1 December 06, 2018 AMENDMENT NO.: VI TO INVITATION FOR MULTI-STEP BID NO.: GPA FOR HAULING AND HANDLING OF GPA USED OIL AND SUPPLY OF REPROCESSED GPA USED OIL MEETING GPA S SPECIFICATIONS Prospective Bidders are hereby notified of the following inclusions and response to inquiries received from Unitek Environmental Guam dated 10/09/18, Union Eco Energy Corporation dated 10/15/18 and Pacific Revolution dated 10/16/18: INCLUSIONS: 1. Kindly refer to Attachment A Cabras Site Map - (see attached). 2. Kindly refer to Attachment B Cabras Fuel Bulk Storage Facility (est. wetland area) (see attached). Unitek Environmental Guam s inquiry dated 10/09/2018: 3. The RFP states that GPA will provide limited space for the Contractor at Cabras Power Plant. The footprint needed for a used oil processing facility is a minimum of 2 acres. It does not appear that the Cabras Power Plant has 2 acres necessary for the facility. Can GPA provide an alternate location for this purpose? ANSWER: Cabras power plant currently does not have 2 acres. Please see Amendment V Attachment A for the Cabras Site Map. GPA can currently provide the space beside the Waste Oil Facility and Oily Water Separator and Sludge Tanks. As an option, GPA can work with Contractor to provide non-wetland area in GPA s Cabras Fuel Bulk Storage Facility site, refer to see Amendment V Attachment V. Lot 261 (GPA Bulk Storage Facility) is currently used for fuel storage, but there is an estimated 11.5 acres of unused GPA Property that GPA can discuss with Contractor for use. Please note though that parts of this area are estimated wetland areas. If Contractor and GPA agree to have Contractor use this property, Contractor will be subject to: (a) Payment of lease fees to GPA. (b) Comply with all Local, Federal and GPA Requirements regarding the use of the property (c) Complete all requirements prior to and during the use of the property. This includes completion of tasks such as determining actual acreage of wetland area in the property and completing all local and federal requirements if using the wetland area. GPA recommends for contractor to limit the construction of the facility to the non-wetland portion of the GPA property. (d) Contractor will be responsible for construction of access road to the facility, and all expenses associated with permitting and development. 2 Union Eco Energy Corporation inquiry dated 10/15/2018: 3. Specification of Reprocessed Oil from GPA Waste Oil According to Reprocessed Used Oil Specification of Bid document, Maximum Allowed value of Color (item number 13 of Page 163 of 188) is 2.0. This color figure appears to be based on a typical commercial new diesel product. In general, the color values of reprocessed oils from waste oils should be changed to the color values for the reprocessed oils because they differ in transparency compared to commercial new diesel project. This color number figure has no effect on diesel fuel functions, content and environmental issues, and only transparency is reduced. Please consider the specification as suitable value of color for the reprocessed oil. For reference, the typical value of color of reprocessed oil is around 8.0. ANSWER: GPA may consider the proposed maximum allowed value of color, as long as the other quality specification requirements for reprocessed fuel oil are met. Pacific Revolution inquiry dated 10/16/2018: 1. Process/specification of reprocessed products III. Question to GPA a. If the finished product and reprocessed oil from the technology we are going to propose is based on a certain process that will increase combustion efficiency, fuel over-consumption then can be eliminated at the same time. If confirmed that the water content injected has no adverse effects on the boilers and the fuel while minimizing emissions significantly, would GPA be willing to amend the specification on page163 of 168 regarding water content to be a reference only as opposed to a firm requirement? If not, GPA would limit itself to only very few antiquated & uneconomical technologies. ANSWER:.III.a Bidders should note that after retirement of Cabras 1&2 Power Plant, the reprocessed used oil will be added to the primary fuel (ULSD) of the other GPA Plants, which are combustion turbines, slow-speed diesel plants, and fast-track diesel plants. Any changes to specifications will be subject to approval of GPA and any contractor managing GPA s power plants; the changes may be considered if there are no adverse effects nor increased cost to operations and fuel supply, and in complying with GPA operation standards and local/federal regulatory requirements. 2. IV.Acceptable criterion of reprocessed used oil vs. emission impact I. Questions to GPA: c. Fuel Spec Compliance w/out requirement to meet gas emission standards: i. Needless to say, if end product does not meet fuel specs, it will not comply with gas emission regulations. In our experiences, whenever those reprocessed used oils do not pass gas emission regulations, their end products will be rejected regardless if the fuel oil itself is compliant to the local fuel spec. We suggest having a third-party inspector confirm that emission levels, and fuel spec that is obtained. Which the contractor could take upon themselves to show GPA. In this case, GPA can specify that a test for the emission impact for the reprocessed used oil should be submitted, in which, emission level of Sox must not exceed whatever amount of ppm limit EPA commands. ii. Under the circumstance that emission impact level does get specified in this RFQ, this means that purpose of this project is the reduction of gas emissions to EPA compliant levels. If this is the case, we have a better idea of what to propose GPA.
