5 million. Replacement of bridge timbers, painting and structural steel repairs for three Media viaducts for $43.3 million. Electrical work to include replacement of transformer at the Clifton Substation for $3.4 million.
9 Montgomery County: Parking expansion and improvements at Gwynedd Valley Station, North Wales Station and Philmont for $9 million. Overhaul of Ambler Substation to replace 80-year-old power components for $10 million. Construction of a new traction power station at Jenkintown Substation to replace 80 year old substation for $42 million. Philadelphia Replacement and upgrade of existing room at2nd Wyoming/Berridge Bus Maintenance Facility for $15.8 million. Replacement and upgrade of existing fire sprinkler systems at Allegheny Bus Garage for $5.1 million. Construction of new building at the Frankford Bus and Trackless Trolley terminal complex for $2.7 million. Replacing the Roberts Carhouse Roof for $1.7 million. Replacement and upgrade of existing fire sprinkler systems at Woodland Rail Shop for $2.8 million. Accessibility improvements at 40th St. Station on Market Frankford Subway Elevated line for $9 million. Renovation and replacement of elevators and escalators at Center City Subway Concourses for $7.3 million. Accessibility improvements at Margaret-Orthodox Station on Market Frankford Subway Elevated line for $32.3 million. Roof replacement at the Temple Regional Rail Station for $1.5 million. Replacement of the Chestnut Hill West Bridge over SEPTA s Main line, constructed in 1916, for $7.6 million. York County: York County Transportation Authority will begin design for a maintenance and administration building, with a total facility cost estimate of $15.7 million.
10 The following agencies will begin planning for facility projects in 2014: Beaver County: Beaver County Transportation Authority recently purchased land to expand the current Park and Ride Lot at the Travel Center. The expansion will accommodate 70 additional parking spaces for continued growth in ridership. Cambria County: Cambria County Transportation Authority will install a CNG Fueling Station and Leak Detection System at the new maintenance and operations facility in Johnstown. Centre County: Centre Area Transportation Authority s building project consists of an upgrade to the maintenance facility, expansion for bus storage, administrative building expansion, and an auxiliary parking lot. Clearfield County: Planning for renovations at the Area Transportation Authority/DuFAST joint facility to expand bus storage and make other improvements. Crawford County: Crawford Area Transportation Authority will begin planning to construct a facility in the Meadville area to store and clean its vehicle fleet. Dauphin County: Construction of a new maintenance and administration building for Capital Area Transportation Erie County: Erie Metropolitan Transportation Authority will continue Phase II construction on the Maintenance and Paratransit Bus Storage Facility of the Joint Operation Facility Center. Construction is planned for completion in spring Lackawanna County: Planning for construction of a maintenance facility including compressed natural gas (CNG) for the County of Lackawanna Transit System. Lycoming County: The City of Williamsport/River Valley Transit plans to expand the Trade and Transit Facility to provide enhanced accommodations for staff and customers using public transportation in Lycoming County. Northumberland County: Renovation of an existing structure to become the maintenance facility for shared-ride service in Northumberland County. Schuylkill County: Renovation and expansion of the existing administration and maintenance facility with CNG compatibility for the Schuylkill Transportation System. Washington County: Storage and maintenance facility renovation with CNG compatibility in Donora for the Mid Mon Valley Transit Authority. Westmoreland County: Construction of a new Park and Ride facility for the Westmoreland County Transit Authority.

PennDOT accepting applications through June 27 for multimodal projects including roads and bridges, aviation, rail freight, ports and bicycle/pedestrian. Meeting with ports to construct five-year strategic port plans. Accepting applications for rail freight funding in May Establishing a Balanced Multimodal Transportation Policy Commission as required by law.
12 Modernizing PennDOT PennDOT is improving resource sharing, enhancing coordination, delivering better policies and procedures, and reducing costs. Next Generation: Addressing Department-Wide Practices and Resource Sharing Mapping the Future: Enhancing Coordination Across State Agencies Modernization Initiatives: Delivering New Policies and Procedures State Transportation Innovation Council (STIC): Innovating Industry-Wide IdeaLink: Empowering All Employees to Submit Innovative Ideas Continued Cost Savings Pa. Turnpike Commission (PTC) bids were received in November 2013 for the proposed maintenance site at Plymouth Meeting. PTC bids used PennDOT design standards and saved $8.2 million from the original estimate. PennDOT co-located at PTC s Donegal maintenance site in early November PennDOT s existing Donegal maintenance site will be eliminated due to a roadway widening project. This saves PennDOT $3 million due to not needing to purchase land and develop a new site. Efficiency Enhancements: Through a regional right-of-way partnership in western Pennsylvania, the department s Oil City and Indiana-based districts performed negotiation and appraisal services for the Bridgevillebased region on three projects to allow that district to meet project letting dates that were previously close to being delayed. The Central-Office Bureau of Project Delivery created a highway design squad with existing staff to assist regional offices with highway design workloads. Three general-aviation airports in western Pennsylvania volunteered for a pilot project to combine pavement maintenance activities and achieve savings through economies of scale. More than $170,000 was saved through the pilot project.
